1.0 INTRODUCTION
This report details the results of quarterly groundwater sampling performed by EnvironmentalCompliance Services (ECS) at 75 North Main Street in Barre, Vermont (Figure 1). The evaluation wasperformed in accordance with Task 2 of ECS’ “2015 Environmental Monitoring” work plan dated 23March 2015. This is the first round of quarterly groundwater sampling following the Initial SiteInvestigation (ISI). Site description, physical setting, and history were provided in ECS’ previous reportentitled “Initial Site Investigation” dated February 2015.
1.1 CONCEPTUAL SITE MODEL
Soil and groundwater petroleum contamination was initially encountered during a 500 gallon out-of-service underground storage tank (UST) closure assessment performed by Accuworx USA in October2014 (refer to Figure 2). The UST had obvious holes and was removed due to the installation of a newstormwater pipeline through the UST area. Soils downgradient of the UST and within the stormwaterexcavation were also observed to be contaminated.
Light non-aqueous phase liquid (LNAPL) was detected on groundwater in MW-1, which is located withinthe immediate vicinity of the newly installed stormwater pipeline. It is our understanding that theinstallation of the new stormwater line was necessary to eliminate occasional basement flooding of thesite’s building. There are four catch basins connected to the stormwater line that were also installed.Groundwater sampled from the monitoring well installed in the source area (MW-4), i.e. former USTlocation, exhibited a naphthalene concentration that exceeds the Vermont Groundwater EnforcementStandards (VGES) and the Vapor Intrusion Screening Value (VISV). Total petroleum hydrocarbons(TPH) was detected above the Vermont Soil Screening Values (SSV) in a soil sample collected frombeneath the basement slab (MW-2). Groundwater and soil contamination appears to be generallyconfined to the former UST location. Surficial groundwater flow is to the south at a shallow gradient.The stormwater piping/bedding materials and/or other underground structures may be acting aspreferential pathways for contamination.

2.0 QUARTERLY GROUNDWATER MONITORING
2.1 GROUNDWATER CHARACTERISTICS
Based on the topography and limited hydrogeologic data, the groundwater at the site appears to flowgenerally to the south (Figure 3). Water levels and depth to LNAPL were measured in the monitoringwells on 17 April 2015 to calculate groundwater flow direction. Depth to water ranged from 2.90 feetbelow grade surface (bgs) in MW-3 to 3.90 feet bgs in MW-6. LNAPL was detected in MW-1 at athickness of 0.01 feet, and the groundwater elevation was adjusted based on the density of fuel oil.
Static water-table elevations were computed for each monitoring well by subtracting the measureddepth-to-water readings from the surveyed top-of-casing elevations, which are relative to an arbitrary sitedatum of 100.00 feet. Water-level measurements and elevation calculations are presented in Table 1. Apresumed groundwater flow direction map was prepared using these data (Figure 3). The map indicatesthat groundwater at the site flows to the southwest, which is generally consistent with topography.
2.2 GROUNDWATER SAMPLING AND ANALYSIS
On 17 April 2015, ECS performed quarterly groundwater sampling at the site. MW-1 contained 0.01 feetof LNAPL, and was therefore not sampled. ECS collected groundwater samples from MW-2 throughMW-6 (refer to Appendix A). The samples were submitted for volatile organic compounds (VOCs) byEPA Method 8260. Additionally, MW-2 was analyzed for polycyclic aromatic hydrocarbons (PAHs)using EPA Method 8270 due to the presence of ash/cinder/coal slag observe during the ISI in this area.
There were detections for naphthalene in MW-3 and MW-4. MW-4 also had a detection for 1,3,5-trimethylbenzene (TMB). These detections did not exceed the VGES. VOCs not related to the removedUST were detected in MW-3 including acetone and 2-butanone (MEK) and MW-6 including Freon-12.VOCs were not detected above laboratory reporting limits in the samples collected from the well locatedin the basement, MW-2, or in downgradient wells MW-5. Also, PAHs were not detected abovelaboratory reporting limits in MW-2.
Prior to groundwater sample collection, monitoring wells were purged and sampled using disposablebailers in accordance with ECS standard protocols. This is a deviation from the sampling methodologyoutlined in the work plan (low flow) due to an oversight. Purge water was discharged directly to theground in the vicinity of each well. All samples were transported under chain-of-custody in an ice-filledcooler to Spectrum Analytical, Inc. (Spectrum) of Agawam, MA. The trip blank and duplicate sampleswere collected for quality assurance/quality control (QA/QC) purposes. Analytical results of the duplicatesample, collected from MW-3, were within the EPA recommended 30% relative percent difference of theoriginal sample. VOCs were not detected in the trip blank. Groundwater analytical results aresummarized in Table 2 and illustrated in Figure 4. The total VOCs contour in Figure 4 excludes acetone,Freon-12 and MEK. The groundwater laboratory analytical report is presented in Appendix B.
The four catch basins that are connected to the stormwater line were inspected with a photo ionizationdetector (PID) and depths to water and total depths were measured to account for preferential pathways.There were no PID detections. The measured depths to water ranged from 3.70 feet bgs in catch basin #2to 4.00 feet bgs in catch basin #1. Catch basin #4 was dry. The total depths ranged from 2.80 feet bgs incatch basin # 4 to 4.60 feet bgs in catch basin #1. This data indicates that the stormwater systemintersects with groundwater and may provide a preferential pathway for contaminant migration.Additional measurements of inlet/outlet pipe depths and diameter from each catch basin will be collectedduring the next round, if feasible, to supplement this data.

