Abstract

These events report provides an overview how TRDP is planning to ensure the use of indigenous approaches, founded on traditional concepts, to respond & in increasing pressures and opportunities in a complex world of free market economies, competition, exploitation, and privatization, Westernization of culture, environmental degradation, and increasing globalization.

Introduction

Indigenous cultures are under enormous threat from burgeoning globalization as evidenced by: decreasing indigenous populations, disproportionately high poor health standards, disparities in employment to non-indigenous populations, relatively high crime rates, marginalization from traditional homelands, threats to natural resources, degradation of the natural and spiritual environment, decrease in the use of indigenous cultural practice, rapid social readjustment and transformation, breakdown of traditional societal values and traditions, and loss of traditional knowledge. Indigenous cultures are being increasingly swamped by a tide of global amorphous cultures dominated by capitalism, consumerism, and Westernisation, which are being used to define a new set of core values and principles based on these ideologies. Furthermore, “globalisation carries the threat of homogenization and universalisation” (UNESCO 1998),

This will require acknowledgement of the place and richness of indigenous culture within the global environment, and the opportunities for indigenous concepts and values to provide solutions to complex and compounding world problems. Indigenous values will also be at the heart of any re-awakening of ideologies.

A glimmer of hope has become patches of reality in the arid zones of Sindh similar to other parts of country, where, from federal government to the community level, examples provide increased recognition of the importance of indigenous culture and knowledge. Within the area of community development examples illustrate a realignment of indigenous concepts and values with contemporary thinking. This is an attempt to increase & empower indigenous groups; promotion of collaborative learning with indigenous organizations; growth of projects led by indigenous groups; increase recognition and use of indigenous culture; the paradigm shift towards holistic thinking about integrated catchments management; capacity building programmes for indigenous peoples; social policy and planning to achieve indigenous aspirations; and indigenous-led strategic planning for sustainable development and economic growth.

Sustainable Development

One of the best responses to globalization pressures is for indigenous peoples to take control of their own lives and destiny through some form of strategic direction that can be used as a pathway to empowerment, less dependency, and more active engagement and participation in planning, policy and implementation. A strategy for sustainable development, with a focus on building human and social capacity in availing basic necessities, provides one mechanism for empowerment.

Centra l to this holistic development a re TRDP va lues, a strong sense of c ultura l identity and purpose, and the retention and use of RSP knowledge. It is a c onstruc tive a ttempt to tac kle the effec ts of globalization from the perspec tive of a minority culture.

What is Social Capital?

Social capital refers to the institutions, relationships, and norms that shape the quality and quantity of a society's social interactions. Increasing evidence shows that social cohesion is critical for societies to prosper economically and for development to be sustainable. Social capital is not just the sum of the institutions which underpin a society – it is the glue that holds them together.

The broadest and most encompassing view of social capital includes the social and political environment that shapes social structure and enables norms to develop. This analysis extends the importance of social capital to the most formalized institutional relationships and structures, such as government, the political regime, the rule of law, and civil and political liberties. This view not only accounts for the virtues and vices of social capital, and the importance of forging ties within and across communities, but recognizes that the capacity of various social groups to act in their interest depends crucially on the support (or lack thereof) that they receive from the state as well as the private sector. Similarly, the state depends on social stability and widespread popular support. In short, economic and social development thrives when representatives of the state, the corporate sector, and civil society create forums in and through which they can identify and pursue common goals.

Resource Person: Mr. Zaheerudin Babar Manager- HRD Venue: Field Unit Chelhar Date: August 08, 2006 Time: 11 a.m-2.30 p.m. Introduction Thardeep fie ld Unit Chelhar organized one day activist’s workshop on August 8, 2006. There were 19 partic ipants inc lud ing 05 women from 13 villages of Kantio, Vijhia r and Chelhar Union Counc ils. The workshop sta rted with the introduc tion of pa rtic ipants. The c ore ob jec tive of the workshop was to interac t and share the new theories about the parad igm development shift & thereby identify potentia l pa rtic ipants for Phase III workshops whic h a re sc heduled a t reg ion level. The ma in points were d isc ussed about the role of ac tivists and their ac hievements in the a rea of c ommunity development. The Sindhi language was used in the workshop ; the partic ipants were easily understood entire discussion and did fully participate in it.

Discussion and sharing The facilitator briefed about the relationship between PDCs and TRDP, role of PDC ac tive members, their future p lanning for rura l and c ommunity development with the ac tive partic ipa tion a t PDC/ VDC level. He shared the selec tion c riteria that and phases of workshops a t field unit level, than reg ion level, head offic e level than honest c ompetent, potential and active PDC members would be selected for next workshop.

