Finance / Operations Board Report
Alan Opheim - Director
April 23, 2019
Business Office –
The legal side of the bus arrangement with NACSB that was approved last month is nearing
completion. The final step is the approval of the Agreement with ICCSD which is the step that
allows us to receive partial funding for the nonpublic busing transportation of our qualifying
students. That contract is on the new business agenda for Tuesday’s Board Meeting. Financial aid applications are enroute to the STO for evaluation and awards. Results will not be
known until late May or early June. We submitted over 120 applications which is comparable to
last year.
Finance Committee completed discussion of the 2019-20 Budget. Those recommendations will
be presented at the Board meeting, and are included in the Finance PowerPoint in this packet.
Thanks to Committee members for their work and input.
Building & Grounds
Daily needs and issues involving transition from winter to spring have highlighted our custodial
activities.
Summer projects are “on hold” until we know for certain what will be a part of the capital
campaign inside improvement plan. Budget will also curtail any aggressive plans for this
summer, however a few project will be completed, but most will be on a “need basis” rather than a proactive basis.
Emergency Operations Plan (EOP)
Each accredited school district in Iowa is charged with creating an EOP by June 30, 2019. (See
my November 2018 report for more detailed information good through June 2019).
Monthly Update
o The seventh webinar was on April 17. This session was on the building awareness and
relationship to EOP planning.
o The large EOP committee April meeting was April 17, 2019. This was the first look at the
full report with much discussion on specific areas of content and areas needing full
committee input. This was a very productive session, as we move towards the complete
package. There are many “to do’s” left in the project over the next 2 months.

Health and Safety Committee Minutes
April 18, 2019
Attendance: Celeste Vincent, Alan Opheim, Andy Nugent, and Sue Kloos
1) Vaping; Was hoping to ask Glenn about multiple families concerned about vaping happening
in the rest rooms and locker rooms at Regina. I was wondering if Regina has it in their policies
to restrict vaping on campus. I wanted to be sure that Regina was educating students about the
harmful effects of vaping.
Celeste and Alan were aware of vaping discussion and knew that Glenn was as well. Its' difficult
to catch students in the act because of very little residue. The SIAC committee had covered the
topic previously. Is there anything else we could be doing from an education stand point?
2) Elementary Playground Update; Currently on hold. One more bid was requested, then it
would go back to the Building and Grounds Committee. Thinking about loose rubber fill as the
ground cover to meet safety standards.
3) Emergency Operating Plan; Actively working on the plan with 105 pages so far with a
deadline of 6/26/2019. It will be submitted to the Johnson County Emergency Management for
approval when complete and to Iowa Department of Education.
4) Immunizations; Discussed recent measles outbreak with two reported cases in Iowa.
Continue to monitor for up to date immunizations for students
5) Alan provided an update on Regina Insurance Q & A and Facility Usage Agreements. Current
users have provided Certificate of Insurance but have not signed rental agreements. Insurance
agent reminds us that no amount of paperwork will guarantee no lawsuits. In the event of a
lawsuit, negligence needs to be proven. Discussed Regina affiliated groups v unorganized
groups. Unorganized groups should purchase “Special Events Liability” insurance from the Diocese. Moving forward would need to ask the Policy Committee to rewrite or revise Policy
901.OR once a final procedure is established. Also per 901.0R, ask the Finance Committee to
establish rental rates. Administrators to determine draft procedures for allowing others to use
our facilities.

The District hereby agrees to reimburse the Contractor for providing transportation services to resident students attending an accredited nonpublic school(s) located inside the resident district or within a contiguous school district. The contractor shall be reimbursed for such transportation in accordance with the following:

D. The contractor agrees to comply with all legal and established uniform standards of vehicle operation as required by statute or by legally constituted authorities.
E. The contractor agrees to see that all school buses undergo daily, pretrip vehicle inspections and record the results of these inspections in written form. Further, the contractor agrees to maintain at all times the interior environment of the bus such that it is reasonably free of conditions which would pose a danger to the health and safety of student passengers.
F. The contractor agrees to provide instruction in safe riding practices for all school bus passengers and require them to participate in emergency evacuation drills at least twice each school year.

Regina Catholic Education Center Attendees: Matt Pacha, Tom Brandt, TJ Brandt, Building and Grounds Chad Keune, Mike Streb, Jim Burchers, April 22, 2019 Alan Opheim Topics
Matt o Capital Campaign
Reengaged Steier Group for study Results showed public wants to move forward, but with better communication
o Current path moving forward would include Summer 2019
Removal of 2 mods + old weight-room side of the metal building – this means relocating the Trainer, Regal Rewards, and Scouts. No specific locations have been identified for those offices at this time. Trainer requires water.
Relocate ICN line – Line runs under the location of the Academic Wing
Inside refurbishment of certain rest rooms (a case can be made that this was in the original campaign materials)
As soon as possible in 2020
New Academic Wing – 4 classrooms, 1 science room, 1 set of rest rooms, considering completion of lobby space for back entrance purposes. (Note: Gym would not be part of this project.)
Parking lot work as needed to coincide with phases of project, including decision on old water retention area (probably gravel to start)
Remodel of Preschool area – extent may depend on funds raised with the key component being what allows the quickest and best way to expand when programming support such
o Parking – Raised median will be gone, 1st lane of parking will be driveway;
Committee Input / Recommendations o Critical to show progress soon – there is some public sentiment that nothing is happening with
the building going forward o Moving mods out is good, as long as part of master plan o Using a general contractor for the main building project going forward would provide specific
timeline and cost accountability for our donors o Question asked who would general the inside remodel – Matt said not Regina, but we could not
answer the question tonight o Committee supports moving forward with Capital Campaign Project as outlined above
Alan – o Ecco awarded bid for asbestos abatement in part of the tunnel system in July – estimated time
will be 1 week – Proactive work which saved an estimated $6,000 versus having to have work done on a stat basis.
o Patch work needed on parts of the preschool wing wall along sidewalks o Concrete required by City for marked sidewalk squares o Tuck Point / Leaks on 2004 Addition – getting pricing estimates for work in the future
Boosters – o Tom updated the wind storm damage repairs from late 2018. Insurance is covering most of
the costs to date
Issues remain with water runoff from football field to track, and the fence/gate in the area – Jason is handling
