NEW DELHI: Delhi Police on Mon-
day told the Delhi high court that
certain statements made in the
court by one of the petitioners in
the Jamia Milia Islamia violence
against Union home minister
Amit Shah are “objectionable”
and added that such direct allega-
tions are “political ones which
can be made at a protest side”.
Solicitor General (SG) Tushar
Mehta, appearing for the city
police, told the court that he takes
“strong exception” to the lan-
guage used by advocate Sneha
Mukherjee, counsel for the peti-
tioner, in her rejoinder filed mid-
June, in which she claimed the
police were given directions by
the home minister to mercilessly
beat the students.
Protesting use of such words,
the SG said one cannot malign
constitutional authorities and
suggested that the plea was filed
with a hidden motive to seek
favourable orders.
He said such “irresponsible”
statements cannot be allowed
and sought that they be removed
from record.
“Irresponsible pleading is
becoming an order of the day...
This is more of a political state-
ment made at a protest site and
cannot be a pleading before the
highest court of the state,” Mehta
said while referring to a plea by
Nabila Hasan who sought action
against the alleged ruthless use of
force and aggression on students.
Mehta was referring to the
statement made in the rejoinder
that stated, “ It is very probable
that the order to mercilessly beat
the students and break their
bones as they began to assemble
outside Jamia to begin a peaceful
march to the Parliament came
from the home minister.”
Following this, a bench of chief
justice D N Patel and justice Prat-
eek Jalan asked senior advocate
Colin Gonsalves, also represent-
ing Hasan, about the comments.
Gonsalves agreed to the deletion
but stated they weren’t wrong.
There was also an exchange
between senior advocate Salman
Khurshid, representing one of
the petitioners, and Mehta, which
prompted the SG to respond with
a couplet by Mirza Ghalib.
The HC will now hear the mat-
ters on July 13.

The National Authority Chemical Weapons Convention (NACWC), an office under the CabinetSecretariat, Government of India, is a nodal agency for implementation of the provisions ofChemical Weapons Convention (CWC) and CWC Act, 2000 and accordingly acts as the focalpoint for liaison with the Organization for Prohibition of ChemicalWeapons (OPCW), The Hague,Netherlands with respect to all matters relating to the CWC.
2. The NACWC proposes to fill up the existing/anticipated vacancies in the NACWC by theofficers qualified in the field of Chemistry/Chemical Engineering/Technology etc. by deputationincluding short term contract in accordance to the relevant Recruitment Rules. Details of theaforesaid vacancies are as under:

The details of posts i.e. scale of pay and allowances admissible, duties and responsibilities,field of selection, place of posting, qualifications and experience required for the posts areenclosed at ANNEXURE-I and ANNEXURE-II respectively. The period, tenure and other termsof deputation will be governed by the Recruitment Rules of the respective post(s) and otherstandard terms and conditions of deputation including short term contract as prescribed byGovernment of India from time to time.4. Applications of the interested officers, who are working on regular basis and have completedtheir period of probation, should be forwarded in the prescribed proforma (Annexure-Ill) to theUnder Secretary & Head of Office, National Authority ChemicalWeapons Convention (NACWC),Cabinet Secretariat, 1st Floor, Chanakya Bhawan, Chanakyapuri, New Delhi-21 within sixtydays from the date of publication of the advertisement in Employment News. All applicationsmust be forwarded to the NACWC through proper channel. Advance copies of the applicationswill not be entertained.5. While forwarding the application by the Cadre Controlling Authority, it may be ensured thatthe applicant meets the prescribed eligibility criteria and in case of any equivalent qualification,grade, scale, experience etc, a certificate of eligibility with the approval of the CompetentAuthority should be furnished. In addition, the following documents may be sent to this officealong with the application.
i. A certificate to the effect that the concerned forwarding/parent Department/Ministryhave “No Objection” to the appointment of the applicant to the post.
ii. Complete ACRs/APARs dossier/attested copies of the ACRs/APARs of the applicant forthe past 5 years. In case the ACRs/APARs for a particular year are not available, thenthe ACRs/APARs for the preceding years should be sent with justification.
iii. A certificate about the integrity of the officer recommended for appointment ondeputation (ISTC).
iv. Vigilance Clearance in respect of the applicant including status of vigilance cases,pending or contemplated should be intimated under the signature of an officer ofappropriate status.
v. A statement indicating major/minor penalty imposed during the last 10 years.6. The nature of duties may require extensive travel both domestic and abroad. Applicationsfrom the officers fulfilling all conditions will be considered for empanelment by an appropriateAssessment Committee based on relevant available records, aptitude, knowledge of the subjectetc. The candidates, who apply for the post mentioned in para-2 above, will not be allowed towithdraw their candidature subsequently.7. Applications not fulfilling the requisite criteria and/or not accompanied by the relevantdocuments are liable to be summarily rejected and no communication will be entertained inthis regard. The complete details regarding eligibility, field of selection and other terms andconditions are also available in the NACWC website www.nacwc.nic.in. The NACWC reservesthe right to cancel, modify or withdraw this notice without assigning any reasons.