During the workshop ac tivists shared their experiences, lesson lea rnt and p itfa lls why PDC and its members d id de-active? Wa li Mohd shared tha t politic s and ind ividua l interest whic h loosed the tempo and interest of other members meanwhile, Mr. Rejho ma l Ex. Nazim UC elabora ted tha t some members a re in eac h PDCs who a re dishonest, corrupt, and unaware about the philosophy of c ommunity development. Mr. Gob ind sa id tha t PDCs d id de-ac tive bec ause there is no interac tion and follow up from field unit if c ontinues series of follow-up and supervision is ensured than surely a ll inactive PDCs can be reactivated and move forward smoothly. The fac ilita tor shared the Devolution Plan 2001; Government is working with c ommunity a t Union Counc il and village a t grassroots for boosting the rura l development with c ommunity pa rtic ipa tion. But it seems tha t participation is still low than expec ted so here c omes the role of ac tivist to enc ourage rura l peop le to be the part of dec ision making p roc ess & get the benefit from servic e p roviders. Government plans a re ma inly of three types, a) short term, b) mid term and c) long term for development purpose.

Thardeep believes in the potential and power of peoples, so we need honest competent, transparent, voc a l, visionary, and development worker for village development. TRDP is working with the people. In desp ite of, Thardeep is extending the manageria l tra ining to PDC members for human susta inab le development and we believe tha t tra ined c adre would play lead role in village development. Thardeep creates awareness and enhance the c apac ities of PDC members by their partic ipa tion in development work and ownership of d ifferent ac tiva tes in their vic inity. Thardeep mob ilizes and motiva tes the loc a l peop le towards the independent & susta inab le development initia tives not on dependenc y and relief. Thardeep extends the opportunity for the loc a l peop le and Government to sit together, share the experienc e and solve the p rob lems and with joint venture a t village level. This is to g ive voic es to voic eless less peop le, to open forums for p roving our selves tha t we a re c apab le to c a rry out every ac tivity whic h may benefit our hopeless people.

Introduction On August 9, 2006, one day activists’ workshop held on August 8, 2006 a t M.Rind Field Unit. Tota l 19 partic ipants were invited by field team but 10 partic ipants inc lud ing 04 women who partic ipa ted in the workshop . Tota l 10 PDCs, from 10 villages of 05 union councils – Chachro, Rajoro, Heerar, Saringhiar and Mithrio Charan covered the workshop. The workshop started with the introduction of participants.

The fac ilita tor briefly shared the devolution p lan whic h imp lemented from 2001 and a ll powers were dec entra lized a t UC level. All segments of soc iety (men and women) were inc lusive in the p roc ess of devolution p lan but poor peop le were not took ac tive partic ipa tion and lead role. Government of Pakistan undertook the assessment in selec ted d istric ts for assessing the c ommunity pa rtic ipa tion, benefits and ac hievements of this system but it was found tha t there were fewer benefits to voic eless poor peop le. Government p lans a t three levels like the mid , short and long terms for c ommunity enhanc e and improve the life standards of peop les. It is now rea lized tha t without c ommunity pa rtic ipa tion its impossb le to get desire output & erad ic a te poverty. There is immense need of honest, experience and deducted active PDC member for community and village development, Thardeep nominated suc h types of ac tive PDC members for today workshop . Field unit selec ted and sent the list of ac tive PDC members, we discussed and than fina lized for invita tions. The partic ipa tion would be filtered and selec ted a t unit, reg ion and head offic e level. The c ompetent honest and ac tive members would be selected from phase to phase. The fac ilita tor shared tha t Government and c ommunity both a re going as para llel and both strive for c ollec tively and joint venture but both do not do any c ollec tive and together work yet. The role of Thardeep is a c a ta lyst between government and c ommunity. Thardeep c rea tes opportunity tha t c ommunity and line department sit together and share the issues and p lan for jo int work. It is more needs to strengthen the PDC and VDC through your va luab le inputs. Your inputs would add the va lue to PDCs/ VDCs towards smooth and sound d irec tion. The ma in works of ac tive members is interaction and d ia logues with inac tive and dead PDC to enab le them to own and partic ipa te & get benefit from development a t village level. Thardeep delivers lec tures and organize the d ifferent sittings, workshop and manageria l tra ining for your effec tive c ommunic a tion and enhancing the skills. When PDC do nothing, you c onsider them as a dead or inac tive but do something to get that organization ac tive and a live. You must think beyond the boundaries whic h you have d rawn on your PDC sketc h. PDC is a good p la tform where you sit together, meet and d isc uss the issue and seek their solution with c ollec tively thinking. If a ll we a re honest, c ommitted and determina tion to work for c ommunity development than I assure you there will be susta inab le & viab le struc ture of our organiza tions & no body will refuse to invest for betterment of loc a l c ommunities. You must not wa it for any outsider to c ome & solve your p rob lem believe me no body else solve your p rob lems you have to solve on your own. We have to p lan developmenta l work by ourselves and imp lement with c ommitment and honestly. We a ll g ive inputs in the p roc ess of work and monitor the intervention or infrastruc ture, If we are not p lanning long term we will not improve and develop ourselves and our future genera tion. forever it needs appropria te utiliza tion and ownership . You a re honest and c ommitted in your PDCs and villages so we a re expec ting more inputs and c oopera tion from you in line with reorganize the PDCs and village in your area. Introduction Thardeep organized a one day ac tivists workshop on August 10, 2006 a t Field Unit Islamkot. 14 partic ipants from 14 PDCs of 13 villages, whic h c overed Seengaro, Kehri, Sona l Boh, Tagusar, Pillo Islamkot and Khario Ghulam Shah union c ounc ils pa rtic ipa ted in the workshop . The workshop sta rted with the rec ita tion from Holy Quar`an by Sodho Khan Wasaipoto.

