DearReader,

In2016,theEarlyCareandLearningCouncil,inpartnershipwiththethirty-fourChildCareResourceandReferral(CCRR)Agencies(ofwhichChildCareAware®ofSteubenandSchuyleraremembers),launchedtheQualityInvestmentsforChildren(QIC)campaign.Thisinitiativewas/isintendedasastatewidestrategyto:

• educatethepublicoftheimportanceofqualityearlylearning&development,• engagecommunitiesinthepromotionofquality,and• empowerfamiliesandearlylearningprofessionalstostriveforcontinuousquality

improvementinallsettingswherechildrenareapart.

Afternearly30yearsinthisfield,Istillfindthatthereisalackofknowledgesurroundingtheimportanceofchildcareinourcommunities.AshortrandomizedsurveyaboutchildcarewasdistributedtocommunitymembersinSteubenandSchuylerCountiesandtheresultsweresurprising.Morethanhalfofthosesurveyedagreedthatchilddaycareismostlybabysitting,butregularlyandforextendedhours.

Asacommunity,wemustbecomekeenlyawareofhowimportantqualityearlylearningservicesareforourcommunity,stateandnation.Tounderscorethisistheastoundingamountandspeedoflearningthatisgoingonintheamazingbrainofaninfantandtoddler.Fromthemomenttheyareborn,childrenarelearning.Duringthefirst3years,arobustchild’sbrainisburstingandgrowingattherateof700neuralconnectionspersecond!Duringthefirst4yearsoflife,85%oftheirbrainarchitectureiscompleted!Shouldn’tmakingsuresmallchildrenarecaredforinasafeandhealthyenvironmentwhileparentsareatworkbeapriorityforourcommunity?Theanswerisyes,butforchildrentoreallythrive,theirdayshouldbefilledwithquality.Researchhasshownthatwhathappensforchildrenduringtheirfirstfewyearswillhaveaprofoundimpactontherestoftheirlife.Childrenwhoseearlyyearsarefilledwithrichearlylearningexperiencesaremorelikelytobereadyforkindergarten,beproficientinreadingandmathby3rdgrade,graduatefromhighschool,andsucceedinhighereducationandjobtraining.Childrenwhothrivebecomeadultswhothrivewhichwillleadtocommunitiesthatthrive.

Wearetrustingthatasacommunitywewilllearnmore,actmoreandinvestmore.

Introduction

ChildCareAware®ofSteubenandSchuylerispleasedtopresentthisreportdetailingthestateofchildcareinSteubenCounty.Duetotheconstantlychangingenvironment,providerdataforthisreportisnotayearlongcumulativetotal,ratheritisasnapshotfromthemonthsofSeptemberandOctober,2016.Forexample,datapresentedregardingthenumberofchildcareprogramsandcapacityforeachchangesonaregularbasis.Thisiscaused,inpart,toopeningandclosingofprograms,aswellasbusinessdecisionsmadebytheownersoftheprogramsforvariousreasons.

SteubenCounty’spopulationisestimatedat98,665andismainlyruralarea,spreadoutover1,390.56squaremiles,withthreeareasofpopulationdensityinCorning,Hornell,andtheCountyseat,Bath.Becauseofthevastexpanseofthecounty,parentsaretravelinggreaterdistanceseverydayfortheirjobs,thusextendingthechildcarehoursonadailybasis.

Thereisanincreasingneedforquality,affordablechildcarecreatedbythegrowingnumberoftwoworkerandsingleparenthouseholds.Theneedforaffordableinfantandtoddlercare,back-upcare,non-traditionalhoursofcare,andnightcareforthechildrenofshiftworkers,isparticularlyacutethroughoutthecounty.Informationpresentedinthisreportwillreflectthattheneedforhighquality,affordablechildcareisanongoingconcernandneedssteadypublicandprivateinvestment.

typeofchildcarearrangement.• Onaverage,thesechildrenspend36hoursaweekinchildcare.

