• Several CBD parties, including the EU, UK, Japan, Mexico, Singapore, and Argentinaand others, made statements recognizing the importance of participation of all levels of government in the implementation of the new framework
• Thursday 27th February @ 4th Plenary session on sections E-H (on tools and solutions for implementation and mainstreaming, implementation support mechanisms, enabling conditions, responsibility and transparency, and outreach, awareness, and uptake)
– UK proposed a new point on all subnational governments should be added to enabling conditions - The active involvement of Sub National Governments, Cities and Local Authorities and a recognition on their devolved responsibility for the implementation of the framework
– Japan called for involving relevant regional instruments, subnational and local governments in implementation
– EU, Singapore, Argentina & Mexico also stressed the important role of all subnational governments in implementation

• Friday 28th February @ Contact Group 4 session on on tools and solutions for implementation and mainstreaming
• Canada, Argentina and Mexico made statements on Target 13 on mainstreaming biodiversity values
• Lively discussion & specific text proposals – majority making reference to local & subnational governments
• Co-lead of the contact group asked parties to consider following wording: “Integrate biodiversity values into national and local planning, development processes, poverty reduction strategies and accounts, ensuring by 2030 that biodiversity values are mainstreamed across all sectors and that biodiversity-inclusive strategic environmental assessments and environmental impact assessments are comprehensively applied.” Most delegates expressed support for the inclusion of this target
• Noted that one of the goals of the Long-term Approach to Mainstreaming (LTAM) is similar & that mainstreaming could support implementation & should be key priority for the GBF

• New Zealand, on behalf of a group of non-EU developed countries, emphasized the need to involve IPLCs, women, youth, subnational and local governments, and the private sector, to provide a roadmap for transformative actions suited for biodiversity conservation
• Informal Advisory Group on Biodiversity Mainstreaming (IAG Mainstreaming)presented its Progress Report and the Elements for mainstreaming biodiversity in the post-2020 GBF on 24 February during the afternoon plenary session
• mainstreaming lies at the core of the “whole of government approach, which is central to the post-2020 global biodiversity framework process
• all actors should cooperate in reversing biodiversity loss, from global to regional to sub-regional, national, subnational and local levels
• Draft Long-term Approach to Biodiversity Mainstreaming (LTAM) includes goal By 2030, integrate ecosystem and biodiversity values13 into national and local planning, development processes, poverty reduction strategies and accounts
