View Point Heath (VPH) is issuing this Request for Qualifications from General Contracting firms interested in providing Construction services for the proposed new construction of Bridge-way Village, a 31 unit Per-manent Supportive Housing apartment complex located in Lawrenceville, Georgia. All respondents must dem-onstrate capacity and expe-rience to provide the follow-ing products and services: detailed General Contracting and Construction services; ability to work with Project Architect to provide reliable cost estimates for the pro-posed development to be used in structuring project budgets; ability to participate in Value Engineering reviews with Project Architect if nec-essary to aid in completing final construction budget for proposed development; and prepare all necessary construction documentation for a Georgia Department of Community Affairs (DCA), HOME/Permanent Support-ive Housing Loan Application and Closing.
As part of the response to this RFQ each respondent must provide:
1) Summary of resources demonstrating capacity to provide General Contracting Services of a scale sufficient for the proposed construc-tion.
2) Summary of key staff and their qualifications, and a list of employees likely to be assigned to this project.
3) Summary of previous and current projects of simi-lar size and scope in Georgia with emphasis on projects in the Gwinnett County and Metro Atlanta Area..
4) Summary of experience with Georgia DCA or other federally financed new con-struction which may include 221(d)4, LIHTC, HOME, or other similar government subsidized loan programs. This summary should in-clude the name and location of each project, and the num-ber of units per project.
5) History of working with green building processes. The General Contractor should demonstrate an un-derstanding of the require-ments for LEED or Earth Craft Certifications.
CONSTRUCTION/SERVICE BIDS
6) Summary of outreach programs to recruit qualified Minority and Women Owned Businesses to participate in the construction process when appropriate.
7) Evidence of successful Section 3 and Davis Bacon Act implementation and reporting compliance on previous federally funded projects.
8) A summary of Contrac-tors’ General Liability Insur-ance;
9) Confirmation of mini-mum Bonding Capacity of $3,000,000.00 (Three Million and 00/100’s Dollars);
10) Statement Certifying that respondent and any of its principals have not been the subject of any debarment or legal inquiry into business conduct in the last 5 years, and has not been flagged on HUD form 2530;
11) Financial References from two (2) Banks and three (3) Creditors/Suppliers;
12) Demonstration of ca-pacity through Bank Lines of Credit or cash resources suf-ficient to carry the construc-tion costs for a period of 60 days if necessary;
13) Any other promotional materials or work products the applicant believes are relevant to demonstrate re-quired experience and quali-fications for the proposed project.
Following a review of all submittals, VPH will issue Requests for Proposals (RFP’s) to up to five respon-dents. The RFP will include a request for Construction Pricing based on the Plans and Specifications to be provided by the Project Ar-chitect. Based on its further review and evaluations of the RFP’s, VPH in consultation with the Project Architect will select a General Contractor to enter into contractual ne-gotiations regarding services and compensation.
VPH reserves the right to reject any and all sub-missions, and to waive informalities and minor ir-regularities in submissions received, and to accept any submissions if deemed in the best interest of VPH to do so.
