1. IntroductionThisprocedureisdesignedforgasolinedispensingfacilitieswithStageIvaporrecoverysystemsthatoperateunderArizonaAdministrativeCode(A.A.C.)Title3,Article10(sitesthatonlyhaveStageIvaporrecoveryanddonothaveStageIIvaporrecovery).Thefeecodeforthestationscoveredbythisprocedureis056.TheproceduresetsforthtestingrequirementsandidentifiestheresponsibilitiesandauthoritiesfortheRegisteredServiceRepresentative(RSR)andtheStateInspector.WithineachsectionoftheStandardOperatingProcedure(SOP)therearefoursubsections.ThefirstsubsectionexplainstheresponsibilityandauthoritiesfortheRSR,thesecondsubsectionexplainstheresponsibilityandauthoritiesfortheStateInspector.ThethirdsubsectionistobeusedbytheStateInspectorfordocumentingtheresultsoftest,andthefourthsubsectionistobeusedbytheStateInspectorforenforcementactions.WhentheStateInspectorisnotpresentduringtheinspection,theRSRshalldocumentallindicatedtestresultsandsubmitthemtotheDivisionwithin7calendardaysoftestcompletion.2. 3.1. Authority–ThisinspectionisconductedunderA.R.S.3‐3414andA.R.S.3‐3512.3.2. Responsibility–TheRSRisresponsibleforconductingtheinitialorannualtest
usingthemethodsrequiredunderstatestatuteandrule.Failuretoconductrequiredtestinginaccordancewithstatuteorrulemayresultingroundsforsuspension,revocation,orrefusaltorenewtheRSRlicenseperA.A.C.R3‐7‐603.
3.3. ItistheresponsibilityoftheStateInspectortoconducthisorherinspectionasrequiredunderthisSOP,conformtoFieldForceManager(FFM)protocols,andrepresenttheDivisionasscheduledforwitnessedinitialorannualtests.FailuretodosobytheStateInspectorcouldbegroundsfordisciplinaryactionwhichcouldincludedismissal.

StateInspectorNecessaryEquipment:StateInspectorsshallhavealaptopcomputerinordertorecordtestresultdataandtocommunicatethisdatatotheofficeandtheregulatedfacility.Othernecessaryequipmentincludesadigitalscanner,aportableprinterwithpaper,acellularphonewithFFMapplicationanddigitalcamera,handsanitizerorwaterlesssoap,afirstaidkit,CARBtestprocedures(TP‐201.1E,TP‐201.3,andTP‐201.3C),themostrecentcopyofA.R.S.andA.A.C.regulations,blueenforcementtagsandbluetapeintheeventofnon‐compliance,plasticand/orwiresealsforattachingenforcementtags,soapywatersolutionwithsprayerforleak‐tightintegrity,aleakcheckdevicefortestingfilltubesanddrybreaksandcaps(ifissued),andamechanicalorelectronicpressuregaugethatmeetsthespecificationsofapplicableCARBExecutiveOrders.
6. Pre‐Inspection
6.1. IftheRSRmusttocancelaninitialorannualwitnessedtestlessthanonehourpriortothescheduledstarttime,theRSRmustremainatthatlocationuntiltheStateInspectorarrivestoreviewthereasonforcancellationandreleasethelocationforreschedule.ItistheresponsibilityoftheRSRtocalltheDivisionat602‐771‐4920tonotifyofthecancellationifthecancellationoccursatleastonehourpriortothescheduledstarttime.
6.2. AllallowablerepairsbytheRSRmustbecompleteatleastonehourpriortothestarttimeofthescheduledtest.Atthescheduledtimeofthewitnessedannualtest,theRSRwillpresentthefollowingdocumentstotheStateInspectorpriortothestartofinspection:

