Chair’s Message
I would like to take this opportunity to thank you for attending our 68th annual Operations, Maintenance and Construction (OMC) Conference of the
OMC Committee this year. We have always enjoyed a tremendous turnout when our conference is hosted in Niagara Falls and this year is no exception.
Our conference theme of Adapt, Innovate and Engage is
especially applicable in the current economic climate within our sector. We are continually being asked to "do more with less" in our workplaces. The pathway to success is through adapting to the changes around us, innovation to overcome the constraints placed upon us and a continual engagement with our employees and stakeholders that we interact with on a daily basis.
This conference is the culmination of many hours of hard work
by a tireless group of individuals that make up the OMC conference planning committee. These are dedicated committee members who have given of their personal time to ensure that this year’s conference is once again a success. They have put together some insightful professional development that covers pertinent topics we face every day. I would encourage you to make the most of this conference by attending as many workshop sessions that you can and interacting with the great selection of vendors in our trade show area.

Workshops A Session 1: Room 205 Integrated Pest Management in School Facilities Presenter: Brian Garbutt, Ottawa Carleton DSB Promoting safe practices, Integrated Pest Management decision making, and selecting & using pesticides in our facilities. Session 2: Room 206 Changing Technologies in Schools Presenter: Tony Montanino, St. Clair Catholic DSB This workshop will focus on the changing technologies in the following building divisions; building automation systems, public address and telephone systems, video surveillance systems, security/access control systems, Voice/Data Network, Classroom Clocks and Instructional Teaching Aids (i.e. sound field, SMARTboard, LCD flat panel, etc.) Session 3: Room 207 Radon Gas and Climate Change – Legislation Updates Presenters: Nick Pfeiffer, Hastings & Prince Edward DSB

Session 4: Room 208 Pathway to Successful Training
Presenters: Tim Lauzon, Alan Cook Greater Essex County DSB An overview will be provided on the steps taken in Facility Services and Health Safety to identify, develop and implement training. Session 1: Room 205 Conducting an Internal Planning and Facilities Health & Safety Program Review
Presenters: Michael Blood, Chris Murphy Ottawa Catholic School Board The Planning & Facilities department of the Ottawa Catholic School Board recently completed the process of conducting an internal review of their departmental Health & Safety policies and procedures to meet the employer obligations under the Occupational Health & Safety Act. This presentation will outline the context of the review; the steps the department took to undertake the review, including establishing a departmental review committee with representatives from workers and management; and will share the resultant insights and recommendations for enhancing and improving a Health and Safety Program within a Facilities department.

Natural gas and electric utilities understand that decreasing budgets and increasing energy costs pose increasing challenges for school boards. Lowering operating costs while supporting the level of learning that school boards and their students have come to expect is more important than ever. As energy efficiency partners, the utilities are committed to helping school boards make positive environmental choices, conserve energy and save money. We will demonstrate this through identifying energy saving opportunities, showcasing success stories and providing information about energy-efficiency incentive programs and energy management tools available to all school boards. Session 3: Room 207 The Evolution of the School Condition Assessment Program
Presenter: John Veit, Upper Grand DSB
This session will provide a brief history of the Ministry’s School Condition Assessment Program initiative including the evolution from early assessments and ReCAPP, through transition to TCPS, up to the latest assessment methodology and the newest software, VFA-Facility. In addition, it will cover the following areas: • Impact to SCI and School Renewal grants • Latest reporting requirements and impact on funding allocations • Fundamentals of asset management and the value of assessment
data • How to use VFA-Facility software beyond simply a reporting
mechanism

We often ask ourselves or are asked are we doing a good job cleaning and operating our facilities. The DSBN is in the development and implementation stage of a Quality Assurance Program. This workshop is intended to show boards how the DSBN and TLDSB are answering the question “Are we getting value for our money?” Through the development of building inventory, cleaning standards, resource allocation, and facility inspection, the DSBN and TLDSB are putting an automated quality control system in place. Session 2: Room 206 The Technical Standards and Safety Authority Ombudsman Presenters: Sandra Cooke, Srikanth Mangalam, Supraja Sridharan, TSSA
The Technical Standards and Safety Authority (TSSA) regulate fuels, elevating devices, boilers, pressure vessels and power plants in Ontario. This session will summarize TSSA’s Ombudsman’s office, which provides a safe venue to bring any issues or concerns forward, outlines the TSSA’s authority, your rights and mechanisms available to you in dealing with TSSA. This presentation will also include an analysis of safety risks found at schools from 8 years of reported incidents, incident types and open discussion on ways to collaborate moving forward.

Session 3: Room 207 Variable Refrigerant and Air Technologies: Associated Cost and Benefit Analysis
Presenters: Bryan Howes PVNC Catholic DSB Al Hahn, HTS In this session we will discuss inverter compressors and ECM motors, some of the most recent technologies introduced in the HVAC industry. A packaged rooftop unit using this technology was completed at Monsignor O’Donoghue Catholic Elementary School addition recently. We will discuss why this technology was selected for this sound sensitive project. Efficiency, benefits, challenges, costs and intelligent building integration will be highlighted Session 4: Room 208
Pupil Accommodation Review Guidelines, The Good, the Bad and the Unexpected Presenters: Daniel Del Bianco, Stephanie Cox,
Dufferin-Peel Catholic DSB Ellen Warling, Hamilton-Wentworth DSB Dan McCowell, York Catholic DSB This session will highlight the experiences of Dufferin-Peel Catholic District School Board, Hamilton-Wentworth District School Board and York Catholic District School Board as they undertook the school closure process using the new Pupil Accommodation Review Guidelines. From drafting new policies through to final reports, each board will provide an overview of their respective processes and lessons learned along the way.
