The total aggregated GDP of the People’s Republic of China, Japan and the Republic
of Republic of Korea is approximately 20% of the world and 70% of Asia economy.
Foreign trade and foreign investment of three Countries are both 20% of the world.
Trade between the three countries amounted to $689 billion in 2014.
The container through put of the three Countries accounts for 33% of the world total.
The container through put between the three Countries accounts for 1.3% of the world.

In order to solve the issues above, the Governments of China,
Republic of Korea, and Japan signed MOU to establish Northeast
Asia Logistics Information Service Network (NEAL-NET)
Objective of NEAL-NET:
1. To interconnect logistics information systems of China, Japan and Republic of Korea.
2. To encourage researches on logistics information standards technologies.
3. To promote technological exchange, training popularization of logistics information
systems.
Background
China-Japan-Republic of Korea establishes NEAL-NET cooperative
mechanism to establish sharing network, define logistics information sharing
standard and promote to establish logistics information sharing structure.
In 2008, the 2nd Japan-China-Republic of Korea Ministerial Conference on Maritime
Transport and Logistics was held in Japan, and decided to set up a working group to
carry out research on the interconnection of logistics information.
On 2 December 2010, the vice ministers from the Transport Logistics Ministries of the
three countries jointly signed the Cooperative Mechanism in Hangzhou, China, and
officially launched NEAL-NET. On the following day, the 1st Council Meeting of NEAL-
NET was held.

Task
– NEAL-NET itself doesn’t generate any logistics information. The main task of NEAL-
NET is to define the interface standards of each public logistics node. And then
promote the logistics nodes to rebuild their interfaces in accordance with these
standards to realize cross nodes data sharing

How to define the NEAL-NET Standard
– First step, dynamic container vessel status sharing interface will be defined
– 9 basic events of dynamic vessel schedule and container status are abstracted and
technical framework is designed.

How to share logistics information
• In order to reduce obstacles and provide possibility for heterogeneous
systems to share information:
1. Unify Basic Data Elements
2. Unify Coding System
3. Unify System Interface
• After unifying interfaces, government should support logistics information
provider to provide one-stop information service in each country.
1. Providing single service window, reduce the cost of negotiating with multi
information source
2. Improving the accuracy of data and making information available more timely
and coherently
Now, Logink in China, Colins in Japan and SP-IDC in Republic of Korea take the lead in
each country
– China side selected COSCON (E-commerce platform), COSCO Logistics (internal
business system), Zhejiang Electronic Port (software of freight forwarder) and so on,
had conducted the software interface reformation so as to query the interface. The
functions of interface and standards were verified comprehensively. Reached first stage
achievement and got highly appraise from user.

– Republic of Korea side: SP-IDC developed interface query page to evaluate the
function of the interface. Pilot reached first stage achievement.

– Administrator Guideline
– Republic of Korea(SP-IDC) , Japan(COLINS) and
China(LOGINK) will develop helpdesk for all service
providers.
– CJK will discuss in detail and confirm the final version
of administrator guideline at the next technical meeting.

– CJK will continue to review and investigate technical
solution for push service and continue discussion in
next technical meeting.
– Service Port Expansion
– Republic of Korea side plans to finish development for
Ulsan, Pyeongtaek ports by the end of 2015 and go-live in
2016.
– China side plans to open Shaoxing, Jiaxing ports and will
start negotiation for implementing Qinzhou, Dalian, Shekou
ports in 2015 and go-live in 2016.
– Japan side got positive response from Yokkaichi, Niigata ports for joining NEAL-NET service and is under negotiation.
