MIO (Multi-In-One) Card System Relieving all from the hassles of multiple cards with a Single Card
based on
RFID and Biometrics

Abstract—This Paper deals with the concept of using a single
access card for replacing all the cards one would have and use in
his day to day life. The proposed system uses RFID card and
Finger Print of the card holder for identification and validation
respectively. Thus making every citizen’s wallet to get reduced to
a single card. By using this card transactions can be done by
virtual money instead of physical money which also provides an
added advantage of reducing corruption in our nation, Also helps
us to reduce manual process carried in Government
organizations and banks by automating most of the process.

I. INTRODUCTION
An average Indian citizen uses multiple cards for various
purposes starting with the voter id, multiple debit cards,
multiple credit cards, driving license, PAN card, ration card,
Passport, Electricity card etc., The idea of integrating most of
them into a single card was put fort many times before but
could not cover most of them. This paper proposes the idea of
integrating all most of the card we use into a single RFID card
based system aided with biometrics for validation and internet
for connecting every government organization in the nook and
corners of the county. Thus reducing usage of physical money
reducing the corruption also saves millions of people from
standing in long queues for tax payments cause of the semi
automated not highly efficient system.
II. WHAT IS RFID-MIO CARD?
Radio-frequency identification (RFID) is the wireless non-
contact use of radio-frequency electromagnetic fields to
transfer data, RFID-MIO cards are passive RFID cards which
are used for the purposes of automatically identifying persons
in this proposed concept. The user can use this card for every
other card such as passport, debit card, credit card, driving
licence, voter id, PAN card, etc., The identity of the user is
validated with the help of his fingerprint and the requested
details can be obtained from the main server of the system. The
system is designed in such a way that not the complete details
of the user can be accessed only the allowed data can be
accessed by a particular reading module. For example an user’s
card while validated from a bank can get the details of his bank
transactions while the same card when accessed from a
Passport office or Airport shows details of his past travels, his
current travel details and other details required in a passport
office.
III. IMPLEMENTATION OF THE SYSTEM
The system considering the advantages the system can be
implemented can be easily adopted by means of lesser efforts,
This system comprises of a Central Data Server named as
Unified Citizen Data Resource (henceforth called as
UCDR),where a citizen's complete database is linked to his
card's unique code. The access to this database is only provided
after the validation of the citizen by using his fingerprint. now
to switch over to the proposed system effectively we need the
UCDR to filled with large volumes of valid data, that can be
done simply by making every citizen of our nation to submit
their Passport, License, Ration card, Voter Id, PAN card, etc.,
to their respective issuing authority and a unique data ID
numbers (UDINs) can be generated by each authority is issued
by them after the submission. A form is generated for filling
UCDR is made available online and the UDINs obtained from
each government body is collected for their respective data and
these UDINs are stored in UCDR for the respective card
holder. Each and every government organisation and banks
should have their own databanks in their headquarters which
would be working as the Organisation Level Citizen Data
Resource (henceforth called as OCDR) which will decode the
UDINs provided by their organisation and maps UCDR to the
respective region. Every government organisation or banks will
be having a regional headquarters and these would be having
the details of the citizen mapped to the UDINs provided by
them these are known as Regional Citizen Data Resource
(henceforth called as RCDR).The local nodes have smaller data
banks which will be instantly updating the changes of their
user’s account details in their RCDR. Thus all details about an
individual will be mapped to the UCDR by this hierarchy.
Node identification records his finger print for The Node is placed in each and every government validation. organization’s branch which comprises of a Reader module The node sends a single Info File comprising of interfaced with a PC. The Reader module consists of an the UCIN of the scanned card and the data RFID card reader which is used to read the UCIN of the obtained from the finger print scanner to the holder from the card coupled with a finger print reader UCDR with UNIN.
IV. DESCRIPTION OF COMPONENTS OF THE SYSTEM
Before getting deep on the working of the system let me
explain about the working of each and every components
hooked in this system. Thus I can give a clear view about the
system’s working later.
A. Card
A RFID card which is given to each and every citizen of
the nation. This card provides details about the holder of the
card by providing the unique citizen ID number (UCIN) of the
holder to the reader.
B.
The UCDR decodes the UNIN which is also sent
from the node, by means of which UCDR sends
query to the particular department’s OCDR
V. WORKING OF THE SYSTEM
The System works on two modes. The Mode of operation is
decided by the node terminal. The Two modes are 1.Data
Acquisition Mode 2.Data Updating Mode
A. Data Acquisition Mode
The card holder provides his RFID card for
which scans the finger print of the card holder. The RFID
card reading system used here will be a near field RFID
system. The Finger Print Reader will be a capacitive finger
print reader which is connected to the PC’s USB port. The
PC will be loaded with special software which will
interface the RFID reader and FPR. Each node has a
respective UNIN (Unique Nodal Indentification Number)
which is also attached with the InfoFile comprising of data
from FPR and UCIN is sent to the UCDR.The Node while
querying for details access UCDR while receiving or
updating data will access RCDR. The Software is designed
in such a way that the node differentiates these two process
and follows separate algorithm for respective process.
Certain nodes do have two RFID card readers thus enabling
transaction between two MIO cards.
C. RCDR
Regional Citizen Data Resource is placed on each
and every government body or banks do have
regional headquarters. This has all the data of a
particular card holder mapped to their respective
UDIN.
Any changes in card holder’s data fed in node get
synchronized with the RCDR instantly through
Internet.
The UCDR searches for the UCIN in its database
and checks whether the finger print matches the
one stored for that respective UCIN.
If Invalid then UCDR signals the node that
Authentication failed. Else UCDR decodes UNIN
which specifies which UDIN has to be accessed,
since many cards are attached to a particular
UCIN a particular UDIN has to be selected based
on the UNIN.
Selected UDIN attached with the info file is then
sent to the particular OCDR based on a special
algorithm which is also provided by the UNIN.
For example the node is a bank terminal then
UNIN specifies it needs respective bank account
details. Thus the respective UDIN along with
UNIN and UCIN is sent to that bank’s ODCR.
The ODCR as said earlier decodes the UDIN and
finds the card holder’s respective RCDR and
passes the Info file to the RCDR.
The RCDR then passes the details of the
respective UDIN to the respective node which is
identified by aid of UNIN.
D. OCDR
Organization level Citizen Data Resource is the highest data bank of an organisation.
They do not have the database comprising of the
card holder’s details, they do have the mapping of
each UDIN provided by them to the card holder’s
respective RCDR.
E. UCDR
Unified Citizen Data Resource is the Central data
bank containing database of UDINs of a particular
card holder mapped to their respective UCIN.

