The EBU's Rules OnRadio Sponsorship

The impact of the new codegoverning sponsorship on radiowhich was drawn up by the Euro-pean Brgoadcasting Union(EBU) is not expected to be feltuntil next year. But the code,adopted in May, signifies achange of attitude among mem-ber organisations to sponsorship.
Despite the understandabledifference in views between thosepractising sponsorship and thosewho do not, broadcasters agreeon certain basic principles whichhave resulted in the followingguidelines.* The code is designed not tohamper either programme ex-changes or other joint schemes.* It is based on the principle oflive and let live; broadcasterswho am authorised to practisesponsorship should be able to doso, but only so long as those whocannot are not negatively affect-ed. When a programme isretransmitted in a country otherthan the country of origin, themmust be no obligation to transmitany sponsored message.* Originating broadcasters amnot allowed to offer, as pan ofEBU exchanges, programmessponsored by tobacco companies,alcohol manufacturers, phar-aceutical manufacturers, politi-
cal parties, trade unions or reli-gious organisations.* The possible sharing of spon-sorship between relaying andoriginating broadcasters must beagreed between the parties caseby case. The broadcast of thesponsor's message must occurbefore or after a programme toavoid the risk of a message 'leak-ing' into a country where spon-sorship is not permitted duringlive transmissions.* The maximum time of a spon-sored message is five seconds It
should assume the form of en an-nouncement only and not havethe character of advertising. Therules should apply to co -
productions and other projectscarried out jointly bye number ofEBU members as part of EBU ex-changes.
The larger audiences and theabsence of language barriers willalways make television mom at-tractive to sponsors than radio.Visually and graphically, a TVsponsor can communicate to alarge audience, even a rmdtina-lineal one. In radio, transnationalsponsorship is limited to a givenlanguage region - Anglo-Saxon,Francophone, German, Dutch/Flemish, Scandinavian etc.
But these differences mayrepresent an advantage for radio.Sponsorship is less likely to havean immediate impact on radioand is therefore less likely to up-set those who oppose it. It is
more subtle and, with less moneyat stake, it may arouse lessprotest.
The decision to create a newcode on sponsorship resultedfrom an EBU questionnaire dis-tributed last year. Replies from 21European radio organisationswere received. Some 11 said theywere authorised to practise spon-sorship, two said they would beable to in the near future and foursaid it would be possible at a laterdate. Restrictive legislation wasthe most frequently quoted obsta-cle to sponsorship, but a fewbroadcasters also cited corporatepolicies.

Stevie VAmder and Pete TOW11-shoed .are credited as 'unforget-table experiences' on PrefabSprout's LP From Langley ParkTo Memphis. Released in Marchthis year, it is their third albumand their second project with LA -based producer Thomas Dolby.
The LP's new UK single,Nightingales, has Stevie Wonderplaying harmonica. Singer/song-writer Paddy McAloon: "I couldnot get any other harmonica play-er to do it that well." Pete Town-shend got involved when the al-bum was being mixed at his EelPie Studios and plays on the trackHey Manhattan!. From the group's beginning in1980, it was dear that Joshuawere on the way up. Their first al-bum, The Hand Is Quicker ThanThe Eye, made it into Bdlboard'sAlbum Greats' list, and the videoto their debut single, BmkenDream had heavy rotation onMTV, The second LP, Surrender,was released in Europe and putthe group on the intemationdmap in 1986.

Landesanstalt Fur Rundfunk(LER), has announced the broad-casting areas for the six privatelocal radio stations scheduled togo on air next year.
Three areas have been select-ed for the six stations. These in -
elude the cities of Duisberg,Dortmund, Essen, Muhlheimand Oberhausen - which formone area, the county of Reckling-hausen, and the combined citiesof Gelsenkirchen, Bottrop andGladbeck. According to the
state's media law, local broadcast-ing areas should not include morethan 600.000 residents.

First FlemishChart On VTM

VTM, the first Flemish commer-cial channel, has announced thatit will screen a weekly chart showwhen it goes on air next year. 'TVTop 30' will be broadcast weeklyas from February 4.
The slow will be hosted bysinger Koen Wouters and will fea-ture hits, clip classics, tour datesand background information onthe stars.
VTM has decided not to usethe official SIBESA chart for `TVTop 30' because, as the nationalBelgian list, it covers both Wallo-
nia and Flanders. Instead, thenew show will base its chart sole-ly on Flemish areas.