3.0 CONCLUSIONS AND RECOMMENDATIONS
The site is not eligible for a Sites Management Activity Completed (SMAC) designation, due to thepresence of LNAPL. Soil vapor intrusion potential was also assessed at the site, which is documentedunder separate cover. Based on the results of the site investigation described above, ECS concludes thefollowing:
LNAPL was detected on groundwater in MW-1 only, which is located within the immediate vicinity ofthe newly installed stormwater pipeline. It is our understanding that the installation of the newstormwater line was necessary to eliminate occasional basement flooding of the site’s building.Groundwater sampled from the remaining monitoring wells did not exceed VGES. This configurationindicates that contamination is localized at the site around MW-1; however, there is a potential formigration via preferential pathways created by urban infrastructure (underground utilities includingstormwater line, foundations, etc.). Based on the inspection of the catch basins, no evidence ofcontamination was observed within the interior of the storm water system. However, bedding materialoutside the piping could provide preferential pathway for contaminant migration.
ECS recommends the following:
1. Perform a vacuum truck extraction event in an attempt to accelerate achievement of a SMACdesignation. Care will be taken so as not to draw the well down below the smear zone by pulsingthe extraction rate.
2. Perform an additional groundwater monitoring round to evaluate potential seasonal fluctuationsin contaminant concentrations and to confirm results of this round. All wells should be monitoredfor petroleum-VOCs using EPA method 8021B..
If the data from activities recommended above indicates that the storm water piping may be a preferentialpathway for contaminant migration, additional assessment of the system and/or bedding material shouldbe considered. Additionally, if future monitoring events confirm that groundwater flow is to thewest/southwest, there may not be adequate downgradient data points and additional soilborings/monitoring wells may need to be installed on the adjacent Project Independence property todetermine any potential off-site receptor impact.

Laboratory Control Sample (LCS): A known matrix spiked with compound(s) representative of the target analytes, which is used to
document laboratory performance.
Matrix Duplicate: An intra-laboratory split sample which is used to document the precision of a method in a given sample matrix.
Matrix Spike: An aliquot of a sample spiked with a known concentration of target analyte(s). The spiking occurs prior to sample
preparation and analysis. A matrix spike is used to document the bias of a method in a given sample matrix.
Method Blank: An analyte-free matrix to which all reagents are added in the same volumes or proportions as used in sample
processing. The method blank should be carried through the complete sample preparation and analytical procedure. The method blank
is used to document contamination resulting from the analytical process.
Method Detection Limit (MDL): The minimum concentration of a substance that can be measured and reported with 99% confidence
that the analyte concentration is greater than zero and is determined from analysis of a sample in a given matrix type containing the
analyte.
Reportable Detection Limit (RDL): The lowest concentration that can be reliably achieved within specified limits of precision and
accuracy during routine laboratory operating conditions. For many analytes the RDL analyte concentration is selected as the lowest
non-zero standard in the calibration curve. While the RDL is approximately 5 to 10 times the MDL, the RDL for each sample takes
into account the sample volume/weight, extract/digestate volume, cleanup procedures and, if applicable, dry weight correction. Sample
RDLs are highly matrix-dependent.
Surrogate: An organic compound which is similar to the target analyte(s) in chemical composition and behavior in the analytical
process, but which is not normally found in environmental samples. These compounds are spiked into all blanks, standards, and
samples prior to analysis. Percent recoveries are calculated for each surrogate.
Continuing Calibration Verification: The calibration relationship established during the initial calibration must be verified at periodic
intervals. Concentrations, intervals, and criteria are method specific.
