R.A. 9003 COMPLIANCE RECOMMENDATIONS:1. Establishment of Material Recovery Facilities in all barangays.
2. Creation of Barangay Environmental Officer in all barangay which will be in-charge on the compliance of R.A. 9003. They are responsible for:
a. Education in Environmental Awareness and Solid Waste Management Program in their designated barangays.
b. Responsible for accepting or buying recyclable and biodegradable materials for recycling and
composting purposes.
c. Gives citations to individual or entity which violates the provisions of R.A. 9003 (i.e. littering, non-segregation of waste, etc.)
R.A. 9003 COMPLIANCE RECOMMENDATIONS:d. Coordination and monitoring of Material Recovery Facility status of their barangay
e. Submit reports on the accomplishment and operations of the MRF to the City
3. Incentive scheme should be applied to help the officials in getting the participation of their stakeholders. This includes:
a. Gifts to families who will consistently follow the segregation schemeb. Monetary incentives for those who participate in recycling and compostingc. Tax reduction or exemptions to companies who will provide the facilities for the Solid Wastes Management
R.A. 9003 COMPLIANCE RECOMMENDATIONS:4. The City Government should provide regulations or recommendations on waste reduction as first priority. Waste Reduction can be applied by:
a. Mandating the public market not to use plastic bags in packing the goods bought by the
customer so that the customer will be the one to acquire his own bags or let the customer
buy a recyclable bags made from recycled materials which will be sold by all public
market sellers.
b. Recommend Refilling stations for liquid products other than in sachet which is made of plastics.
Let them consider having a refilling station for shampoo, liquid soap, etc.
R.A. 9003 COMPLIANCE RECOMMENDATIONS:
5. Proper scheduling of segregated waste collection should be observed. Create a policy of:
a. “No segregation, No Collection” in the door to door collection of solid waste.
b. “No reduction, No disposal” at the entrance of the Sanitary Landfill for final disposal of waste.
6. There should be a separate Material Recovery Facility for Hazardous Waste since it requires treatment to
a Treatment, Storage and Disposal (TSD) Facility.
R.A. 9003 COMPLIANCE RECOMMENDATIONS:
7. Most Treatment, Storage and Disposal (TSD) Facility in the Philippines are operated by private companies,
the cost for treatment for hazardous waste are expensive. Thus, if fit for the budget, provide apublic Treatment, Storage and Disposal (TSD) Facilitythat would treat domestic hazardous waste such asfluorescent lamps, cleaning chemicals and others.
8. Provide concrete cylindrical containment for garbage which will be covered with green plastic for biodegradable waste and black plastic forNon-biodegradable waste in the streets of Cebu City.They can be a good replacement for garbage cans orplastic containment that we used today since it will not easily get stolen and damaged.
