Over the past 18 months, Settlement Improvement Committees (SICs) have been formed in 82
informal settlements of Ajmer. These representative bodies advocate the needs and interests of
residents through a nominated group of youth, women and men. Regular meetings are held which
allow residents to raise issues, debate and strategise solutions. SICs take these forward and act
as a bridge between service providers, external stakeholders and the community. Regular
engagement with concerned officials, local authorities and public representatives have led
increased access to basic services in many settlements.
The efforts of SICs have yielded many results and lessons. Using these, PRIA felt the need to scale
up by creating a city wide network with a focus on the urban poor. Such a network of SICs will
facilitate exchange of experiences amongst members from various settlements and help them
plan for collective support and bargaining power to initiate dialogue with urban local bodies,
administration and other stakeholders. It will also help them gain voice in city-level sanitation
planning and monitoring processes.
In Ajmer, a citywide network launch event was organized on October 30, 2017 at Hotel Kanak
Sagar, PR Marg Ajmer, with the following objectives:
a. Bringing together members of 82 settlement improvement committees for increased
interaction and sharing of experiences amongst members.
b. Launching of city wide SIC network as a platform for voicing needs and aspirations of
residents of informal settlements.
c. Introducing steering committee members1 to external stakeholders, as well as other SIC
members.
Participants for the events included 250 members (130 female and 120 male) from various SICs
and 50 delegates from various NGOs including Garib Nawaj Mahila, Bal Vikas Samiti, ICLEI South
Asia, Mahila Jan Adhikar Samiti, Dalit Adhikar Manch, and People’s Union for Civil Liberties
(PUCL). Professional associations such as Bar Association members were also present. Media
representatives included those from Dainik Bhaskar, Rajasthan Patrika, Dainik Navjyoti, Kanchan

Kesari, Rashtradoot, as well as (electronic media) representatives from Aaj tak, Etv Rajasthan and
Sare Rah. Various citizen forums like Ajmer Citizen Council in Ajmer also attended the launch.
Various dignitaries attended the event. The Minister of Women and child development, Mrs. Anita
Bhadel was the chief guest for the event. Others in attendance included Mr. Hemant Swaroop
Mathur, secretary of Ajmer Development Authority (ADA), Mr. Surendra Singh Shekhawat; ex-
mayor, and DL Tripathi and Sister Carol, who are prominent social activists in Rajasthan.

The program began with a welcome ceremony and an introduction of the objectives. One of the
first activities carried out was a group discussion in which participants were divided into 15
groups. Deliberations were carried out on two focus areas:
i. Identifying the priority issues in their informal settlement and coming up with
suggestions for resolving these issues.
ii. Role of SIC network in resolving the issues of informal settlements and ways to
strengthen and sustainability of the network.
Each group had members from various settlements along with PRIA field animators to facilitate
healthy discussion. Participants were to list important discussion points on a chart paper. The
activity also granted participants an opportunity to get to know each other, as well as share
experiences, success stories and challenges.
Some of the groups volunteered to present their discussion points to the larger audience.
Members spoke about the various problems in their settlements and how dysfunctional
sanitation provisions were a huge cause of concern. Enthused by the success of their SICs as well
as the launch of the network, many members said that councillors needed to be held accountable.
A youth member added that the SIC network would allow for access to the Mayor and other

elected officials. The urban poor were now empowered, he said in response to which crowds
applauded.

Post group presentations, the chief guest, Mrs. Anita Bhadel, Minister for Women and Child
Development, Rajasthan, was invited on stage along with Mr. Hemant Swaroop Mathur, secretary
of Ajmer Development Authority (ADA), Mr. Surendra Singh Shekhawat; ex-mayor, and DL
Tripathi, prominent social activist. PRIA’s Director, Dr. Kaustuv Kanti Bandhopadhyay, joined
ward councillors, Mr. Mohan Lalwani and Bhawani Singh Jaidia on stage. After a round of
introductions, members of the steering committee were also introduced to the audience and
given a chance to interact personally with Mrs. Anita Bhadel. A photo – op was conducted and
committee members answered questions raised by the media.

