Note: COVID-19 issues start closing Ohio’s colleges on March 9th. Ohio’s hamfest and meetings were starting
to cancel on March 10th beginning with the cancellation of the Great Lakes Division Convention and Toledo
Hamfest. March 15th the Dayton Hamvention cancelled. Other hamfest within Ohio and around the country also
started cancelling or postponing at this time as well.

Comments : The District 1 Northwest Ohio Traffic and Training Net for the month of March had 325 check ins

Comments : I hope everyone is doing okay during this Pandemic. In Sandusky County we are not hit as hard as
some areas. Nevertheless, our county emergency operations center is open, and our members of ARES are
helping serve in any capacity that we can. Mostly our role is to help man the EOC and answer phones and help
with administrative tasks. Our ARES group is however prepared if a full spin up were to be required at local
hospitals and food banks for emergency communications. I am proud of the ARES group in my county as well
as all the groups around the country. We truly are making a difference and showing our value during this
difficult time. We unfortunately had to cancel our March monthly meeting and trainings; however, we are going
to meet in April via ZOOM virtually. This will be very interesting to see if we all can make it work :). I am
looking forward to getting our group back to a sense of “normal” when we can. Until next time, take care of

Comments : Our ARES/ Skywarn was abruptly taken off the air. Reached out to the trustee of the county radio
club's repeaters. We were granted permission to use their two machines for our events. Primary for Ottawa
County ARES and Skywarn is now 147.075 Encode pl 100, back up is 442.250 encode pl 100. We are grateful
to the Ottawa County Amateur Radio Club for the use of their repeaters. We have been trying to recruit new
members. One new member to report- Justin KE8NUW. Mike, W8MAL has taken the lead in starting weekly
conference calls for current members. First one went well. D-1 DEC Brent WD8PNZ was on the call. Also
passing along timely information regarding the county Covid- 19 SitRep. Been in contact with Ottawa County
EMA director regarding the use of ham radio. We receive daily SitReps for the county and are on standby. To
this date, Ottawa County has 5 confirmed COVID-19 cases, neighboring Lucas County has nearly 300. Weekly
nets are now Saturdays at 1800 hrs.

Ohio Section District Three Shelby County ARES
This report covers March 2020 SCARES currently has 35 members on the books. Plus 2 from February.
SCARES has a weekly Net every Sunday evening at 1900 on 146.835 – PL 156.7 for a total of 5 nets and 46.5
man-hours. We Also had two Check in Nets on 443.200 +, PL 156.7, in preparation and with instructions for
SKYWARN activity for 12 Man Hours. Total Net man-hours for March is 58.5
March 7, 14, and 21, We tested and performed maintenance on both SCARES repeaters. One on the Sheriff
tower in Sidney, 443.200, and 146.835 in Maplewood. Continued maintenance on our tow vehicle for the
Emergency Communications trailer, for a total of 37 man-hours for March.
March 14, Advanced Weather Spotters class Cancelled.
March 22, SCARES March meeting and Training at the EMA Building was cancelled. However, we held a
monthly meeting and discussion, on the 443.200 repeater, with all cancellations and COVID-19 information,
tips and guidelines for Governor DeWine’s “Stay at Home Order”. 14 man-hours.
March 25, the NWS and Ohio State wide tornado drill cancelled.
Due to the COVID-19 Coronavirus, we had many emails, several phone conversations, and we up dated several
SCARES documents, totaling 40 man-hours for March.
One SKYWARN Net was activated for March 28/29, 2020, per KC6NLX. Flash Flood and Flood Warnings, as
well as a Severe Thunder Storm Warning for Shelby County. 3’ to 4’ of rain estimated by NWS-ILN, with local
rain gauge reports of the same amounts. Many flooded roadways and low areas in Shelby County. Informed
Shelby Co. EMA director of damage reports. Man-hours 6.25

Comments : With COVID19 hitting the country, Preble stepped up vigilance and training. Monthly meetings
were canceled and moved to on the air. Nightly nets are held to check on welfare of members, pass information
and hold training. Digital capabilities have been emphasized and many members have become basically
proficient in FLDIGI on VHF. Several practice messages have been sent between members. There was some
work on the VHF repeater to bring online the high-power amplifier. But de-sensing was detected, and amplifier
taken offline. More troubleshooting will be made in the future. Weather nets were held for minor storms. No
one was deployed as storm spotters. Operators were assigned to conduct the upcoming section wide ARES
check in on April 4, 2020. The Preble EMA will be participating in checking in from the EMA office from the
club station.

Comments : What can I say but COVID-19? It's changed the way we do business. But it's given us a challenge.
We've overcome by using new, and old, technologies. We are maintaining a high sense if alertness with our
members and served agencies. We've been forced to cummicate without being close to each other. That's what I
miss the most. Meeting with your fellow hams is one of the primary reason many of us are in the hobby. Even though personally I'm am being challenged, we've managed to reconnect with our public safety contacts and
maintain an open line of communication with them. In April, we hope to have our first online ARES meeting
while maintaining our radio nets.

