CHAPTER I
ABOUT THE UNIVERSITY
Pandit Bhagwat Dayal Sharma University of Health Sciences, Rohtak has
been established by the Haryana Act No. 26 of 2008. This Act has come into force
w.e.f. 2.6.2008 vide Haryana Government Notification No. S.O. 74/H.A.
26/2008/S.I./2008 dated 18-08-2008. The University has been established for the
purpose of teaching and affiliating, ensuring proper and systematic instruction,
training and research in Modern and Indian System of Medicine and for the
administration of the Pt. B.D. Sharma Post Graduate Institute of Medical Sciences,
Rohtak. The University shall exercise its powers throughout the State. This University
is the first University of Health Sciences in the State. It is located at a distance of 70
Km North-West of Delhi on the National Highway No. 10, spread over a sprawling
350 acres of land in the historic city of Rohtak,
Aims and Objectives
1. To administer, manage and advance Pt. B.D. Sharma PGIMS in addition to
monitor and regulate the functions of affiliated colleges and institutes.
2. To establish uniformity in standards of education in all faculties.
3. To promote research in various disciplines of Health Sciences with special
focus on social and economic relevance of such research and with emphasis
on occupational and environmental health issues affecting the people.
4. To establish and develop study centers integrating all disciplines relevant to
health sciences.
5. To promote the development and use of information technology as part of
technological infrastructure.
6. To attain high standards of academic excellence by providing the necessary infrastructure.

Note: All candidates are advised to remain in touch with the University Website i.e.

IMPORTANT NOTE: All the eligible candidates, who apply for MPT courses, will be
allowed provisionally to appear for counseling. Admission shall be offered subject to
eligibility and verification of documents/certificates at the time of counseling.
Provisional submission of Admission form
A candidate whose result of qualifying examination has not been announced till the date
notified for submission of application form can also apply provisionally. However, he/she will
have to produce proof of his/her having passed the examination on the basis of which he/she
claims eligibility to appear in the counseling by the date of the 1st counseling. A candidate
who fails to produce the original certificates, mark-sheets and other certificates on the basis of
which he/she is claiming to be eligible for admission to the course even at the time of
counseling shall not be considered for admission even if he/she has been placed in the merit
list.
Note: The Govt. of Haryana, Department of Medical Education & Research Notification No.
16/4/2012-6HB –IV(2) dated 08.09.2015 (Annexure A) is part and parcel of the Prospectus
for admission to MPT Course for the Session 2015.
CHAPTER-III
ELIGIBILITY CRITERIA
Eligibility for the Course
(i) The candidate should have successfully completed a Bachelor’s Degree in
Physiotherapy from a recognized institution/ University.
(ii) Candidate shall be medically fit.
(iii) Candidate shall be a citizen of India.
LEGAL JURISDICTION All disputes pertaining to the conduct of examination and admission shall fall within the
jurisdiction of Rohtak only.

CHAPTER-VI
METHOD OF SELECTION & ADMISSION
Merit list of candidates will be prepared on the basis of marks obtained in
qualifying examination i.e. BPT Course.
Counseling
1. The Counseling for admission to MPT Courses will be held in Committee Room,
Director’s office, PGIMS, Rohtak . The date of the counseling will be notified on the
University Website i.e. www.uhsr.ac.in. Counseling will be made strictly as per the
instructions laid in the Govt. notification dated 08.09.2015 (Annexure A).
2. The candidates will be required to appear in person before the Counseling Board. No
relaxation will be given to candidates who are unable to appear before the Counseling
Board on the dates notified.
Results
Intimation regarding seat allotment can be seen on websites of Pt. B. D. Sharma University
of Health Sciences, Rohtak www.uhsr.ac.in, www.pgimsrohtak.nic.in and Notice Board of
University of Health Sciences, Rohtak. No separate information will be sent.
Method of Admission
(a) The provisional admission shall be made strictly in order of merit in the qualifying
examination i.e. BPT subject to the medical fitness.
(b) Selected candidates must join the course on the date(s) intimated to them at the time
of counseling. The admission of selected candidates who fail to join within the
stipulated period shall automatically stand cancelled and no correspondence in this
regard shall be entertained.
CHAPTER-VII
GENERAL INSTRUCTIONS
Application for admission to MPT Courses, duly complete in all respects must be accompanied by the following:-
(a) Three self-attested photographs of the candidate taken within one year preceding the date of
submission of application form.