Mrs. Anita Bhadel also addressed the gathering and stressed on the need for behavioural change.
She agreed that there were enumerable problems in informal settlements, but said that the
Government was trying its level best. She added that a large chunk of money was being spent on
social schemes and asset creation, and the role of communities must be to utilise these in the best
possible way, as well as ensure care is taken of community assets. SICs must play a critical role in
sensitising individuals towards maintenance of services and assets, as well as ensure maximum
utilisation.

Surendra Singh Shekhawat; former chairman of Ajmer Municipal council and a prominent leader
of city then addressed the gathering. He echoed Mrs. Bhadel and suggested that SICs and citizen
leaders take responsibility of operation and maintenance of assets like drains, roads, and other
government schemes. He requested SICs to ensure that applications for schemes as well as
suggestions are put forth through the right channels. Along with ward councillors, and MLAs, he
promised his full support to PRIA and the SICs and said he would try his level best to ensure needs
of the urban poor are met.
Building on the discussion, Hemant Swaroop Mathur, ADA secretary stressed on various issues
related to planning and land titles. He said that 90% efforts should be on planning on ground and
only 10% focus should on implementation of plans and programs. Diligently made plans that
involves feedback from citizens have more chances of success in implementation. He said that
PRIA needed to focus on micro planning and facilitate provision of solutions from the ground.
The initiative of launching of an SIC network and promoting community organizations at the
settlement level is commendable. He also urged the participants in the meeting to think of long-
term benefits and advantages rather than focus on quick fix or short term gratifications. SICs
must take the support of PRIA to deliberate on issues and promote local solutions while taking
help of authorities in solving the issues.

Post this, DL Tripathi, a prominent social activist and joint secretary of Ajmer Citizen Council
took the stage and addressed the gathering. In his address, he said that PRIA’s efforts over the
last 2 years are bearing fruit today. Building community organizations and facilitating a
citywide network of these is the right step towards involving people in development processes.
Resolving issues requires raising collective voices which can be done only though the process of
organisation. Recounting his experiences, he spoke of the time when the Government had come
up with a plan for slum – free cities, in which Ajmer too had been selected. Little had been done
in the matter. Cities cannot be made free of slums. He argued that the need of the hour was to
regularizing these settlements and colonies by bring basic amenities and sanitation services to
these settlements.

DL Tripathi then spoke about the role of SICs. A pivotal step had been the formation of these
committees as well as the selection of a steering committee, but the critical stage was to now
ensure sustainability. He urged steering committee members to represent in a fair and just
manner. He suggested that members show commitment by dividing tasks within themselves, one
of which could be collecting and disseminating information on applicable schemes for the urban
poor. Considerable lack of knowledge means that benefits cannot be sought by people, and this
must change. DL Tripathi also spoke about the need for resources and suggested that members
contribute money as well as time to the network. Regular meetings must be held to discuss issues
and solutions.

Taking this momentum further, Dr. Kaustuv Kanti Bandyopadhyay of PRIA began by
congratulating community members for their efforts. The event today was largely a product of
their hard work. He focussed on the steering committee’s role, and suggested that members
think from a perspective that is not limited to their own settlement. This platform was for
people to come together to resolve the issues of informal settlement residents.

The role of the network is not to spread negative propaganda, or criticise the Government. The
objective of this SIC network is to engage with institutions that are constitutional and contribute
positively while remaining in constitutional framework. It will be a platform for voicing the
needs and aspirations of residents informal settlements. The results will be proportional to the
strength of this network and hence there is a need to strengthen this network. The network
must push for its involvement inprocesses related to the Smart City scheme, the Swacch Bharat
Mission, and other schemes to ensure that benefits are maximized and reach the urban poor.
PRIA will assist the network in this regard, he said.

The programme ended with SIC members giving their testimonies of successfully working in SIC
and expressed that they will continue the efforts. PRIA’s team concluded by thanking all guests,
SIC members, steering committee members, NGO representatives and media persons.