Discussions The fac ilita tor shared tha t we a re here to share and d isc uss how we being a pa rt of this soc iety c an c ontribute in our own development. He also b riefed about the c riteria of selec tion and filtra tion a t d ifferent level like unit, reg ion, head offic e, and than might ab road from Sindh, At Head Offic e, Sono Khangharani- CEO Thardeep will d isc uss on volunteerism, honest c ompetent ac tivists, and their role in development. The fac ilita tor a lso shared future stra tegy and need of active partic ipa tion of ac tivist in pa rtic ula r & Village organization in general.

He shared about the devolution p lan 2001 whic h imp lemented and dec entra lized the powers a t grassroots but with less benefit and less involvement of poor peop le, so Government of Pakistan c onduc ted PRSP d ia logues in last year to assess the merit and demerit of devolution p lan. Now the Govt. rea lized tha t Ac tvist is key p layer and needs be strengthened , there is a heavy junk of ac tivites a t a ll servic e p roviders level we have to c rea te rec eiving mec hanism Thardeep a lways striving to c rea te rec eiving c apac ity of village level organiza tions we have to the part of these new waves of development and c hange otherwise we will loose the opportunities entities and identity. The organizations/ institutions a re rec urring phenomenon and not susta ining more time but Government and peop le a re the same side of one mirror and susta ining and relying on eac h other. The organiza tions a re susta in when they a re moving ahead . stagnant is bad indicator. You have to keep your emotions & needs on a side & work for other peop les who a re off c ourse from your own. You have to p lan & ac t for not only you but for c hild ren. If you think as you a re living your c hild a lso have to live like tha t than its ok but I assure you tha t situa tion is going to worse if we don’ t p lan & ac t jo intly. Being an ac tivist you have to be responsib le for your a rea . Believe me the only soc ia l identity will reamin for long all other materialistic things will be vanished when we are no where.

Ratan La l - Niab Nazim told tha t if ac tivists take positive role it would b ring fruitful and good ac hievements, the ac tivist knows a rea and peop le more than the outsiders but if he/ she has knowledge, positive a ttitude, and skill to imp lement and lead the peop le towards their development. He sa id tha t he supported and fac ilita ted the c ommunity members in line with PDCs formation and how to c onduc ting the meeting and p roc eed ings. He tra ined the ac tivists fac ilita ted in networking and p resent the p rogress regula rly to the members. He d isc ussed about volunteerism and its performanc e is very low, not countable and from two decades they all are paid workers before they did work as a volunteer in c onnec tion of welfa re, c harity and development for their offsp ring a t village and its surroundings. Akbar as a pa rtic ipant sa id tha t Thardeep tra ined PDC members tha t they do not believe in c harity or relief, it is short term intervention to save and p rotec t members &

community from worst and d isaster c ond itions but development p roc ess will b ring changes slowly and gradually.