(b) Self attested copy of Matriculation /Secondary School Certificate (or its equivalent)
showing the date of birth of the candidate.
(c) Self attested copy of Certificates pertaining to the following:
I. Marks sheet of BPT (all years). In case mark sheet of final year has not
been issued then the provisional confidential result of BPT final year will
have to be submitted alongwith application form.
II. Certificate of good conduct /character from the Principal/HOD of the
institution last attended.
NOTE
1. A copy of the Prospectus containing an application form be downloaded from the University
Website i.e. www.uhsr.ac.in and application form complete in all respects along with
Demand Draft of Rs. 2000/- (Rs. 500/- for SC/BC/SBC candidates of Haryana only) drawn in
favour of Controller of Finance, UHSR payable at State Bank of India, Medical College,
Rohtak (Code 4735) should reach the office of THE CONTROLLER OF EXAMINATIONS,
PT. B. D. SHARMA UNIVERSITY OF HEALTH SCIENCES, ROHTAK on or before
09.10.2015 upto 5:00PM.
3. The authorities do not take any responsibility for delay of form or correspondence pertaining
thereto in postal transit.
4. All the particulars in the application form must be written carefully and legibly. Applications
which are incomplete in required particulars or enclosures will not be considered.
5. The cost of Application form will not be refunded in any case.
6. All the selected candidates shall be required to deposit original certificates. "These will be returned
after completion of the Course. However, if a candidate withdraws his or her admission then original
certificates/documents will be returned immediately”.
7. If at any stage, it is discovered that any portion information provided by the candidate is incorrect
or false, he/she shall be removed from the College and fee and other dues paid upto date of such
removal shall be forfeited. The Competent Authority may take any further action against the
student and his/her guardian as is deemed necessary.
8. The Counseling Board shall have the power to call for any document(s) from the candidate(s) in
support of his/her claim and reject any certificate not considered valid. The decision of the Counseling
Board in this regard shall be final.
9. All admissions to the MPT Courses are provisional i.e. subject to their registration with, Pt. B. D.
Sharma University of Health Sciences, Rohtak as the case may be after completing necessary
requirements as per rules/ordinances.
10. The candidate will deposit the prescribed fee within the stipulated period.
11. In case of ambiguity in the rules, interpretation of the same by the Vice-Chancellor shall be final.
12. Application forms received after due date and time due to any reason including postal delay
will be rejected without any intimation to the candidates.
13. The selection for admission will be cancelled if the selected candidate does not join the College on the
stipulated date notified by the Counseling Board.
14. Fee once paid will not be refunded in any case.
15. If any candidate or his/her parents or guardian are found to have submitted any false affidavit/
certificate, not only the candidate's admission will be cancelled but the person signing the affidavit will
also be liable to be prosecuted in accordance with law. Additional instructions to those given in the
Prospectus can be imposed from time to time by the competent authority of the University.
16. The rules given herein are only provisional. These may be changed or modified by the Competent
Authority without prior notice. Candidates cannot make any claim on the information given in the
prospectus.
17. Mobile phones are not allowed in College premises, classes, laboratories & community area of
institution.
18. The name(s) of the student(s) who remain(s) absent from classes without reasonable cause for more
than 7 days at a stretch will be struck off from the college rolls.
BAN ON RAGGING IN COLLEGE
Instructions for Curbing Ragging -
Ragging in educational institutions is banned and any one indulging in ragging is likely to be punished appropriately for which punishment may include expulsion from the institution, suspension from the institution or classes for a limited period or fine with a public apology. The punishment may also take shape of (i) withholding scholarships or other benefits (ii) debarring from representation in events (iii) with-holding results (iv) suspension or expulsion from hostel or mess, and the like. If the Individuals committing or abetting ragging are not/cannot be identified, collective punishment can be awarded to act as a deterrent.
The Following will be termed as the Act of Ragging
Any disorderly conduct whether by words or written or by an act which has the effect of teasing/ treating or handling with rudeness any other student, indulging in rowdy or undisciplined activities which cause or is likely to cause annoyance, hardship or psychological harm or to raise fear or apprehension thereof in fresher or junior students or asking the students to do any act or perform something which such students will not do in the ordinary course and which has the effect of causing or generating a sense of shame or embarrassment so as to adversely effect the physique or psyche of a fresher or a junior student.
