The Institutions

The European Council is the European Union's top political institution. The Lisbon Treaty provides for a presidencylasting 2.5 years.

President

 A specific person determined by theEuropean Council for a term of 2.5years; see Chart 3/3.

Function

Discussion of the EU's development and decision making as to its general political

guidelines.

Note:• This includes in particular the making and revising of the Treaties in accordance with

 Art. 48 TEU (ordinary or simplified revision procedure).• Conversely, it does not include the making of secondary legislation (Art. 15(1) TEU: "It

shall not exercise legislative functions."). Secondary law is made by the other political

institutions; see Chapter 5 .

• The Heads of State or Government of the Member States;• The President of the Commission.

Those participating or assisting in the work of the European Council

• HR FASP: the High Representative of the Union for Foreign Affairs and Security Policytakes part in the work of the European Council.

• Ministers or Commission members: the members of the European Council may decideto be assisted by a minister (in the case of the President of the Commission: by aCommission member).