Whileparentsarechildren’sfirstandmostimportantteachers,childcareprogramsprovideearlylearningopportunitiesformillionsofyoungchildrendailyandhaveaprofoundimpactontheirdevelopmentandreadinessforschool.Themajorityofchildrenattendchildcarecenters;therestarecaredforbyfamilychildcarehomes,familymembers,friends,orneighbors.Twenty-sixpercentofchildrenareinmorethanonechildcarearrangementduringtheweek.Thecostofchildcareisoutofreachformanyfamiliesandcomprisesasignificantportionoffamilyincome.However,evenwiththehighcostofcare,mostchildcaresettingsdonotrankhighonquality.Nationally,itisestimatedthatlessthan10percentofchildcareareofsufficientqualitytopositivelyimpactchildren’soutcomes.Over80percentofchildcarecentersaremerelyof“fair”quality.Source:Parentsandthehighcostofchildcarereport2016

ChildCareTypesandDefinitionsRegistered/LicensedProgramsAFamilyDayCarehomeisaresidenceinwhichchildcareisprovidedonaregularbasis,formorethanthreehoursperday,perchild,forthreetouptoeightchildren,dependingontheages,forcompensation.InSteubenCounty,registeredfamilydaycareiscoordinatedthroughChildCareAware®ofSteubenandSchuyler,adepartmentofProAction.Afamilydaycaremustrenewtheirregistrationevery2or4years.Theprovidermustalsotake30hoursoftrainingeverytwoyearson9topicareas(seepage22).Carecanbeprovidedforchildrenages6weeksto13yearsofage.AGroupFamilyDayCarehomeisaresidenceinwhichchildcareisprovidedonaregularbasis,formorethanthreehoursperday,perchild,forseventoupto16children,dependingontheages,forcompensation.InSteubenCounty,GroupFamilyDayCareislicensedthroughtheRochesterRegionalOfficeofChildrenandFamilyServices.Suchahomemustbeoperatedbyaproviderandhaveatleastoneassistantpresentduringthehoursthatcareisprovided.Agroupfamilydaycaremustrenewtheirlicenseevery2or4years.Theproviderandtheassistantmusttake30hoursoftrainingeverytwoyearson9topicareas(seepage22).Carecanbeprovidedforchildrenages6weeksto13yearsofage.

ASchool-ageChildCareprogramenrollsgroupsofsevenormorechildrenunder13yearsofageduringtheschoolyearbeforeand/oraftertheperiodsuchchildrenareordinarilyinschoolorduringschoollunchperiods.School-agechildcareprogramsalsomayprovidecareduringschoolholidaysandthoseperiodsoftheyearinwhichschoolisnotinsession,includingsummervacations.Suchprogramsmustoperateconsistentwiththelocalschoolcalendar.Careisprovidedinafacilitythatisnotaresidence.InSteubenCounty,registeredschool-agechildcareprogramsarecoordinatedthroughChildCareAware®ofSteubenandSchuyler,adepartmentofProAction,andmustrenewtheirregistrationevery2or4years.Thedirectorandallemployeesmusttake30hoursoftrainingeverytwoyearson8topicareas(seepage22).DirectorandemployeesarenotrequiredtotakeShakenBabySyndrome.

HeadStartisafederallyfunded,comprehensiveprogramfor3-5yearoldchildrenfromincome-eligiblefamilies.Allservicesareprovidedatnocosttothefamily.AllHeadStartprogramsoperateinclassroomslicensedbytheOfficeofChildrenandFamilyServices.InSteubenCounty,HeadStartisfacilitatedthroughProActionandoperatesonaschoolcalendarschedulewithchildreninattendancefivedaysperweekforthesamehoursasthelocalschooldistrictdailyschedule.

Pre-KindergartenStatefundingisavailablethroughtheNewYorkStateDepartmentofEducationforpre-kindergartenprogramswhichareknownasUniversalPre-Kindergarten(UPK).AllSteubenCountyschoolsreceivefundingforUPK.ManySteubenCountyschooldistrictscontractwithcommunity-basedorganizations,suchasHeadStart,Pathways,orchildcarecentersfortheprovisionofUPKservices.Additionally,someschooldistrictsdirectlyoperateUPKclassrooms.TheUPK

classroomsoperate5daysperweekandfollowschooldistrictcalendars.Campbell-Savona,Corning,andWayland-Cohoctonofferfulldayandhalf-dayprograms;PrattsburghandArkportofferhalf-daysonly;remainingdistrictsofferfullday.ChildrenattendingUPKmustbe4yearsold.ChildrenmustattendtheUPKprogramlocatedintheschooldistrictwhichthechildresides.Thereisnofeetoattend.

