NOTE FOR FINANCE COMMITTEE HEAD 706 – HIGHWAYS Transport – Roads 721TH – Widening of Yuen Long Highway between Lam Tei and Shap Pat
Heung Interchange PURPOSE The purpose of this note is to update the scope of 721TH to reflect the reduced length of noise barriers covered by the project. PROJECT SCOPE AND NATURE 2. In February 2003, the Finance Committee (FC) approved the upgrading of 721TH to Category A at an estimated cost of $931.0 million in money-of-the-day (MOD) prices1. The approved scope of 721TH comprises –
(a) widening of 6.8-kilometre (km) long Yuen Long Highway between Lam Tei and Shap Pat Heung Interchange from a dual two-lane to a dual three-lane carriageway with provision of hard shoulder;
(b) modification of the existing Tin Shui Wai West
Interchange and Tong Yan San Tsuen Interchange and the associated slip roads affected by the proposed road widening;
(c) extension of existing highway structures affected by
the proposed road widening including vehicular bridges, vehicular underpasses, pedestrian subways and culverts;

(d) installation of 11.6-km long noise barriers ranging from 2 metres (m) to 7.3 m high and provision of noise reducing road surfacing; and
(e) associated works including road rehabilitation,
geotechnical, drainage, lighting, landscaping and a closed circuit television system.
A site plan is at Enclosure 1. JUSTIFICATION 3. Items 2(a) to (c) and (e) of the project as set out in paragraph 2 were substantially completed in March 2006. For item 2(d), according to the approach set out in paragraph 4 below, the implementation timetable of noise barriers should dovetail with the actual occupation of the planned developments that would be affected by traffic noise, i.e. incrementally according to actual needs. Approach 4. In the Director of Audit’s Report No. 41 issued in October 2003, Audit found that there was room for improvement in various areas in the provision of noise barriers for development projects and made a number of recommendations to address the related issues. Audit recommended that, amongst others, for noise barriers for planned developments, guidelines should be issued requiring works departments responsible for road projects to consider, where changes to the proposed uses of the noise-affected land may be expected, using an incremental approach to provide the noise mitigation measures, instead of procuring them outright. In response to the audit recommendations, the then Environment, Transport and Works Bureau issued a Technical Circular on 1 April 2005 setting out additional guidelines to this effect viz. in particular cases where the implementation of noise barriers is related to future developments, works departments shall, where appropriate, adopt an incremental approach in the design and procurement for the provision of noise barriers to dovetail with the actual occupation of the planned noise sensitive receivers. Subsequent to the issuance of the aforementioned Technical Circular, the Highways Department made an application for variation of the Environmental Permit of 721TH to the Environmental Protection Department in July 2005. The amended Environmental Permit of 721TH issued by the Environmental Protection Department in August 2005 required that noise barriers for planned developments should be fully implemented before the population intake at relevant planned developments.

FCRI(2017-18)15 Page 3 The Latest Development 5. The Highways Department has been following the approach in installing noise barriers since 2006. A section of about 350-m in length was completed in 2014 to cater for the actual population intake of a residential development “Uptown” in Yuen Long. Modification works for existing noise barriers of about 170-m long along the slip road of Yuen Long Highway Westbound near Tin Shui Wai West Interchange were also completed in April 2017 to tie in with the anticipated population intake of another residential development “Park Villa” in Yuen Long. At present, a total of about 3-km long noise barriers within the original project scope has not been constructed (hereinafter called the “Remaining Noise Barriers”) 2 as the planned developments do not have concrete implementation timetables. A plan showing the completed noise barriers and the Remaining Noise Barriers under 721TH is at Enclosure 2. As such, the implementation programme of the Remaining Noise Barriers will have to be put on hold until further notice. 6. Given that all the works under 721TH except the Remaining Noise Barriers were substantially completed, it would not be reasonable to continue retaining this project item solely to cater for the Remaining Noise Barriers. For better project management, we consider that the Remaining Noise Barriers works should be curtailed. WAY FORWARD 7. We will proceed to finalise all accounts and delete 721TH from the Capital Works Programme. For the Remaining Noise Barriers originally covered under 721TH, we will continue to keep in view the latest timetables for the planned developments with a view to fully implementing the required mitigation measures before the population intake at relevant noise sensitive receivers. Depending on the eventual scope of the noise barriers to be implemented, we shall approach the FC for funding as appropriate.