The fac ilita tor shared in first phase, Thardeep organized the Village Development Committees (VDC) in village. The notab le and midd le men were the members in VDC but very less partic ipa tion of poor and voic eless peop le was observed . Thardeep c hanged stra tegy and approac hed voic eless and poor so they may take advantage and partic ipa te in our p rogramme. Thardeep tra ined PDC members to enab le in c onfident, voc a l, ac tive partic ipa tion in dec ision forums. Development of a dynamic human resourc e c adre was the ma in stra teg ic inputs in the p roc ess of strengthening PDCs. The role of ac tivists was geared up by shifting the p rimary responsib ilities of management to them. Manageria l tra inings were initia ted to impart c onc eptua l orientation regarding the participatory planning and management at grassroots level. The fac ilita tor shared about the future stra tegy and workshop a t reg ion, head offic e and outside from Tharparka r and selec tions p roc ess of ac tivists from these workshops. After than Ratan La l N. Nazim suggested tha t selec tion of ac tivists would ensure the representation of Deh level.

The fac ilita tor shared tha t rea l c hanges and reforms a re possib le if you a re with us sp iritua lly & with your souls but some times it seems tha t we a re not sp iritua l, we more foc us on ec onomic a l needs of whic h is ma inly related to our body, so if we follow the needs of our body we will have to be ready to c hange and mold our thinking, and working approac h a t any time. The volunteer works with c ommitment and fully determination but employee work for package so be volunteer & show the spirit. Workshop ended with vote of thanks and selec tion/ nominated the ac tivists for next workshop. Resource Person: Mr. Zaheer udin Babar Manager- HRD Venue: HRD Training Hall Mithi Date: August 15, 2006 Time: 1100 a.m-2.30 p.m. Participants: Ms.Nazia PO- HRD and Ms. Akhtri- HRD Report by: Jalal Jani –PO- HRD Introduction In the series of Ac tivist workshops of phase II Thardeep ’s HRD organized a one day ac tivists workshop on August 15, 2006 a t HRD Tra ining Ha ll Mithi, some 24 partic ipants from 24 PDCs inc lud ing 03 women, pa rtic ipa ted in the event. The partic ipa tion rep resented the 20 villages of Bhakuo, Mithi, Ma lanhore Veena , Mohrano, Mithrio Bhatti, and Joruo Union c ounc ils. The workshop sta rted with the rec ita tion of verses from Holy Quar`an by Mr. Akbar Dars participant. Discussions Mr. Zaheer udin shared the objectives of the workshop & said today our discussion will be foc used on our (Ac tivist) role in development of our c ommunities how we c an maximize the benefits of & for our c ommunities how we c an make to be listened . He a lso b riefed about the selec tion c riteria and nomination p roc ess of the ac tivist for the workshop . Fina lly, short listed ac tive PDC members will ac quire the tra ining on ro le in volunteerism for c ommunity development. This is simp ly an a ttempt to ha rness the potentia l of the peop le & share the d ifferent experienc e and ideas about the c ommunity development and active participation of grass root institutions at decision making forums. Zaheer ud in Babar shared tha t Thardeep is striving to b ridge the gap between c ommunity, Government and other servic es p roviders to ensure the servic e delivery mec hanism & enhanc e the rec eiving c apac ity a t grass root institutions. The organiza tions/ institutions a re rec urring phenomenon and not susta ining more time but Government and peop le a re a lways there they a re like two river banks our role is of bridge & this is an attempt to bridge the gap. We should a lso look in our future stra teg ies & upc oming development ac tivities in the a rea ra ther than foc using on short term ac tivities. Believe me this will open up avenues for new thoughts & development in the a rea other wise while foc using on short term ac tivities our grass root organiza tion may be stagnate and your role as ac tivist would be minimized if we a re stagnant it mean we a re no more. Organiza tions a re known as exec ution with well defined systems, stra tegy and struc ture enthusiasm & volunteerism and it has c lea r vision, set goa ls and spec ific ob jec tives. The need & demand c hanges every day there a re lots of fac tors whic h a ffec t. All of us have to be vig ilant & more ana lytic a l so we may mold any development initia tive in the favor of our c ommunities. Believe me you a re the only hope & you c an b ring the c hange if you bec ame the part of the waves of change otherwise we may loss our identity. The Organiza tion like us a lways p lan to enhanc e the manageria l & tec hnic a l skills of peop le like you; we think & p lan today for our next genera tion this needs c ollec tive actions. Managerial trainings were initiated to impart conceptual orientation regarding the partic ipa tory p lanning and management a t grassroots. We extend the opportunity to honest, ha rd worker, experienc e and well known ac tivists in c onnec tion with organiza tiona l tha t they c adre will do something for their development a t village and its surround ing. The c ommunity will respec t and ac c ept to ac tivist when he works as

One day ac tivists workshop was organized on August 18, 2006: a t Govt. High Sc hool -Ka loi, 20 members from 18 ac tive PDCs of 11 villages from Ka loi and Khetla ri UCS participated in the workshop. Mainly the PDC members were new with HRD & some other input The majority of the participants was literate and educated.

