2011 Community Survey Executive Summary
Purpose and Methodology Purpose. ETC Institute administered a comprehensive community survey to residents of Johnson County during the spring of 2011. This was the third community survey administered by the County; previous surveys were administered in 2005 and 2009. The purpose of the survey was to gather input from residents about a wide range of issues including:
Perceptions of living in Johnson County Feelings of safety in the County Vision for the County’s Future Environmental Stewardship Familiarity with county services Usage of county services Satisfaction with county services Perceptions of service delivery Expectations for County services Budget prioritizations
Methodology. A survey was mailed to a random sample of 3,000 households in Johnson County in April of 2011. Approximately seven days after the surveys were mailed, residents who received the survey were contacted by phone. Those who indicated that they had not returned the survey were given the option of completing it by phone. Of the households that received a survey, 452 completed the survey by phone and 785 returned it by mail for a total of 1,237 completed surveys (a 41% response rate). The results for the random sample of 1,237 households have a 95% level of confidence with a precision of at least +/- 2.8% for the county and +/-6.9% for each of the six commission districts.

There were no statistically significant differences in the results based on the method of administration (phone vs. mail). In order to better understand how well services are being delivered by the county, ETC Institute geocoded the home address of respondents to the survey. The map above shows the physical distribution of survey respondents based on the location of the respondent’s home. The results for selected questions are shown by zip code in the maps provided in Section 2 of this report. The percentage of “don’t know” responses have been excluded from many of the graphs shown in this report to facilitate valid comparisons of the results from Johnson County with the results from other communities in ETC Institute’s national benchmarking database. Since the number of “don’t know” responses often reflects the utilization and awareness of county services, the percentage of “don’t know” responses have been provided in the Section 4 of this report. This report contains:

Perceptions of the Community
General Perceptions of the County. Residents were generally satisfied with a wide
range of factors that influence perceptions about living in Johnson County: ninety-four percent (94%) of residents were satisfied (rating of 4 or 5 on a 5-point scale) with the overall quality of life in the County, 93% were satisfied with the image of the County, 90% were satisfied with public safety and 85% were satisfied with the quality of County services. All of the perception items rated significantly above the national and large community averages:
o The quality of life rated 14% above the national average and 21% above the large
community average. o The image of the County rated 22% above the national average and 28% above
the large community average. o Public safety services rated 10% above the national average and 15% above the
large community average. o The quality of city/county services rated 28% above the national average and 38%
above the large community average. o How well the County is planning growth rated 30% above the national average
and 37% above the large community average. o The value received for tax dollars rated 18% above the national average and 25%
above the large community average.

Perceptions of Life in Johnson County. Most residents were satisfied (rating of 4 or 5 on a 5-point scale) with Johnson County as place to live (96%), raise children (93%) and work (87%). All of these items rated significantly above the national and large community averages:
o Ratings of Johnson County as a place to live were 12% above the national average
and 18% above the large community average. o Ratings of Johnson County as a place to raise children were 14% above the
national average and 24% above the large community average. o Ratings of Johnson County as a place to work were 29% above the national
average and 14% above the large community average. Feeling of Safety in the County
Residents generally felt safe in the County: ninety-six percent (96%) of residents felt safe
(rating of 4 or 5 on a 5-point scale) in their neighborhood during the day, 88% felt safe in their neighborhood at night and 72% felt safe in community parks. All of these items rated significantly above the national and the large community averages:
o The feeling of safety in neighborhoods during the day rated 4% above the national
average and 8% above the large community average. o The feeling of safety in neighborhoods at night rated 20% above the national
average and 26% above the large community average. o The feeling of safety in community parks rated 8% above the national average
and 15% above the large community average.
Familiarity of County Services
Familiarity with County Services. Residents were asked to rate their familiarity with services provided by 24 Johnson County offices and departments. The results from these questions are provided be services with the highest and lowest levels of familiarity are listed below.
o Services with the Highest Level of Familiarity. More than 70% of those surveyed
were familiar with services provided by the following: Johnson County Library (88%) Johnson County Motor Vehicles Division (88%) Johnson County Parks and Recreation Department (83%) Johnson County Wastewater (73%) Johnson County Election Office (72%) Johnson County Emergency Med/Ambulance Service (71%)
o Services with the Lowest Level of Familiarity. Fewer than 40% of those surveyed
were familiar with services provided by the following: Johnson County Airport Commission (38%)