Stockholm - The Record Station,the successful independent com-pany which was recently boughtby BMG's new Swedish subsidi-ary, says it will continue to oper-ate as before but with additionalinternational marketing opportu-nities.
The Record Station was soured by musician Tomas Ledin andhis wife Marie. The company hasseveral leading Swedish artists onits roster such as Mauro Scocca(whose latest LP recently wentplatinum), E. Dahlgren, AndersGlenmark, Mats Ronander, Fre-da and Ratata. The company ex-pects a turnover of Skr 13 millionthis year.

Fate formed in 1984 and have
made their way into the in-ternational hard rock scene,
helped by their previous albumsFate (EMI) and A Matter Of Atti-tude (EMI). The band are knownfor their melodic, often keyboard-oriented approach, but theirdefiant looks and attitude clearlyadd to their kind of hullabalooimage - a vital component of theirappeal.
Their latest LP, Cruisin' For ABruisin, has just been releasedby all European EMI companies.It will be released in the US,Canada, Japan, Australia, Braziland Southeast Asia within thefirst quarter of next year. Mean-while the fust single from the LP,Lovers, ismceiving increasingsupport on the airwaves.
On the new LP, the hand'sline-up has changed considera-bly. Frontman and lyricist Jeff`Lox' Limbo (lead vocals), BobLance (drums) and Pete Steiner(bass) have stayed, but guitaristHank Sherman has been replacedby The Mysterious Mr Math whopreviously played with Danishrock band Purple Haze. Anothernewcomer is Flemming Rothauson keyboards, originally a

The 21 -year -old Moth, an ad-mirer of Simi Hendrix, is oftenpraised for his excellent fingertechnique. He is tuned in more torock than heavy metal, whereashis predecessor, Sherman, espe-cially favoured the latter style. Sothere is a clear swing to a moredirect and rocking stance. ButFate's melodic side has not beensacrificed. However Americanthey may sound at times, theyfind it very important to keeptheir Scandinavian roots alive,which for them means melody.
The importance the band giveto their appearance may be hestillustrated by quoting Limbo. Hesays; "We were in need of a key-board player, but the right lookwas important. In Nicolai Squarein Copenhagen, in a snowstorm, Isaw this guy with sunglasses,long hair, threadbare jeans andcowboy boots. I immediatelywent to him and offered him a jobas the keyboard player in Fate. Heaccepted and came along for re-hearsal. It went just fine. Not un-til later did he tell us that he wasactually a drummer. What theheck! Flemming rushed down tobuy some gear, and then we hadourselves a keyboard player."
Cruisin' For A Bruisin' has 10tracks, all written by the group -though some are still co -creditedto Sherman. Simon. Hanhartproduced. The LP was recordedin Puk Studio, Sweet Silence Stu-dio and Hookfarm Studio entirelywith real instruments. Limbosays: "We have even used mara-cas." The band regard the new LPas the first real Fate album - theresult of four years of trying tofind their own style.
Fate are currently on tour in
Europe, as special guests onSwedish guitarist Yngwie Malm-steen's tour. This includes 18
major cities in the Benelux,France, West Germany, Italy,Switzerland and Scandinavia.The tour ends in mid -December.

"I probably should not saythis but it is not as commercial mthe other one. It is not sort of ra-dio ready. Some people have evenpointed out that there is some jazzon it. That is the kiss of the legen-dary Stan Getz on part 2 of the ti-tle track." The LP was recordedat Studio D Recording in Califor-nia and Bob Brown was Execu-tive Producer.
After the hand finish the Eu-ropean leg of the Small WorldTour they are likely to withdrawfrom the pop front for a while.Lewis wants to watch his childrengrow up, however he is consider-ing mom acting after his cameoappearance in 'Back To theFuture'.
Lewis: "I would like do tosome really heartfelt stuff. Itcould be fun and it enables you tostay home a little more."