The workshop sta rted with the rec ita tion from Holy Quar`an by a pa rtic ipant and than after getting introduced with each other the workshop proceedings started.

Zaheer ud in sta rted we know you a re very muc h busy in these ra in fa lls & we have rec eived good showers but your p resenc e in this workshop shows tha t you a re keen interested to know about soc ia l c ap ita l & you a re ready to take over I must share with you the bac kground & exerc ise of whole the p roc esses, so first I thank you for your p resenc e & must be looking for your ac tive partic ipa tion you a re requested to ta lk just don’ t hesita te. He shared the selec tion p roc ess from bottom to top , selec tion c riteria , so we a re here in first step , to c onduc t the meeting and we will short list the ac tivist for next meeting will be held on August 22, 2006 a t reg ion and in 4th phase a Head Offic e level meeting would be organized where our ac tivists from a ll reg ions will be partic ipa ting. In the Head Offic e base meeting Sono Khangharani Chief Exec utive Offic er will meet and d isc uss on c ommunity pa rtnership , volunteerism and role of honest ac tivists in their development a t village and its surround ings. After than a 15-20 days long workshop will be organize a t outside from Sindh, where a development worker and renowned Mr. Shoib Sultan Khan Cha irperson –RSPN will deliver lec ture and exc hange the ideas, share experienc es and d isc uss on c ompetent honest ac tivists and their role in c ommunity development. so during a ll these p roc esses if we don’ t selec t some one than it doesn’ t mean you a re not c ompetent but resourc es a re limited . Why we a re doing this? Bec ause we believe & its truth organiza tion a re ma inly dependent & rely on resourc es if some where shortfa ll oc c urs organiza tion limits ac tiva tes. Neither you nor we want to stop growing this c hild (c ommunity organiza tions) whic h is of c ourse ours. Government and peop le a re a lways there but lac k of c ommunic a tion & without having rec eiving mec hanism we c ould may be not getting the upcoming or ongoing benefits. Non Governmental Organizations may not susta in or c a rryout ac tivities whic h a re they c a ring a lready, for long time bec ause their financ ia l, physic a l and human resourc e a re limited but Government has unlimited resourc es in financ ia l, physic a l, and human. Government invested a lot for c ommunity development but result was not effec tive and fruitful bec ause less partic ipa tion, ownership and partnership by the c ommunity. I a lways ask myself if the sta te dec entra lizes servic es than we being resident of tha t pa rtic ula r village we c ant take that over the answer is the c apac ity our c apac ity is the issue. If I am wrong than p lease c orrec t me ma inly Government p lans a t three levels; short term, mid term and long term for set the ind ic a tors and goa ls to reduc e the poverty, ac hieve universa l p rimary educ ation, improve the hea lth, empower to women and c ombat the d isease and

develop the infrastruc ture and ensure the ac c ess to fac ility a t door steps. The Government and c ommunity will live (might be with d ifferent fac es ) a long but organiza tions or p rojec ts a re time bound . Therefore, we a re not saying to work for us but work for yourself, your genera tion, neighbors and villages. Community and Government a re two banks of a river; RSPs a re b ridge for both, so Thardeep is p rovid ing opportunity to build the c apac ities & b ridge the c ommunic a tion gap & thereby ensure c ommunity empowerment.

Dr. Ashok Bakhtani shared tha t educ ation is third eye of man and power to hand le a ll a ffa irs of the World . The mankind is the only enemy of mankind , and first he made the man menta l and mad and then he opens hosp ita l for their trea tment he earns a lot of dollars per day.

