INTRODUCTION

Overview
The UAE is made out of a federation of seven independent emirates. The constitution, which
was made established as a stable form in 1996, specifies that all powers not specifically
assigned to federal institutions remain the entitlement of the individual emirates with their

The uppermost federal authority is the /upreme %ouncil of 0ulers, consisting of the rulers of
all the seven emirates. This body elects the president the vice president. The president
appoints the prime minister %ouncil of &inisters. The "ederal /upreme %ouncil is
entrusted with legislative as well as policymaing powers. !t sanctions the federal laws

"ollowing the >ritish e-piry of their agreements with the Trucial /tates, the name by which
they were before nown, the rulers of the seven emirates established a federal state officially
entitled (awlat al !marat al Arabiyya al &uttahida */tate of the United Arab Emirates+. The
philosophy behind the state was termed in a statement which was released on (ecember 191
when the new state on form of %ountry was formally established. The United Arab Emirates
has been recogni'ed as an independent state, possessing independence with diversity. !t is
part of the greater Arab nation. !ts aim?goal is to maintain its independence, its sovereignty,
its diversity, its security its strength, in defence against any attac on its individual or on
the individual any of its member Emirates. !t also aims to protect the freedoms rights of its
people citi'en to achieve trustworthy cooperation between the Emirates for the common
good.

Each of the component emirates of the "ederation had their own e-isting institutions of
government to provide for the effective governing of the new state, the 0ulers approved to
draw up a conditional %onstitution specifying those powers which were to be allocated to
new federal institutions, all others remaining the privilege of the individual emirates.

!n a spirit of unanimity association, the rulers of the seven emirates agreed during the
process of the federation that each of them would be a member of the supreme council, the
top policymaing body in the new state.

The %ouncil of &inisters or %abinet described in the %onstitution as the e-ecutive authority
for the "ederation, includes the usual go together of ministerial portfolios is headed by a

%ouncil.

The "ederal )ational %ouncil *")%+ has $ members selected from the emirates on the basis

representative members are left to the discretion of each emirate the members3 legislative
