Welcome To NEBHDCo!
Brooklyn offers a wealth of resources and services to the community. This
resource guide is a summary of what is available in your Community Board, and is
provided as a service by NEBHDCo to our tenants and community members.
Background Northeast Brooklyn Housing Development Corporation (NEBHDCo) was incorporated in January 1985 as a 501c3 not-for-profit organization. NEBHDCo’s mission is the preservation, development and management of affordable housing and homeownership opportunities; community and economic development initiatives and human services that effect social change in central Brooklyn.
NEBHDCo provides services in four program areas: Affordable Housing, Property Management, Asset Management and Community Programs. Our mission is supported by the vision to rebuild sustainable communities through long-term community based assets. Brooklyn neighborhoods served include: Bedford-Stuyvesant (Community Board 3), Crown Heights (Community Board 8), East New York (Community Board 5), and Ocean Hill-Brownsville (Community Board 16). To date NEBHDCo has planned, joint-ventured, and developed 2093 housing units of which 1082 are
owned by the organization, with nearly 17,000 square feet of commercial space throughout the central
Brooklyn neighborhood.
Our Community Programs Department works across four areas: Tenant Supports, Healthy Food and Living, Youth Supports and Social Activities. Programming includes:
Tenant Supports: Employment and other referral resources; public benefits supports; tenant meetings; winter coat drive; FTAP (Formal Trespass Affidavit Program)
Healthy Food and Living: Golden Harvest food pantry; cooking and nutrition workshops; community gardens and workshops; support for local healthy food businesses
Youth Supports: Youth aged out of foster care housing and supports; Finding Your Future educational scholarship; Hobby Quest crafts events; Back to School events; holiday toy drive
Social Activities: Family and senior trips; Thanksgiving community meal; volunteer appreciation events

Brooklyn’s Community Board #3 (CB3) represents the Bedford-Stuyvesant area of the borough, which stretches to include Stuyvesant Heights, Ocean Hill and Bedford. Comprised of seven zip codes, (11203, 11205, 11206, 11216, 11221, 11233 and 11238), CB3 has its boundaries on Flushing Avenue in the north, Broadway in the northeast, Saratoga Avenue in the east, Classon Avenue in the west and Atlantic Avenue in the south. Sometimes referred to as “Brooklyn’s Little Harlem,” Bedford-Stuyvesant has served as a home for many well-known artists such as Grammy-nominated singer Aaliyah, famous rappers Jay-Z and Mos Def, and actors Chris Rock and Vanessa Williams, among many others.
CB3’s population consists largely of African American families, but also includes many other races, ethnicities and cultures. The landscape of the community is well known for its rows of brownstone style houses.
Northeast Brooklyn Housing Development Corporation has been working in CB3 over 26 years. There are a wealth of assets and opportunities available in the neighborhoods of Brooklyn CB3. We hope that this guide will serve as a useful way for residents to find resources within their community - to fully access these opportunities, to know who to contact, and where to find more information.

SINGLE STOP – What They Provide
Single Stop is a benefits coordination agency with offices around the country, including NYC. All sites
provide family support services, tax assistance and benefits counseling. On-site legal and financial
counseling services are available at specific sites.
For more information see www.singlestopusa.org. Benefits Benefits counseling is provided by a site coordinator at each Single Stop site. Many sites also have site administrators. These counselors, one of which typically has a Masters in Social Work, conduct outreach, intake, screening, application assistance and extensive follow-up with clients to ensure that they actually apply for and receive benefits. Using BEN, they screen students and families for a wide range of benefits (including food stamps/SNAP, Medicaid, Low Income Home Energy Assistance Program (LIHEAP), Women, Infants, and Children (WIC), housing assistance and child care) and help them apply to the ones they are eligible for. In addition, they provide one-on-one counseling and at community college sites, help students access other available programs on campus. When appropriate, they refer students and families to the other Single Stop services' legal counseling, free tax preparation, and financial counseling.
Legal Assistance Nationally, about 80 percent of low-income Americans who need legal help in civil cases don't receive any. The number of people who qualified for assistance jumped by about 11 million since 2007, due in part to the economic recession. This has left millions of people eligible for assistance - individuals and families who earn less than 125 percent of the federal poverty level, now set at $27,564 a year for a family of four.
As a crucial component of the Single Stop model, Single Stop USA partners with legal services providers to provide free legal counseling to people in need at Single Stop sites. These legal partners provide critically needed legal assistance to prevent evictions, provide access to public benefits, assist in cases of domestic violence, and advocate on behalf of clients in a variety of legal areas.
Financial Counseling By helping families access work supports and benefits, and providing counseling and education to help them stabilize their economic situations and build toward the future, Single Stop improves their chances of achieving economic stability and mobility. Individuals and families receive crucial financial education and individualized support to help them manage their unique economic situations. This includes assistance repairing credit and improving credit scores, developing a budget, opening bank accounts, managing debt, learning about bankruptcy, and improving their savings patterns.
Budget Single Stop counselors walk clients through a budget template, assessing their assets and liabilities to determine their personal income statement, cash flow, and balance sheet. Single Stop USA has seen that that the low-income clients can increase their purchasing power by following a budget. Budgeting becomes all the more important in the aftermath of a sudden change in circumstances - such as collection of a tax refund. As another example, food stamps typically increase the annual purchasing power of a family by 40 percent. This makes the receipt of new benefits the perfect time for families to sit down with a financial counselor and plot out a brighter future.
Asset Building Finally, Single Stop aims to help individuals build wealth. Recent research shows that as parents accumulate even modest reserves, their children develop better cognitive skills early on, stay in school longer and, ultimately earn higher incomes. Local service providers at some Single Stop locations include Credit Where Credit Is Due and The Financial Clinic.
Free Tax Preparation Single Stop can help by providing families with trusted free and low cost tax preparation services that allow them to access the Earned Income Tax Credit (EITC) and other tax credits, which enable them to make ends meet. Simultaneously, Single Stop works with taxpayers to determine whether or not they are eligible for much-needed resources such as Food Stamps, health care, child care and other important services like legal counseling and financial coaching. By taking advantage of the tax preparation moment, Single Stop provides these services in an integrated way. Every year tax credits provide tens of billions of dollars to low and moderate income families across the nation. Indeed, the Earned Income Tax Credit is one of the largest single benefit programs that exist for working families in the US.
What is the Earned Income Tax Credit? The Earned Income Tax Credit, or EITC, is a fully refundable federal tax credit for low to moderate income individuals and families. It is one of the largest benefit programs for working families that exists. Every year families that meet eligibility requirements can receive thousands of dollars through the EITC by filing their taxes. Many states also offer their own version of the EITC in addition to the federal tax credit. This increased income not only helps avert economic crisis in the short term, but also puts parents and children on the path to a better future

