Board Elections Timeline
Applications for board candidates are ready for pick up. You can pick them up from the office or we can email/mail them to you or you can go the website and click the link to
Board Candidate Packet, where you can download the pdf.
You are requested to participate in the following SURFSIDE events. An identification tag will be made for you to wear at these events. Timeline on the election process is as follows:
Your Application, Resume, and Candidate’s Statement must be received by the
SURFSIDE OFFICE in person or by email/mail no later than September 4, 2020 at 1:00 pm. [email protected]

On September 19th, 2020, all candidates will be introduced to the Board of Trustees at the September Regular
September Board Meeting
On October 17, 2020, a “meet the candidates event” will be held at 9:00 am at the start of the Regular Board
Meeting in October and will be moderated by the Nomination Committee Chairperson. You will be intro-duced and asked to give a short talk on why you want to be a Board Trustee, and the skills you have for the posi-tion. The members will have the opportunity to ask you questions. Please be available for pictures at 8:30 am.
On November 21, 2020, candidates will be introduced at the Annual Meeting before the voting process takes
place.
To bring you up to date on SURFSIDE’S operations, it is recommended that you become familiar with our Govern-ing Documents, The Articles of Incorporation and By Laws, The Operations Manual and The Surfside Restrictive
Covenants.

Christen Sacco Wins Surfside Tsunami Run
The Surfside Tsunami Run is an annual event at Surfside to address safety and
knowing how to reach high ground and the Assembly Area In this year’s race,
the first three finishers were women.
Christen Sacco won the 2.8K in 14:38In second place was Jennifer Guzel, last
year’s overall winner. The third -place finisher was Michelle Turner. In the
Walking competition, the winners were Katrina Clift and Ray Clift. Ray was
also the first man to finish. Their time was 24:46.
This was the fifth running of this annual event.

RV Storage Update For current RV Storage users: Please call the office to discuss the redesign for the lot. Members with utility trailers will be moving to smaller “micro-spaces” to allow RVs up to 35’ to use those spaces. If you have a RV over 35’ you will also need to move to a “Super Space” to prevent the RVs from hanging out into the roadway. If you would like to move from a powered space to non-powered please call so we can make that change. If you are not keeping your space please call as soon as possible, we currently have 25 people on a waiting list for these spaces.
New Rates for the RV storage for 2020-2021
Non-powered sites will be $200.00 per year ($16.67 per month)
Powered sites will be $400.00 per year ( $33.34 per month)
Micro-spaces are non-powered $150.00 year ($12.50 month)
SuperSpaces for vehicles over 40’ -$800.00 per year ($66.67 month)
All spaces are currently filled, so you can call the office to be added to the waiting list.

Attention Members –Animal Cruelty
If you witness cruelty to animals, please call Community Assistance at 360-642-9382.
The Homeowners Association cannot legally go on to a members’ property without prior
authorization, so there is nothing we can do for the animals. The sheriff’s office will not respond to
these cases and the Humane Society does not have an Animal Control Division. But I have been told
the Community Assistance department will respond.

Financial Report by Rudd Turner, Trustee and Treasurer
This report reflects information and actions at the Board of Trustees meeting on
August 15.
Income: During January – July 2020 (7 months), $1,647,515 or 95.2% of member
fees have been received with $82,284 still owed to fund the total SHOA budget of
$1,729,799. This compares with 94.5% of budget paid at this time last year. Miscella-
neous revenues = $101,614 or 78.2% of the budget projection of $130,000. This does not
include the EIDL loan Advance of $10,000 to cover COVID-19 expenses. Those
expenses have exceeded the Advance amount, so it has helped to have received these
funds under the Federal CARES Act. The Advance does not have to be repaid.
Expenditures: Operational expenditures Jan - July were $846,371 or 56.0% of
budget. Overall the program is slightly underspent. The 2020 budgeted Capital
Reserve contributions of $343,016 were made to Reserve accounts in January. Trash
compactor # 2 and the excavator were replaced. The Oysterville Loop project has been
completed. Re-design of the RV storage and compactor areas is underway, with most
construction happening in 2021. These have been planned Capital Reserve
expenditures.
SHOA finances remain in good shape as Pacific County moves through the phases of
“Safe Start”. The 2021 Budget Committee has been formed. Judy Dennington, Walt
Platt, Louise Purdin, and Kirby Smith will serve as members at large again this year.
The first Committee meeting is set for August 26, and the process will conclude with
the member vote on approval at the member meeting on November 21. The election of
Trustees will happen at the same meeting. This is the normal schedule to prepare the
budget.
Your continued support of Surfside by volunteering and paying member fees is
much appreciated. Payment plans are available to spread out costs. Late payment
penalties and credit card fees were suspended for April, May, and June. These charges
were reinstated on July 1 as the economy phases back in. Feel free to contact the