6.3. Inordertoexpeditetheinspection,theRSRorsiteowner/operatormayremovedispenserpanelsfrombothsidestoallowviewingofunder‐dispenserpipingforleaksandopentheappropriatepanelstoallowtheStateInspectortoinspectforcreditcardskimmingdevices.
6.4.TheRSRwillensurethatspillbucketsaredrainedofresidualliquidpriortotesting.6.5 StateInspectorResponsibilitiesandAuthorities:
a. TheStateInspectorwillfollowtheFFMprocedurepriortothestartoftheinspection.Oncethisinformationhasbeenentered,theStateInspectormaybegintheinspection.
b. TheStateInspectorwillverifyontheCTUthataStageIIVaporRecoveryDecommissioningChecklisthasbeensubmittedforthesite.Ifachecklisthasnotbeensubmittedwithin10daysofthecompletionofthedecommissioningprocess,refertosection11.1underEnforcementGuidelines.
c. TheStateInspectorwillidentifyhimorherself,presenttheirDepartmentphotoidentification,andstatethepurposeofthevisitasrequiredunderDivisionPoliciesandProceduresNo.100.
d. IftheRSRdoesnotshowupforthetest,documentthereasonwhy(ifknown).Checkthetankmonitoringsystemand/orstickthetankstoverifythatthefuellevelmeetstherequirementsoutlinedinCARBTP‐201.3.AlsoverifythetimeofthelastfueldeliverytoidentifyifitmeetstherequirementsoutlinedinCARBTP‐201.3.DocumentthefindingsoninspectionformDWM‐179(comments/notes).
d. TheStateInspectorwillrequesttoseetheRSR’slicensetoverifythatitisvalidandpermitsthemtoconducttheannualorinitialtestforthevaporrecoverysystem.
e. TheStateInspectorwillreviewwiththeowner,manager,orresponsibleparty,theRegulatoryBillofRights(DWM‐149)andhavethemsign,acknowledgingreceiptofthedocument.TheStateInspectorwillalsoreviewthelocation’sdevicelicenseinCTUoratthefacilitytoverifythatthefee

codes,numberofdevices,andcontactinformationiscorrect.Ifalocationisnotlicensed,filloutaPlacedinServiceReport(DWM‐38)initsentiretylisting:devicefeecode,deviceservicecode,pumpnumber,NTEPCertificateofConformance(CC)number,andBMFnumber.Ifassistanceisrequired,informthesiterepresentativesofhis/herresponsibilitytoprovideassistanceandanyspecialequipmentasneeded.
f. TheStateInspectorwillverifythattheequipmenttobeusedbytheRSRiscorrectandhasbeencalibratedasrequiredbyA.A.C.R3‐7‐602(A)(3)andCARBtestprocedures.
7. Pre‐TestRequirements
ThefollowingshallbecompletedbytheStateInspectorifthetestiswitnessed,orbytheRSRifthetestisunwitnessed:7.1. Verifythatnogasolinesaleshaveoccurredatleast30minutespriortothestartof
theinspection.GasolineshallnotbedispensedatthetestlocationatanytimeduringtheinspectionuntilallowedbytheStateInspector.
7.2. Checktheproductfilltube(droptube)lengthateachgasolineproductstoragetank.Thedistancebetweenthebottomoftheproductstoragetankandthebottomoftheproductfilltubeatitshighestpointmaynotbegreaterthan6inches.Ifthemeasureddistanceisgreaterthan6inches,theStateInspectorshallissueStopSale/StopUseOrder(DWM‐53).Foranon‐witnessedtest,theRSRshallstopgasolinesalesandnotifytheDivision.
7.3. Duringawitnessedtest,theStateInspectorwillexaminethetanksforfuellevels,watercontent,anddroptubelength.Performthisexaminationwithnopressureintroducedintothetanks.Physically"stick"thetanksusingwaterfindingpastetocheckforwatercontentandtoobtainfuelvolumelevels.RecordliquidvolumeamountandstickreadingsonthePressureDecayForm(DWM‐77A).Ifanywatercontentisdiscoveredasaresultofthisexamination,issueaStopSale/StopUseOrder(DWM‐53)ifthegasolineisoxygenatedperProductTransferDocuments(PTD’s).Ifthegasolineisnotoxygenated,issueaStopSale/StopUseOrder(DWM‐53)onlyifthewaterlevelexceeds1inch.
7.4. Verifythattheliquidlevelinthestoragetankisatleast4inchesabovethehighestopeningatthebottomofthesubmergedproductfilltube.
7.5. Conductcalculationsfortankcapacityandullage.CALCULATION:Fuelvolume(V)subtractedfromtankcapacity(C)equalsullage(U)…(C–V=U)Thetankullagemustmeetthefollowingrequirements:a. Minimumtotalullageforeachindividualtankmustbe1,000gallonsor25%
ofthetankcapacity,whicheverisless.b. Amaximumcombinedullageof25,000gallons.