After spending years in the wilderness, withlittle or no home-grown talent and a backwardmusic industry, there is new Life in Spain's en-tertainment sector. Much of the energy iscoming from Untie companies that have beenset up by entrepreneurs who have worked farthe major labels.
A good example of this new energy is inthe publishing sector. Teddysound is based inBarcelona and was formed when ex -musicianJoaquin Alfonso bought an old publishinghouse. At that time the company owned 800copyrights, all of them traditional Spanishmusic. Since then Teddysound has added 100mom Spanish titles and, more significantly,300 foreign copyrights.
These include quite a few Italian artistslike Den Harrow, the Pull Time catalogue,the latest LP from US soul/jazz singer andsaxophone player Rosa King, Sempre
Sonpre by Al Bano and Romina Power, and
MEIfrom Belgium, Hithouse's extremely suc-cessful Jack To The Sound Of The Under-ground. In the last year Teddysound hasplaced more than 150 masters of internationalhits in the domestic market. It has also scoredseveral home-grown hits with NanaMouskouri's Soledad, Fiesta by La DecadaProdigiosa and El Chiringuito by GeorgieDann, which has since been releasedthroughout Latin America.
Teresa Alfonso, Teddysound's Interna-tional Manager: "Them are a lot of new in-dependent labels, especially in Barcelona be-cause Madrid is dominated by the majors.They am small but highly active and it is thesecompanies that we usually work with, partlybecause we often find the majors just don'twant to co-operate."
The offshoot of all this activity is that in-dependents are now springing up all over thecountry. In towns and cities from Seville toBilbao, where them simply were not anylabels, what happened in Barcelona is beingrepeated.
In an attempt to capitalise on this, Teddy -sound is organising a Spanish delegation forthe next MIDEM conference in Cannes. Al-fonso says: "We hope all these labels willstick together so that we can compete with themajors. Together we have a lot of muscle andwe should use ittl

Wet Wet Wet, unlike many new bands preparingto record their first album, knew exactly what theywanted. To retain and develop their strong soulinfluences and record with their hero; Al Green'sproducer Willie Mitchell otitis studio in Memphis.
Luck smiled on our boys and they spent 21/2months with Willie at his Royal Studios, returningto London, album proudly in hand. However,somewhere between the ancient 24 track studio inthe Tennessee backwoods and the slick technol-ogy of the English pop market that album.wasfiled in the closet to celled dust while the bandstarted from scratch re-recording the album thatbecame known as "Popped In, Souled Out

profiles the multi-faceted company which,according to its founder
Ruud Jacobs, "began inthe 60s as a strange
little record shop in thecentre of Amsterdam':
Rcud Jacobs, 40, is a crea-
tive. off -beat entrepre-neur whose business
acumen i matched by his love ofthe trade.s He runs the company
relaxed butzany head office which overlooksAmsterdam's 11 river.
Jacobs first showed his en-trepreneurial flair working in aphotography supplies store in
Amsterdam where he managed todouble turnover in a year. Theciwners of the store recognised hispotential and offered him thechance to expand the business.Jacobs presented them with a
business plan for a record shopand on December 18 1968, Bou-disque was born.

supply: "There used to be oneweekly consignment of imparts,trriving at Schiphol airport everySaturday morning. People used tobe queueing outside the shopwhen I left to pick up the records."
Boudisque hit the news head-lines. in 1970 when it releasedthree bootleg LPs (two by BobDylan and one by the RollingStones) on its me Hobo labelwhich was set up especially forthe occasion. "We really did notknow it was illegal," says Jacobs."We were very naive and actuallymade inquiries about payingmechanical royalties. The albumssold really well and we got a lotof publicity."

Boudisque has just set up anoffice in Hamburg in a joint ven-ture with EVA distribution and isnow looking to find a permanentfooting in the UK. The companyalso has local arrangements todistribute its products with Snortin Scandinavia, Non Stop in Italy,Danccteria in France, Play ItAgain Sam in Belgium and Sud-den in the UK.
"The indie market is stable,"says Van Der Veen, "but CDs aresharply increasing their marketshare, accounting for 25% of to-tal unit turnover. Independent

Hamaker: "Boudisque set upthe small indie label Megadisc in1982 and began manufacturingunder licence for Rough Trade

launching The Smiths and ScrittiPolitti in the Benelux, it was afinancial disaster. And we had tosell it off.
"After a while we decided tosty again and made licensingagreements with UK labels suchas 4AD (Cocteau Twins), Beg-gars Banquet and Blast First(Sonic Youth). This time it reallytook off and we now have a teamof seven people, including a plug-ger in Hilversum."
Eighteen months ago, Bou-disque acquired the Beneluxrights for UK dance label RhythmKing. After initial heavy invest-ment, the label is now providingBoudisque with chart success
such as recent singles by S -Ex-press and Bomb The Bass. Othercurrent successes include LPs bySonic Youth (an old favourite ofBoudisque) and Belgian group

The company received a se-vere blow six months ago when itlost the exclusive European rightsto produce and distribute the fa-mous US indie label Enigma,which it had owned since 1983, toVirgin. However, Hamaker is op-timistic about the future and saysone of the company's strengths isits location.

Following Nick Powell's in-volvement in Boudisque, the
