RECENT HISTORY. SITUATION 8 YEARS AGO
•Desktop software only for data processing;
•No standard for digital cadastral data;
•Work duplication (no full reuse of digital cadastral data) in land parcel cadastral data file
revision and land parcel registration processes;
•No electronic documents (printed (paper) cadastral data files and unstandardized digital data);
•Low quality of cadastral data files, no means for communication between surveyors.
MAIN AIMS FOR THE CREATION OF IS “GEOSURVEYOR”
•Web-based software for processing digital cadastral data of land parcel, with access to as many as
possible data needed for surveying;
•Optimisation of the processes for revising cadastral file of the land parcel and registering land parcel;
•Transition from paper to electronic documents;
•Increased quality of preparing cadastral data file of the land parcel;
•Standardization of digital cadastral data of land parcel.

IS “GEOSURVEYOR”
Implementing the established aims, the SECR developed web-based IS “GeoSurveyor”
(GeoMatininkas), which enables to:
•Submit initial data to surveyor (present as much as possible important spatial data related with
object);
•Process cadastral surveying data of the land parcel and prepare electronic cadastral data file of the
land parcel, introduce self-control tools;
•Submit the prepared cadastral data file of land parcel for revision and registration;
•Partly automate revision of cadastral data file of the land parcel and registration of the land parcel;
•Provide information about land parcel surveying.

USE OF ELECTRONIC SIGNATURE
Cadastral data file documents signed with electronic signature correspond to the requirements of ADOC specification of the electronic document signed by an electronic signature which was approved by the order of Director General of the State Archives Department.
USE OF ELECTRONIC SIGNATURE
Electronic signature is used three times when managing land parcel cadastral data:
1. Surveyor signs cadastral data case file documents he/she prepared in the system with electronic signature;
2. Cadastral data manager pre-checks the case file documents and approves them by signing with electronic signature;
3. After registration in the Real
Property Register, cadastral
data manager signs case file
documents with electronic
signature in order to transfer
documents to the electronic
archive.
