• JASPERS: not a one-off initiative • JASPERS is a technical assistance initiative; JEREMIE,
JESSICA are financial engineering initiatives • common elements: part of a wider movement in cohesion
policy over the past five years – joint actions and more efficient actions
• the idea of a joint approach with partners with compatible objectives is common to all

• Mid-2005: concept of a joint instrument agreed• 2006: core team in place, recruitment and framework contacts,
start of operations in late 2006• 2007: new staff arrive, regional offices in Warsaw, Vienna and
Bucharest open • 2008: JASPERS producing significant volume of output • November 2008: Economic Recovery Package: increase of 25%
in Commission contribution to JASPERS

the beneficiaries• Commission contribution: €14 million in 2008, €24 million

• 3 assignments completed for Member States in 2006, 22 in 2007, 82 in 2008 and133 in 2009
• 96 up to 22 September 2010• JASPERS now close to target capacity• considerable progress over the last year:• 160 applications with JASPERS assistance registered up to 22
September 2010, there were 75 at end August last year • 87 applications with JASPERS assistance approved to 22
September 2010; 26 at end August 2009

• JASPERS is working on 454 active projects at mid 2010• Major projects account for 83 % of the active projects,
horizontal 9 % and small projects 8 %• 2010 Action Plans contain 115 new actions• New actions across all sectors, especially in solid waste and
energy (40) and water (33)

JAS PE R S in the future• More emphasis on the projects in the period after
approval of an EU grant, initially on a pilot basis• Preparing for post-2007-2013: a more up-stream role for
JASPERS to ensure a project pipeline for 2014 onwards • Capacity building: balance between learning by doing
projects and a targeted approach to creating capacity in the Members States
