Recommendations &Conclusions
Emphasis in the universities visited are onstudents learning by interaction and on thetutor as guiding them to use the resources.
Most contents of the courses are in differentforms; HTML, PDF, PPT, DOC..
The actors in the development are thesubject matter, the pedagogical expert andthe technology expert.
There are incentives for developingeLearning courses.

Recommendations &Conclusions
Various platforms are used, some are opensource others are home developed.
ICT centers staff is limited to few people. Technological and pedagogical experts are
available for the course author Though there are similarities on the general
rules for developing on line courses, there isno agreed method on how the differentcomponents interact.
There is a compromise in using multimediawith regard to cost and benefits.

We propose the following:
To form a group to form a methodology fordeveloping on line courses in a systematic waywithin the Palestinian universities.
There should be a support centre for thedevelopment of on line courses.
Development of common courses that students cantake from any Palestinian university on line.
We need to develop training courses tutors andauthors on eLearning.
Support the universities to purchase necessarypackages and authoring tools necessary for thedevelopment of on line courses.
