SummaryThecoronavirusCOVID-19pandemichasdisruptedcitiesandcommunitiesworldwide.Althoughcitieshaveemergencyanddisasterresponseplans,thescaleoftheoutbreakhasstrainedtheirresourcesandcapabilities.“SmartCity”technologies,withtheirinnovativedigitalapproachesandcapabilities,offerthepotentialtofacilitatecityresponsestoCOVID-19.Asaresult,municipalitieshaveturnedtotechnologycompaniesforhelp.Manyestablishedandstart-uptechnologycompanieshaverespondedwithideasandproposals.However,theresultshavebeenmixedanduneven.Someproblemareasgetalotofideaswhileotherproblemsgetnone.Stillotherideasareunfeasible.Manyrespondentslackunderstandingofhowcitiesrespondtopublichealthemergencies.ThiswhitepaperdescribesaSmartCity-PublicHealthEmergencyCollaborationframework.Itprovidesastructuredwaytoidentifythecollaborationopportunitiesbetweencities,publichealthsystemsandthetechnologycommunity.ItintegratestypicalsmartcityecosystemcapabilitieswiththeCDCPublicHealthEmergencyPreparednessandResponseCapabilities.
IntroductionThecoronavirusCOVID-19pandemichashadadevastatinganddisruptiveimpactoncitiesandcommunitiesworldwide.Fromthelossoflives,interruptionofessentialday-to-dayservices,todisruptionoftheglobaleconomy,nooneperson,organizationorcountryisspared.Local,regionalandnationalgovernmentsareurgentlyrespondingwithvaryingdegreesofeffectiveness.Asthenumberofinfectionsanddeathssurge,governmentsareturningtotechnologyandinnovativeapproachesforhelp.Forexample,eighteencountriesaroundtheworldareusingmobilephonetrackingandcontacttracingmethods1.SeveralmajortechnologycompanieshavepartneredwiththeWorldHealthOrganization(WHO)tohostaglobalhackathontofacilitatedevelopmentofcreativesoftwaresolutions2.CitieshavebornetheburdenoftheCOVID-19outbreak.Cansmartcities,withinnovativetechnologiessuchastheInternetofThings(IoT),artificialintelligence(AI),5G,opendata,andanalytics,respondmoreeffectively?Thiswhitepaperprovidesaframeworklistingthepotentialareasofopportunityforsmartcitiesandtheirassociatedtechnologies.Citiesandtechnologycompaniescanusethistostructuretheirown

AvisionfornationalpreparednessIn2011,theUnitedStatesDepartmentofHomelandSecurityannouncedthecountry’sNationalPreparednessGoal3inresponsetoPresidentialPolicyDirective8(PPD8:NationalPreparedness)4.Thisgoal5states:AsecureandresilientNationwiththecapabilitiesrequiredacrossthewholecommunitytoprevent,protectagainst,mitigate,respondto,andrecoverfromthethreatsand
hazardsthatposethegreatestrisk.Thisgoalhasfivemissionareas:
• Prevention:Preventing,avoiding,orstoppingathreatenedoranactualactofterrorism.
• Protection:Protectingourcitizens,residents,visitors,assets,systems,andnetworksagainstthegreatestthreatsandhazardsinamannerthatallowsourinterests,aspirations,andwayoflifetothrive.
• Mitigation:Mitigatingthelossoflifeandpropertybylesseningtheimpactoffuturedisasters.
• Response:Respondingquicklytosavelives,protectpropertyandtheenvironment,andmeetbasichumanneedsintheaftermathofanincident.
• Recovery:Recoveringthroughafocusonthetimelyrestoration,strengthening,andrevitalizationofinfrastructure,housing,andtheeconomy,aswellasthehealth,social,cultural,historic,andenvironmentalfabricofcommunitiesaffectedbyanincident.
Toachievethisgoal,theUnitedStatesFederalEmergencyManagementAgency(FEMA)developedtheNationalPreparednessSystem,asetofresources,processesandtools,tohelpthenationanditscommunitiesaddresstherisksposedbynaturalandman-madehazardsanddisasters6.

CDCestablishescapabilitystandardsforrespondingtopublichealthemergenciesSupportingthehealthrelatedareasspecifiedintheNationalPreparednessSystem,theCentersforDiseaseControlandPrevention(CDC)definedfifteenstandardizedpublichealthemergencypreparednessandresponsecapabilities7.Thefifteencapabilitiesareorganizedintosixdomains(FigureOne).Thesestandards,createdin2011andupdatedin2018,facilitatethedevelopmentofthecapabilitiesofcities,andlocalandstatepublichealthsystemstoaddresshealthemergencies.