Ma inly we ourselves make others away from educ ation and development we destroy and misled the genera tion with greed and persona l b ias. All c ountries a re agreed tha t no susta inab le development is ac hievab le without ac tive c ommunity pa rtic ipa tion, willing ly pa rtnership and ownership a t grassroots level. We a re c lea r about our role and responsib ilities and future d irec tion. He a lso shared the c harac teristic s of ac tivist an ac tivist must be willing to take the lead role in development p roc ess, c lea r about responsib ilities, c ommitment for sc a rifies, pa rtnership , mob ility, c lea r vision, and networking with c ivil soc iety organiza tions. He defined the role of TRDP and ac tivists in development work. You must enab le your self to manage and mob ilize the resourc es, develop the village development plan, allocation of the responsibilities and lead the vital role a t grassroots level. All resourc es a re ava ilab le a t village, but need is of ownership , p lan manage and utilize this p roperly for their own development. We a re dependent on outsiders if it is so than believe me we will not do work independently for our next generation. He briefed about the CCBs, community share of 20 per cent and partnership. Government is p lanning for p riva tiza tion of servic e delivery departments tha t c ommunity will take more benefits a t door steps. We believe & we have trust on our a ll members but the through these workshops we a re intend to select honest competent & committed activist the willingness is important for all of us so these ac tivist may take lead role for development of their villages and thereby partic ipa te development intervention.we have p lanned to hold three types of workshop 1st is we doing today the sec ond one will be done on reg iona l level & third one a t head offic e level. He told tha t devolution p lan is one of the series of c ommunity empowerment and partic ipa tion a t grassroots but result was not fruitful as shown in Poverty Reduc tion Stra tegy Paper assessment. Therefore Government revises the stra tegy to work with grassroots level and dec entra lized the powers and departments, to ensure the availability of services & ownership at grass root level it might happen & it may be not but we must be prepared to take the benefit rather than sitting and looking who do what for us being c a ta lyist our role is to fac ilita te you your role is to take the lead role with skills & expertise these initia tives will enab le you to take over the servic es effic ac y and honestly and ensure p roper exec ution and monitor with a p rofessiona l manner. Fina lly, short listed ac tive PDC members will ac quire 15 days long tra ining c ourse on role in volunteerism for c ommunity development may be some where out of Sindh p rovinc e. This is simp ly an a ttempt to ha rness the potentia l of the peop le & share the d ifferent experienc e and ideas about the c ommunity development and ensure the ac tive partic ipa tion & ownership of grass root institutions a t ensure the ac c ess and partic ipa tion of c ommunity organiza tion a t dec ision making forums.

Zaheer ud in Babar shared tha t Thardeep is striving to b ridge the gap between c ommunity, Government and other servic es p roviders to ensure the servic e delivery mec hanism & enhanc e the rec eiving c apac ity a t grassroots level. The organiza tions/ institutions a re rec urring phenomenon and not susta ining more time but Government and people are always there, they are like river banks our role is attempting to bridge the gap between community, Government and service providers.

We should a lso look in our future stra teg ies & upc oming development ac tivities in the a rea ra ther than foc using on short term ac tivities. Believe me this will open up avenues for new thoughts & development in the a rea other wise while foc using on short term activities our grass root organization may get stagnate and your role as activist would be minimized if we a re stagnant it mean we a re no more and will not be ab le to susta in our organiza tions. The organiza tion like us a lways p lan to enhanc e the manageria l & tec hnic a l skills of peop le like you; we think & p lan today for our next genera tion this needs collective actions. Introduction

Thardeep- HRD organized one day ac tivists workshop event on August 25, 2006 a t Dadu Office. Total 12 participants from 12 PDCs including 04 women, participated in the event. The partic ipa tion rep resented the 12 villages of 05 Union c ounc ils. Very low partic ipa tion in women side was observed only 04 women members participated in the event. It might be due to va rious reasons; we felt over a ll in both workshops a t Sehwan & Dadu seriousness of team towards the soc ia l c ap ita l was missing they were taking this lightly, not properly followed by HRD professional and no proper invitation.

Discussions After introduc tion Mr. Zaheer ud in elabora ted tha t today we d isc uss on ac tivist and its role in sharing, cooperating and networking with different stakeholders to strengthen and sustain the Para/Village Development Committees. The process of organization would be c ontinuing till you a re and your offsp ring! He a lso shared about the selec tion c riteria and ac tivists nomination out of 150,000 PDC members. There a re three elements a re based on selec tion; a ) honest c ompetent ac tivists, b ) experienc e, and c ) c ommitment and sacrifice. He shared the ob jec tives of the workshop , our d isc ussion will be foc used on ac tivists’ role in development of c ommunities how we c an maximize the benefit our c ommunities how we c an make to be listened . There is the gap and spac e between Government and c ommunity. So Thardeep wish to fulfill the spac e and b ridge the gape between Government and c ommunity, both a re everlasting but with c hange in fea tures and faces some times.