7.6. Oncethetankullagehasbeenobtained,refertothelastpageofthisdocumentorTable1inA.A.C.Title3,Article10todeterminetheallowablepressuredecayrateforthevaporrecoverysystem.YouwillneedthisdecayrateforthePressureDecayTestTP‐201.3.
7.7. Checkthetankmonitoringsystemorfueldeliveryreceiptstoverifywhenthelastfueldeliveryoccurred.Nofueldeliveriesmayoccurintotheproductstoragetankswithin3hourspriortothestartoftheinspection.
7.8. EnsurethattheP/VVentValverisersarepaintedtomeettherequirementsofA.A.C.R3‐7‐1004(D)(13)(55%orgreaterreflectivity).
7.9. VerifythatallinstalledequipmentmeetstheCARBrequirementsfortheapprovedvaporrecoverysystem.AStateInspectorshallnoteanymodificationsontheCTUVaporDevicescreen.
7.10. Visuallyinspectthevaultemergencyvents(usingaflashlight,mirror,etc.).NOTE:StateInspectorsshallnotenteraconfinedspaceaccordingtoDivisionPolicyandProcedure109.

7.11. Ifavailable,obtainaprint‐outfromthelocation’stankmonitoringsystemandincludeitwiththeinspectionreport.
7.12. Twenty(20)minutespriortothestartoftesting,theelectronicmanometershallbeginwarmingup.Theelectronicmanometershallhaveawarm‐upperiodof15minutes,followedbya5minutedriftcheck.Ifthedriftexceeds0.01inchesH2O,theinstrumentshallnotbeused.Themanometershallbewarmedupinalocationwithconsistenttemperaturesthatwillbeobservedduringtesting(i.e.themanometershallnotbemaintainedinanairconditionedvehicleduringwarmupandthenintroducedtowarmertemperaturesduringthetest.)
7.13. Equipmentshallmeettherange,sensitivity,andprecisionasindicatedinthetestprocedures(TP‐201.3,section3andTP‐201.1E,section4).Equipmentshallbecalibratedatleastonetimeevery6monthsandthecalibrationcertificationshallbemaintainedonsitewiththeRSRaswellasprovidedtotheStateMetrologyLab.
7.14. Theheadspacepressureintheproductstoragetankshallnotexceed0.50inchesH2Opriortothestartofthetest.Ifthepressuremeasuresgreaterthan0.50inchesH2O,thepressureshallbecarefullyrelievedinaccordancewithallsafetyrequirementsandCARBtestprocedures.
8. Pressure/VacuumVentValveTest(TP‐201.1E)
8.1. Thepressure/vacuum(P/V)ventvalvesshallberemovedfromtheventrisersbytheRSRandtestedpriortoconductingthepressuredecaytest.TheP/VventshallbetestedfollowingCARBTP201.1E,ensuringthepressure,vacuum,andleakratesarewithinthefollowingCARBlimits:• 2.5to6.0inchesH2OPositiveCrackingPressure• 6.0to10.0inchesH2ONegativeCrackingVacuumThefollowingleakratesareapplicableasacombinedleakratefortheentirevaporrecoverysystem(e.g.ifthereare3P/Vventvalvesforthevaporsystem,thetotalleakrateforallthreeP/Vventvalvesmustmeetthefollowinglimits):• Leakrateat+2.0inchesH2O≤0.17CFH• Leakrateat‐4.0inchesH2O≤0.63CFH
8.2. ResultsshallbedocumentedontheformforrecordingthePressureVacuumVentValveTestusingTP201.1E.IftheP/Vventcannotmeettheserequirements,notethefailureontheinspectionform.Openare‐inspectiontestforthesamedateandallowthetestertotestanalternateP/Vventvalve(usuallynewoutofthebox)anddocumenttheresultsonthere‐inspectionform.Noteintheinspection“civilpenaltyrecommended”.IfnoreplacementP/Vventisavailableatthetimeofthetest,issueabluetagandStopSale/StopUseOrder(DWM‐53)fortheassociatedvaporrecoverysystem.
8.3. TheP/VVentValvesshallbere‐installedbytheRSRfollowingapassresultforTP201.1E,priortoconductingthepressuredecaytest.

