PART I
RESULTS OF THE SANITATION MONITORING PROGRAM FOR BIVALVE
MOLLUSC PRODUCTION AREAS IN 2014
1. Scope and species under the Program:
1.1. Species:
- Baby clam (Meretrix lyrata);
- Yellow clam (Paphia sp.);
- Blood clam (Tegillarca granosa);
- Antique ark (Anadara subcrenata; Anadara antiquata);
- Scallop (Chlamys nobilis);
- Snout Otter Clam (Lutraria philippinarum);
- Pacific oyster (Crassostrea gigas).
1.2. Scope: In 2014, the Monitoring Program was applied to 20 bivalve mollusc
production areas located in 12 following provinces/cities: Ho Chi Minh City, Tien
Giang, Ben Tre, Tra Vinh, Kien Giang, Binh Thuan, Ha Tinh, Thanh Hoa, Ninh Binh,
Thai Binh, Nam Dinh and Quang Ninh (details in Table 1).

2.2.1. Harmful algaes and marine biotoxins:
a. ASP producing algaes and ASP toxin:
- Pseudonizchia spp. was detected in all production areas (except Ba Tri), however the
analysis results are lower than maximum permitted level - MPLs (100,000 cells/litre).
- Analysis results for ASP: No detection was found in all samples (total 657 samples).
b. Lipophilic producing algaes and lipophilic toxin:
- Among lipophilic producing algaes, only Dinophysis caudata was detected. Details:
Dinophysis caudata was found in water samples taken from almost production areas
(except Ba Tri and Binh Dai production ares). One sample was detected with
Dinophysis caudata at level of 600 cells/litre (exceeding the maximum permitted level
of 500 cells/litre) in Phan Thiet production area. NAFIQAD-Southern Region Authority
required the Binh Thuan provincial competent authority taking intensified samples
according to Vietnamese regulations.
- Analysis results of lipophilic: 154 /661 samples were positive with lipophilic toxins in
whole antique ark, whole scallop samples taken in Tuy Phong, Phan Thiet and Ham Tan
production areas (Binh Thuan province). However, analysis result for lipophilic was
negative for adductor (of scallop) or flesh (of Antique ark) samples. For the cases
Lipophilic detected in whole BM: as recommended by the EU inspection team in
September 2014, NAFIQAD already had the letter No. 1813/QLCL-CL1 dated 19
September 2014 not allowing the harvesting of BM species for processing and
exporting to the EU.
c. PSP producing algaes and PSP toxin:
- Alexandrium spp. was found in production areas in the Northern Vietnam (Van Don,
Tien Hai, Thai Thuy, Giao Thuy, Nghia Hung, Kim Son, Hau Loc and Loc Ha
production areas), however no sample was detected with algaes at level exceeding the
MPLs (200 cells/litre).
- Analysis results of PSP: PSP was not detected in 657 samples collected from all 20
production areas.
3.2. Microbiological parameters:
a. Analysis results of E. coli in flesh and intra-valvular liquid:
In total 655 analyzed BM samples, 3 samples were detected E. coli higher than 46,000
MPN/100 g flesh and intra-valvular liquid in Tien Hai (TH), Loc Ha (LH) and Tuy
Phong (TU) production areas. NAFIQAD will conduct verification the causes of
increasing E. coli in these area when conducting sanitation survey of production areas
to address the recommendation of the EU’s inspection mission (expected in March to
April of 2015). Analysis results of E. coli in 2014 in all production areas are shown in
Table 4.

