As we continue our efforts in the global war on terrorism,the Deputy Director and I share your pride in the GeospatialIntelligence supporl we provide to senior decision makers andwar fighters. We are making areal difference in their abilityto make the decisions necessary to ensure our security.

government as much information as
possible. In that context, we must be partof the collective government concernabout the unauthorized disclosure ofclassified intelligence. For example,media reports about monitoring Osamabin Laden's cell phone calls likely hadharmful results and may have evencaused him to quit communicating onhis cell phones. Jack Nelson of the LosAngeles Times had it right when he
wrote, "Everybody understands youdon't publish that the 82"d Airborne isplanning to land somewhere, but noteveryone understands that it's a nationalsecurity problem to report we are
interceptin-e Osama bin Laden's cellphone calls."
We rlways uonder how sensitiveinformation finds its way into the publicforum and how the public benefits bygaining access to this information. Wemust also remain vi-silant to the possibil-ity that seemin_u1,v disparate bits ofunclassified material may be aggregatedinto revealin-u sensitive information. Allwe can do in NIMA is to take all preca-utions to safeguard the information forwhich we are responsible.
We classify information to deny it fromthose who would ham us. The more ourpotential adversaries learn about ourintelligence collection sources and
methods, the more they become capableof developing ways to defeat, deny and
deceive. To quote President Bush, "The
dictator of Iraq is not disarming; to the
contrary, he is deceiving."
We adhere to strict guidelines thatprescribe our responsibilities for unau-thorized disclosures, security violationsand other compromises of intelligenceinformation. They reaffirm the Intelli-gence Community's strong commitmentto aggressive, consistent and effectivemeasures to protect intelligence. As thefunctional manager for the NationalSystem for Geospatial Intelligence and asenior official within the IntelligenceCommunity, it is my responsibility toestablish the policies and proceduresnecessary to protect classified informa-tion and to deter, investigate and
promptly reporl unauthorized disclo-sures. I take this responsibility seriously,br.rt I cannot do it alone. It is a teameffort.
First, if we identify a potential disclo-sure of classified NIMA products, wemust aggressively investigate it, deter-mine the potential damage to nationalsecurity and take the appropriate actionas required. Our new Office of Counter-intelligence will have the lead toinvestigate and identify unauthorizeddisclosures that, if exploited by ouradversaries, could complicate and
frustrate our Geospatial Intelligencesupport efforls.
Second, we must continue our securityand counterintelligence training and
awareness campaigns to ensure we are
continually reminded of our counterintel-1i gence responsibilities.
Third, we must routinely examine oursecurity programs, policies and proce-dures in order to strengthen safeguards
and update them as necessary in light ofevents. For example, interactions withthe public, commercial partnerships and
emerging technology could prompt a
review. We must also look for innovativeways ofbringing back the concept of"need to know" and compartmentationinto our reporting process while main-taining access to that same informationto the widest group of customers whoneed it. In this regard, NIMA will moveahead with such information technologyconcepts as Public Key Infrastructure(PKI) and establishing communities ofinterests.
Finally, we must apply our full range ofsecuritl. analytic and investigatir e
resources to identify and remove thosewho would jeopardize our intelligencesupport mission either through inten-tional disclosure or blatant disregard forestablished procedures. There is simplyno room for these people within ourwork force.

Two NationalSystem forGeospatiaiIntelligence
(NSGI) segments were chosen to satisfyDIAP requirements: the IntegratedExploitation Capability (IEC) and ImageProduct Library (IPL). The IEC providesonline imagery access, the IPL, process-ing and archival imagery services.
The NIMA Information Library (NIL)is now DIA's primary imagery source.
Analysts use a NIMA discovery and
retrieval tool, Client 2001, provided bythe Informatiori Access Services (IAS)system, to browse and order imagery.
To meet DIA all-source analysts'requirements. the DIAP project team
worked closely with the DIA systems
infrastructure personnel to tailor a
system that would function in-and notadversely impact-DlA' s informationenterprise.
Testing and TrainingNIMA' s Integrated Testing Facility
(ITF) provided test engineers to developand execute test plans that were re-viewed and approved by DiA.

