A Word From The Chair The Lewis and Harris Sports Council has been fulfilling our aims of supporting and promoting sport at all levels in our islands. Once again, we have been able to make funding available to our membership to provide coach development, to host and compete at competitions, including some at national level and purchase equip-ment. In addition, we are continuing to administer the Transocean Funding for young people in sport as entrusted by the Western Isles Development Trust and have been glad that Norman (Tomsh) Macdonald continues to attend our meetings as an observer on their behalf. We are continuing to promote our Facebook page in an attempt to improve com-munication with our members and to raise our profile and intend to build on this in the coming year. I would also like to express the Sports Councils gratitude for the continuing finan-cial support received from C.N.E.S and Western Isles Health Board. In addition, we thank Transocean for their generous contribution to the young people of the Western Isles. The uptake of this fund has been excellent so far and we look for-ward to continuing our partnership with The Western Isles Development Trust in this regard. I would like to pay tribute to all of you out there who are involved in sport in some way for giving up your own time and for the opportunities you afford to others. Finally, I would like to take this opportunity to thank the executive committee for their support and consistently high attendance at meetings over the last year, mak-ing particular mention of Kenny, vice chair; Donald, treasurer and Steven, secre-tary. I would also like to thank all those who represent their clubs who attend com-mittee meetings. A Word From The Secretary
During the 2018-19 Sports Council year the executive committee met in Nov 18, Jan 19, April 19, June 19 and Aug 19. With the annual AGM being held in Oct 19. As secretary I would like to thank the executive committee for the support during year and also their commitment to attending the meetings. I would like to thank the support I have received from our Chairperson (Liz Carmichael), Vice-Chairperson (Kenny Morrison) and Treasurer (Donald Oz Macleod) and look forward to working with them in the future if re-elected. The Sports Council awarded 35 grants in the various grant categories offered through the Sports Councils grant aid scheme - coach education, sports events, sports equipment, sport coaching de-velopment, discretionary and excellence. A list of all the grants awarded to Sports Council member clubs and individuals can be found in this report. The Sports Council have been working in partnership with the Western Isles Development Trust to provide much need travel assistance to young people living in Lewis and Harris via the Youth & Young person’s Transocean Travel Scheme. This scheme is coming to an end and it is hoped that the positive links developed between the Sports Council and Development Trust will continue. A list of the grants awarded can be found in this report. It was great to see so many Sports Council member athletes participating at the NatWest Interna-tional Island Games in Gibraltar in July 2019. The Western Isles golden girl at the games was Kara Hanlon winning 4 golds and 1 silver in swimming. Kara is a previous winner of both the Sportsworld U18 and Over 18 Sportsperson of the year awards. The Sports Council in partnership with the Sport & Health department is continuing to develop an up to date coaches data base. This very important information will be kept within Sport and Health Department and will assist in developing the coaching qualifications and knowledge of all local coaches. The Sports Council see this as a priority and have included it as a condition of grant award, so all clubs accessing grant assistant must get all there coaches to complete the coaches data form. The Sports Council continues to provide opportunities for its member clubs and individuals to fur-ther develop their knowledge locally, offering Child Wellbeing and Protection in sport training, first aid for sports coaches, CPR workshops. We will also looks to work with national governing bodies to develop other opportunities. This year the Sports Council organised the annual Santa Run with all monies raised going to the local branch of Cancer Research UK, and also the annual Sports Council quiz raising money for the Lewis Food Bank. Finally I would like to thank all the volunteer chair's, secretaries, treasurers, coaches and parents as without all their hard work and commitment Lewis and Harris would not be seeing the success in sport that it is. Please continue this great work and hopefully we will see more successful athletes coming from Lewis and Harris.

