STANDARD OPERATING GUIDELINE REVC TRAINING
1.0 PURPOSE
This Standard Operating Guideline (SOG) outlines the requirements and responsibilities for the training of all individuals who may respond as radiological emergency volunteers during a drill, exercise, or actual declared event at nuclear power electrical generation site. The following provides a list of possible response sites;

2.0 SCOPE
This Standard Operating Guideline provides the implementation guidance, management and record keeping requirements for the REVC (Radiological Emergency Volunteer Corps) training program for specific functions set forth by the Program Manual, REP criterion (see Attachment 15) and NUREG-0654 document. REVC volunteers will be used primarily at Reception Center and Congregate Care facilities (see Attachment 18) that would be operational during a declared event involving a radiological release. REVC volunteers with specific expertise in isotopic analysis and environmental sampling may also be used in the field as directed by Radiation Protection Section. The REVC training matrix (or equivalent) will be used to identify agency training requirements for the individual/agency. Function proficiency will be maintained by receiving the training requirements in the following formats;

5.0 CONCEPT OF OPERATIONS
5.1 Direction and Control
5.1.1 North Carolina Radiation Protection Section (RPS) Radiation Emergency Coordinator (REC) is responsible for:
5.1.1.1 Working closely with the NC REVC Coordinator in maintaining the technical aspect of the training program current. This includes;
5.1.1.1.1 This SOG 5.1.1.1.2 Classroom training modules 5.1.1.1.3 TERMS On-line Computer-based training modules
5.1.1.2 Assist in the delivery of the classroom training; specifically, Module Two, Health Physics Basics.
5.1.2 NC REVC Coordinator is responsible for:
5.1.2.1 Maintaining this SOG current. 5.1.2.2 Attending REP training sessions and exercises at the local,
regional or state level that align with this program. 5.1.2.3 Managing the ServNC program for all registered REVC
volunteers. 5.1.2.4 Maintaining the REVC training matrix current. 5.1.2.5 Determine the dates, times and locations for initial training
sessions working closely with RPS REC/TOREV contact and risk county Emergency Management.
5.1.2.6 Ensuring that training is provided with the appropriate frequency. 5.1.2.7 Ensuring that training records are maintained and updated in
ServNC for REVC volunteers. 5.1.2.8 Providing training dates to the NC TERMS Coordinator for entry
into TERMS (Training and Emergency Management System). 5.1.2.9 Maintaining the developed classroom power point presentation
training modules current. 5.1.2.10 Maintaining the lesson plans current. Update the training modules
as needed. 5.1.2.11 Maintaining the TERMS on-line computer based training modules
current. 5.1.2.12 Providing training support for classroom training. 5.1.2.13 Requesting training assistance from risk county Emergency
Management personnel, RPS REC, NCEM and local area Technical Community College, as needed.
5.1.2.14 Updating the Annual Letter of Certification (ALC) with applicable training information and submitting to the state REP Manager or designee for submittal to Federal Emergency Management Agency (FEMA), if requested.
Note: The training information portion of the Annual Letter of Certification is
required to be into the state by January 15th of each year.

Note: The NC REVC Coordinator can waive any or all of the training requirements based on the expertise and capabilities of the volunteer.
5.1.3 Risk County Emergency Management is responsible for:
5.1.3.1 Working with the NC REVC Coordinator in managing training and exercise play for the volunteers registered in ServNC.
5.1.3.2 Updating the NC REVC Coordinator in any Out-of-Sequence activities or exercise date/time changes.
5.1.3.3 Communicating the dates and times established in the “Training and Exercise Plan and Workshops” for the Radiological Emergency Preparedness program exercises with the NC REVC Coordinator.
5.1.4 Responding REVC Volunteers are responsible for:
5.1.4.1 Maintaining registration information and training requirements
current. 5.1.4.2 Receiving initial training as offered in the various formats. Refer
to Section 2.0 of this SOG for types of formats. 6.0 EXECUTION
6.1 Training Program
CLASSROOM AND PRACTICAL TRAINING GUIDELINES 6.1.1 Using the dates found in the “Training and Exercise Plan and Workshops”
schedules for the risk counties (see Attachment 4), the REVC Coordinator will align classroom training prior to the FEMA evaluated exercises. Coordinate this training with risk county Emergency Management and RPS REC position.
Note: Specific skill set training maintained in other programs is not addressed in this
procedure (e.g. nursing).
6.1.2 Provide the training date(s), location of training and times to the NC TERMS Coordinator for entry into the system.
6.1.3 Communicate dates to the volunteers that are registered in ServNC. 6.1.4 Align and communicate any grants or other funding that may be used for
training expenses for the volunteers. 6.1.5 Have available or arrange with the risk county Emergency Management
expendables that will be used during the training sessions (e.g. protective clothing).
6.1.6 Arrange for a training facility to be available for the expected size of the class. For the classroom designated, identify the following; 6.1.6.1 Wi-Fi accessibility 6.1.6.2 Hospitality items availability (e.g. coffee, water) 6.1.6.3 Hotels in the area that allow State and local rates to apply 6.1.6.4 Lunch provisions