B. Data Updating Mode
This mode is especially used for the purpose of
card to card money transfer, much needed for
virtual money transaction
In this mode two cards will be used. One will be
the source for which UCIN and FPR data is
acquired by the node and only UCIN is obtained
for the destination card to which money is to be
transferred.
The destination card holder provides his RFID
card for identification, the node by default does
not expect a FPR data for the destination card .
Two UCINs, Source Card holder’s FPR data and
UNIN are sent to the UCDR, which as in Data
Acquisition mode validates the source card
chooses the UDIN based on UNIN.
UCDR decodes the OCDR for the two separately
and for source UCIN attaches an additional data to
info file to specify the amount to be deducted.
In this mode after the amount deduction is done
successfully an acknowledgement is send back to
the UCDR.
After getting the acknowledgement UCDR
decodes the UDIN of the destination UCIN,
makes a new info file with UDIN and UCIN with
the acknowledgement received from the RCDR to
the destination OCDR then get routed to the
destination RCDR. The acknowledgement from
source RCDR attached in info file will validate
fund transfer thus incrementing the amount in the
destination card holder’s account.
APPLICATIONS
1. Bill Payments
Electricity Bill,House tax,Telephone Bill,LPG Bill,etc., can be paid by using MIO card
Super markets can get UNIN from the government
to have a node in their venues for bill payments
2. Money Transfer
Virtual money can be transferred from one’s
account to another without physically handling the
money.Thus helps in building a corruption free
nation.
3. Proof of Photo,Address,etc.,
As MIO card replaces every other card card of a
citizen this card also serves an ID proof whether
for address or for photo.The needed data can be
obtained from the UCDR using the card by the
respective nodes
SCOPE FOR FURTHER DEVELOPMENT
The communication is done through Internet in
this proposed paper,Further research can help in
developing a separate network for MIO card
system thereby increasing the security, reliability,
Speed of accession.
Reducing the use of both RDCR and ODCR into a
single server thereby saving networking costs and
reducing the operation time relatively increasing
the accession speed.