There have been no face to face meetings or training sessions due to Presidential declared and State of Ohio
Governor declared state of emergency. We have been in contact with the local EMA and they stated there was
not a need for amateur radio at this time, because there is currently no plans for setting up medical PODS until
an antidote or vaccination is available for wide spread dispersion. Once one is available to be distributed to the
general public it will be all hands on deck.
Concerns were present by many of our membership about responding for the corona virus 2019 global
pandemic and were reluctant or refused to do so without knowing how amateur radio operators would be
protected from contacting the virus.
When being concerned with what is now a Global Pandemic, there has to be pre-planning how to protect the
people you are asking to “get involved”, well in advance, and not just one that exist on paper. Information as to
what agency and who at that agency operators should report to for inoculation, antidotes or vaccines should go
out with the invitation to participate.
In the past, working with the Hamilton County Health Department during actual drills and exercises, those
operators involved in that system knew exactly where to go, who to see, what to do before entering any
complex (decon) to get the cure/fix for whatever was happening.
This is not a “Just show up and help” situation like responding to a hurricane, tornado or flood where
communications need supplemental support.

Comments : Licking County Comments: The tabletop exercise (Flu Pandemic Outbreak) for the February
NARA club meeting at the request of the members, A follow up was requested for the March meeting, Sean
Grady W1GDY, EMA Director gave the members updates on the current events happening in the county.
(Flooding & COVID-19) This meeting took place via a video/phone conference call and was successful. Bret
KD8SCL EC has been in constant contact with Sean Grady EMA 2-3 times a week. LCEMA requested Bret
KD8SCL EC to be activated to the EOC on Friday morning 3/20/2020 for assistance as needed, Bret also placed
the leadership on standby in the event the team was activated. The EOC is on strict lock down with only certain
and authorized personal allowed to enter the building. The 911 center did a soft opening on 3/16/2020 and what
a way to test it out with the flooding that took place throughout the county. We were asked to help the CERT
Team with communications as net control operators from the command trailer while the CERT team was
involved with Damage Assessment in the hardest hit of the county. Only one day of DA was completed as “The
Stay at Home” was ordered was placed. With all of the cancelations going on and everyone home with down
time, this would be a good time to get your ICS training up to date. Looking forward to continue planning for
2020 events & exercises. Please remember to check on and help if needed fellow hams and neighbors in case
they are in need of something.

Comments : Franklin County ARES has adjusted to the "stay at home" recommendation from the Ohio
Department of Health. Our meetings are now handled on-the-air. Several members have been activtated to assist
with telephone calls at the EMA. Others are engaged with ESF-2 Communications at the EMA. The challenge
moving forward will be spring weather and the patience needed to maintain social distancing. Today I met with
a member of ESF-2 in their office to work through a public safety radio issue. As I was introduced to others in
the office it was hard to stiffle the urge to shank hands. Lets hope that we have great news in April's report.

with the goal of my ARES organization and is clearly a mechanism of alternative
communications.

to face activity since our March 3rd meeting. However, in addition to our weekly 2-meter net we are now
running a weekly simplex net to test and tweak our communication capabilities without the repeater. We are
also hearing a lot more activity on our repeater throughout the day. We are going to hold our April meeting on
the air at 7:00 pm on the 7th minus financial discussions. Several of our ARES members have also taken

Comments : Lots happening in District 10 even with all the cancellations. We've created a new website at
ohioares10.ad8g.net that is graciously being hosted for free by Dave AD8G. I've also re-appointed Tim K8WFL
as ADEC and also appointed Doug KB8TGT as ADEC. Doug is going to assist all the counties with all issues
related to reporting hours, up to and including allowing some counties to submit reports directly to him to be
entered into the system. Cuyahoga County has a new EC (me Mat KC8NZJ) and I've appointed several new
AECs there as well. The staff now consists of Tom N8AGM, Steve K8SAS and Ron K8RJH. Bob K8MD has
been appointed EC of Medina and has re-appointed Doug KD8SST as AEC and appointed Dave NF8O as AEC.
Lorain EC Andy K8ALG has also been building up his AEC staff of Chris KC8CAD, Matt KD8VTX, John
KE8MXX, Jay KN8O, Bruce K8CSI, Peter KE8NQK, and Greg KE8IXB. Lots of new faces in the district with
lots of work to do. Looking forward to a productive 2020 once we are able to get things back to normal!The
search for an Ashtabula County EC continues but is being hampered by the restrictions imposed by the COVID-
19 events.

Comments : We have revived the unused facebook page to post meeting info and also created a new webpage to
share info about Cuyahoga ARES and how to join. We've also found a new meeting location that will allow us
