Brief background/overview
• SCAAK established 2001, aimed to implement and
promote global standards and best practices for the
new profession: assisting economic development and
concept of independent self-regulating group of
professionals working in the public interest (new in KS)
• Associate member IFAC 2003
• Twinning agreement with Royal NIVRA 2007
• BPP agreement 2007
• Full member of IFAC in 2009

• What SCAAK inherited?
• No experience of Audit in former Yugoslavia
• Weak PFM capacity
• No Experience on Supreme Audit Office
The “How”
• New country - SCAAKs vision to build a PAO that
meets the needs of both private and public sector
• Like many developing and transitional economies -
new PAOs have high % of members employed in
public sector
• New Certification Programs for Accountants and
Auditors in private and public sector, Insolvency
practioners, PFM certification
The “How”
• SCAAK program was adapted and flexibility added
to meet specific needs of professionals
• Support and partnerships are vital to build
qualifications:
– Agreements with Government, Central Bank, SAI
– Twinning with Royal NBA
– Donor support
– IFAC action plans
– WB AA ROSC
Compliance with international
standards
• As a full member of IFAC, SCAAK promotes
implementation of International Accounting
Education Standards in Kosovo
• Education materials in accordance with IAS/IFRS,
ISA,IPSAS and EU Directives
• Agreement with BPP Learning Media – to ensure up to date
developments
• Training of trainers and examiners – ACCA, CIPFA,
World Bank – CFRR
• CPD program – required 40 hours/year
Accounting qualification in Kosovo
• Law on Accounting, Financial Reporting and Auditing
in Kosovo requires:
• Pass professional examinations
• University degree on Economics or Business Administration
• At least 3 years of relevant experience in accounting and
auditing

• Divided in three levels:
• Certified Accounting Technician (CAT)
• Certified Accountant, and
• Certified Auditor
• Certification program courses are delivered from 45 –
60 hours in class.
• Papers are examined in 3 hours paper based
examination. Pass grade is 50/100