9. PressureDecayTest(TP‐201.3)Theintroductionofnitrogenforthetestshallbeginwithin30minutesofthescheduledtesttime.NOREPAIRSshallbemadeafterthestartoftheinspection.
Ifthespillcontainmentbucketisequippedwithadrainvalve,thetestshallbeconductedwiththedrainvalveinstalledandthemanholecoverremoved.NOTE:Forthepurposesofthistest,“stabilized”isdefinedasameasuredpressurefluctuationofnomorethan+/‐0.02inchesH2Ooveraperiodof30seconds.
9.1. Fuelsalesareprohibitedatleast30minutespriortothestartofthepressure
decaytest.Beforeintroducingnitrogenintotheproductstoragetank(s),ensurethattheheadspacepressureinthetank(s)isbelow0.50inchesH2O.Iftheheadspacepressuremeasuresgreaterthan0.50inchesH2O,thepressureshallbecarefullyrelievedinaccordancewithallsafetyrequirementsandCARBtestprocedures.Theheadspacepressureshallonlyberelievedthroughasmallreliefvalve.Thistestshallbeperformedwithallgasolinefilltubeandvaporrecoverydustcapsremoved,andtheP/Vventvalve(s)installedontheriser(s)accordingtoCARBTP‐201.3.
9.2. RegisteredServiceRepresentative(RSR),ResponsibilitiesandAuthorities:
a. EitheratthestartofthescheduledtesttimeoratatimemutuallyagreedwiththeStateInspector,theRSRmaystartintroducingnitrogen.Nitrogenshallbeintroducedintothesystemataconstantflowratebetween1and5cubicfeetperminute(CFM).Thisrateshallbeverifiedusinganairflowmeter/rotameter.
b. TheRSRshallpressurizethetank(s)to2.0inchesH2OwhiletheStateInspectormeasurestheinitialpressurizationtimecalculatedusingEquation9.3foundinTP‐201.3.
c. IftheinitialpressurizationtimedoesnotexceedtwicethetimederivedfromEquation9.3,theRSRshallcontinuetopressurizethetank(s)toatleast2.2inchesH2O,andmaintainnitrogenflowuntilthepressurestabilizes.NOTE:IftheinitialpressurizationtimeexceedstwicethetimederivedfromEquation9.3,thisdemonstratestheinabilityofthevaporrecoverysystemtomeettheperformancecriteria.ThePressureDecayTestshallbestoppedandtheRSRshallinvestigateforpossibleleaksand/orfaultycomponentsandrestartthetestaccordingtosection9.1.ofthisprocedure.
d. Afterthepressurehasstabilizedat2.2inchesH2O,theRSRshallcarefullybleedthesystempressuredownto2.0inchesH2O.Thispressureshallonlyberelievedthroughasmallreliefvalve.

