History. This manual was first published on 1 December 2014 and a complete revision on 1 July 2015. Future updates will be administrative revisions. The portions affected by an administrative revision will be listed in the summary of change that will be the page prior to this page. Summary. This regulation provides STARFLEET Special Operations policy, criteria, and administrative instructions concerning individual training requirements.
Applicability. This manual applies to all units and operatives assigned to the STARFLEET Special Operations, unless otherwise stated. Proponent and exception authority. The proponent of this manual is the Director, STARFLEET Special Operations. The proponent has the authority to approve exceptions or waivers to this manual that are consistent with controlling law and regulations. The proponent may delegate this approval authority, in writing, to a Deputy Director within the proponent agency or its direct reporting unit or field operating agency. Units may request a waiver to this manual by providing justification that includes a full analysis of the expected benefits and must include formal review by the unit’s commanding officer. All waiver requests will be endorsed by the commander or senior leader of the
requesting unit and forwarded through their reporting headquarters to the policy proponent. Suggested improvements. Some of the requirements for certain grades mentioned requirements for OTS, OCC and FOS.
Please note this is not to say that our NCO’s cannot advance to these grades or along these tracks. The
intention in including them herein is:
These courses offer some of the best ways to familiarize oneself with the works of STARFLEET
International.
Having taken these courses if for some reason you need to help out and run your respective
chapters, it will be known that STARFLEET Special Operations (SFSO) Operatives whether
Officer, NCO or Enlisted are among the finest in the fleet. And that we are all able to take upon
the mantles of command in a crisis.
Grandfather Clause
Tactical Operations Command
Any promotions which have been given prior to the adoption of this manual are still in effect with the
past requirements to hold said position. By adoption of this manual what changes will be the
requirements to move forward.
All members who have thusly been grandfathered will only need to meet the requirements for the next
grade/level in which they seek promotion and not the requirements for the previous grades/levels
Intelligence Operations Command
As Reconnaissance has been moved since this last publication as well as the requirements for how to
achieve the next highest grade; so shall the requirements to advance change.
All Grades/Levels which have been in place previously remain; but due to the changed nature of the
Intelligence Track in order to advance to the next grade an operative must not only meet the
requirements on the higher end they must also meet the previous grade/grades requirements.
MACO Operations Command
As MACO has been added and then moved into its own command since this last publication as well as
the requirements for how to achieve the next highest grade; so shall the requirements to advance
change.
All Grades/Levels which have been in place previously remain; but due to the changed nature of the
MACO Track in order to advance to the next grade an operative must not only meet the requirements
on the higher end they must also meet the previous grade/grades requirements.

Purpose
STARFLEET Special Operations is a unique organization. It is a “purple suit” organization comprising all Fleet (SEALS, Rangers, Reconnaissance, MACO and Intelligence) Operatives alongside SFMC Special Operations units coming together to accomplish missions that require a special breed of person.
This is not a group that just any person can be a part of.
Because of this, there is no place for an untrained member. Being Special Forces is about training. All elite organizations have one thing in common, they are all highly trained, highly motivated and have a no failure mindset.
The adage of “the more you sweat in training, the less you bleed in war” applies to those Special
Operations members who are called upon to do the impossible with small groups. As with all special operations units it calls for the training that allows them to believe “the hard is common place and the impossible takes a bit longer.” Training is something common to all special operations units and the more intense, the more likely the mission will be accomplished. The training program is designed to:
1. To Train the operative to a high level of proficiency needed for Special Operations. 2. To Encourage the Operatives to continue to rain, upgrade and maintain their high standard
of proficiency. 3. To have a progressive path for Specialists and Operative grades. 4. To provide specialties, both Basic and Advanced, for Operatives to better serve and
contribute to the overall mission success of their respective Chapters, SOU’s and Regions and Brigades; STARFLEET Special Operations, STARFLEET International and ultimately the United Federation of Planets

Plan
To Develop an Advancement Training Plan
To Develop a training program which will include:
1) Multiple commands
a. Tactical Operations Command (formerly Military Command)
b. Intelligence Operations Command (formerly Intelligence Command)
c. MACO Operations Command

2) Specialty
a. In each of these commands are different types of specialties (both Basic and Advanced). Specialists are experts in their occupation or branch of study and/or research. They all STARFLEET Special Operations to possess a higher standard of expertise on almost any matter and bring it into play. Grade 1 operatives must demonstrate they are truly interested in this career path and the default specialty is Operative.
b. At Grade 2 Operatives have chosen their path between Tactical and Intelligence
Commands. At this point they have begun the studies into making them the basic level person all crews rely upon. Once the operative have chosen their respective command they may become specialists in one of the many sections. STARFLEET Special Operations personnel are generally considered to be under the Security division on many Starships and Starbases and are assigned to security details. Cross training in other security is highly recommended, because of the wide range of missions the operative may be called upon to conduct. The areas that an operative often finds themselves cross-trained in are Engineering, Operations, Medical and Sciences; and is actually actively encouraged.
3) Levels of Proficiency for continual training
a. All operatives require a basic knowledge of some subjects before continuing of any
training. All grades are progressive and you must advance through each grade level available before being promoted to the next highest grade. All course requirements are from specific colleges found with in STARFLEET Academy (http://acad.sfi.org).
b. At this point the training department would like to acknowledge the hard work and dedication of the staff and students of the SFA for all the courses offered by their respective colleges.
Route of Advancement
The Route of Advancement Training Plan is a program for advancement of STARFLEET Special Operations Operatives within STARFLEET Special Operations. Being EXCLUSIVE to STARFLEET Special Operations is it totally independent of any other promotion or advancement structure in place within STARFLEET International or any of its lesser bodies.
STARFLEET Special Operations is a Fleet-level asset for the support of STARFLEET
International. There is no such thing as a reserve operative, the person who chooses STARFLEET Special Operations must be prepared and committed to the intense training and strict requirements of that status. The requirements for a Grade 1 are the basics for any training. The difference between Tactical, Intelligence and MACO Commands will be defined as training continues.