He told tha t ac tivists will go to the peop le, listen and tell them philosophy of organiza tion, work together, they work with enthusiastic and fully c ommitment but pa id worker will c ount the days for sa la ry. The role of ac tivists is geared up by shifting the p rimary responsibilities of management to them. TRDP- HRD is extend ing the tra ining to develop a dynamic human resourc e c adre this is the ma in stra teg ic input in the p roc ess of strengthening PDCs. He b riefed TRDP is fac ilita ting peop le to organize themselves, identifying true and genuine ac tivists, imparting the training and capacity building of village activists. Identifying and prioritizing what peop le a re willing to undertake in terms of opportunities. Undertaking feasib ility of identified opportunities, soc ia l mob iliza tion enta ils going to the poor and identifying their portfolio of opportunities. It requires an institutiona l mec hanism whic h has the c red ib ility of the government and flexib ility of an NGO suc h as Rura l Support Programmes (RSPs). Ma inly during the workshop it was observed tha t there a re lots of misunderstand ing between c ommunity & team, more p romises but less c ommitment, no c lea r/ uniform messages, intric a te and illusion in mic ro c red it (risk management, and insuranc e), attitudinal problem, lack of team cohesive and no sharing with team. Not social set up of PDC but a group of influentia l persons/ mic ro c red it g roup . For us it was very muc h d iffic ult to ana lyze & fina lize the ac tivist for next workshop due to huge number of pa rtic ipa tion however we (HRD) suggested for pa rtic ipa tion 25-30 pax. The sta rting point of a ll ac hievement is desire. Keep this c onstantly in mind . Strong desires b ring strong results, just as a large amount of fire makes a large amount of heat. DISCUSSION Mr. Zaheer ud in Manager HRD briefly shared the importanc e of honest tra ined ac tivists and role in developmenta l interventions a t grassroots level. The c ompetent honest ac tivists a re the c hange agent a t doorsteps and do work with full c ommitment and determina tion with volunteerism for villagers this c auses p rosperity and power among the residence in the area. In addition to the valuable work that they do, through their service, these volunteers often c hange their own perspec tives and those of the c ommunities in whic h they work. Suc h p rograms ra ise awareness about d isab ility issues, inc lud ing what they rea lly a re. This p rac tic e a lso p rovides spec ific growth opportunities for the grass root organiza tions, as well as for the volunteers themselves. Regard ing business, a d iverse volunteer pool p rovides benefits suc h as improved pub lic image, inc reased ac c ess to ta lented groups, and improves overa ll financ ia l opera tion. In add ition to this, grass organiza tions genera lly a re rep resenta tive of soc iety. This is p lus point whic h some times a ttrac ts a grea ter number of servic e users and p roviders, even other volunteers too he than shared tha t volunteerism is not new for our soc iety he shared the some examples of volunteerism.

Mr. Zaheer ud in shared tha t today we a re sitting only two hours to share and d isc uss eac h other and p lan for future development whic h is ofourse for betterment of our people and us. He briefed about the selection criteria and short listing at different levels

He shared about the devolution p lan 2001 whic h imp lemented and dec entra lized the powers a t grassroots but less benefit or less involvement of poor peop le, so Government of Pakistan c onduc ted PRSP d ia logues a t 16 d istric ts in last year to assess the merit and demerits of devolution p lan. The ma in find ings were less benefit to poor, due to less involvement of the poor. Government and peop le a re the same side of one mirror and susta ining and relying with eac h other but organiza tions/ institution a re time bound and p rojec t oriented . Peop le have power but the need p lanning approac h to do work for themselves, so Para Development Committees/ Village Development Committees a re good p la tform to share and exc hange experienc e and work together for up lifting the community at grassroots by active participation and realistic planning.

Why a re RSPs working with c ommunity? The partic ipants responded tha t working for mic ro c red it, development and CPI sc hemes and so on. Zaheer ud in Manager HRD briefly told tha t Government is taking efforts to reach the poorer at their doors but obstacles and hindrances were there. The majority of the popula tion needs support & they a re poor they a re not ab le to reac h the servic es & get benefit the only op tion with Govt. was to c ome to the peop le & organize them on p la tform. So Rura l Support Programme were initia ted their work with marg ina lized c ommunities foc using on households. There a re RSPs like NRSP, PRSP, SRSP, BRSP, SRSO, TRDP, AKRSP, GBTI, SGA, etc .) a re working in Pakistan with c ommunity for development intervention with integrated approach at the households.

Government ma inly p lans a t three levels i) short term, ii) mid term and iii) long term for soc ioec onomic and human development. Government p lanned to c rea te pub lic pa rtnership in servic e delivery and fac ility p rovider institutions. So, we thought why don’ t you take over the ava ia lba le servic es & upc oming opportunities for your own village the only issue was the rec eiving c apac ity & the c ommitment. We thought if we p rovide you tec hnic a l & manageria l skills & guidelines than you will ready to take over and lead the development initia tives of your a rea . Government is p lanning a lot for poverty erad ic a tion but it is observed tha t there is less benefit to poor peop le bec ause they a re de-active and voiceless. He also shared the findings of PRSP dialogues;

