Note on Cycle Parking Standards
This note provides analysis on the cycle parking standards described in Appendix 4
of the Strategic and Development Management Policies document (PD1, p296),
comparing how the standards perform against the updated standards proposed in
the pre-hearing modifications (PD1a) which include the proposal of a General Class
E standard (SDM-MO157).
Changes made to cycle parking standards
In the pre-hearing modifications, changes were proposed to clarify Islington’s approach to applying cycle parking standards following changes to the Uses Classes
Order and the London Plan. In addition to reflecting the changes to Use Class E,
hospitals and care homes were presented under Use Class C2 (previously grouped
within Use Class C1), however, the standard of cycle parking for these uses remains
unchanged. Clarifications were also made to the application of the standard for Sui
Generis Use. The changes to standards proposed at pre-hearing modifications were
new standards introduced for specialist older persons housing and student
accommodation in order to align with changes made to the London Plan. An
additional change was also made to respond to TfL and apply cycle parking
standards to GEA floorspace and not GIA floorspace, to be in line with London Plan
approach. The main change proposed in the pre-hearing modifications was the
introduction of a general cycle parking requirement for an unspecified Use Class E.
The cycle parking requirements are based on the London Plan; the plans’ standards for Class E activities are presented below (Table 10.2).

These standards were found to be justified and sound during the London Plan
Examination in Public, taking into account recent increases in cycle use, the

ambitious approach to promote cycling and based upon the potential demand
associated with different use classes. Further discussion can be found in the London
Plan Examination in Public Panel Report, October 2019, paragraphs 556-564.1
In December 2020, the Mayor of London published a note explaining how policies in
the new London Plan should be applied in light of the Use Class Order changes.2
The note provided the table below to show how specific use classes should be
applied to specific corresponding Class E or Sui Generis Uses. The pre-hearing
modifications reflect this.

Analysis of delivery of cycle parking standards
Like the London Plan, the approach in Islington's Local Plan is to use standards
relating to different uses. This was agreed in the Statement of Common Ground with
TfL (SD64). This will help to provide the most appropriate cycle parking for
developments due to the significant differences in the amount and type of cycle
parking required by varied uses; for example, a supermarket and shop have different
cycle parking requirements to an office or a restaurant, especially in terms of
visitor/short stay and long stay cycle parking, more appropriate for employees.
The significant differences in quantum and type relating to use are illustrated by
Graphs 3 and 5 and Tables 4 and 6 below, which model how many short stay and
long stay cycle parking spaces the proposed standards would deliver in context
developments of 100sqm-10,000sqm, representing minor and major developments
(SDM-MO157).

Development of General Class E standard.
When proposals for unspecified E Class Use do come forward, national, regional
and local policy require Islington to promote sustainable transport, in part by securing
cycle parking.3 A General Class E standard has been developed to strike a balance
between the amount and type of cycle parking required, so that it can flexibly
accommodate the different activities included within Class E. This standard sits
between the lowest (for non-food retail) and highest (for restaurants/cafes and
professional services) total of cycle parking spaces required for Class E uses,
