OBJECTIVES
This course aims to provide participants with:
• Understand the modifications required in the net-
work and IT systems
• Appreciate the legal requirements and the role of
regulatory bodies
• Assess of the key assumptions concerning regula-
tory aspects, traffic routing, interconnection, mar-
keting and project management
• Predict the impact of MNP on CN systems and
available functionalities and solutions for each
case
• Examine how a coherent network-wide solution
can be worked out and optimised
• Plan routing and network configuration issues
• Prepare a demonstration of an MNP solution and
roll-out.
TARGET AUDIENCE
This course is intended for anyone involved in a Mobile
Number Portability project. This includes project manag-
ers and specialists in the areas of core network, VAS, IN,
IT systems, billing, interconnection, provisioning, service
cost modelling, regulatory issues, and marketing.
EXPECTED OUTCOMES
At the end of the training, the successful participant will
have reliably demonstrated the ability to do the
following:
At the end of the course, the successful participant will
be able to do the following:
• Handle number portability issues and require-
ments including regulatory and legal aspects
• Engineer extensive modifications required in the
network and IT systems
• To plan for traffic routing, interconnection, mar-
keting, and project management
• Assist in implementing network-wide solutions
and their optimisation
• Explain detailed routing and network configuration
aspects
OUTLINE
Part 1 - Industry Overview, System Overview and Key Con-
siderations
• Key concepts related to number portability
• Justification
• Legal requirements
• Role of the regulator
• Areas of cooperation between operators
• Areas impacted in the operator’s business
• Project set-up
• Strategy and marketing assumptions
• Positions in negotiations with other operators and
vendors
• The porting process
• Exchange of porting data between operators, central
database and other models
• Tariffs transparency
• Solution architecture - MNP databases, their localisa-
tion and roles
• Overview of routing schemes for voice, SMS and
MMS
• Interconnection issues
• Support in operators' IT systems and systems
affected - including billing, provisioning, and
porting process support
• Overview of network solutions
• Discussion of key dependencies between various
areas of the project
Part 2 - Network Implementation and System Integration
• Review and discussion of important inputs and
assumptions for the network project
• Defining a list of services and systems affected
• Defining and negotiating necessary changes in SS7
on inter-operator interface network solution archi-
tecture location of NP database(s) in network
structure
• Details of routing models for voice and SMS and
their realisation options - SRF/MATF based solution
vs. IN based solution; NPDB defining the
requirements and choosing adequate solution
(investigating what functionalities are required in
the network-level MNP database, discussing how to
choose the most adequate NPDB solution in a given
network environment)
• Detailed discussion of modifications required to CN
systems - MSCs, PrePaid, VPN, SMS, MMS, VMS,
LBS, interdependencies with systems surrounding
CN (mediation and billing, provisioning,
interconnect); working out a coherent network-wide
approach
• Call flow optimisation, redundancy issues
• Solution rollout and testing