Legally-Exempt(L.E.)CareLegally-ExemptFamilyChildCareischildcareprovidedoutsidethechild’sownhomeinaresidenceandisnotregulatedbutmustmeetallstateandlocalhealthandsafetyrequirementsforsuchchildcare.Thiscaregiverischosenandmonitoredbythechild’sparentorguardian.Thistypeofcareincludescareforrelativeswithinthethirddegreeofconsanguinityandupto2unrelatedchildren.Whencaringforoneunrelatedchildandrelatedchildren,themaximumnumberofchildrenincareatanyonetimecanbe8,whichincludestheirownchildren.Legally-ExemptIn-HomeChildCareischildcareprovidedinthechild’sownhomebyacaregiverwhoischosenandmonitoredbythechild’sparent/guardianandisnotregulatedbutmustmeetallStateandlocalhealthandsafetyrequirementsforsuchchildcare.Thistypeofcarerequiresthechild’sparent/guardiantoprovidethecaregiverwithallemployeebenefitsrequiredbythestateandfederallawandmustpaythecaretakeratleastminimumwage.

Legally-ExemptGroupChildCareSettingsNurserySchools/Pre-SchoolProgramsservechildrenages3-5yearsoldinavarietyofsettingsincluding:publicandprivateschools,churches,communitycentersandhomeresidences.Programsmeetanywherefromonetofivedaysperweekforlessthanthreehourspersessionandoftenfollowtheschoolyearcalendar.CampProgramsaredayorovernightrecreationalprogramsthatoperatewhenschoolisnotinsession.CampprogramsareregulatedtosomedegreebyNewYorkStateDepartmentofHealth.Alloftheabovelegallyexemptprogramsareencouragedtoacceptchildcaresubsidies.Ifservingatleastonechildwhosecareissubsidizedbythecounty,theprogrammustadheretoSocialServicesLaw415;LegallyExemptHealthandSafetyRequirementsandSteubenCounty’sadditionalstandards.

IllegalProgramsTheSocialServicesLaw390statesthatanindividualmaynotwatchmorethan2childrenintheindividual’shome,formorethan3hoursperday,ifthechildrenarenotrelatedtothem,withoutbeingregisteredorlicensed.Ifanunregisteredprogramisoperatingandmeetsallofthecriterialistedbelow,itisconsideredaSchool-ageChildCareProgram(SACC)andmustberegisteredintheStateofNewYorkwiththeOfficeofChildrenandFamilyServices.Thesecriteriaare:

a. Theprogrammustserveanenrolledgroupofchildren.Drop-inprogramsarenotSACCprograms.

b. Theprogrammustincludesevenormorechildrenundertheageof13.Iftheprogramhassixorfewerchildrenundertheageof13,itisnotaSACCprogram,regardlessofhowmanychildrenovertheageof13mayattend.

c. Thecaremustbeprovidedonaregularlyscheduledbasis.Iftheprogramoperatesonlyonanoccasionaloras-neededbasis,itisnotaSACCprogram.

d. Theprogrammayonlyserveschool-agechildren.e. Theprogrammustbelocatedatapermanentsiteotherthanaresidenceandonlyoperate

duringnon-schoolhours(i.e.beforeand/orafterschool,duringschoollunchperiods,onschoolholidaysand/orduringsummervacations).

f. Theprogrammustbeoperatingformorethanonepurpose.

ChildCareResourceandReferralChildCareResourceandReferralAgenciesalloverAmerica,CanadaandEuropeassistparentsinfindingchildcarethatmeetstheirfamily’suniqueandcomplexneeds.Thefollowingarekeywaysthatreferralagencies,suchasChildCareAware®ofSteubenandSchuyler,helpparentswiththeirsearchforchildcare:

• byprovidingconsumereducationonavarietyofchildcareoptionsandinformingparentsaboutwhatconstitutesqualitycare,enablingparentstomakethebestchildcarechoice,

• bycustomizingreferralsfromacontinuallyupdatedproviderdatabase,• byworkingwithcommunitystakeholdersandbusinessestodevelopmorecareoptionsto

meettraditionalandnon-traditionaldemandsforchildcareineverycommunity,• byprovidingcounselingandresourcematerialsthatenableparentstoraisehealthychildren

andmaintainpositivechildcarerelationships,• bydirectlylinkingparentstochildcaresubsidieswhichhelpeligiblefamiliespayforchildcare