6.1.7 Align Training Instructors, as needed, for each of the training modules. Instructors may be from; 6.1.7.1 Radiation Protection Section 6.1.7.2 Medical Reserve Corps 6.1.7.3 Federal Emergency Management Agency (FEMA) 6.1.7.4 State and Local Emergency Management 6.1.7.5 Local Technical Community College 6.1.7.6 Duke Energy 6.1.7.7 Contract Services
6.1.8 Review the training matrix for sessions to be used during the training sessions.
6.1.9 Modify the prepared power point presentations to the specific nuclear site and risk counties that will be involved in the training (e.g. McGuire/Catawba, Harris, and Brunswick).
6.1.10 Using Training Module #5, create a layout of the facility for the locations of each demonstration (see Attachment 19).
6.1.11 Create an agenda for the number of days the training will be scheduled. 6.1.12 Working with the risk county Emergency Management arrange for the
following equipment and items for the practical training; 6.1.12.1 Protective clothing 6.1.12.2 Dosimetry
6.1.12.2.1 0-20 R Direct Reading Dosimeters (DRD) 6.1.12.2.2 Permanent Record Dosimeters (PRD)(examples only) 6.1.12.2.3 Personal Radiation Exposure Record Cards
6.1.12.3 Potassium Iodide (KI) samples 6.1.12.4 Ludlum Model 26 contamination survey meters 6.1.12.5 Portal Monitors, Models 52 and 52-1-1.
6.1.13 Have available the applicable forms and procedures that would be used to; 6.1.13.1 Don and Doff Protective Clothing 6.1.13.2 Setup, Issue and use Dosimetry and Potassium Iodide 6.1.13.3 Setup and use Ludlum Model 26 contamination survey meters 6.1.13.4 Setup and use Ludlum Model 52 and 52-1-1 Portal Monitors
6.1.14 Pre-assign a Subject-Matter-Expert (SME) for each demonstration area. 6.1.15 Setup the areas prior to the start of the practical training session. 6.1.16 Once training is complete, use Attachments 1 and 2 of this SOG for
course and instructor evaluations or the on-line TERMS evaluation process. ON-LINE COMPUTER-BASED TRAINING MODULES
6.1.17 Training modules # 1 - 4 may also be available on-line at the state TERMS Online computer based training website (modules in development).
6.1.18 When requirements dictate, provide on-line website access requirements to the volunteer(s)(e.g. Login I.D. and password).
6.1.19 Direct them to complete the required training modules, as needed, for the individual(s).
6.1.20 Provide a timeframe for completion to assist in practical training module scheduling.
Note: The TERMS on-line computer based training will generate a certificate and be
forwarded to the individual.

6.1.21 Once the on-line CBT has been taken, place individual(s) on lists of those requiring Module #5, Practical training session.
OUT-OF-SEQUENCE ACTIVITIES (HISTORICAL PERSPECTIVE)
6.1.22 During the biennial exercise scheduling, each risk county is required to demonstrate various criterion for FEMA evaluation.
6.1.23 Due to the number of volunteers that are used in the program (e.g. fire departments) it becomes necessary to perform these demonstrations off-hours or “Out of Sequence” from the graded exercise.
6.1.24 Prior to these demonstrations, training is usually provided to the individuals required to perform the various tasks.
6.1.25 This is the timeframe that would be used in training the REVC volunteers. OUT-OF-SEQUENCE ACTIVITIES (OFF-HOURS TRAINING)
6.1.26 Coordinate with the risk county Emergency Management in using the REVC volunteers.
6.1.27 Communicate the time and place for the training to the volunteers. 6.1.28 Ensure a training roster is used for those that receive training. 6.1.29 Enter this training in ServNC.
OUT-OF-SEQUENCE ACTIVITIES (DEMONSTRATION FOR FEMA)
6.1.30 Coordinate with the risk county Emergency Management in using the REVC volunteers during the demonstration.
6.1.31 Communicate the time and place for the Out-of-Sequence activities to the volunteers.
6.1.32 Receive assignment for demonstration. 6.1.33 Perform the duties and responsibilities for the assignment. 6.1.34 Attend the “Hot Wash” or critique at the end of the demonstration.
Note: During an evaluated exercise, REVC volunteers may correct an issue immediately
during the play of the exercise. The Federal Emergency Management Agency and the risk county Emergency Management negotiate the immediate re-demonstration of issues before the exercise. The Extent-of-Play document will designate this opportunity and the limitations.
READ AND SIGN DOCUMENT TRAINING 6.1.35 Training modules #1 through 4 can be provided to the volunteer as a “read
and sign” document. 6.1.36 Prepare the printed material or provide electronically. 6.1.37 Ensure a training roster is completed and data is entered into ServNC.
JUST-IN-TIME TRAINING
Note: All efforts will be used to provide training that has been developed in this SOG. Just-in-Time training is to be used for “emergency use” only.
6.1.38 In the unlikely event that risk county Emergency Management requires
volunteers to assist in a nuclear site response, the Just-in-Time training package, Attachment 17, can be used to provide the individual information required for an event response.

