Dear HonorableMayor Gelber and Honorable. City of Miami Beach Commissioners,
Please let me introduced myself. My name is Dr. Frances Martinez. I am interested in applying for thevacant City of Miami Beach Commission Group IV seat because I' have several years of experience in theprivate and public sectors working with the South Florida Community. I desire to serve.Miami Beachwhich is my hometown and place of residence. My.expertise comes fromhaving been a successfulbusiness owner, a respected community Physician, a Health Care Executive for a large global
organization, a community volunteer but most importantly a concerned voter and longtime Miami
Beach resident. I have served as an active member of community/ private sector committees, a guestmedical expert on Spanish Radio and Television programs, as the Occupational Health Physician for theCity of Miami Beach, the City of Miami and other local municipalities. As well as, president of mycondominium association for 3 years.
As a Miami Beach Home Owner and Condominium Board Member, I see the challenges that our
residents and residential neighborhoods are facing. As a Board Certified Physician and Health Care
Executive, I understand the public health issues and concerns of our Miami Beach Global Community.Publicservice has been a part of my life dating back to my Miami Beach Senior.High School years.(Classof 1980). In High School, I volunteered helping children that were separated from their legal guardians
and also at the Bascom Palmer Eye Institute as a Spanish translator at their resident/ faculty clinics. As ayoung intern civil.servant, I helped process the Marie! Cuban Refugees( 1980) and was a SpanishTranslator at our local Miami.Beach Social Security Administration Office in the afternoons after-school.
There. l interned for the" Stay in School Program" with outstanding performanceevaluations from myhigh school years until l graduated from college in 1985. After completing the" Stay in School Program"internship, I went on to pursue a career in Medical Research at the University of Miami( UM) School of
Medicine. While working at UM, I volunteered and served our community during my free time throughthe Miami Beach Jaycees/ Junior:Chamber of Commerce. The Miami Beach Jaycees taught me the
leadership skills that I would continue to develop during my private life and work life. There I met somevery young; enthusiastic people like Mayor David Dermer and David Alschuler. We served in the 1980' s.
South Miami Beach and the Art Deco District were stricken bypoverty, drugs and crime. We fought andworked hard to,bringit back through our volunteer work and efforts with the Miami Beach Jaycees. At
the.Miami Beach Jaycees, I madelife friends andwould goon to serve asVice President of Membershipand.Chairperson of the" Electric Island Run" a 5K race to benefit Diabetes Research.
When. I aged out of the Miami Beach Jaycees I joined the Miami Lakes,Lions Club. I am a.Charter
Member of the Physicians Circle at Memorial Regional Hospital in Hollywood, Florida.: During the yearsthat I owned-my practice, I provided quality medical care regardless of a patient' s ability to pay by taking
Emergency Room calls at local hospitalsinMiami-Dade and Broward Counties. I always put patient carefirst, even today. Later I served as a Medical Consultant for Medical Mission Matters( MMM), anon-
profit organization founded by my cousin retired Police Officer Larry( Lawrence) Mally. When he retiredto live in the Philippines, he met children that were isolated and shamed because they were born withcleft lip/ or palate. We discussed ways to increase the rate of completed surgical procedures. This
organization now provides free transportation and free medical care prior to the surgical teams comingto the Philippines. The number of completed surgeries has significantly increased. In 2018 we lost
Cousin Larry to a motor vehicle accident while serving the children of MMM. Our family continues tosupport this mission:
At Mount Sinai Medical Center, I held the positions of Medical Director of.Occupational
Health/ Employee Health and Medical Director of the Adult Autism Clinic from 2014 to 2016. My dutieswere several and I made sure that timely and quality medical care was provided to our city employees,first responders andmore than 3, 000 Mount Sinai employees. Helping place and deliverprotocols toevaluate and triage patients with potential Ebola Virus and later the Zika Virus. During my time at MountSinai Medical Center, I spearheaded their first" Adult Autism Medical Clinic". Becoming its first MedicalDirector and serving as both the.Medical:Director and Clinic Physician. This clinic provides a space wherethe patient can feel safe and have their needs addressed with comfort and ease..One.of the goals was to
identify, address, coordinate and find solutions to fill essential care gaps in a very vulnerable patientgroup that had been•underserved: for many years..As. a young physician, I was chosen to spearhead anddevelop the first" Hyperbaric Oxygen Medicine.Center" at Palmetto General Hospital in. Hialeah, Florida.
I was the lead physician and. I later expanded my Hyperbaric Oxygen practice to Memorial Regional
Hospital and Memorial Pembroke Hospital in Broward County. I quickly learned to develop skill sets tofind timely and cost efficient solutions to very complex problems from my many years of working in the.medicine, research, academia and serving our local communities.
Currently, I volunteer at the Miami- Dade HIV/ AIDS Partnership serving on the.Medical Care andTreatment Subcommittee. We are the epicenter for new hiv infections( Miami-Dade and Broward
Counties). Having done my medical training in South Florida in the 1980' s, I saw many patients die ofAids. Today I' m employed as a Health Care. Executive for the largest Global Aids Health Organization. HIVis not curable but it is a chronic disease that is treatable with lifetime antiretroviral medications. We are
working to-find solutions tohomelessness and access to medical care because this affects public health
in our local communities and globally. I. also volunteer as a public forum speech and debate judge. I
listen to both the pro' s and con' s before making an unbiased decision. I support the Miami Beach PTSAbecause I attended Miami Beach Senior High School and this is where my daughter attends school. Ibelieve in a public education for my child because she needs to be a global citizen, to work with students
from all backgrounds and to develop the skill sets to become a good citizen as an adult. Our teachers area valued resource and need to have ourcommunity support. I was raised in South Beach and come from
a traditional working class immigrant family. I was the first American born, the first woman in my familyto graduate college, to join a respected medical research team, to become a physician and to own mymedical practice. I' m a proud mother to my smart and beautiful daughter.
Because I entered my medical training during an era when women were few in medicine, I had toprove that I was academically/ physically qualified, strong yet nimble and resilient. I worked through highschool/ college and financed my medical education. I" stayed in school" working hard, staying focusedand I have achieved my goals. Today I' m a cancer survivor who continues to be goal oriented, mission.
driven, disciplined, innovative and fearless. I' m a product of the" old south beach". You will find me tobe a problem solver and a good teammate. I believe in giving back and looking foropportunities to
improve our community. I have mentored many students/ interns/ residents/ employees and continue to
seek and groom talent in my organization. My life has had struggles but my professionalcareer has beensuccessful and satisfying. I' m ready to start a new chapter in 2019. Let' s write that chapter together.

Rosen Gonzalez. I bring additional lifetime and professional expertise that can be utilized to representthe people of Miami Beach that elected her and those that did not vote for her. I promise to represent