NOTE:
Besides above, the candidates would also observe the following instructions :
(i) It must be noted by the candidates/parents/guardian etc. that ragging is banned in the
institutions and in case anyone indulging in ragging is liable to be punished appropriately
including expulsion from the institution and/or imprisonment upto 3 years, and/or fine up to
Rs. 25,000/-. (ii) The concerned Institution will have the right to prevent/prohibition of ragging
under Act Ordinance and if any, candidate admitted to the course found indulging in ragging will be cognizable offence and really means business and the Institute will not hesitate to take stern action against the offenders.
(iii) A candidate admitted to the course in an Institution shall submit an undertaking duly
signed by him/her and countersigned by his/her parents/guardian at the time of admission to the effect that he/she is fully aware of the law regarding ragging as well as the punishment and that if she/ he found guilty on this account is liable to be punished appropriately. Similar undertaking shall also be furnished by the parents/guardian that they are fully aware and noted the law in this regard and agrees to abide by the punishment meted out to his/her ward in case their ward, if admitted to the course is found guilty or ragging.
(iv) Undertaking of similar nature as given under Sr. No. Ill & above shall be obtained
from the admitted candidates in the application form for admission to the Hostel as
well.
(v) Ragging is banned by law as per order of the Hon’ble Supreme Court of India dated
16.05.2007 which is reproduced below:
“If any incident of ragging comes to the notice of the authority, the
concerned student(s) shall be given liberty to explain and if his explanation
is not found satisfactory, the authority would expel her/ him from the
institute”
(vi) Every student for the purpose of his/her admission shall furnish Character Certificate
from the institutions where he/she has passed his qualifying examination, which
would mention the status of his/her behavioral pattern specially in terms as to
whether he/she has displayed persistent violent or aggressive behavior or any desire
to harm others.

GOVERNMENT OF HARYANA

NOTIFICATION
No.16/4/2012-6HB-IV(2) Dated: 08.09.2015
Subject: Procedure for admissions to BPT & MPT in Private Physiotherapy
Educational Institutions – Academic Session 2015 -16.
The Governor of Haryana is pleased to notify the following admissions procedure to Under
Graduate Degree Courses i.e. BPT and Post Graduate Course of MPT for the year 2015
onwards in the Private Physiotherapy Educational Institutions in the State of Haryana.
1. The Governor of Haryana is further pleased to notify that the procedure laid herein under this
notification shall apply to all the Private unaided institutions falling within the purview of the
Haryana Private Health Sciences Educational Institutions (Regulations of Admission,
Fixation of Fee and Maintenance of Educational Standards) Act, 2012 (hereinafter referred to
as ‘the Act’ in this notification). Any admission made in exception to this notification shall
not be acknowledged as ‘validly admitted student’ in terms of the Act and shall be liable to be
struck down in accordance with the provisions of the Act.
2. The Governor of Haryana is further pleased to notify that 50% of the seats will be of open
Merit Category and the remaining 50% of the seats will be of Management Category out of
which 15% of total seats will be in the Non- Resident Indian (NRI) category for Private
Unaided Physiotherapy Institutions in the State.
3. Process for Admission to Open Merit Category
i. The admissions will be first made on the basis of the relative merit in the Common
Entrance Test 2015 conducted by the Pt. B.D Sharma University of Health Sciences,
Rohtak (Except for Master of Physiotherapist).
ii. The eligibility criteria for Common Entrance Test is that the candidate should have
passed 10+2 with science or any other equivalent examination recognized by concerned
State Governments and Education Boards, provided the candidates passes the
examination with 50% aggregate marks in the subjects of Physics, Chemistry and
Biology. In respect of candidates belonging to Scheduled Castes/ Scheduled Tribes or
any other reserved categories notified by the Government, the marks obtained in Physics,
Chemistry and biology taken together in qualifying examination shall be 40% instead of
50% as stated above.
