• Transfer and consolidation of ownership of local and regional partners to implement pilot projects.
• The low number of bids and the low quality of technical documentation prepared by LPAs.
• The lack of synchronization of national standards and norms to European standards.
• Dividing the initial pilot project to improve SWM services in Soldanesti, Rezina and Floresti into two pilot projects.
• Implementation of changes in national legislation on the establishment of new forms of inter-municipal cooperation - inter-municipal enterprise.
• The final decision of the partners on applying necessary arrangements to support project implementation from the Energy Efficiency Fund takes some time.

Regional and local public authorities effectively plan strategic investment in selected priority sectors: energy efficiency in public buildings (EE); solid
waste management (SWM); water supply and sanitation (WSS); local and regional roads (RLR).

Targets
• 11 Regional Sector Programmes (WSS, SWM, EE, RLR) for the three development regions (North, Center, South) developed and approved (Note: in the DR South the SWM programme has already been developed).
• Development of 39 investment projects for funding equivalent to a total budget of EUR 102.9 million.
• All projects will be developed based on regional/local sector planning and in accordance with national sector priorities and strategies.

• 3 RSP approved by RDC North, Centre and South (Feb 2014)
• 33 possible project concepts (PPC) were reviewed and presented at regional sector working groups (RSWG).
• 33 energy analysis reports for the 33 PPCs are developed and presented to MRDC; out of which 13 are to be prioritized by interministerial committees to be developed for the next phase of viable projects concepts (VPC).
Solid Waste Management
• 2 RSP approved by RDC North and Centre (Feb 2014)
• 3 feasibility studies for the 3 areas of SWM and proper environmental impact assessments ongoing.
• 3 PPC (1 PPC per region - which includes information on waste composition, analysis of the current situation and the selected location for the landfill) consulted and promoted.
• Landfill location for the South SWM zone (Cahul, Taraclia, Cantemir) approved.

• 32 PPC were developed and submitted to the MRDC for coordination.
• Study field visits to examine PPC proposed.
Regional and Local Roads
• As a result of three meetings of the RSWG (the third occurred during the reporting period), RSP projects for each development region were developed and submitted for comments to the MRDC and RDA.
• The methodology for establishing road corridors and cells has been discussed with the Ministry of Regional Development and Construction and the Ministry of Transport and Road Infrastructure.

• Evaluation of possible project concepts in the EE, SWM and WSS fields within interministerial committees’ sessions.
• Activities of selected projects development (field visits, (pre)feasibility studies , environmental impact assessment, etc.) and creation of working groups on each project.
• Submission for approval by the Regional Development Councils of the three sector programmes in the field of RLR, including public consultation in all three regions.
• Updating and presentation of the Guide on development of investment projects and adaptation to the 4 sectors; best practices incorporated.
• Elaboration and development of tools integrating gender and social issues, testing them in the EE and SWM field.
• Enhanced dialogue with potential donors.

• Regional sector programmes identify various proposals on sector reforms needed for some better framework conditions for coherent and coordinated implementation. This requires a substantial increase in structured political dialogue within and between involved ministries and national agencies.
• Implementation of regional sector programmes require medium-term financial planning within a more strategic approach, both in terms of existing national funds as well as of support from Moldova's development partners.
• The limited resources of technical assistance of the project for the development of all project concepts identified.

• In the field of Complementary Private Sector Support, in close cooperation with the Chamber of Commerce and Industry,
A programme was launched on capacity building of CCI representatives in the field of public procurement.
A database on sector enterprises was started being created.
• In the field of Cross-Border Cooperation support was offered to:
Develop a draft of the Government Decision on the establishment of the management and control system.
Develop proposals for adjusting internal rules of the institutions responsible for cross-border cooperation programs 2014-2020 according to the EU Regulation on common rules for cross-border cooperation programmes.

• In support of and in cooperation with the Academy of Public Administration (APA),
The qualifying period for the 8 students selected by the APA was completed. They had the opportunity to enhance their practical skills in sector regional planning and programming.
Capacity building in the fields of regional development, communication and motivation, leadership in public administration is ongoing.
• In the field of Communication,
Grant implementation to support coverage of regional development activities was completed. It was provided to Independent Press Association (API).
Capacity building of MRDC and RDA representatives in communicating on regional development issues continued.
SIADR system was installed and configured, beneficiaries trained .

Assistance was offered to review the Memorandum of Understanding, logical frameworks matrices, matrices of risk evidence and implementation plans for all pilot projects.
The support mission on broader integration of RBM issues in the current M & E system in the field of regional development was finalised.