Johnson County Planning and Development Department (37%) Johnson County Environmental Services (30%) Johnson County Developmental Support Agency (24%) Johnson County AIM’S (19%)
Trends. There were significant increases in residents’ familiarity with 12 of the 24
County offices and departments accessed on the survey from 2009. The items that showed the most significant increases in familiarity are listed below:
o Johnson County K-State Extension and Research (up 11% from 2009) o Johnson County Mental Health Center (up 10% from 2009) o Johnson County Corrections Department (up 8% from 2009) o Johnson County Human Services & Aging Dept. (up 8% from 2009) o Johnson County Emergency Med/Ambulance Service (up 8% from 2009) o Johnson County Airport Commission (up 7% from 2009)
Use of County Services
Use of Services. Respondents were asked to indicate whether any members of their household had used services provided by 24 County offices and departments. The Services with the highest and lowest levels of usage are listed below:
o Services with the Highest Level of Usage. More than 60% of those surveyed
indicated that their household had used services provided by the following County organizations:
Johnson County Motor Vehicles Division (80%) Johnson County Library System (78%) Johnson County Parks and Recreation Department (71%) Johnson County Wastewater (63%)
o Services with the Lowest Level of Usage. Fewer than 14% of those
surveyed indicated that their household had used services provided by the following County organizations:
Johnson County Airport Commission (12%) Johnson County AIM’s (12%) Johnson County Developmental Support Agency (8%)
Trends. Household use of services provided by various County organizations increased
significantly for 9 of the 24 offices and departments that were assessed on the survey from 2009. The County organizations that had the most significant increases in usage based on the results of the 2011 survey include:
o Johnson County Mental Health Center (up 8% from 2009) o Johnson County K-State Extension and Research (up 6% from 2009)

Overall Satisfaction with County Services
Overall Satisfaction with County Services. Residents were asked to rate their satisfaction with 19 services provided by the County. The services with the highest and lowest ratings are listed below based on the percentage of respondents who were satisfied (rating of 4 or 5 on a 5-point scale) with the service among those who had an opinion.
o Services with the Highest Satisfaction Ratings. At least three-fourths (75%) of those surveyed who had an opinion were satisfied (ratings of 4 or 5 on a 5-point scale) with the following County services:
Johnson County Parks and Recreation System (87%) Johnson County Library System (85%) County’s motor vehicle registration system (67%) Ambulance/emergency medical Services (65%) Johnson County’s Election Office (65%)
o Services with the Lowest Satisfaction Ratings. The five County services that had
the lowest levels of satisfaction (ratings of 4 or 5 on a 5-point scale) were: Effectiveness of County communication with the public (39%) The County’s contractor licensing services (30%) Public transit/bus service in the County (27%)
Trends. There were no significant increases in satisfaction from the 2009 survey. The
items that showed the most significant decreases in satisfaction are listed below:
o Emergency preparedness for disasters/terrorist (down17 % from 2009) o Customer services from County Employees (down 15% from 2009) o Effectiveness of County communication with public (down 14% from 2009) o The County's election system (down 10% from 2009) o Ambulance/emergency med services in County (down 10% from 2009)
Overall Priorities
Services that Residents Felt Were Most Important for the County to Provide. Residents were asked to rate the County services they thought were most important for the County provide. The top four services that residents thought should be emphasized most over the next two years based on the sum of the top choices given by respondents were:
o Ambulance/Emergency Medical Services in the County o The County’s Parks and Recreation System o Sheriff’s Office o The County’s Library System

Priorities for Improvements. Importance-Satisfaction Analysis is a tool that helps community leaders objectively assess which services should receive additional emphasis. The analysis incorporates two types of data from the survey: (1) the level of emphasis or importance that residents thought should be placed on improvements to existing services and (2) the level of satisfaction with these services. Importance-Satisfaction analysis is based on the concept that the County will maximize overall satisfaction among residents by emphasizing improvements in those service categories where the level of satisfaction is relatively low and the perceived importance of improvements to the service is relative high (see Section 3 for a more detailed description of the analysis). The top priorities for improvement in Johnson County based on the results of the Importance-Satisfaction analysis are listed below:
o Sheriff’s Office o Ambulance/emergency medical services in the County o Emergency preparedness o Human services provided by the County o Pubic transit/bus service in the County
Perceptions of Service Delivery
Perceptions of Service Delivery. Residents were asked to rate their level of agreement with several issues related to overall perceptions of County service delivery. The issues that residents most agreed with, based upon a combination of “strongly agree” and “agree” responses, were:
o Polling places in the County are convenient (87%) o The County has enough advanced voting locations (78%) o Johnson County government is well run (66%) o The County is prepared for emergencies (56%) o The management of juries for District Courts is professional and efficient (56%)
Trends. There were significant increases in the level of agreement in 2 of the 19 issues
accessed on the survey. The issues that showed significant increases in agreement levels are provided below:
o Commissioners effectively manage County (up 5% from 2009) o Juvenile Justice system has adequate resources (up 5% from 2009)
There were significant decreases in the level of agreement with 9 of the 19 perception
issues accessed on the survey. The issues that showed the most significant decreases in agreement levels are provided below:
o County's web page has useful information (down 12% from 2009) o County provides adequate resources to those in need (down 11% from 2009) o County keeps residents informed (down 10% from 2009)