SignificantAccomplishments
The project brought DIA into asoftcopy environment compliant with theNSGI. DIA analysts can now obtainsoftcopy imagery in a near real-timeenvironment and have it readily avail-able lor exploitation. The imagery canbe stored, accessed and retrieved by awide variety of users fbr a wide varietyof uses.
There's still a lot of work remainingbefore the vision of "imagery to the
desktop" is realized, but the basicarchitecture is in place. The next stepsare to enhance user workstations, long-haul communications and DIA networkbandwidth.
The project team demonstrated a
successful joint effort, which it com-pleted on time, within budget and withboth agencies very satisfied with theresult.

Database Integration (GIDI). is built ontwo systems \IIIA developed toprovide crisis support. the Feature LevelDatabase (FLDBt and the KnowledgeCentric Geospatial Database (KCGDB).
NIMA's Anall'sis and ProductionDirectorate has identified GIDI as one ofits top priorities.
When Congress established NIMA in1996. the Agency inherited many legacysystems with tightly coupled toolsets,which did not facilitate communicationor interoperability.
Fulfills VisionThe vision for GIDI is to incremen-
tally establish an authorilative. inre-grated environment that will serve as
NIMA' s Geospatial Intelli-eenceinformation factory for production anddissemination of both geospatial andi ntel I igence information.
Spiral 1, the first release, allowsFLDB and KCGDB users to sharefeature data in a common database. the
Geospatial Intelligence Feature Database(GIFD). Users can add features to theGIFD, pu1l feature data, make changes
to the features and post the changes backto the GIFD.
Spiral 2 builds on the cuffent function-ality and meets new requirements forHomeland Security (HLS) and the AirDef'ense Database (ADD). While ADDand HLS are someu hat independent inthis spiral, the _soal is to integrate allCIDI lunctionalit_r so that it is transpar-ent to the user. Spiral 2 also provides forthe dissemination of the GIFD via twomrlitary communication networks,SIPRNET and JWICS.

acquisition programs in several areas.
Development cycles are shorter, withcritical functionality delivered in lesstime and lbr lower cost.

NIMA personnel are more involved inthe program, forming a Cross-FunctionalTeam (CFT) with the contractor andsystems integrators.
The NIMA Program Office, contractorand systems integrators are collocated,with daily face-to-face customer andengineering contact. While portions ofthe team are located in St. Louis,Huntsville, Ala. and Garland, Texas, a
core group resides at the contractor'sfacility in Reston, Va.
Testing is streamlined, with testengineers that are members of the CFTperforming, monitoring and documentingtesting alongside the contractor andcustomer.
NIMA's management and approvalauthorities have shortened the traditionalapproval process, allowing specialreview boards and "walk-arounds" forindividual signatures. The program'smajor reviews and formal milestones foreach spiral have also been streamlined to

IMA recently signed Coopera-tive Research and DevelopmentAgreements (CRADAs) with
two commercial firms that focus on newsources of intelligence. A CRADA is a
mechanism for technology transfer,allowing NIMA and its commercial oracademic partner to share research and
development knowledge, facilities,resources and/or capabilities for mutualbenefit.
The new agreements are withALPHATECH Inc. and Research
Systems Inc.

"I think we are doing work in areas

With the growing need for tools thatexploit imagery of different wavelengths,including those not visible to the humaneye, capabilities derived from ENVI willbecome critical in addressing NIMA'sexpanding mission. The CRADA willaddress, among other things, the devel-opment of exploitation tools for hyper-spectral and multi-spectral sourcematerial, improvements in cartographicand hardcopy output functions, and
increased automation ol geometriccorrection procedures.
The CRADA partners will addgovernment-developed tools andgovernment-unique data formats to theENVI commercial line, while simplify-ing interfaces and the work flows foranalysts and other users.
Some of the investigative work lbr thisCRADA will be conducted in NIMA'sGeospatial Intelligence AdvancementTest bed. Part of NIMA's transformationstrategy, the test bed is used for develop-ing exotic technologies unique to
NIMA's mission, including the fusion ofmulti-INT sources to enable the creationof Geospatial lntelligence.