Homebase NYC Department of Homeless Services Eviction Prevention Program Homebase is a city-wide program designed to help families and individuals overcome immediate housing problems that could result in becoming homeless, and to develop a plan for long-term housing stability. Program services are crafted to meet the unique needs of each individual or family and to help meet the demands of maintaining a household. Homebase clients are assigned a case manager who will coordinate all their services. Some of these services will be provided directly through Homebase, and others will be provided by community partners. Some of the services that are available to qualified households include: Family or tenant/landlord mediation, household budgeting, emergency rental assistance, job training and placement, and benefits advocacy (child care, food stamps, tax credits, public health insurance).

RENTAL ARREARS GRANTS FOR SINGLE ADULTS AND FAMILIES
The New York City Human Resources Administration (HRA) can assist tenants who have legal possession
of an apartment, or applicants who have been evicted but whose landlords are willing to continue
renting the apartment, by paying their arrears through a rental arrears grant. Grants are available for
Public Assistance recipients and for those people ineligible for Public Assistance. Families and single
adults are eligible.

for a rental arrears grant.
FAMILY EVICTION PREVENTION SERVICES (FEPS)
If you are on Public Assistance, you may be eligible to receive a monthly rental supplement (in addition
to your shelter allowance) and have some, or all, of your rental arrears paid. In order to be eligible for
this supplement, you must:
be a recipient of family assistance; and
have a child younger than 18 at home, OR younger than 19, in high school, and at home; and
be in court because you are being sued for back rent.

HOMELESS PREVENTION FUND
The Homeless Prevention Fund provides emergency financial assistance to households citywide, who are
unable to secure sufficient assistance through available programs and are at imminent risk of
homelessness due to rent arrears. The Fund offers emergency financial assistance to low-income
households who meet the following criteria:
Household income range between $15,000 and $30,000 annually; and
An eviction petition has been filed; and
The household has the ability to pay rent in the future.

FREE LEGAL REPRESENTATION TO PREVENT EVICTION
The DHS Anti-Eviction Legal Services offices, with locations across the city, provide comprehensive,
flexible and individualized legal and related services to help ensure that families with children avoid
becoming homeless. Services may include:
Preparation and filing of required agency and court papers
Negotiations with landlords and/or other advocacy assistance
Court appearances
Inquiries into whether a tenant's rent level is correct, whether there are conditions which
require repair and whether these constitute defenses to a proceeding
In addition to our community-based offices, residents in zip codes 10456, 11207 and 11691 who are
facing eviction may be eligible for comprehensive anti-eviction legal services offered at housing court.
The Housing Help Program provides full social services, legal intake and assessment and case
management in the Bronx, Brooklyn and Queens.
FORECLOSURE PREVENTION
The Center for New York City Neighborhoods is a not-for-profit entity founded by the City of New York,
the New York City Council and non-profit partners to expand and coordinate services to homeowners
and tenants facing foreclosure actions. Services include counseling, legal assistance, loan remediation
