Karnataka State Law University Performance budget 2010 -2011
1.1Vision To transform Karnataka State into a legally conscious society, by providing quality legal
education that is professionally competent and socially relevant so as to realize the
constitutional primordial goal of social, economic and political justice and secure human
rights to every common man. Strive to promote the culture of law and justice in the
institutions of State, Non-government organizations and every individual by providing
informal legal education training and legal service. Above all, inoculate in everyone a spirit
of high moral and human values.
1.2Mission Produce law graduates and post graduates who will inspire and lead the community by
putting 'service' before 'self'. Strive for excellence in professional legal education. Promote
research activities to create basis for making law and legal institutions socially vibrant.
Spread legal literacy and legal aid to the poor and needy with a view to take justice to the
doorsteps of common man. Provide training to the members involved in the governance of
the state, legislators and judiciary to sensitize them in matters of law and justice. Above all,
work as a catalyst in inculcating a sense of faith among people of Karnataka in the
institutions of law and justice to realize the goals of social welfare.
The Karnataka State Law University is aiming to educate the populace on a realistic
tone, close to the life, kindling socio legal consciousness, enhancing marketability
unveiling employment openings by infusing better outlook and approach. Placing reliance
on indigenous socio- politico-legal system, but with a comparative approach, studying the
legal system of other countries is the unique feature of the University. This aids the pupil to
have strong base both at national and global front, to face any challenges effectively and
efficiently. Thus, the University has commissioned its activities with a slogan “INDIAN
ROOTS & GLOBAL HEIGHTS”. 1.3 Introduction
The Government of Karnataka has desired to make the study and research of law
through systematic instruction, teaching and training in law and to inculcate among citizens a
sense of meaningful concern for the law in a system of parliamentary democracy in the State of
Karnataka. To achieve this end the Government of Karnataka has wished to institutionalize
schooling of laws, thro‟ the Karnataka State Law University. Thus, it has promulgated the
Karnataka State Law University Act, 2009, (Karnataka Act No.11 of 2009) on January 01,
2009 1.4 Location
The seat of the University is in the midst of hillocks, on a sprawling 53.23 acres of
land, Hubli-Dharwad Corporation main road ( N H -4), close to Office of Commissioner,
Regional Road Transport. Navanagar, Hubli.
1.5 Jurisdiction
The University is the single largest Law University in India having the credit of 93
affiliated Law Colleges including one KSLU‟s Law School under its umbrella. The details of

2.4 Students Union
With a desire of inculcate and to infuse democratic ideals among the students election
was held to elect student representatives Students Union Election on 20th

Special Lecture series was launched to enable the students to pursue higher learning,

2.7 National Service Scheme (NSS)
Permeation of social service bent of mind, with commitment and dedication among
the pupil is the need of the hour, we felt, which could be made possible effectively and
efficiently thro‟ NSS. Thus, the NSS unit putting sincere endeavor to meet this end
allowing the students to participate in the activities initiated by our unit. Special camp, held
on March 4th
to 10th
2011 at University campus and inter collegiate NSS camp has tendered
them additional boost.
2.8 Sports activities
Development of intellect along with physio - psychological growth matters in one‟s
career advancement. The sporting activities held at the Law School and opportunities made
available to them are a step to accomplish the desired goal. Bhavani A Patil has emerged as
the best woman athlet in the First Flood Light Meet – 2011 organised by the University.
2.9 Extra – Curricular Activities
Identification of cloaked talents is the first priority of the Law School, to unearth it
the many programs on literary and fine arts were conducted and also encouraged them to
partake elsewhere, the details are as under –

2.10 Workshop
The Law School, in association with the University, has organized one day Workshop
on “Consumer Protection Issues in Telecom Sector and One Day Workshop on IT
Management in Legal Education and Legal Profession Etc.
3.1 Library of the University
The University Library is, the centre of information, making honest attempt to cater
the needs of the students, faculty, officials of the University and the public. It is emerging
as well equipped institution assuring adequate infrastructures. Currently it is concentrating
in procuring books, journals, reports including e-library gadgets. Now it has housed 8131
books, 4504 journals & reports, online library services from Manupatra and Lexis and
Nexis, worth Rs. 1,80,33,33,777.
4.1 Directorate of Physical Education and Sports
Directorate of Physical Education and Sports is another feature of the University. It
has been established to encourage sporting activities in the affiliated Law Colleges to
ensure overall development of students. The details of activities initiate is as under –

5.1 National Service Scheme (NSS) of the University
The office of the coordinator, National Service Scheme, commissioned its service
from 2010 to coordinate and to facilitate NSS activities at the NSS unit of affiliated Law
Colleges. The Government of Karnataka has allocated Rs.25, 00,000 to promote the
objectives of NSS, suffusing selflessness and service bent of mind among the students,
undertaking various activities. The University was successful in, accommodating 55 units
across the State possessing 2,500 volunteers. The activities undertaken is as under –

7.1 Finance Section
Budget 2010-11
The Budget Estimate for 2010-11 of the University amounting to Rs.3275.00 lakhs
was submitted to Government. The Government was kind enough to sanction Budget of
Rs.900.00 lakhs for building works under Head of Account 4059-80-051-0-47-386 and
Rs.100.00 lakhs for contingency under the Head of Account 2014-00-00-105-0-13 vide
letter No:Law/64/LAM/2009/BNG dt:19-04-2010.