6.1.39 The sign-in portion of the facility sign-in log can be used to document the individual has received the training.
6.2 Training Module Maintenance
6.2.1 The NC REVC Coordinator will ensure that the training modules are reviewed periodically for accuracy.
6.2.2 Training modules will be modified as needed and in conjunction with any
procedural and/or regulatory requirement change which impact content.
6.3 Training Frequency 6.3.1 Training for emergency response personnel will be presented (or offered)
initially, and “as needed” thereafter. 6.3.2 Facility setup and operation training (Module 10) can occur using an actual
walkthrough of the facility and/or a classroom environment with layout drawings available for discussion.
6.4 Training Matrix
6.4.1 The training matrix is used to coordinate training for the identified volunteers that are registered in ServNC. The matrix identifies the following criterion; 6.4.1.1 Assigned volunteers to carry out the functions of the criterion. 6.4.1.2 Identified training modules used to provide the outline for training. 6.4.1.3 Approximate times to present training material for each module. 6.4.1.4 Guidance for training specifics. 6.4.1.5 Training session that fulfill requirements. 6.4.1.6 Note section for detail descriptions and exceptions to training. 6.4.1.7 Acronyms / Abbreviations / Definitions list
7.0 TRAINING DOCUMENTS (Records)
7.1 Attendance Rosters
7.1.1 Attendance rosters will be used for all classroom and practical training sessions. The following will be identified on the roster for tracking purposes (minimum)(see Attachment 16) for an example of the training roster);

7.1.4 Although it is unlikely that FEMA would want to review the records, FEMA
would have the option during a Staff Assist Visit (SAV) that is conducted annually in risk counties.
7.2 Annual Letter of Certification 7.2.1 The ServNC training database (or equivalent) along with the rosters and
training matrix will be used to develop the Annual Letter of Certification that will be provided to the state Emergency Management on an annual basis. This document should be submitted to the state REP Manager by the 15th of January of each year. See Attachment 3 for the format of the letter.
7.3 Training Evaluation Forms 7.3.1 Use the Course Evaluation form as needed to receive feedback from
volunteer responders to ensure course is meeting their needs and expectations (see Attachment 1).
7.3.2 Use the Instructor Evaluation form as needed to receive feedback from volunteer responders to ensure instructor is meeting their needs and expectations (see Attachment 2).
7.3.3 Once completed, these forms will be used to revise the course training module, presentation materials and instructor delivery as needed.
7.4 The NC REVC Coordinator will determine the retention time for other training records.

Note 1: The Rehearsal Exercise usually occurs about 1-2 months prior to a graded exercise. Little involvement occurs during these exercises with the OROs. Note 2: Out of Sequence activities are negotiated early on in the planning phase of an exercise. These activities usually occur 1-2 weeks prior to a graded exercise and are used to demonstrate “reasonable assurance” to FEMA that designated Reception Center and Congregate Care, Emergency Worker Monitoring and Decontamination and medical services facilities are adequate in protecting the public during a declared event at a nuclear generation site. Note 3: These plans are subject to change due to refueling outage, unexpected down power events, and regulatory inspection changes to site departments. Work closely with NC RPS REC and local risk county Emergency Management Directors/Coordinators to remain current with schedules. NOTE: Not all risk county jurisdictions maintain the Multi-year Training and Exercise Plan. Communication annually is required to ensure training and observation opportunities are not missed.

NUREG CRITERION N.1.a An exercise is an event that tests the integrated capability and a major portion of the basic elements existing within emergency preparedness plans and organizations. Exercises shall be conducted as set forth in NRC and FEMA rules and policy.
NUREG CRITERION N.1.d An exercise shall include mobilization and implementation of State and local (as appropriate) personnel and resources adequate to verify the capability and response to a large radiological release requiring ingestion pathway protective actions beyond the 10 mile EPZ at least once every 8 years. Organizations shall specify who is responsible for the decision-making process. OROs shall reference or include the organization’s procedures for making PADs and implementing protective actions based upon PAGs that are consistent with EPA recommendations, and the process for ensuring coordination of PADs with all applicable jurisdictions.
NUREG CRITERION O.1 Each organization shall assure the training of appropriate individuals.
NUREG CRITERION O.1.b Each offsite response organization shall participate in and receive training. Where mutual aid agreements exist between local agencies such as fire, police, and ambulance/rescue, the training shall also be offered to the other departments that are members of the mutual aid district.
NUREG CRITERION O.4 Each organization shall establish a training program for instructing and qualifying personnel who will implement radiological emergency response plans. The specialized initial training and periodic retraining programs (including the scope, nature, and frequency) shall be provided in the following categories;
