Background
July 2014 is National Disaster
Consciousness month with the
theme, “Kahandaan At Kaligtasan
Ng Pamayanan, Pundasyon NgKaunlaran.” In support to this
activity, the Regional Project
Monitoring Committee (RPMC-10)
of the Regional Development
Council (RDC-10), in coordination
with the Regional Disaster Risk
Reduction and Management Council
(RDRRMC-10), conducted a joint project monitoring and evaluation of major programs and
projects, as well as TS Sendong rehabilitation and recovery projects on 21-24 July 2014.
The RPMC-10, as the monitoring unit of the RDC-10, is mandated to facilitate the
implementation of programs and projects, and ensures that impacts and benefits redound
to the intended beneficiaries. The RDRMMC-10 is responsible for ensuring the protection
and welfare of the people during disasters or emergencies. One of its major tasks is to
monitor the progress of implementation and fund utilization of TS Sendong projects
financed by the National Disaster Risk Reduction and Management (NDRRM) funds.
As early as January 2012, various TS Sendong rehabilitation and recovery projects were
implemented. Capital intensive projects such as bridge reconstruction and establishment of
relocation sites including support facilities and services, require longer completion period.With the end in view of building back better towards improved resiliency to disaster of TS
Sendong affected communities and disaster-resilient infrastructure projects, the RPMC-10
and RDRMMC-10, monitored and evaluated selected programs and projects in the
municipalities of Laguindingan and Opol, Misamis Oriental; municipalities of Libona and
Baungon, Bukidnon; and the cities of Cagayan de Oro and iligan.
The conduct of project monitoring and evaluation of TS Sendong projects is already the
second endeavor of the monitoring team to evaluate the rehabilitation and recovery
projects particularly the relocation sites, livelihood support activities and major
infrastructure reconstructions. Success indicators were used by the monitors to evaluate the
rate of effectiveness in the implementation of relocation site projects including support
facilities and services. The outputs of the activity include the identification of
issues/concerns and recommend remedial actions, and draw lessons that could be used to
improve the overall resiliency of the region.
On 9-11 July 2013, the first monitoring and evaluation activity for TS Sendong recovery and
rehabilitation projects was conducted by RDRMMC-10, with technical support from
NEDA-10.

1. TS SENDONG RELOCATION SITES
The following relocation sites3 for TS Sendong survivors located in Cagayan de Oro City and
Iligan City were monitored and evaluated :
a. Bayanihan sa Iligan Project;b. Iligan Bay Vista Village;
c. Indahag Relocation Site Phase I and II;
d. NHA CDO – Bayanihan Village Phase I (Camaman-an); and,
e. Calaanan Relocation Housing Projects.
1.1 Project evaluation
RPMC-10 and RDRRMC-10 agreed to adopt a rating4 scheme to measure the success of
implementation in relocation sites taking into consideration the following:
a. Housing;
b. Land development/support facilities (drainage system, street lights);
c. Power;
d. Water connection
e. Other facilities; e.g., open areas, playground, police outpost, daycare center
f. Housing occupancy
The rating scale is from 1 to 10, wherein 1 is the lowest possible rating and 10 the highest
possible rating.

agreed success of implementation rating scheme.

beneficiaries) are not the original owners.
According to the new tenants, the rights
were sold to them by the original TSSendong beneficiaries.
LGU-Iligan City has already filed court
cases against the “illegal settlers” to
vacate the houses. Cases were also filed
to the original beneficiaries.
Continuing evaluation by LGU-Iligan City is
being undertaken to identify other “illegal
settlers” within the relocation site.
Thereafter, appropriate cases shall be
filed in court.
There is still no existing water system yet
within the relocation site.
Per DPWH, PhP21 Million was allocated
for the setting-up of the water system.
DPWH shall closely coordinate with thewater district managed by LGU-Iligan to
facilitate and fast track the
implementation of the water system
project.
Livelihood assistance for the beneficiaries –
coco coir machine was damaged and not
usable anymore.
LGU-Iligan City to prepare a proposal for
the repair or purchase of new coco coir
machine for livelihood in Bayanihan
Village to be submitted to OCD for
possible funding.
Most of the beneficiaries are farmers and
fisher folks. Since their work areas are
located far from the relocation site, they
have to spend for transport fare which
translates to additional expenses.
LGU-Iligan City to look into the
sustainability of resettlement sites
(farmers and fisherfolks only return to
their houses during weekends or at
night). The City to consider providing
vehicular support to facilitate the daily
movement/ commute of these people to
and from their work areas.
Drainage system insufficient at some
portions of the relocation site which are
flooded during rainy days.
DPWH shall evaluate the situation and
make the necessary recommendations/
actions to address the flooding.
Non-payment of PhP 112 Million for the
land area used for the relocation site.
National Steel Corporation is the owner of
the land.