Introduction

In the series of ac tivist workshops, Thardeep- HRD organized ac tivists workshop on September 13, 2006: 1400-1600 hours a t TRDP field unit Fa iz Gunj, tota l 13 partic ipants from 12 PDCs were partic ipa ted in the event. The partic ipa tion rep resented the 12 villages of 06 Union c ounc ils. The workshop sta rted with the rec ita tion of verses from Holy Quar`an. The Lead Person of Faiz Gunj unit welcomed all participants

Discussion Ja la l Jani shared the agenda of workshop , told tha t today we d isc uss and share new things for enhancing the awareness for future development and review previous progress of VDO, what a re the ac hievement and b reakthroughs. The partic ipants responded that we developed our skill, c apac ity and networking with stakeholders. Besides this, we made capital formation at village level; we are extending internal lending to members of VDO. We a lso sit together, share our issue and p rob lems and seeking the solution by ac tive partic ipa tion of VDO members a t village level. Resourc e Person told tha t these a re very va luab le efforts but these a ll a re might be short term ac tivities, today we a re sharing long term susta inab le intervention with your ac tive partic ipa tion. In add ition to the obvious benefits p rovided to organiza tions, volunteers with development benefits this a ll happened bec ause of soc ia l inc lusion, persona l c ontribution, persona l development, networking, and sta tus. The hard work, sinc erity and c ommitment will lead eac h one of towards the success in achieving our organizational mission.

Ja la l Jani shared the selec tion c riteria he shared about the sc reening phases of the p roc ess in third phase a t Head Offic e, Dr. Sono Khangharani CEO- TRDP will share and d isc uss about the role and responsib ilities of volunteers/ c ompetent honest ac tivist and than short listed ac tivists would be partic ipa ting in a 15 days tra ining c ourse. A well known Soc ia l Sc ientist Mr. Shoib Sultan Khan will deliver the lec ture on c ompetent honest activists and volunteers at grassroots level.

Why do organiza tions need volunteers asked question by Mr. Mumtaz Hussa in as a pa rtic ipant in d isc ussion. Ja la l Jani exp la ined tha t many nonprofit organiza tions, especially smaller ones, have limited budgets and they are constantly looking for ways to reduc e their c osts. Using volunteers c an signific antly save organiza tions money and therefore a llow them to spend add itiona l money in other a reas. Volunteerism gears the development initia tives it b ring ownership in a ll segments of soc iety. volunteering c an p rovide a way to use your extra time more effec tively and to make a d ifferenc e in people’s lives.

Ja la l Jani shared the c oord ina tion gap between Government and peop le, you a re no more voic eless peop le. You a re ga thered to resolve your soc io-ec onomic p rob lems. Head office team will identify and assess you for a 15-20 days long workshop, where a development worker and renowned Mr. Shoib Sultan Khan Cha irperson –RSPN will deliver lecture and exchange the ideas on competent honest activists. After tra ining c ourse, the qua lified ac tivists will work for betterment of their own village vicinity. It is simply an attempt to harness the potential of the people & share the different experienc e and ideas about the c ommunity development. It is an a ttempt to ensure the active participation & ownership of trained members at grassroots level.

Why we work as volunteer and what is reasons? a questioned asked by Mr. Umed Ali Bhurgari as a pa rtic ipant in the event. Resourc e Person exp la ined tha t peop le works as a volunteer for a wide va riety of reasons, espec ia lly wanting to help others. But it is a lso to want some benefits for yourself from volunteering. Some peop le a re unc omfortab le with the notion tha t a volunteer "benefits" from doing volunteer work. There is a long trad ition of seeing volunteering as a form of charity, based on altruism and selflessness.

Jalal Jani said that best volunteering does involve the desire to serve others, but this does not exc lude others motiva tions, as well. Instead of c onsidering volunteering as something you do for peop le who a re not as fortunate as yourself, beg in to think of it as an exchange. Consider that most people find themselves in need at some point in their lives. So today you may be the person with the ab ility to help , but tomorrow you may be the rec ip ient of someone else's volunteer effort. Volunteering a lso inc ludes "self-help ." So if you a re ac tive in your neighborhood c rime watc h, your home is p rotec ted while you protect your neighbors' homes, too. Add ing your effort to the work of others makes everyone's lives better. He sa id tha t think about how muc h you rec eive when you g ive and c onsider why you want to volunteer. You may have severa l d ifferent reasons. Suppose to feel needed to share a skill, to know a c ommunity, to demonstra te c ommitment to a c ause/ belief, to gain leadership skills, for recognition, to donate your professional skills because there is no one else to do it, to lea rn something new, to exp lore a c a reer, to build your resume and to be an agent of c hange in your interest a rea . When solving a p rob lem, d ig a t the roots