that elaborates on the vision ofthis new
discipline.
As functional manager for the NationalSystem for Geospatial Inteliigence(NSGI), NIMA is responsible f'or
developing and communicating doctrineto lead the NSGI community. The
Capstone Concept, as part of a larger
vision, is NIMA's first attempt to explainthe discipline of Geospatial Intelligenceand its first step toward developing a
doctrine to guide the employment ofGeospatial Intelligence capabilities.
In setting the stage for the develop-ment of Geospatial Intelligence doctrine,
the document opens a dialogue about the
nature of Geospatial Intelligence withinNIMA and among the imagery and
geospatial prof'essionals in the NSGIcommunity. To that end, the Capstone
Concept will be instrumental to the
NSGI in the coming months as itdevelops its flagship document,
Geospatial Intelligence Publication 1,
the NSGI's formal capstone doctrine.
Toward a Formal DoctrineFor NIMA and the NSGI. the
Capstone Concept is comParable inscope to the Joint Chiefs of Staff JointVision 2020. While it is not, strictlyspeaking, formal doctrine, it provides a
conceptual starting point that will be
critically evaluated and refined throughdiscussion and debate as NIMA engages

the community to develop a lbrmal bodyof doctrine.
The document recounts the creation ofNIMA in 1996 from multiple govern-
ment organizations including the
National Photographic InterpretationCenter, Defense Mapping Agency and
others. It goes on to explain why the new
field of Geospatial Intelligence is the
logical product of that convergence ofagencies and the new realities of ourpost-Sept. I 1,2001 national securityenvironment.
Geospatial Intelligence is defined as
"the exploitation and analysis of imagery
and geospatial infbrmation to describe,
assess and visually depict physicalfeatures and geographically referenced
activities on the Earth." It is described as
the convergence of imagery analysis and
mapping, charting and geodesy into a
single integrated discipline with syner-gistic strengths beyond the sum of itsparts.
The Capstone Concept describes bothenduring and evolving aspects ofGeospatial Intelligence. It highlights the
timeless centrality of the human analyst
in the production of Geospatial Intelli-gence and discusses its purposes and
applications. It also addresses the
discipline's technology, outlining the
broad range of evolving processing and
remote sensing capabilities that are
united under the umbrella of Geospatial
Intelligence.

The document also describes the
emergence of Geospatial Intelligence as

collaborative partners throughout the
Intelligence Community have alreadybegun to realize this potential, testin-s
and implementing alternative models forintelligence fusion, including the use ofmulti-disciplinary analyst teams and the
production of fused. finished GeospatialIntelligence products.
In its final chapter. ''The Future ofGeospatial Intelligence." the document
states that in order to realize the r,ision ofNIMA's founders. NIMA and the NSGImust continue their transformation to afuture state with lour characteristics:
(1) Geospatiai Intelligence analysis-the full integration of our imageryanalysis and geospatial processes,
products and tools,
(2) migration of NSGI systems,
processes and tools to an all-digital,data-centric environment,
(3) reliance on Web-based e-businessstrategies, and
(4) use of the ubiquitous knowledgemap as the interoperable founda-tion of the common operationalpicture.
With the power to help people align toorganizational goals, doctrine can be an
important instrument for transforma-tional change within NIMA and the
NSGI.
Doctrine inlorms the training cumicu-lum, and perhaps most importantly, itprovides a medium and a process forevaluating. capturing and communicat-ing lessons learned.
As NIMA and the NSGI gain moreexperience with the convergence
of the imagery and geospatial
specialties, Geospatial IntelligenceDoctrine will provide the medium
for capturing the lessons Learned
from experiments, operationsand exercises.
Doctrine can be of most value to theNSGI at this time of technologicalrevolution, as NIMA and the NSGI gainmore experience with the convergence ofthe imagery and geospatial specialties.At the same time, doctrine provides thehistorical long view, ensuring that theenduring lessons of history are notprematurely forgotten in a rush tojudgment.
Beyond theCapstone Concept
The Geospatial Intelligence CapstoneConcept is a product of the NIMADoctrine Office, which is chartered bythe Director of NIMA to create theNSGI's Geospatial Intelligence doctrine.
Thinking beyond rhe CapstoneConcept, NIMA has put in place an
organizational structure to engage thecritical thinkers throughout the NSGIcommunity in developing a formal bodyof Geospatial Intelligence doctrine. ADoctrine Steering Group (DSG),
consisting of senior-level representativesfrom across NIMA, has been assembledand external members have been invitedto parlicipate as advisory members. TheDSG met for the first time Dec. 12 toapprove the DSG Charler, to review thefinal draft of the Capstone document and
to validate a proposal for a formalcapstone doctrine publication. The DSGapproved the Capstone Concept Jan.8and forwarded it to the NIMA Directorfor his approval. The publication is beingdistributed in hardcopy, on CD-ROMand via the World Wide Web.