What does the Lewis and Harris Sports Council do?
The Lewis and Harris Sports Council is an association of local sports clubs and organisations which work together with Comhairle nan Eilean Siar, and Western Isles Health Board to foster and develop sport in Lew-is and Harris. Operating through an Executive Committee which meets approximately five times per year, the Sports Council is made up of a truly representative cross-section of the wide variety of sporting interests from the Butt of Lewis to Leverburgh. All sports clubs and organisations which are involved in the promotion of sport or recreational activities are invited to affiliate in order to obtain the benefits of membership. Since its inception, membership of the Sports Council has steadily grown. All members of the Sports Council, elected members, officers of Comhairle nan Eilean Siar, Health Promo-tion, affiliated Clubs and other organisations are in-volved in the decision making process in relation to the development of sport at local level. This involves considering and awarding grant aid for sport to affiliat-ed clubs and organisations and ensuring that funding for sport is allocated prudently and for the benefit of sport in its widest sense. The main objectives of the Sports Council are:
To encourage co-operation and co-ordination be-tween sports groups
To assist in the formation of sports clubs
To encourage school pupils and school leavers to participate in sport
To promote and support sport competitions and events
To promote and support sport coaching courses for young people
To promote and support the training of sport coach-es
To assist sports people achieve their potential through coaching and competition
To promote and encourage sporting links with the Uist and Barra Sports Council
Membership and How To Affiliate
All sports clubs and organisations who have a con-stitution and a democratically elected committee are invited to affiliate to the Sports Council. You can request a Membership Form from the LHSC Secre-tary or download one from the LHSC website.
How to affiliate The annual fee for membership to the Sports Coun-cil is: Association - £40 Club/Association - £30 Individual - £25
Start Up Grant - Start Up Grants of up to £100 may be available to recently formed clubs which have a constitution
Coach Education (Courses) - Western Isles courses can receive grant aid up to a maximum of £800 or 66% (whichever is the lesser amount). Mainland courses can receive grant aid up to a maximum of £500 or 66% (whichever is the lesser amount)
Sports Equipment - Grants up to a maximum of £900 or 66% (whichever is the lesser amount)
Sports Coaching Development Grant - Grant aid up to a maximum of £600 or 66% (whichever is the lesser amount)
Sports Events - Grant aid up to a maximum of £300 or 66% (whichever is the lesser amount)
Excellence - the maximum cumulative grant avail-able to an individual in one financial year will not exceed £500 or 66% (whichever is the lesser amount) for the national level or £300 or 66% (whichever is the lesser amount) for sub-national or regional level. When more than one individual from an affiliated club/organisation is involved, the maximum grant assistance to that club shall not exceed £1000 in any year.
As the voice of local sport, the Sports Council pro-vides an advisory roll to clubs, organisations, individ-uals and public bodies on matters relating to sport and recreation. As a member of Scottish ClubSport (previously SALSC), the Sports Council has the opportunity to voice and protect local interests at national level.

Transocean Youth and Young Persons Travel Fund
The Western Isles Development Trust (“WIDT”) has agreed to work with the Lewis & Harris sports council to distribute the £30,000 fund donated to the WIDT by Transocean following the Transocean Winner oil rig incident near Dalbeg, Lewis in 2017.
The fund has helped young people and their clubs to participate in more mainland training, events and competitions. The fund’s goal was to support the islands young athletes to reach a higher stand-ard in their chosen sport. This has been achieved and it is hoped that continuing to strengthen links between WIDT and the Sports Council that this funding stream will continue.

Celebrating 20 years of supporting Island Sport
In 1999 the local authority Sports Development Officer, Donald John Smith, was instrumental in setting up the Lewis and Harris Sports Council. The first meeting took place in Stornoway Town Hall and under the guidance of Donald John Smith a committee of volunteers from various sports was set up. The 1st chairperson was Alex Macdonald Assisted by Kenny Murray and looking after the finances was Edna Morrison. One of the 1st task for the sports council was to become members of the Scottish Association of Sports Councils (SALSC). David Arnott from SALSC was a great support to Donald John Smith at the time.
Over the last 20 years the Sports Council have supported its member sports clubs in accessing grant aid from the Sports Councils various grant aid categories. The Sports Council has awarded over 1000 grants, helping to establish newly constitut-ed sports clubs, develop these clubs by assisting with purchasing equipment and working with national governing bodies to make sure the volunteer coaches gained the appropriate coaching qualification to make sure sport in Lewis and Harris is following the correct path. Community Sport Hubs in Lewis & Harris
In partnership with the Hubs, CNES Sport & Health/sportscotland have initiated a period of upskilling local volunteers and investing in specific equipment to meet the
increased demands brought on by the positive figures:
Back:
Boogie Bounce: Training of 2 local volunteers to become fully qualified Instructors a sully essential equipment to increase the numbers of participants accessing each session.
Beginner Golf: To ensure an earlier entry point to Golf, we invested in indoor Golf equipment meaning Parents could play fun games with children of any age. This has led onto coached sessions on the driving range.
Ness:
Fitness Instructors: Two local volunteers are in the process of being up-skilled to Level 2 Fitness Instructor level, ensuring the local demand for Expert Support is on hand at the Hub. New equipment was also supplied to ensure the local population can have as diverse a Health & Fitness experience as pos-sible.
Local Life-Guard Training: We have initiated a program of running Life-guard Courses (as much of the course as possible) in Ness. This will ensure that there is a locally sustainable population of lifeguards. This will hopefully result in an increase in use for the school and members of the Public.

Affiliation fees (which cover from October to September) shall be paid by 31 December following the Annual General Meeting. Any club, association, organisation or individual that has not re-affiliated by the 31
st December after the AGM will be allowed to re-affiliate but will not be able to
apply for grant aid for a 10 month period from 31st December.
Applications for grant aid will not be considered without prior payment of affiliation fees.