b. Analysis results for Salmonella in mollusc flesh and intra-valvular liquid
The analysis results showed that there were 27 BM samples (in total 655 samples)
which were positive with Salmonella in Tien Hai, Loc Ha, Kim Son, Giao Thuy, Nghia
Hung, Hau Loc, Phan Thiet, Ham Tan, Tuy Phong, Binh Dai and Can Gio production
areas (detection rate was 4.1%, higher than that figure in 2013 (9/1019 samples,
detection rate was 0.9%).
3.3. Chemical contaminants
- Residues of organochlorinated pesticides were not found in any production areas.
- All 67 BM samples collected in all production areas were found with Cadimium (Cd)
residues at levels ranging from 92.2 6,780.1 ppb. In which, 13 samples collected in
Ham Tan, Tuy Phong, Phan Thiet (whole scallops or whole antique arks) detected at
levels above EU’s MRL (1,000 ppb), 6 samples were above Vietnamese MRL (2,000
ppb). However, testing results of adductor (of scallop) or flesh (of Antique arks) were
satisfactory (below EU and Vietnamese MRL).
- All 55 BM samples were found with Lead (Pb) at the detection levels ranging between
22.40 370.90 ppb, lower than the EU and Vietnamese MRL (1,500 ppb).
- 33/55 BM samples were found with Mercury (Hg) at the detection levels ranging
between 5 31.50 ppb, much lower than the EU and Vietnamese MRL (500 ppb).
4. Handling of testing results, issuance of harvesting note and alert notification:
In case of satisfactory testing results, inspecting bodies issued haversting note and
handled the post-havesting in compliance with the Regulation on Sanitation Monitoring
in BM production (promulgated with the Decision No. 131/2008/QD-BNN of 31
December 2008 of the Ministry of Agriculture and Rural Development). In case of
unsatisfactory testing results, inspecting bodies issued alert notification and coordinated
with local competent authorities to intensify sampling in accordance with the
Regulation, speciffically:
- Detection level of toxic algae exceeding the maximum permitted limit: Following the
detection level of Dinophysis caudata exceeding the maximum permitted limit in water
samples collected from Phan Thiet, NAFIQAD Southern Region Authority (SRA)
required local competent authorities to intensify samplings to test for algae density and
respective biotoxin in mollusc flesh. Results: 2 intensified samplings were taken in
Phan Thiet production areas. After testing results of these samples were satisfactory for
toxic algae and toxins, NAFIQAD SRA lifted the alert notification and intensify
sampling regime.
- Lipophilic exceeding MPL: In case of Lipophilic positive in whole scallop and
Antique ark (Anadara antiquata) in Phan Thiet, Tuy Phong, Ham Tan production areas
(Binh Thuan province), samples were then handled to extract adductor (of scallop) or
flesh (of Antique arks) for further analysis. The testing result was negative with
Lipophilic. Therefore, BM collected from these areas must be handled in processing
plants to extract adductor (of scallop) or flesh (of Antique arks) prior to being placed on
the market. However, as recommended by the EU inspection team in September 2014,
NAFIQAD already had the letter No. 1813/QLCL-CL1 dated 19 September 2014 not
allowing the harvesting of BM species for processing and exporting to the EU.
- Cd exceeding MRL: In case of Cd in whole scallop (Chlamys nobilis) and whole
Antique ark (Anadara antiquata) in Phan Thiet, Tuy Phong production areas (Binh
Thuan province) and in Ba Lua production area (Kien Giang province), samples were
then handled to extract adductor (of scallop) or flesh (of Antique arks) for further
analysis. The Cd testing results were satisfactory with Vietnamese regulations.
Therefore, BM collected from these areas must be handled in processing plants to
extract adductor (of scallop) or flesh (of Antique arks) prior to being placed on the
market; but only consignments with satisfactory testing results for Cd residues (≤1,000
ppb) could be dispatched for EU market. However, as recommended by the EU
inspection team in September 2014, NAFIQAD already had hte letter No. 2709/QLCL-
CL1 dated 03 December 2014 not allowing the harvesting of BM species for processing
and exporting to the EU.
PART II.
PLAN OF THE SANITATION MONITORING PROGRAM FOR BIVALVE
MOLLUSC PRODUCTION AREAS IN 2015
1. Species:

- Yellow clam (Paphia sp.);

- Pacific oyster (Crassostrea gigas).
2. Scope:
The Program will be continuously implemented in 19 bivalve mollusc production areas
located in 12 following provinces/cities: Quang Ninh, Thai Binh, Nam Dinh, Ninh
Binh, Thanh Hoa, Ha Tinh, Binh Thuan, Ho Chi Minh City, Tien Giang, Ben Tre, Tra
Vinh and Kien Giang.

In the 2015 Program, Yellow clam (Paphia sp.) in the Tuy Phong (TU) production
areas is added, but temporarily suspending the sampling for monitoring of Snout Otter
Clam (Lutraria philippinarum) in Van Don (VD), Antique ark (Anadara subcrenata) in
Ba Lua (BL) and Baby clam (Meretrix lyrata) in Thai Thuy (TT) because these
provinces had no interest in implementing the program.

1. The Sanitation Monitoring Program for Bivalve Molluscs Production areas in
Vietnam in 2014 was implemented in compliance with Vietnamese regulations and
basically met EU requirements for EU approved BM production areas.

Minh (AM), Ha Tien (HT) and Kien Luong (KL) production areas) as proposed in the
letter No. 675/QLCL-CL1 dated 16 March 2015 of NAFIQAD.
c. To approve 04 new production areas, including:
- Van Don production area in Quang Ninh province (starting year: 2009);
- Hau Loc production area in Thanh Hoa province (starting year: 2011);
- Loc Ha production area in Ha Tinh province (starting year: 2011);
