Introduction
Exemplar Global is a Personnel Certification Body (PCB) accredited by the Joint
Accreditation System of Australia and New Zealand (JAS- ANZ) as meeting the requirements
of the international standard for personnel certification bodies, ISO/IEC 17024:2003 ‘General
Requirements for bodies operating the certification of persons’ . Certification with ExemplarGlobal provides certified persons with an internationally-recognized qualification.
ISO 17024 requires a PCB to define specific competencies for personnel seeking
certification and to ensure that each candidate demonstrates these competencies, both prior
to certification and as part of the ongoing surveillance and re -certification processes. For
most schemes developed by Exemplar Global, required competencies are identified as
knowledge competencies, skill competencies, personal attributes, and additional
qualifications.
The most effective method of demonstrating skill competencies is to observe the candidate
performing the required tasks, called a Skill Examination. The certification requirements for
each scheme define the specific competencies to be examined by a Skill Examiner, who is a
person certified by Exemplar Global as competent to conduct the Skill Examination and is
independent of the candidate being examined.
Exemplar Global seeks the application from personnel with the appropriate competencies to
undertake Skill Examinations for candidates in all personnel certification schemes across all
regions of the world. Exemplar Global certified Skill Examiners are considered as sub-
contractors to Exemplar Global for this task.
Auditors who wish to become certified by Exemplar Global should review this document and
the Personnel Certification Guide to better understand the certification requirements prior to
applying for certification.

There is only one grade of Skill Examiner Certification:
Skill Examiner
The Skill Examiner is a person approved by Exemplar Global, with relevant technical
and personal qualifications, competent to conduct an examination of Exemplar Global-
defined competencies.

Scopes of Certification
There is only four scopes under the Skill Examiner certification.
Applicants will be certified as Skill Examiners within the scope determined by their
demonstrated certification. The Scopes below reflect the personnel certification
management system schemes offered by Exemplar Global.
Details of Skill Examiner requirements for Industry-based and other Exemplar Global
Schemes can be found in the relevant Exemplar Global Certification Scheme Certification
Requirements.
This scope is in addition to the certification requirements shown within this document.

Applicants for Skill Examiner certification must provide evidence of knowledge competency
defined by Exemplar Global in the following TPECS Competency Units:

Evidence of Knowledge-based Competency:
Applicants for Skill Examiner are required to complete the Exemplar Global- AS assessment.
Alternately, an applicant will be recognized as meeting the competency defined in Exemplar
Global- AS through successful completion of an Australia Certificate IV Assessment &
Workplace Training or equivalent.
Exemplar Global provides examinations to enable Applicants to demonstrate the above
competencies.

Qualification Requirements
Applicants for Skill Examiner (SE) certification must provide evidence of qualifications
defined by Exemplar Global in the following categories:
Applicants must hold current Lead Auditor certification with Exemplar Global (or
equivalent with a Personnel Certification Body (PCB) accredited by a member ofInternational Accreditation Forum (IAF) as meeting the requirements of ISO17024) inthe scheme covering the scope sought.
For Exemplar Global certification schemes that do not award Lead Auditor grade,
other auditor certification grades will be acceptable in accordance with the
requirements specified for each scheme.
NOTE: Certif ication as a Skill Examiner wil l be withdrawn if the relevant audito r
certification lapses for any reason.

Personal Attributes
Applicants must provide evidence they possess appropriate personal attributes, as shown
below. The attributes required are related to those defined in ISO 19011:2011 ‘Guidelines
for auditing management systems’.
Ethical - fair, truthful, sincere, honest and discreet;
Open-minded - willing to consider alternative ideas or points of view;
Diplomatic - tactful in dealing with people;
Observant - actively observing physical surroundings and activities;
Perceptive - aware of and able to understand situations;
Versatile - able to readily adapt to different situations;
Tenacious - persistent and focused on achieving objectives;
Decisive - able to reach timely conclusions based on logical reasoning and analysis;
Self -reliant - able to act and function independently whilst interacting effectively withothers;
Acting with fortitude - able to act responsible and ethically, even though these
actions may not always be popular and may sometimes result in disagreement or
confrontation;
Open to Improvement - willing to learn from situations, and striving for better audit
results;
Culturally sensitive - observant and respectful to the culture of the auditee; and
Collaborative - effectively interacting with others, including audit team members and
Demonstration of the defined personal attributes must be shown through the completion of
the e-based PAAS Master ® Assessment.
Details to enable the completion of the PAAS Master ® Assessment will be provided to each
Applicant when Exemplar Global receives his/her application.
For applicants who have completed an appropriate PAAS Master ® Assessment within the
four years prior to application a further assessment is not required. Applicants are required
to note the details of the assessment when submitting the application form.

Impartiality and Conflict of Interest
Skill Examiners are required to confirm that there is no conflict of interest that may influence
the outcomes (fair, valid and reliable) of the examination.
Determining a Conflict of Interest:
A conflict of interest may be actual, perceived or potential and is determined as follows:
Employment: Conflict of Interest is present if there is less then 10° * separation
in the employment relationship or organizational structure.
Contractual: Conflict of Interest is present if there is an active contractual
relationship between the Skill Examiner’s organisation and the Applicant. **
Training/Assessment: Conflict of Interest is present if the Applicant is
undergoing training or examination with the Skill Examiner. ***
Monetary: Conflict of Interest is present is there is a debt; monetary or other,
owing between either the Skill Examiner and the Applicant or the Applicant and the
Skill Examiner.
Family/Relationships: Conflict o f Interest is present if the Skill Examiner and
Applicant has a relationship by family or partnership. Examples of relationships are
parent – sibling, sibling-sibling, uncle/aunt-nephew/niece, cousin-cousin, spouse-
spouse, and partner -partner (business or personal).
Other Circumstances: Conflict o f interest may be present in other
circumstances then described above. If the Skill Examiner is in any doubt, the Skill
Examiner is required to contact Exemplar Global for guidance.
NOTE:
*If the scheme or grade is accredited by JAS - ANZ any employment arrangement or
relationship/s presents a conflict of interest. The Skill Examination is not to proceed.
** If the scheme or grade is accredited by JAS - ANZ there must be a separation period
between the Skill Examiner’s organisation and the applicants’ contracted relationship of two
years before the Skill Examination can proceed.
*** If the scheme or grade is accredited by JAS - ANZ there must be a separation period of
two years since the applicant undertook training or examination with the Skill Examiner
before the Skill Examination can proceed.

Surveillance
To maintain certification, all certified Skill Examiner are required to demonstrate continuing

compliance with the current certification requirements. Exemplar Global will provide
reminders with an invoice for the Annual Certification Fee.

the relevant Exemplar Global e-based examination for Skill Examiners;
Evidence of evaluation of personal attributes by the completion of the PAAS Master ®
Assessment within the previous four years; and
Confirmation that the Code of Conduct has been adhered to and any complaints
against performance have been resolved.