Insufficient water supply. Water source is communal faucet.
Lacks electrical connections.
There is no existing multi-purpose building.
There is the need to sustain livelihood activities for the beneficiaries. Some residents are
engaged in dress-making as one of the livelihood activities.
Other possible livelihood is the putting-up of a canteen since a school is located within
the relocation site. LGU-Iligan City and DSWD to provide technical assistance in
organizing the women in setting-up the canteen.
There is already an existing secondary school within the relocation site, the Tomas Cabili
National High School. The school also serves students living outside the relocation site.
1.1.2 Iligan Bay Vista Village
Location : Dalipuga, Iligan City
Rating : 2.43
Target number of houses : 1,400 units

Since the relocation site is located at the
upper portion from the national highway,
built-up areas at the lower portion near the
highway are experiencing flooding caused
by run-off water from the relocation site
Three (3) water impounding systems will
be constructed within the relocation site.
Drainage system will also be put-up as
part of the road system.The site is susceptible to landslide since it is
located in a hilly terrain.

Other findings
The delayed implementation of the project was due to the long process in the
acquisition of the land area.
The PhP4 - PhP5 Million worth water system shall be provided by the Iligan Water
District with funding source from OCD. Target completion of the relocation site is in December 2014 to include support facilities
such as water system, electrical connection, livelihood center, market and transport
terminal.
Total cost per housing unit is PhP125,000. Beneficiaries shall pay a one-time payment of
PhP1 to relocate in the site.

Other findings
Beneficiaries are not yet paying for the supply and use of water. Existing water system is sourced from the Mapawa River managed by the barangay.
However, water is not suitable for drinking. Households are buying mineral water for
drinking.
Livelihood activities include sardines making, apron-making (training through TESDA).
Additional classrooms (located in the barangay center of Indahag) were constructed to
accommodate the children of the beneficiaries funded from various sources.
LGU-Cagayan de Oro City has coordinated with the Mindanao University of Science and
Technology (MUST) for a township design which shall serve as blueprint in improving
the economic activities and living condition in the relocation site.

As reported by NHA, 420 housing units are
occupied with a housing occupancy rate of
98.59%; however, there are only 117
permanent occupants at the time of the
monitoring team visit.
DSWD and NHA shall conduct a
revalidation of the beneficiaries in the
relocation site since there are still more
TS Sendong affected families identified
that need to be relocated.
There should be strict assessment of
future beneficiaries willing to reside in
relocation sites notwithstanding the
absence of lifeline services; i.e., water,
electricity and access road not yet in
place.
No water supply but the water system/
connection is already laid-out per house.
Cagayan de Oro Water District committed
to provide water supply in December
2014. Water tank shall be provided and
the source of water is deep well. Budget
of about PhP11.8 Million for the purpose
is included in the expansion program of
COWD particularly for the relocation
sites.

No electricity yet. Power is provided by a
generator set but operates only for about
an hour per day. Existing occupants
contribute at least PhP10 each per day forthe daily operation of the generator set.
NHA, in coordination with CEPALCO,
committed to provide power in the
relocation site (individual connection) in
August 2014.
Access road is difficult (not paved)
especially during rainy days. Mode of
transportation is only through “habal-
habal”. The fare is PhP100.
LGU-Cagayan de Oro City was requested
to maintain the road to improve
accessibility.
DPWH has already included in the CY
2015 budget the amount of PhP10 Million
for the concreting of the access road.
DPWH has also programmed funding for
the concreting of the access road to be
charged to their CY 2014 savings.
RROW concern portion of the access road
shall traverse private properties.
LGU-Cagayan de Oro City to negotiate
with the land owners for the acquisition
of the RROW.
Schools are located far from the relocation
site.
Students have to walk or ride the “habal-
habal”. If the road is concreted,
accessibility of the student going toschool will be improved.
No daycare center yet. LGU-Cagayan de Oro City committed to
put-up a day-care center within the
relocation site but no target date was
given.
Other findings
Livelihood activities include sewing/dress-making; however, the beneficiaries needadditional machines. LGU-CDO to prepare a proposal on the livelihood at the Macapaya
Village for additional sewing machines and training and equipment for sardine
making/canning.
Most the occupants are workers so they only return in the evening or during weekends.
They opted to rent a place downtown considering the high cost of transportation and
absence of water and electricity in the area.

The following are the completed DA funded livelihood projects granted to TS Sendong
survivors in LGU-Baungon –
a. 1,210 bags of yellow corn seeds;
b. 264 bags of white corn seeds;c. Information dissemination on recent technology and climate change;
d. Distribution of vegetable seeds (PhP2.904 Million);
e. Distribution of complete garden tools to 25 affected farmers (PhP61,150);
f. Dispersal/replacement of lost animals – 148 cattle, 25 carabaos, 13 horses
(PhP4.429 Million);
g. Dispersal/replacement of lost animals in heads – 82 swine (PhP449,000), 75 goats
(PhP274,595), and 450 poultry (PhP108,000); and,
h. Provision of assorted biologics and medicines (vaccines, dewormer, vitamins
supplement) – PhP400,000.
Other Findings
Based on the report, there are target beneficiaries who were not provided with
livelihood assistance. LGU therefore shall request/propose additional funding support
for livelihood assistance from DA.

