SinceDecember,thecityhasseenanincreaseinvehicleburglaries.Inroughlyhalfof
thoseinstances,policefoundthatthecarswereleftunlocked.Nowpolicearecautioning
driverstohideyourthings,lockyourcar,andtakeyourkeys. TheColleyvillePolice
Departmenthopes it’samessagethat isheedednotonly in theparking lotsof local
stores,gyms,andbusinesses,butathomewhileparkedinthedriveway—wheremany
oftheburglarieshaveoccurred.
Colleyville is indeedoneofthesafestcitiesintheDallas/FortWortharea.However,
crimecanhappenanywhereandwhenpeopledon’ttakeprecautions,itbecomesmore
likelythatcrimewillhappenhere.Statisticsshowthatvehicleburglariesarecrimesof
opportunity.Ifthievescan’teasilygainaccesstoacar,home,orgarage,theyaremore
likelytochooseanothertarget.
In2008,theColleyvillePoliceDepartmentlaunchedtheSTOPTHIEF!Program.The
first of its kind in Texas, the program is simple, consisting of a printed placard placed
onthecar’srearviewmirroreachtimeitisparked.Theplacardservesasanoticeto
potential thieves that there are no valuables in the car; it also serves as a reminder
tovehicleownerstoremoveanyvaluables,includingbags,purses,briefcases,money,
laptops,radardetectors,etc.

served with the Garland Police
Department the past 14 years,
where I retired as an assistant
chieftoacceptthepositioninColleyville.
Ihavebeenfortunatetoworkinseveraldifferentcapacitiesin
my law enforcement career including, Patrol, Traffic, SWAT,
Narcotics, and Mounted Patrol. I have been married for
almost25yearstomywife,Noemi,andwehavetwoteenage
daughtersinhighschool.
One of the main reasons I was interested in serving
Colleyville is theoutstandingreputationof thecityand its
unique character. Since starting last month, I have had a
chancetomeetmanymembersoftheColleyvillecommunity
andhavebeenso impressedwith thesincereandgracious
welcomeIhavereceived.Ilookforwardtogettingtoknow
many more of you in the weeks and months ahead. I am
privileged to work with professional and caring City of
Colleyville employees and will do my part to continue to
providethebestcityservicespossible.

taxes, you must file the 944 (annually), this

In order to stimulate spending, the government allowed businesses the
opportunity to reduce income, resulting in reduced tax liabilities, enabling
smallbusinessestopurchaseequipment,hirestaff,andmarkettheirbusiness.
So as a business owner, when filing your 2009 returns, some of the key tax
considerations you should consider include: Depreciation of Assets, Bonus
Depreciations,Vehicles,LeaseHoldImprovements,andPayrollFiling.
ASSETDEPRECIATION:Overthelast8years,smallbusinesseshavebeenable
tofullydepreciateassetspurchasedinasingleyear.In2009,businessescould
deductupto$250,000fromtheirrevenuesindepreciation,whentotalcapital
purchases are under $800,000. Do note, that if your business purchased over
$800,00,thedepreciationdeductionwouldbedecreaseddollar fordollarover
the$800,000investment.
However,therearealwaysprosandcons.Ifyourdepreciationelectionincreased
your income dramatically, you will lose the depreciation benefit in future years,
thusincreasingyourtaxliabilitieseachyearthereafter.Toavoidthis,youwould
nottakethewriteoffimmediatelyandthuswriteofftheassetoveraperiodofyears.
Note,thiseightyearopportunityissettoexpirein2010,soyoumayonlybeable
todepreciate$25,000on2010assetpurchases.
Howyoupurchaseanddepreciateyourassetsshouldfollowyourbusinessgoals
andstrategies,nottheotherwayaround.Duetothecomplexityoftheoptions,this
isatopicthatshouldbediscussedwithyourCPA-itcanmakeahugedifference
inyourtaxliabilities.
BONUS DEPRECIATION: Along with
Depreciation of assets there is a Bonus
Depreciation. This is another tax benefit to
stimulatespending.Thebonusdepreciation
allowsyoutowriteoff½ofyourapplicable
property/assets in addition to the asset
depreciationdescribedabove.
The bonus depreciation can dramatically
increase your after tax earnings and can
beusedtogeneratealoss.However,thisis
planned to expire in 2010, so discussions
withyourCPAareessential toensureyou
are not increasing your income significantly,
thus increasing your tax liabilities in
followingyears.
VEHICLES:Anothertopicthatcontinually
changesarevehicledeductions.Inthepast
therewereanumberofloopholesinvehicle
write-offs.Thisisnolongerthecase.
Theonlyvehicles thathavea100%write-
offareheavydutyworkvehiclesthatweigh
over6,000lbs.Thesecanbewrittenoffover
a7yearperiod.However,Ifyourvehicleis
under6,000lbs,thenitisconsideredlisted
property and the write off amounts are:
year1-$10,960,andyears2through7-
$2,960.
This now begs the question - should you
depreciate your vehicle or use mileage
allowance reimbursements. The vast
majorityofcircumstancesindicateutilizing
mileage is a sounder financial strategy. This
againdependsonthetypeofbusiness.
Many companies buy vehicles in the
company name so they can write it off.
Did you know that buying a vehicle in
the company name makes you liable for
Business Personal Property Tax (BPP)? If
purchased personally, there is no current
tax on this property. The counties are
starting to ask and tax any property used
in business whether owned personally or
in a business name. The first target is the
realtors and their personally owned cars.
(Exceptions to this rule would include
large fleets of vehicles that you tend to
lease anyway.)

In February, 42 GCISD students attended the first North Texas Youth Leadership Institute, a

topreparethemaseffectiveandmotivatedleaders.Theeventwasanexcellentopportunity