TheSmartCityecosystemframeworkCitiesofferservicesandperformavarietyofactivitiesthatdeliverdesiredoutcomesforitsresidents,businessesandvisitors.DuringtheCOVID-19outbreak,citiesareactivelymobilizingemergencyresourcesandcapabilitiestokeepitsresidentshealthyandsafe,andtoensurevitalservicesaremaintained.Theapplicationofinnovativesmartcitytechnologies,suchasIoT,AI,5G,opendata,andanalytics,ispoisedtotransformwhatcitiescando,andhowtheydoit.Existingservicescanbedeliveredfaster,withbetterquality,morereliably,andwithlesscost.Inaddition,

citiescancreateandoffernewservicesnotpossiblebefore.Theremaythereforebeenormousapplicationstounprecedentedeventssuchasthecurrentpandemic.Theuseoftheseadvancedtechnologiesenablescitiesto“know”more,collaboratemoreeffectively,andbecomemoreresponsive.FigureTwoshowstheStrategyofThingsmodelforasmartcityecosystem8.However,whiletechnologyistopofmindandmostvisibleinthesmartcity,itisjustonelayerofmanyintheecosystem.Eachlayerhasadifferentbutequallyimportantrole.Noonelayerismorerelevantthananother.Forexample,technology“powers”thesmartcity,butitisdatathatleadstoinsightsandnewservices.However,tocreateanddeliverrelevantservices,citiesmustbeabletobringthecommunityandtheseparatemunicipalagenciestoinnovatetherightsolutions.Togettherightoutcomesthatmatterconsistentlyandatscale,civicleadersmustestablishsensibleoperational,technologyanddatapolicies.Finally,savvycitiesusepublicprivatepartnerships(PPP)tomaximizetheirresources,gofasterandscaleeffectively.Thiswillbeastrueofsmartcities’pandemicresponsesasitwillbeofanyotherapplication.

Governmentshaveturnedtothetechnologycommunityinanefforttotrackthevirus,slownewinfections,preventthehealthyfromfallingill,andtohelptheinfectedrecover.Technologyprovidersandinnovatorshaverespondedinavarietyofways.Theseincludemanufacturingadditionalventilators,3Dprintingfacemasksandshieldsforhealthcareworkers,andusingAItoacceleratethedevelopmentofnewcures.However,currenteffortstoengagetheinnovationcommunitiesarereactive,piecemeal,andhavelimitedeffectiveness.Manytechnologycompanieslackcontextandbombardcitieswith“solutions”thatmaynotberelevant.Somecitiesfocusonthetechnologyelement,butnotonequallyimportantelementslikecommunityengagement.Asaresult,someproblemsgetalotofattentionfromtheinnovationcommunitywhileothersgounaddressed.Otherproblemscannotbeaddressedbecausethecommunitieslacksupportinginfrastructure.Stillothersolutionshavelimitedeffectivenessbecausetheylackcommunitysupport.
DevelopingabetterwaytocollaborateTheSmartCitiesandPublicHealthEmergencyCollaborationframeworkwasdevelopedwiththeserealitiesinmind.Itisalignedwithhowpublichealthsystemsrespondtoandmanageemergencies.TheframeworkwasconstructedbytakingtheCDCPublicHealthEmergencyandResponseCapabilitiesstandards(FigureOne)andoverlayingitwithasimplifiedversionoftheStrategyofThings®smartcityecosystemframework(FigureTwo).ThisapproachisshowninFigureThree.Actionsandsolutionscanthenbepositedateachintersection;indeed,existingresponsescanalsobemapped,enablingpossiblegaps(akaadditionalopportunities!)inacity’scurrentapproachtobeseen.

Thefourcapabilitylayersfromthesmartcityecosystemframework(innovation,communityengagement,informationanddata,andtechnologyinfrastructure)augmentmunicipalcapabilitieslistedinthesixdomainsoftheCDCPublicHealthEmergencyandResponseCapabilities.Inaddition,theselayersfacilitatetheintegrationofthesixdomainswitheachother.InnovationandUseCasesLayer.Thislayerrepresentstheservices,solutionsandapplicationsprovidersthatcanbeappliedtothesixCDCdomains.Thesolutionsandservicescomefromabroaderinnovationcommunity.Theseinnovationecosystempartnersincludethecity,utilitycompanies,businesses,thecommunity(universities,non-profits,etc.),othergovernmentagencies,andindividuals.CommunityEngagementLayer.Thelayerrepresentstheabilitytoconsistentlyengageresidents,businessesandothersinatransparentandmeaningfulway.Communityengagementcanbe“bottomup”(citizenstocity),“topdown”(citytocitizens)and“sidetoside”(citizentocitizen,citizentobusiness,businesstobusiness)9.Communityengagementiscriticalforplanninganddeployingnewservices,whileupdatingandimprovingexistingones.Aninformed,willingandcommittedcommunityisacriticalasset,asgovernmentcannot“doitall”indefeatingtheCOVID-19pandemic.DataandAnalyticsLayer.Thislayerrepresentsthedataassetsandanalyticsresourcesandcapabilitiesthatcanprovidewarningsandupdatesonprogressindealingwiththeoutbreak,facilitateemergencyoperations,andacceleratethemitigation,responseandrecoveryfromtheCOVID-19outbreak.Informationanddataisthecurrencythatdrivesthecollaborationbetweenmultipleagencies,governmententitiesandthecommunity.TechnologyInfrastructureLayer.Thislayerprovidesthefoundationalinfrastructureneededtoenableorfacilitatetheapplicationoftheinnovations,thecommunityengagement,andthedataandanalyticscapabilitiesandresources.Examplesoftechnologyinfrastructureincludeconnectivity,cloudandedgeplatforms,infrastructureintegrationtools,operationalanddigitalskillsandresources.
