Welcome to the project update newsletter for Rosehill Ward.
The City of Parramatta Council has 102 projects this financial year worth nearly $57 million. These include footpaths, roads and drainage upgrades, which are listed in this document according to their funding groups.
We have currently completed 42 projects, worth nearly $4.5 million.
The Rydalmere Park Masterplan and North Granville Community Facilities Masterplan are a couple of the exciting projects that are taking place in the Rosehill Ward.
These projects are important to ensure the needs of the community are met now and into the future. See further details on these projects and more in this edition of the Rosehill Ward Update.
Message to our Community Rydalmere Park Masterplan Rydalmere Park Masterplan was adopted by the City of Parramatta Council in July 2019. Stage 1 of works, which included the upgrade of the northern field to synthetic turf, widening it to 105m x 68m in line with Football NSW and FIFA recommendations for professional football, a 17m x 68m synthetic warm up area, new LED sports field lighting for night matches, spectator and boundary fence lines and spectator seating.
Stage 2 of works are currently being planned and will include the upgrade of the southern 2 fields with turf, drainage and irrigation, relocation of parking, installation of cricket nets and new LED sports field lighting.

North Granville Community Facilities MasterplanCouncil adopted Stage 1 of the North Granville Community Facilities Masterplan following community feedback and public exhibition in 2019. Further site analysis and community consultation is required to inform Stage 2 of the Masterplan including review of alternative locations for the new 1500m2 community building and its use.
Stage 1 of the Masterplan includes:
• Provision of play spaces and facilities for different ages and abilities.
• Southern half of Onslow Street converted to open space.
• Improving access and functionality to the playing field
• Provision of a range of outdoor gathering spaces including picnic shelters, tables and seating.
• Reduction in concrete play surfaces and planting of mature trees to reduce urban heat and provide nature-based play.
• Creating a separated cycle way along Alfred Street.
Public exhibition of the draft concept plan for the Alfred Street Cycleway is planned for late June 2020.
Community consultation to review the draft concept for the play spaces and recreational amenities is planned for September 2020.

Better Neighbourhood Program The Better Neighbourhood Program (BNP) is a successful, long running Council initiative that aims to improve the liveability of our neighbourhoods and centres outside of the Parramatta CBD. Drainage Program As part of our stormwater drainage renewal program, we repair and re-line stormwater drainage pits and pipes, as well as increase inflow capacity, in order to improve the operation of the drainage network. Even in areas far away from creeks and rivers, local flooding can occur if there is insufficient drainage. By continuing to maintain and improve Council’s stormwater drainage systems, the impacts of local flooding can be reduced or eliminated.

• Community grant program: Distributes $1 million in grants of up to $50,000 to incorporated, not-for-profit community groups to implement projects that build more vibrant, sustainable and inclusive local communities.
• Major projects program: Allocates $14 million to fund larger scale priority infrastructure and service projects that deliver long-term economic and social benefits to communities.

Parramatta Road Urban Amenity Improvement Program This $27.9 million grant program from the NSW Greater Sydney Commission delivers local amenity improvement works. The initiative will support the projected increased population and serve as a catalyst for urban renewal along the Parramatta Road corridor. The improvements will include streetscape upgrades to Parramatta Road, new walking and cycling links and new open space.

2 FS Garside Park F.S. Garside Park, provides the only open space in North Granville able to accommodate a variety of recreational and community amenities. CBD Special Infrastructure Rate Council is investing in a range of upgrade projects in the Parramatta CBD.
The City Centre Special Infrastructure Rate has been running since 2000 and has helped Council make significant improvements in amenity throughout the CBD to support the growth of the City. The City Centre Special Infrastructure Rate will help deliver major projects like the Phillip Street Smart Street upgrade, Civic Link, and improvements to the River Foreshore.

Valentine Avenue, Parramatta will be upgraded to improve traffic flow in the Parramatta Station car park precinct. The road will be upgraded to allow two-way traffic flow. This project forms part of the broader Southern Precinct Renewal and is required to facilitate future works in this area

2 St John’s Anglican Cathedral feature lighting treatment

This decorative lighting treatment complements the lighting effects at the nearby Parramatta Town Hall, celebrating Parramatta’s historical buildings and providing an illuminated focal point for the future Parramatta Square
Preparation of DA and heritage applications. Heritage NSW approval is required before delivery of the project begins

4 Phillip Street Smart Street upgrade
Parramatta Ward
Phillip Street, which links the riverside from Charles Street to the Bankwest Stadium area, will be updated with built-in connected smart technologies. The delivery of Phillip Street will be staged, with the first stage (estimated at $4.3 million) delivering the southern side of the street between Church Street and Smith Street. The remaining stages will be delivered with Council funding and proposed developments over the next three years
Construction commenced in May and is anticipated to be completed by the end of the year

5 St John’s Anglican Cathedral lawn works

Restoration works on the sandstone borders and regrading of grassed lawn, construction of a new footpath and installation of stormwater drainage along the Queensland Arcade boundary

6 CBD Wayfinding update
Parramatta & Rosehill Wards
Recently the City and its key destinations have changed due to the major infrastructure upgrades and development occurring in the City. Further to this, the City has changed its branding. This project will reskin and update the wayfinding signage, both for its practical operation and Council’s visual identity