Other Findings
The main reason why the two (2) inland fishing projects were abandoned was that no
funding assistance was provided. LGU-Libona is surveying other areas suitable for inland
fishing. LGU-Libona shall request from BFAR technical assistance and financial support. Hybrid Corn Seeds which were distributed by DA was observed of having low
germination rate. The LGU claimed that the said seeds were already the replacements
for the first batch of seeds delivered which also recorded low germination. Since a year
has already lapsed, the said items cannot be replaced anymore. DA advised the LGU to
immediately report the problems particularly regarding the seeds distributed so that the
DA can call the attention of the suppliers.
3. TS SENDONG MAJOR INFRASTRUCTURE PROJECTS
3.1 Mandulog Bridge I Reconstruction Project, Iligan City
DESCRIPTION STATUS
The project is to construct a Pre-stressed
Concrete Deck Girder Bridge (PSCG) with a
total length of 240 linear meters (composed
of 6 spans @ 40 lm per span) with steel H-
pile foundation. The bridge has two lanes
with walkway. Original estimated project costPhP280.0 Million funded from regular funds
of DPWH.
As of June 30, 2014, PhP395.385 Million
has been released for the project. The
amount shall cover the completion of
the bridge structure only. Target
completion of the bridge structure will
be in December 2014. Overall physicalaccomplishment is about 88% as of
June 30, 2014.
The released amount excludes cost for
the acquisition of RROW at both
approaches of the bridge. Estimated
total length of the approach roads is
about 1,100 lm.

The steel bridge project is specifically
located in Sitio Maasin, Brgy. Nicdao,
Baungon, Bukidnon. The bridge length is
about 110 lm and approach roads length is
estimated at 665 lm. Total project cost is
PhP230.0 Million sourced from NDRRM
Fund.
As of June 30, 2014, physical
accomplishment is 75.50%, slightly ahead
of schedule by 0.05%. Target completion

DESCRIPTION STATUS
Tumalaong Steel Bridge Project including
approaches is located along Kamatayan-Lingating-San Vicente Road, Sitio
Tumalaong, Brgy. Lingating, Baungon,
Bukidnon. The length of the bridge is 110
lm and the approach roads length is 250 lm.
Total project cost is PhP140.0 Million
sourced from NDRRM Fund.
The project posted physical
accomplishment of 72.55% as of June 30,2014, behind target by about 19% due to
bad weather. The constructor was
already requested by DPWH to submit a
catch-up plan. Target completion of the
bridge is in October 2014.

3.4 Flood Control Projects along Cagayan de Oro River
A total amount of P1,078.317 Million (2010-2014) was released for the construction of
revetment and channel excavation along the downstream portion of the Cagayan de Oro River
being undertaken by DPWH. Overall physical accomplishment is about 54% as of June 30, 2014.
The team visited the ongoing construction works at the Macabalan area near the mouth
of the Cagayan de Oro River.

4. OTHER MAJOR INFRASTRUCTURE PROJECTS
4.1 Laguindingan Airport Development Project – Air Navigation System and Support
Facilities Supply Project
DESCRIPTION STATUS
The project involves installation of air
navigation system including aeronautical
ground lighting and control system. With
the installation of the system, this will allow
night time flights and also eliminate flight
cancellations in time of inclement weather.
Contract amount is about PhP411.561Million.
As of July 25, 2014, actual physical
accomplishment is 76.34% slightly
behind by 0.50%. The contractor is
restricted to work during night time only
due to the day time commercial
operation of the Airport as a VFR airport.
For the whole month of October 2014,flight testing shall be conducted. Target
date of completion is in November 2014.

Other Findings
With the approval of the Laguindingan Airport Development and Operations and
Management Project under PPP scheme which involves the expansion of the airport, the
following are the issues and concerns that needs to be addressed:
Long-term and sustainable supply of water for the airport. The current water supply
source of the airport is through ground water which it is not sustainable considering
the airport traffic growth projections;
Solid waste management; and,
Power supply requirement - with the expansion of the airport, an estimated 8MW
will be required for the operation of the airport. Current power supply is 4 MW.
The maintenance of the airport access road shall be managed by CAAP for security
reason. CAAP committed funds for the purpose.
Perimeter fence along the airport access road shall also be constructed by CAAP as part
of the security measures.
4.2 Cagayan de Oro Coastal By-pass Road Project (Gusa-Puntod-Igpit Section)

The monitoring team reminded DPWH to coordinate with DENR regarding the proposed

4.3 Cagayan de Oro International Trade and Multi-Purpose Center Project
Details The Convention Center will have about 7,700 seating
capacity. It will be an ideal place for international, national
and trade exhibits, seminars and conventions.