Expectations of Service Delivery
Expectations for Services. Residents were asked to rate their level of agreement with various statements about existing services provided by the County. The highest and lowest levels of agreement are listed below. The percentages shown only reflect the percentage of respondents who had an opinion about the service.
o Expectations that Are Being Met (more than 85% agree)
93% of those surveyed thought they lived within a reasonable distance of a public library
93% of those surveyed thought they lived within a reasonable distance of a community park
87% of those surveyed thought they had adequate access to recreation facilities
87% of those surveyed thought an Emergency Service Station was located a reasonable distance from their home
o Expectations that Are NOT Being Met (more than 25% did not agree)
30% of those surveyed did not think public transit in the County met their needs
Trends. There were no significant increases in the level of agreement in any of the
expectation issues assessed on the survey. The issues that showed the most significant decreases in agreement levels are listed below.
o County has adequate public health services (down 10% from 2007) o Adequate number of human services and facilities (down 9% from 2007) o Roads in rural areas are adequate (down 8% from 2007) o Court space adequate for County court system (down 8% from 2007)
Budge Prioritization
Residents were asked to indicate how important they felt it was for the County to
continue to spend the amount currently budgeted for various County services. Residents were given a list of County services, along with the budgeted tax support for each service, and were asked to rate the importance of each service on a scale of 1 to 10. Residents were asked to give an item a “10” if they felt the funding for that item should stay the same and they would be willing to pay an increase in taxes to avoid reductions. The services that residents felt were MOST important (ratings of “10” through “7”) and those services residents felt were NOT important (ratings of “1” through “3”) are provided below:
o Services residents felt were MOST Important (more than 55% felt the service was
important) Emergency Services: $16 million (80%) Law Enforcement/Corrections: $61 million (78%)

o Services residents felt were NOT Important (at least 25% of residents did not
think these services were important) Community Development Services: $3 million (32%) Transportation Services: $5 million (25%)
Vision for the County’s Future
Residents were asked several questions to help the Citizens Visioning Committee
develop a vision for Johnson County over the next 10 to 20 years. The results from these questions are provided on the following page:
o The items that residents felt were most important in the perception of the overall
quality of life in Johnson County, based upon ratings of 4 or 5 on a 5-point scale, were: public safety (95%), infrastructure (95%) and public education (91%).
o The items that residents felt should be the County’s top strategic priorities over
the next 10 to 20 years to enhance the quality of life were: 1) public education, 2) public safety, 3) availability of jobs, 4) infrastructure and 5) hospitals/health care/human services.
o The items that residents were most willing to pay more for to avoid reductions in
service or decreased quality were: 1) public education, 2) public safety, 3) infrastructure, 4) hospitals/health care/human services and 5) environment.
o The items that residents were most willing to pay more for to expand or to
improve quality in service were: 1) public education, 2) public safety, 3) infrastructure, 4) environment and 5) hospital/health care/human services.