Tactical Operations Command
Formerly Military Command (MC)
Is in charge of all tactical specific missions where their training in intelligence gathering and espionage
activities including the need of snipers, counter insurgency covert field intelligence and tactical field
operations in conjunctions with other tactical organizations. The SEALS, Rangers fall under this heading.

Intelligence Operations Command
Formerly Intelligence Command (IC)
Is in charge of all other non‐military intelligence gathering, research & development and Technology &
Sciences of Starfleet Special Operations. For example James Bond, Maxwell Smart and/or Section 31
would be prime examples of this command type.

STARFLEET Reconnaissance
MACO Operations Command Is in charge of all MACO specific missions and training including but not limited to intelligence gathering, strategic strikes, hostage rescues, boarding parties, and other covert operations as required.

Specialists In each of these commands, there are different types of Specialties. Specialists are experts in their occupation or branch of study or research. They allow SFSO to possess a higher standard of expertise on almost any matter and bring it into play. Grade 1 operatives must demonstrate they are truly interested in the carrier path and the default specialty is Operative.

Grades
Overview
Grades are how we differentiate our newer and less trained operatives from our more senior and more
highly trained operatives.
Grade 1 represent the Basic Training that all operatives in STARFLEET Special Operations (SFSO) receive.
Grade 1 is general to all operatives of SFSO and must be completed before becoming a Grade 2
operative and choosing a specific training program that is specific to each command (Tactical Operations
vs Intelligence Operations vs MACO).
Grade 2 is branch specific depending on the path the operative wishes to travel (Rangers, SEALs,
Reconnaissance, Intelligence and MACO). It is this grade in which an operative decides which Command
specialty they will become.
Grades 3 through 7 continues with advance training for those operatives desiring to serve in leadership
positions that are specific to a branch of service (Rangers, SEALs, MACO) unit/team (SOU leadership).
Grades 8 through 9 represent the Core of the STARFLEET Special Operations leadership. Grade 8s are
Assistant Branch Commanders; they are specific to a branch of service (Rangers, SEALs, Reconnaissance,
MACO and Intelligence). Grade 9s are the Field Directors; these are our members who have mastered
and truly understand their Command (Tactical Operations, Intelligence Operations, or MACO
Operations). Grade 8s/9s can also be assigned by the Director, SFSO as our Regional Directors (for those
Regions that have such positions); they represent us to their regions and find ways to best integrate our
operations to the function of their region for the betterment of STARFLEET as a whole. Grade 8s/9s can
also be appointed as Special Directors; these highly trained personnel are often given special projects to
pursue to better STARFLEET Special Operations as well as STARFLEET as a whole.
Grade 10s are the Senior Leadership of STARFLEET Special Operations. Grade-10 is given to those
members of our Command/Senior Staff as well as those Grade 9s who have proven their dedication to
both SFSO and their furthered education. Grade-10 given as part of being a member of Command/
Senior Staff is a temporary condition; while that given to Grade 9s as a reward for dedication and
education is permanent.
If a Grade-10 is given as form of “recognition” for promotion and then that Grade-10 is only active while
the operative holds that post; if after holding a Grade-10 post the member reaches Grade 9 in their own
right then they will automatically be promoted to Grade-10

Once you have selected your Branch you can begin your branch specific
training to be fully recognized as an operative of that branch.
4 Specialist Once you have completed all of your basic training you may specialize
in a discipline to further enhance that training.
5 Team Leader A Team Leader takes a certain caliber of operative and as such they
have been trained in how to lead a team to its utmost potential

Branch Leadership
In order to lead a Branch one must have mastered that branch. They
have completed all aspects of Branch Training as well as leadership
training required of them.
7 Field Director
Command Leadership
To lead a command (i.e. Tactical or Intelligence) one must have
mastered all disciplines in that command. This means Rangers and
SEALs for Tactical Operations as well as Intelligence and
Reconnaissance for Intelligence Operations.
8 Regional Director
STARFLEET Special Operations Leadership
To lead STARFLEET Special Operations, one must not only understand
their own Branch; but all aspects of STARFLEET Special Operations.
They must understand intimately both Tactical and Intelligence
Operations to best command our Operatives.
9 Special Director
STARFLEET Special Operations Adv. Leadership
10 Grade-10 Director
Senior, Highly Trained SFSO Directors
Only Command/Senior Staff of STARFLEET Special Operations as well as
those operatives who have spent 5 to 10 years at Grade 9 will achieve
this position. In the case of Command/Senior Staff they will only hold
Grade-10 credentials as long as they hold that position.

Branch Specialized Training Before any Operative or Trainee attempts the MACO Certification Program, they must first seek
approval from the MACO Command Operations Certification Officer.
A MACO unit can only be approved if one of two situations exists. First, a previous established SFSO unit
wishes to reorganize as a MACO unit, but the Team Leader needs to first qualify at the minimum of
MACO Team Leader and then petition the MACO Command Operations for reorganization approval.
Second, An Operative wishes to start a MACO unit and the unit is not a previous established SFSO unit.
The Operative will request a unit activation as a RECON unit, let MACO Command Operations know
what you are doing and request that the unit Team Leader upon completing the minimum of MACO
Team Leader certification the unit will be a MACO unit.