The candidate will deposit the fee to the concerned institution after the counseling within
two days and the draft should be in the name of college authorities and the admission
shall be made to only those institutes which are approved from recognized by all
authorities and affiliated to the State University on or before 31st August instead of 30
th
June 2015 of the corresponding year for BPT & MPT Courses.
iii. The relative merit, among such candidates desiring to seek admissions, shall be drawn as
per the merit of Common Entrance Test, 2015 for all such candidates who have cleared
the Common Entrance Test 2015 with or above such distinction as has been declared as
minimum eligibility criteria of proficiency for granting admissions.
iv. In case such Common Entrance Test 2015 qualified candidates are not available in
sufficient numbers to meet the requirements for admission to BPT, such seats as are
remaining unfilled due to non-availability of Common Entrance Test 2015 qualified
candidates shall be filled up by available other candidates selected on basis of their
respective relative merit in the qualifying examination in the total marks obtained in the
subjects of Physics, Chemistry and Biology.
v. The admissions to BPT Course would be held on the basis of relative merit of qualigying
examination i.e. 10 + 2 with the same eligibility criteria as that of Common Entrance Test
2015.
vi. The admission to MPT Post Graduate Course would be held on the basis of relative merit
of qualifying examination i.e. BPT.
vii. The prospectus and forms for applying in the General / Open Merit Category of seats for
admission to a Private Health Institution will be issued by Pt. B. D. Sharma University of
Health Sciences, Rohtak and will be available with the University.
viii. The applications for admission to General / Open Merit Category of seats shall be
received by the Registrar, Pt. B. D. Sharma University of Health Sciences, Rohtak. The
University shall ensure that the application form is submitted with three attested
photographs of the candidate taken within one year preceding the date of submission of
application form.
ix. The counseling for the candidates of General / Open Merit Category of seats will be
conducted by the Registrar, Pt. B. D. Sharma University of Health Sciences, Rohtak and
held at Pt. B. D. Sharma PGIMS, Rohtak.
x. The Choice (s) of course/ institutions shall be exercised by the candidate at the time of
counseling.
xi. Following shall be the composition of the Admission Committee:-

xii. The Director General, Medical Education & Research Haryana will be the final
Appellate Authority in all cases of admission related disputes for all Institutions and his
decision, in case of any dispute, made by him/ her shall be final.
xiii. The candidates applying for seats in the Open Merit Category on the basis of Common
Entrance Test, 2015, qualification should submit their result of the Common Entrance
Test, 2015.
xiv. The Pt. B. D. Sharma University of Health Sciences, Rohtak shall prepare a merit list
of the candidates appearing for the counseling on the basis of Common Entrance Test
2015 result as also based on the relative merit of qualifying examination for such
candidates who have not qualified the Common Entrance Test 2015 but are likely to be
considered for admission (see sub clause iii above)
xv. Candidates applying on basis of Common Entrance Test 2015 should fulfill the
eligibility criteria for being granted admissions as fixed under Common Entrance Test
2015.
xvi. In case of a tie between two or more candidates having equal Marks/ Merit, the inter se
ranking of such candidates shall be determined by the following factors in the
following order of preference:-
a) Candidates with higher aggregate marks in qualifying examination.
b) Candidate older in age.
xvii. The allotment in the allocation to the Institution/ College shall be made by the
Admissions Committee as per the merit list prepared by Pt. B. D. Sharma University of
Health Sciences, Rohtak on the basis of Common Entrance Test 2015 merit of the
candidate or, as the case may be, on the basis of the relative merit in the qualifying
examination (see sub clause iii above). The choice of the Institution/ College by the
candidate at the time of the counseling shall be taken as final.
xviii. Personal appearance in the counseling of the candidate shall be compulsory.
xix. Any Candidate who is admitted during the academic session in the present year in any
Institute/ Course at any place may opt for admission by submitting a sworn declaration
at the time of counseling that he / she surrenders the earlier seat. However he/ she can
avail such opportunity only if the 2nd
counseling in the State is yet to take place.
xx. In case there remains any vacancy under any category in any institution after the first
round of admissions/ counseling made in terms of this notification, second round of
counseling shall be held. In case, the seats still remains vacant, such seats shall be filled
up by the respective institution at their own level by adhering to the directions of the
Government of India or any other regulatory Statutory Body, as the case may be and by
following a fair, suitable and transparent process such as on the basis of merit of the
Common Entrance Test 2015 or relative merit in the qualifying examination or on the
basis of any other Common Entrance Examination authorized by the DGMER or by
following any other fair and transparent criteria. Candidates seeking admission under
this dispensation may apply directly to the concerned Institution. However, no
admission can be made after the last date prescribed for making admissions.
xxi. Pt. B. S. Sharma University of Health Sciences, Rohtak may fix and charge processing
fee for counseling and further, determine and charge the cost of the prospectus etc.
