Support for TransitionTransition supports minimize interruptions in student learning. Effectivetransitionsaresmoothandcoordinated.Theschoolshouldhaveclearlywrittenandfullyimplementedtransitionplans.
• Welcomeprogramsandtransitionsupportsfornewstudents(i.e.military,immigrant,transferring,re-entry,etc.)ensureasmooth transition into the school.
• Transitionproceduresareinplacetoassiststudentstomovewithintheschool,betweenschools,betweenprograms,andbetweenschoolandcommunityprograms.
• Transitionplansaredevelopedforstudentsreturningfromdetentionorsuspension,orfromtreatmenthomes.
Family Involvement and ParticipationAneffectiveStudentSupportSystemincludesfamiliesasfullparticipantsintheeducationalprocessfortheir children. Families participateasplanners,contributors,leaders,teachers,learners,andcolleagues.
• Familyliteracyprogramsprovideparents with skills toassisttheirchild’slearning.
• Familysupportprograms such as FamiliesforR.E.A.L.facilitateparentparticipation.
Community Outreach and SupportTheschoolactivelycommunicateswithcommunityagenciesandsupportgroups.Inaddition,theschoolengagesinpartnershipstoenhanceschool-communityconnections.
• Activitiessuchasorientations,openhouse,workshops,fairs,performances,adopt-a-school,volunteer,andservice-learningprogramsareevident.
• Partnershipswithorganizations such as VolunteersinServicetoAmerica(VISTA)areestablished.
Prevention and Early InterventionTheStudentSupportSystemincludesafullarrayofservicestoaddressthebasicneedsofallstudents.Byprovidingstudentswithearlyinterventionswithintheclassroomandthroughschoolprograms,theneedforhigher-levelservicesisdecreased.
• Eachstudenthasasignificantadultoncampus.
• Accommodationsandpreventionprogramsaresystematicallyusedasearlyinterventions.
• Procedurestorequestforstudentassistancebeyond theclassroomaremappedoutandunderstoodbythe entirestaff.
Specialized Assistance and Crisis and Emergency SupportAStudentSupportSystemincorporatesservicesandproceduresnecessaryforcrisisandemergencysituations.Specializedassistanceprogramsareavailableforstudentswithintensivespecialneeds.
• Studentsandstaffareknowledgeableaboutindividualcrisisandemergencyprocedures.
• Immediateaccesstosocialandmentalhealthservicesisavailableinanemergencyorcrisis.

What is CSSS?Experiencetellsustherearetimeswhenallstudents—eventhe most resilient— will need help. CSSS provides for all students — standards-based learning and a comprehensive support system, demonstrating that all children can learn, meet Hawaii Content and Performance Standards and General Learner Outcomes, and attain the Vision of a Hawaii Public School Graduate.TheCSSSisacollaborativeeffortinvolvingtheDepartmentofEducation,thefamily,andthecommunitythatprovidesresourcesandassistancesoeachchildwillmeettheeducationalstandardsforhis/hergrade-level.
Student SupportCSSSestablishesanenvironmentwithsupportservicestopromote student learning.
Apositivelearningenvironmentfostersasenseofbelonging,enhancesthejoyoflearning,honorsdiversityandpromotesrespectful,responsibleandcaringrelationships.
Supportservicesareevaluatedregularlytoassesstheimpacton classroom instruction and student learning.
Goals of CSSS(1) To providecomprehensiveandtimelysupportsfor
studentsthatallowthemtoachieveinschool,tobeconfidentandcaring,andtobecomecontributingcitizensin their communities.
(2) To involvefamiliesandthecommunityasintegralpartnersintheimplementationoftheCSSS.
(3) To integratehumanandfinancialresourcesoftheappropriatepublicandprivateagenciestocreatecaringcommunities at each school.
CSSS Essential ComponentsLeavingnochildbehindrequiresallpublicschoolstogivehighestprioritytoinstructionandacomprehensivestudent supportsystem.Inaddition,managementandgovernancepracticesbasedonsystematicandrigorousassessmentsareprofoundlyimportantforaccountabilityandcontinuousimprovement.

COMPREHENSIVE STUDENT SUPPORT SYSTEM
TheBoardofEducation(BOE)recognizestheimportanceofprovidingeffectiveinstructioninacaringandsupportivelearningenvironment.AcomprehensivestudentsupportsystemwillensurethatallstudentsattaintheHawaiiContentandPerformanceStandards(HCPS)andtheGeneralLearnerOutcomes(GLOs),inordertobecomePublicSchoolGraduatespreparedforpostsecondaryeducationand/orcareers.
Therefore,theDepartmentshallprovideacomprehensivestudentsupportsystemframeworktosupporttheimplementation,withfidelity,of:
(1) effectivestandards-basedinstructionforallstudents,
(2) appropriatestudentsupportthroughanarrayofservices,
(3) involvementoffamiliesandcommunitystakeholdersaspartnersintheeducationprocess,
(4) managementofdecision-makingdrivenbyongoingassessmentofstudentprogress,and
(5) effectivesingleall-studentdatabase.
