Small Business Enterprise Applications Solutions (SBEAS)SBEAS is anticipated to be a comprehensive contract for IT services and solutions to support Air Force IT systems development, IT systems sustainment, and other supporting IT services.

New to SBEAS
Use of NC2 ProductsApp Svcs SB vendors are required to use the
NC2 Products contract to buy products. SBEAS
is not anticipated to make it mandatory for
vendors to use NC2 Products.
Important to Know Under Consideration
New SBA Rule“Similarly situated entities” will be incorporated
at the task order level.
Effect on App Svcs SBSBEAS is expected to be awarded prior to App
Svcs SB expiration. A transition period is
anticipated with a redirection for new awards.
Performance periods for task orders already in
place will not be cut off.
8(a) and other SB programsSBEAS will not incorporate specialized set-
asides or pools. IT requirements already
designated for 8(a) or other program are likely
to remain outside of SBEAS.
Mandatory UseDiscussions have included SBEAS possibly
becoming a “preferred” vehicle, or making it

Systems Directorate. SBEAS is still expected to
be a decentralized ordering vehicle (as is App
Svcs SB).

An initial Industry Day was held November 30, 2016. An RFI was issued November 29, 2016.
Acquisition milestones are still tentative but currently include an Acquisition Strategy Panel planned for February 2017, a second Industry
Day and draft RFP release in April 2017, and an award in Q1 FY 2018.
The Government has not yet solidified a final RFP release time frame, but has noted that a gap of 3 to 4 months between the draft and
the final would not be feasible given its timeline constraints. 3Q FY 2017 has been suggested as a possible RFP release time period.
The App Svcs SB ordering period ends June 2019. With SBEAS anticipated to be awarded prior to the expiration of App Svcs SB, a
transition period is anticipated with a redirection for new awards.
Performance periods for task orders already in place will not be cut off.

NC2 App Svcs SB Ceiling Changes The contract award delay of the Application
Services Full and Open (App Svcs F&O) vehicle, as well as the mandatory use policy directing customers to App Svcs SB, caused utilization of App Svcs SB to exceed expectations.
The Government issued contract modifications in July 2016 to increase the ceiling value by $88 million, creating a new ceiling of $1.048 billion.
In December 2016, a Justification and Approval (J&A) was issued to further increase the ceiling by $800M

Task orders issued by Air Force and DoD organizations via App Svcs SB have a 90-day delay associated with reported contract spending. The
information above is based on data available as of December 2016. Therefore, FY 2016 reflects spending through approximately early-to-mid
September 2016 for these buyers. Civilian agency buyers do not experience the same reporting delay restrictions, therefore FY 2017 spending
data, which shows spending of $724K thus far, reflects more recent information, such as a task order procured by GSA in November 2016.

Products Overview NC2 Products is a COTS only multiple-award IDIQ
contract providing: networking equipment, servers/storage, peripherals, multimedia hardware, COTS software, identity management/biometric hardware and associated software, delivery, warranty, maintenance. NC2 Products offers all other hardware that
cannot be procured from the IT Commodity Council or Enterprise Agreements.
~97% of Task Orders are < $1M in value NC2 Products is three years in, and is the next NC2
contract suite set to expire. The contract is currently in its first option period,
and will expire in November 2019 if all remaining are exercised.
As of early January 2017, information regarding a possible follow-on, on-ramp, or re-compete has not yet been posted. The Contracting Office has not yet remarked on any future plans.

Enterprise Integration & Service Management (EISM) Overview EISM was an Air Force-only Advisory and
Assistance Services multiple award IDIQ

management support for both infrastructure

Air Force FY 2016 Small Business Goals The Small Business Goals for the Air Force are
rolled into the overall Department of Defense
Small Business Goals.
DOD met its FY 2016 Small Business goal in
addition to the SDVOSB goal and the SDB goal.
Two NC2 contract suites are dedicated SB Set-
Asides (App Svcs SB and NETOPS SB). In addition,
the Products suite, though awarded under Full and
Open competition, reported nearly 60% of
contract obligations awarded to small businesses.
FY 2016 saw a slight decline in SB spending (16.8%
as opposed to 17.5% in FY 2015). However, actual
dollars spent increased approximately $1.7B in FY
2016 to $11.6B, compared to $9.9B in FY 2015.
Overall small business utilization is trending
upward – in FY 2011, only about 14% of AF prime
dollars went to small businesses.

Why Does This Acquisition Matter?
• As the follow-on to NETCENTS 2 Application Services Small Business (App Svcs SB), SBEAS will be a strategic IT
contract within the Business and Enterprise Systems (BES) Directorate, Air Force’s IT hub. BES in particular is the
largest purchaser off of App Svcs SB, accounting for an estimated 70% of the task orders issued. The
C3I/Networks Directorate and Battlement Management Directorate are the next largest purchasers based on
dollars obligated.
• The continued high utilization of the App Svcs SB prompted multiple increases in its ceiling. In FY 2016, App Svcs
SB was the 6th most utilized vehicle overall, the 4th most utilized IT-related vehicle, and the 2nd most among
dedicated small business vehicles (the first being OASIS SB). SBEAS will likely continue to be the main vehicle for
the services App Svcs SB provided.
• Depending on considerations such as the length of the ordering period, the on-ramp strategy, mandatory-use,
etc., opportunities to provide the types of services that will fall under SBEAS may be more difficult to find outside
of this vehicle.

SBEAS Analyst Take
What You Need to Know
• The ceiling value and number of vendors is anticipated to be larger (potentially substantially so) than its
predecessor, App Svcs SB.
• 28 offers were received for the App Svcs SB acquisition, with 12 having received awards.
• The type of work is anticipated to mirror that of App Svcs SB. Approximately 300 task orders have been issued
thus far under App Svcs SB, which has included requirements such as Human Resource Systems technical support,
Field Assistance Services help desk services, AFRL Enterprise Business System program support and development,
and so on.
• The mandatory-use has not yet been determined. SBEAS may change to be a “preferred” vehicle, or be
mandatory for the Business and Enterprise Systems Directorate. SBEAS is expected, however, to be a
decentralized ordering vehicle (as was App Svcs SB).
• This effort will not incorporate specialized set-asides or pools. IT requirements already designated for the 8(a) or
other program are likely to remain outside of SBEAS.