Pacific County Neighborhood Watch
Long Beach Peninsula
Program Overview
The Neighborhood Watch Program is a crime prevention Program. It relies on communications among members of
the communities – observations of the surrounding neighborhoods and the awareness of all, to what is and is not
normal. Together it forms a secure network of eyes and ears which help the local Sheriff's department keep alert to
the ever changing security needs of the community.
Objectives of the Neighborhood Watch Program
1. Prevent crime by improving security, increasing alertness, and creating and maintaining a caring
community in an effort to reduce crime.
2. Promptly report suspicious and criminal activity, thus assisting law enforcement in detecting and
preventing crime.
3. Observe the area for out of the normal activities and reporting them in order to catch a trend before it
becomes a problem.
4. Share information among Watch members allowing a more caring community. Participate in general and
Team meetings, optional training opportunities, newsletters, emails, Web presentations with a Facebook
group.
5. Get to know the people who live in the area and the challenges they may have. Allow others to know what
special needs may be warranted in case of community emergencies.
6. Help make it better for all of us to be able to go away for a short visit, or longer periods of time, by
knowing that our properties are not left completely exposed to the criminal elements and are being watched
out for by our friends and neighbors.
Benefits of a Neighborhood Watch Program
1. Enhanced feeling of community by knowing your neighbors.
2. Community Watch and Law Enforcement are able to maintain a higher level of security for property
owners and visitors alike.
3. Create a safer neighborhood and community due to everyone having a better understanding of our
neighborhood, the local crime situation, and looking out for each other.

Architectural Committee Just a reminder if you are planning on installing a fence, a shed, a
garage or building a house; ALL building plans must be
submitted to the Architectural Committee prior to any
construction. Pacific County will not approve permitting until the committee
has signed off on all plans.
The committee meets weekly on Tuesdays at 9 a.m., dependent upon if there are items
on the agenda. All applicants are encouraged to attend the
meeting (if possible) by phone or in person to answer any questions that may arise.

Three (3) sets of plans must be submitted to the committee. Once approved, you will get 2 copies of the plans that have been stamped so you can take them to the
county for their approval.

Critical Area Resource Lands (CARL) Peggy Olds
Chairperson, Tree, Brush, Vegetation & Noxious Weeds Committee
What is CARL? Critical Area Resource Lands (CARL) #180 is an updated Pacific County ordinance. It describes requirements for certain land-use activities. Surfside has several exemptions related to vegetation management. Ordinance No. 180 can be viewed at: http://www.co.pacific.wa.us/ordres/Ord%20180.pdf
When Does It Apply? If a landowner is clearing vegetation, grading or altering land, a county permit is required. It also applies to hazardous tree removal.
Exemptions? Yes! Regular yard mowing, reducing tree height, limb removal, noxious or invasive weed removal or maintenance per Surfside covenants, or to comply with a Surfside-issued complaint violation, is EXEMPT (no permit required).
What is a Critical Area? Critical areas include wetlands, aquifer recharge or flooded areas, or other areas. Critical area buffers are lands within 25 feet of ordinary high- water mark along Surfside canals and lakes, regardless of property ownership. Trees can be reduced in height or limbed to comply with covenant height limits, but no clearing or stump removal in the buffer is allowed unless approved by a CARL variance. Hazard trees may also need a permit. Applications are available online or from Pacific County.
What about mowing for Fire Control? Mowing dune grasses for fire protection within fifty feet of an existing structure can be an exempt activity. Please note that mowing of dune grasses is not permitted within 200 feet of the oceanside winter grass line.

CARL 180 and fences in Surfside
This ordinance also relates to fences—Pacific County advised us today
6/23/2020 that fences are no longer allowed to be built to the high water mark
of the canal or lakes, fences are now required to stay outside the 25’ buffer area.
Fences built prior to this will be considered non-conforming pre-existing
structures and will not have to be moved. All future fences will be required to
meet this requirement.