4. Admission to Management Category
i. Admission will be done for Management Category in a fair and transparent manner
by the institution by adhering to the directions of the Government of India, Central
Council of Indian Medicine, and the Central Council of Physiotherapy, or any other
regulatory Statutory Body, as the case may be, and by following any fair, suitable
and transparent process such as on the basis of merit of the Common Entrance Test
2015 or relative merit in the qualifying examination or on the basis of any other
Common Entrance Examination authorized by the DGMER or by following any
other fair and transparent criteria, in that order. The admissions to BPT Course would
be held on the basis of relative merit of qualifying examination i.e. 10 + 2 with the
same eligibility criteria as that of Common Entrance Test, 2015.
ii. Candidates interested in seeking admission under Management Category shall apply
direct to the institution concerned in the Performa / form prescribed by the said
institution.
iii. The Prospectus and the forms for applying in the Management Category of seats for
admission to Private Health Education Institution will be issued by the respective
institution.
iv. The Private Health Education Institution will widely publicize the place of sale of
prospectus, the last date of application and admission and other relative information.
v. Prospectus will be available with the private institutions or at any other place
authorized by these institutions.
vi. Counseling for Management Category seats will be held in the respective institution
under the close observation of the Observer appointed by the Director General,
Medical Education & Research, Haryana.
5. Fee Structure for all categories of seats
The fee structure for all categories of seats will be as under:-

a) The fee will be payable on annual basis
b) The fee shall be refunded / adjusted if candidate is shifted from one institution to another
in the subsequent counseling on operation of the waiting list. If the said fee is not
refunded/ adjusted within 15 days, the said institution will be liable to pay bank interest
as well as penal interest to the said students as laid by RBI. Fee will be deposited by the
successful candidates to the respective institute in the shape of demand draft.
6. Admission to NRI Category
Category I: Actual NRI candidates who originally belonged to the State of Haryana
Category II: Children/ Wards of NRI who originally belonged to Haryana State.
Category III: Actual NRI candidates who originally belonged to an Indian State and Union
Territories other than Haryana.
Category IV: Children/ Wards of NRI who originally belonged to an Indian State and Union
Territories other than Haryana
i. If sufficient numbers of eligible candidates under first category are available then they
will be admitted first even if students under subsequent category are higher in merit.
ii. The NRI students will have to give a bank guarantee / surety bond for the balance of fee,
if they opt to pay the fee in installment as provided.
iii. It will be obligatory on the part of the University to provide registration number to all
candidates once duly admitted.
iv. Merit should be the priority for NRI seats. The merit should be as per total marks
obtained in Physics, Chemistry and Biology in the qualifying 10+2 examination of
Haryana State Education Board (HSEB), Central Board of Secondary Education
(CBSE), ICSE or equivalent examination.
v. NRI candidate who have cleared the qualifying examination in grading system must
produce conversion certificate of the grading of the percentage of marks from the
competent authority.
General Conditions:-
a) The students shall pay the fees and other charges for all types of seats, as per the rates of
fees and other charges fixed by the Government of Haryana from time to time.
b) Management seats will be filled up as per directions laid down by the Supreme Court of
India and further directions issued by the Government of Haryana from time to time.
c) The seats available for allotment will be displayed on the notice board of the University.
d) The candidate will deposit the fee to the concerned institution at the time of counseling &
the draft should be in the name of the college authorities.
e) The fee shall be refunded if a candidate is shifted from one course / college to the other in
subsequent common counseling held by the University.
f) The admission shall be made to only those institutes which are approved from the
concerned councils or Statutory Body or the concerned authority, as the case may be and
affiliated to the University on or before 31st August, of the present year. Institute(s) which
have applied for affiliation and/or approval competent authority(ies) but are unable to get
affiliation and such approval from all authorities before this day shall not be considered
for counseling.
g) The candidate will deposit the fee to the concerned institution after the counseling within
two days and the draft should be in the name of college authorities.
h) In order to ensure completion of the prescribed courses and period of study as well as
commencement of examination(s) in time, no admission(s) adjustment(s) shall be made
after 31st October of the corresponding year, regardless of any vacancy (ies ) that might
exist or might arise thereafter for any reason whatsoever.
i) It will be obligatory on the part of University to provide registration No. to all candidates
one duly admitted.
Note: Any notifications / instructions issued earlier for previous academic year (s) for admissions to
BPT and MPT Courses in Private Medical & Dental Educational Institutions shall not be
applicable after issue of this notification.