e. Oncethepressurehasstabilizedat2.0inchesH2O,theStateInspectorwillstartthestopwatchforthe5minutepressuredecaycountdown.
f. Atthe5minutemarktheStateInspectorwillrecordthepressurereadingonthemanometeranddetermineifthisreadingfallswithintheallowabledecayrate.RefertothelastpageofthisprocedureorTable1inA.A.C.Title3,Article10forthechartofallowabledecayratesbasedonsystemullage.
g. ThisprocedurewillbedoneinconjunctionwiththeTie‐TankTestbelow:UponsuccessfulcompletionofthePressureDecayTesttheRSRshallcheckthedrybreakstoensureleaktightnessintegrity.Thiswillbedeterminedbyquicklydepressingandreleasingtheplungerandtestingthesealwithasoapywatersolution.Ifaleakisdetected,thedrybreakshallbetestednomorethan3times(2additional),beforeitisconsidereddefective.Ifthedrybreakfails,itmustberepairedorreplaced,retestedbytheRSR,anddocumentedonthemaintenancelog.Acivilpenaltyshallberecordedandtheproductshutdownbecausetheequipmentisnotoperatingasintendedbydesign.IfthisfailurealsoresultsinfailureofthePressureDecaytest,thesiteistobeissuedaStopSale/StopUseOrder(DWM‐53).TheDivisionshallbenotifiedofanyrepairsand/orretestsunderA.A.C.R3‐7‐1010.
9.3. StateInspectorResponsibilitiesandAuthorities:
a. EnsureZEROonthemanometerpriortothestartofpressurizationandattheendofthetest.
b. Ensurethattheheadspacepressureofthevaporrecoverysystemislessthan0.50inchesH2Opriortobeginningintroductionofnitrogen.Iftheheadspacepressureisgreaterthan0.50inchesH2O,refertosection9.1ofthisprocedure.
c. Calculatetheminimumtimerequiredtoachievetheinitialpressureof2.0inchesH2Obyusingtheequationexplainedonthefollowingpage(seeCARBTP‐201.3section9.3).NOTE:TheRSRshalldecideuponaconstantflowratebetween1and5CFMtobeusedduringsystempressurization.Recordtheflowrateonthetestform.ThisflowrateshallbecontinuallymonitoredbytheStateInspectorduringthisportionofthetest.Theflowrateshallnotbeadjustedunlessitisnecessarytocompensateforanyfluctuationfromthenitrogensupplyregulator.

systemto2.0inchesH2Oataconstantflowrateof2.5CFM,thisdemonstratestheinabilityofthevaporrecoverysystemtomeettheperformancecriteria.Inthissituation,theStateInspectorshallstopthePressureDecayTest,documenttheinitialfailureonformDWM‐179(comments/notes),anddirecttheRSRtoinvestigateforpossibleleaksand/orfaultycomponents.IftheRSRisabletoidentifyandcorrectaleakand/orfaultycomponentwithinareasonabletimeframe(approximately30minutes),thePressureDecayTestshallberestartedaccordingtoSection9.1.ofthisprocedure.IftheRSRisunabletoidentifyaleakand/orfaultycomponent,thePressureDecayTestmayberestarted.Iftherestartedtestfailstoachieveapressureof2.0inchesH2Ointheallowabletimeframe,attempttocompletetheremainingportionofthePressureDecayTestwiththeknowledgethatleaktightnessintegrityofthevaporrecoverysystemmaybecompromised,whichcouldadverselyaffectthefinaltestresults.

b. AttheinstructionoftheStateInspector,theRSRwilldepressthevaporrecoverydrybreakstartingatatankotherthantheonewherethenitrogenwasintroducedduringthePressureDecayTest.
c. TheStateInspectorwillobservethepressurereadingsonthemanometerastheRSRdepresseseachdrybreak.Ifthereisasimilarreleaseofpressureaseachdrybreakisdepressed,thetanksareadequatelymanifolded.
d. Ifthepressuregaugeindicatesaminimaldropornodropinpressure,thetanksarenotmanifoldedandaseparatePressureDecayTestshallbeperformedoneachnon‐manifoldedtank(refertoSection9.1.ofthisprocedure).
