Online MoU System Design and Development of MoU
Design Extended to implement workflow based approval system to meet the requirements MoU Process of DPE
Initial Design based on RFMS developed by NIC.
Initiated by Performance Management Division, Cabinet Secretariat and Department of Public Enterprises.
Based on inputs/discussions with the Department of Public Enterprise(DPE) and related guidelines
Trial Run and Release
• NIC released first version of MoU in March’2014.
• Feedback and suggestion incorporated for further improvement.
• Second version released in April 2015 for input of MoU by CPSEs.
• Third version released in Nov’2015 incorporating fully online approval system. (CPSE->Ministry/Dept->DPE)
MoU Main Parameters
Main parameters defining role lies with DPE.
Main parameters remain static for CPSEs but corresponding criterion can be added by CPSEs.
For each main parameter (action) there will be corresponding criterion.
May vary in future. (for current year)

Online MoU System
Section 1 : Entry of CPSE Brief DescriptionName of the CPSE, Ratna Status, Schedule of the CPSE, Purpose of the which CPSE has been setup and the main business, Any capital addition/proposed during the year etc.

Section 3 -Trend Values
• For each criterion, application captures trend data for last five years
• Last two columns are Actual upto September and Estimated Upto March.
• Five years Target Vs Actual required to submit .
Section 4 Definition and Methodology
This section facilitates to submit definitions from deviation or new definition of the criterions.

Section 5 Adjustment of Targets and Mandatory Compliances.
A. Adjustment of targets requires the following factors: – Relevant criteria– Affecting elements – Value at the time of Draft MoU– Comment and upload document.
B. Compliances by the CPSEs as per MoU Guideline.
Section 5 is the last stage of submission of MoU data by CPSE

Composite score is evolved based on evaluation methodology.

System provides various reports . For e.g.
• View of MoU at different level i.e. Self, AM, DPE
• Year wise or section wise MoU report
• Year wise or section wise MoU achievement
• Subsidiary MoU ‘view role’ to CPSE
