Program Overview The MAP 2+2 is designed to complement
the 2+2 programs that many schools already offer
Students will be admitted to a baccalaureate degree program but attend a community college that has an articulation agreement with the bachelor's degree-granting school and then transfer to the baccalaureate degree-granting institution to complete their degrees

Program Overview Since the dollar amounts of students’ MAP
grants are smaller for attendance at a community college, students will carry forward the difference between the amount that their MAP grant would have been at their bachelor’s degree institution of choice and their community college MAP award.
The difference in the award amount for each of the freshman and sophomore years is “saved” and added to the student’s MAP grant for his/her junior and senior years.

MAP 2+2 Program Goals
Transfer rates as high or higher for same community college program
Four-year completion rates as good as or better than those who begin a program at bachelor’s degree-issuing school
Significantly lower debt levels for students with similar socio-economic characteristics (income, first generation status, gender, race/ethnicity) and academic credentials (ACT score and GPA) in comparable programs at the same school

Student Eligibility To be eligible for MAP 2+2, a student must:
have been accepted at the baccalaureate degree-granting institution of their choice
be MAP eligible and their applications must not be in a suspended status
be enrolled in sufficient hours to graduate in four years not have initially accrued more than 15 MAP Paid Credit
Hours (MPCH) continue enrollment with the two schools originally
chosen A student cannot receive the benefit of the “saved” MAP if he/she
attends a baccalaureate degree granting school that was not part of the original agreement after completing the first two years

Student Eligibility
If, after the first 2 years, the student does not meet the eligibility requirements to matriculate to the bachelor’s degree-issuing school, he/she is no longer eligible to participate in the MAP 2+2 pilot.
Students’ eligibility will be impacted by all the normal activities in MAP e.g. suspense, shutdown, release, late claims,
etc.

A limited number of institutions were selected to participate in the MAP 2+2 pilot for the 2011-12 school year Participants were chosen from
proposals that were submitted to ISAC Schools with the top scores
were selected to participate A list of participating schools can be

School Agreements
Schools are required to complete and submit a MAP 2+2 Participation Agreement Currently in the process of collecting

Other Program Guidelines
The pilot will allow only new freshman each year
Participating schools must track each new class separately throughout its years in the program
Schools will not be required to track the current year’s appropriation and the “saved” funding
MAP 2+2 data will be available via MAPnet Participating schools must report pre-defined
data to ISAC on an annual basis

Calculating MAP Awards for MAP 2+2
Eligibility for MAP 2+2 is determined by the MAP formula which uses FY2004 (2003-04) tuition and fees when calculating costs
MAP eligibility is determined by calculating eligibility at the four-year school
Current maximum award is $4,968 with a 5% reduction factor applied The effective maximum award for FY2012
is $4,968 x .95 or $4,720. 11

MAP 2+2 Award Amounts
Because the MAP formula uses FY2004 tuition and fees, it is possible that FY2012 tuition and fees at a community college now exceed the FY2004 tuition and fees at a public university.
The process for calculating eligibility for MAP and MAP 2+2, however, does not change.
Eligibility is calculated based on the FY2004 tuition and fees at the four-year institution.
The eligible amount will be applied to the tuition and fees at the community college.

MAP 2+2 Award Amounts
Will always use the 4-year school’s tuition and fees to calculate eligibility and as the maximum for payment
Even if the 2-year school’s T&F is higher A student’s “banked” amounts will be distributed
evenly between his/her 3rd and 4th years. In the student’s 3rd and 4th year, the student will
receive the 4-year school’s MAP formula tuition and fees (including any formula reduction) plus the banked amount

MAP 2+2 Payment Processing
MAP 2+2 participating school partnerships were issued MAP budget codes at Recompute to be used for determining student eligibility amounts, processing payment and tracking students throughout the process.
The 4-Year’s 2003-04 tuition and fees are being used to determine the budget amount for the MAP 2+2 budget code
In FY2012 these budget codes are connected to the 2-year schools for MAPnet processing purposes.
It is also anticipated that at the time this cohort of students moves to the 4-year school, these codes will be connected to the 4-year school.

MAP 2+2 Payment Processing
Schools will need to change the MAP budget code individually for each MAP 2+2 student on the Student Detail: Edit MAP Code screen in MAPnet.
The eligible amount for a MAP 2+2 student will be calculated based on the MAP 2+2 budget.
This amount will appear on the student’s record in MAPnet once the budget codes are changed.

MAP 2+2 Payment Processing
Determine the “payment request amount” for a MAP 2+2 student attending a community college by using either
The calculated eligible amount, or The 2011-12 tuition and fee amount charged to the
student (per term) based on hours attending up to the calculated eligible amount
After determining the “payment request amount” for a MAP 2+2 student, the school may need to manually enter that amount into MAPnet’s Student Detail: Payment screen for submission to ISAC.
Or, the school may choose to transmit that amount to ISAC via FTP. 29

Reporting Requirements
Reports required by the program will be collected after the close of the processing cycle (end of July 2012).
A method for how the reports should be provided is being defined by ISAC’s Research, Planning and Policy Analysis (RPPA) Department Reports will be sent directly to RPPA

Monetary Award Program Security Access Validation Process
School Services sent an e-mail on August 1, 2011 to all 2011-12 MAP-approved schools asking them to review and update their MAPnet user information
Schools are asked to update MAPnet if any user information has changed
For example: access deactivated due to an employee’s termination, modified or no longer used due to a job change
Approximately 1/3 of schools have responded so far
Validation must be completed August 31 Please complete this process as soon as possible 37