Overview
ETC Institute's DirectionFinder program was originally developed in 1999 to help community leaders across the United States use statistically valid community survey data as a tool for making better decisions. Since November of 1999, the survey has been administered in more than 210 cities in 43 states. Most participating cities conduct the survey on an annual or biennial basis.
This report contains benchmarking data from two sources: (1) a national survey that was administered by ETC Institute during March 2011 to a random sample of 4,377 residents in the continental United States and (2) another national survey that was administered by ETC Institute during March 2010 to a random sample of 376 residents living in large communities (population of 250,000 or more) during March 2010.
Interpreting the Charts
The charts on the following pages provide comparisons for several items that were rated on the survey. The percentages shown reflect the sum of the positive ratings given by respondents excluding “don’t knows” for the three groups listed below:

Importance-Satisfaction Analysis Johnson County, Kansas
Overview Today, community leaders have limited resources which need to be targeted to activities that are of the most benefit to their county residents. Two of the most important criteria for decision making are (1) to target resources toward services of the highest importance to residents; and (2) to target resources toward those services where residents are the least satisfied. The Importance-Satisfaction (IS) rating is a unique tool that allows public officials to better understand both of these highly important decision making criteria for each of the services they are providing. The Importance-Satisfaction rating is based on the concept that counties will maximize overall resident satisfaction by emphasizing improvements in those service categories where the level of satisfaction is relatively low and the perceived importance of the service is relatively high. Methodology The rating is calculated by summing the percentage of responses for items selected as the first, second, and third most important services for the County to provide. This sum is then multiplied by 1 minus the percentage of respondents that indicated they were positively satisfied with the County's performance in the related area (the sum of the ratings of 4 and 5 on a 5-point scale excluding �don't knows�). “Don't know” responses are excluded from the calculation to ensure that the satisfaction ratings among service categories are comparable. [IS=Importance x (1-Satisfaction)]. Example of the Calculation. Respondents were asked to identify the major county services they thought should receive the most emphasis over the next two years. Thirty-five percent (35%) ranked the Sheriff’s Office as the most important service for the County to provide.

With regard to satisfaction, the Sheriff’s Office was ranked 9th overall with fifty-two percent (52%) rating the Sheriff’s Office as a “4" or a “5" on a 5-point scale excluding “Don't know” responses. The I-S rating for the Sheriff’s Office was calculated by multiplying the sum of the most important percentages by 1 minus the sum of the satisfaction percentages. In this example, 35% was multiplied by 48% (1-0.52). This calculation yielded an I-S rating of 0.1680, which was ranked first out of 19 major service categories. The maximum rating is 1.00 and would be achieved when 100% of the respondents select an activity as one of their top choices for the County to provide and 0% indicate that they are positively satisfied with the delivery of the service. The lowest rating is 0.00 and could be achieved under either one of the following two situations: • if 100% of the respondents were positively satisfied with the delivery of the service • if none (0%) of the respondents selected the service as one of the four most important
services for the County to provide. Interpreting the Ratings Ratings that are greater than or equal to 0.20 identify areas that should receive significantly more emphasis over the next two years. Ratings from .10 to .20 identify service areas that should receive increased emphasis. Ratings less than .10 should continue to receive the current level of emphasis. • Definitely Increase Emphasis (IS>=0.20) • Increase Current Emphasis (0.10<=IS<0.20) • Maintain Current Emphasis (IS<0.10) The results for Johnson County are provided on the following page.

Importance-Satisfaction Matrix Analysis. The Importance-Satisfaction rating is based on the concept that public agencies will maximize overall customer satisfaction by emphasizing improvements in those areas where the level of satisfaction is relatively low and the perceived importance of the service is relatively high. ETC Institute developed an Importance-Satisfaction Matrix to display the perceived importance of major services that were assessed on the survey against the perceived quality of service delivery. The two axes on the matrix represent Satisfaction (vertical) and relative Importance (horizontal). The I-S (Importance-Satisfaction) matrix should be interpreted as follows.
• Continued Emphasis (above average importance and above average satisfaction). This area shows where the County is meeting customer expectations. Items in this area have a significant impact on the customer’s overall level of satisfaction. The County should maintain (or slightly increase) emphasis on items in this area.
• Exceeding Expectations (below average importance and above average
satisfaction). This area shows where the County is performing significantly better than customers expect the County to perform. Items in this area do not significantly affect the overall level of satisfaction that residents have with County services. The County should maintain (or slightly decrease) emphasis on items in this area.
• Opportunities for Improvement (above average importance and below average
satisfaction). This area shows where the County is not performing as well as residents expect the County to perform. This area has a significant impact on customer satisfaction, and the County should DEFINITELY increase emphasis on items in this area.
• Less Important (below average importance and below average satisfaction). This
area shows where the County is not performing well relative to the County’s performance in other areas; however, this area is generally considered to be less important to residents. This area does not significantly affect overall satisfaction with County services because the items are less important to residents. The agency should maintain current levels of emphasis on items in this area.