magery analysis has been an integralpart of war and national policieslonger than many may reahze.
Recently, the NIMA Library, insupport of the National Geospatial
Intelligence College, began assem-
bling a collection of books, journals
and pamphlets on imagery analYsis
that spans 150 years.
Already, the historical imageryanall sis tradecral't collectionnumbers over l00 unclassifiedbooks, with many more on order.
The collection is housed at the
Washington Navy Yald in the
library on the sirth floor ofBuilding 213.
The tradecraft of imagery analysis
has been under development since
the first balloon was tethered above
a battlefield. Although the camera
was impractical for tactical aerial
use for much of the 19'h centurY, the
enemy's lines were sketched to give
the commander an advantage, creating
the first aerial-derived products.
During World War I, photo interpreta-tion was practiced by-and taught to-thousands of proto-imagery analysts on
both sides of the war. The tradecraftcollection includes contemporary
instructional material written by partici-
pants during the war, as well as later
history books covering the effort.Principles learned fi'om these early
eftorts are still applicable today, such as
using ima-ees over time for change
detection. ln addition to the use ofairclaft-mounted cameras. much of the
war was fought under the watchful eyes
of observers manning dirigibles that
overlooked the front lines.

countermeasures. Enemy industry wasanalyzed for potential output andweaknesses. Imagery taken during andafter bombing attacks was used to assessthe effectiveness ofraids against targets.preceding today's Battle DamageAssessment (BDA) programs.
The development of the U_2 plane andlater earth-orbitin-e satellites led to rapidadvances in tradecraft. enabling strategicassessments of territory denied to othersources. Cold War anaiysis benefitedfrom ima-eery inteliigence, helping toclose the "bomber gap', and iater the"missile gap," saving the United Statesmillions of dollars in defense costsagainst a threat that was not as large aspreviously believed. Imagery allowed theUnited States to avoid strategic surpriseduring the Cuban missile crisis, givingthe president options that would nototherwise have been available. Later in theCold War, techniques were developedfor monitoring forces to assess treatycompliance.
As infrared and radar sensors wereadded to aircraft during the VietnamWar, the title of photo interpreter waschanged to imagery interpreter to reflectthe use of non-camera media, and waslater changed to imagery analyst. Thelast name change recognized that asintelligence professionals, IAs do more

Today, imagery analysis remains anintegral part ol the intelligence commu_nity, providing support to war fighters as
well as national-level policy makers.NIMA's tradecraft collection documentsthe emergence of imagery analysis as atechnological science and as an analvti_cal art. Although the technologicaladvances have been dramatic, the humanconnection of examining the data andanticipating an adversary's next movehas not changed since the first balloons.Lessons learned over the 150 yearscovered in the tradecraft collection arestill applicable.