fees/costswhenfundsareavailable.ChildCareSubsidyThehighcostofchildcareforcesmanyfamiliestomakedifficultchoices.Accordingtonewfindings,familiesarespendingmoreonchildcarethanonfoodandrent.Toassistparentswithchildcarecosts,NewYorkState,throughtheFederalChildCareDevelopmentBlockGrant,offerschildcaresubsidiestolow-incomefamilieswhoseincomeislessthan200%ofthefederalpovertylevel,TANFeligible,andthosefamiliestransitioningfromTANFtowork.Countieshavetheabilitytosettheincomeguidelinesupto200%basedontheirsubsidyallocation.InSteubenCounty,subsidyreimbursementispaiddirectlytochildcareproviders.Lowincomefamiliesreceivingsubsidyarerequiredtopayaportionoftheirchildcare,whichisconsideredaparentfee.Theparentfeeisbasedonaformulausingamultiplierbetween10%and35%ofaparent’sincomeabovethepovertylevel.SteubenCounty’sincomeguidelinesareat200%andtheparentfeemultiplieris10%.Subsidypaymentamountsareestablishedbythestateatamarketratebasedupontheageofthechild,typeofprovider,andastatewidemarketsurveyofchildcarecostrates.Thisisperformedeverytwoyears;asurveywascompletedin2015.SteubenCountyencourageschildcareproviderstoassesstheactualcostofdoingbusinessandsettheirfeesaccordinglyuptothemaximumallowablestatemarketrate.Accordingto16-OCFS-LCM-08releasedMay22,2016,SteubenCounty’sallocationfor2015-2016is$2,343,658.00.Thesefundspaidforportionsofchildcareforanaverageof532childrenonbehalfof297familiespermonthin2016.Subsidiespayforchildcarecostsforchildrenage12andunder.Exceptinspecialcircumstances,whenachildreachesage13,childcaresubsidysupportisnolongeravailabletofamilies.This,however,isacriticalageatwhichpropersupervisionandstructuredactivitieswillreducetherisksofdelinquentbehaviorandunhealthyhabits.

NewYorkStateTrainingandTechnicalAssistanceProfessionalCredentialTheNewYorkStateTrainingandTechnicalAssistanceProfessionalCredentialprovidesastandardtoassurethequalityofEarlyLearningTrainers.Additionally,itrepresentsalevelofprofessionalachievementfortrainers.Thetitleof“trainer”isthefield-acceptedtermusedtoindicateapersonwhoeducates,instructs,guides,and/ormentorsotheradultsinknowledgeandpracticesforprofessionaldevelopment. TheNewYorkStateTrainingandTechnicalAssistanceProfessionalCredentialformallyrecognizesthevalueandspecializedknowledge,skillsandattitudesnecessaryforthosewhoprovidecommunity-basedtrainingtoearlycareandeducationprogramsandproviders.Thetrainer’seducation,experienceandcompetencies,categorizedbyfourknowledgebaseareas,includingknowledgeofcontent,instructionaldesignanddevelopment,presentationskills,andprofessionalismarereviewedandverifiedbyNewYorkStateAssociationfortheEducationofYoungChildren.Ifanindividualmeetsallcriteria,thecredentialisawardedandrequiresongoingprofessionaldevelopmenttomeettherenewalrequirement. EatWellPlayHardwasdevelopedtohelppreventchildhoodobesityandreducelong-termrisksforchronicdiseasethroughthepromotionoftargeteddietarypracticesandincreasedphysicalactivity.Poornutritionandinadequatephysicalactivityarethemaincausesofobesity,whichisahugeepidemicintheUnitedStates.Beingactivebuildshealthymuscles,strengthensbonesandhelpsmaintainahealthyweight.Italsoreducestheriskofdiabetes,heartattackandhighbloodpressure.LessonplanstoreinforcetheEatWellPlayHardobjectivesincludethefollowing:

TheChampionprogramreached52children,10staff,and1parentinthe2015-2016grantyear.TheprogramhelpssupportthecontinuationofEatWellPlayHardgoalsandobjectivesinChildDayCareCentersaftertheinitialimplementationandwillcontinueinthe2016-2017grantyear.The2016-2017grantyearalsoincludedtheimplementationofanAnnualAdvancedPracticeWorkshopforallexistingChampioncenters.TheAdvancedPracticeWorkshopprovidedauniqueopportunitytoexchangeideasandgaininsightfromotherChampioncenters.ThisprovidedanopportunityforChampionCenterstotaketheirprogramstothenextlevelandexpandtheircenter’sworkaroundcreatinghealthyenvironments.FarmtoPreschool(F2P)ChildCareAware®ofSteubenandSchuylerisafirstyearrecipientoftheFarmtoPreschoolProgram.Thisprogramconnectedpreschoolchildren,theirparentsandcaregiverswithlocalfarmersandtheirfreshproduce.Theprogramisdesignedtoaddresstheobstaclesandbarriersthatarerelatedtopoornutritionandallowaccesstolocallygrownfreshproduce.TheFarmtoPreschoolCoordinatoraddressedtheseobstaclesbyengagingchildren,parentsandstaffinseedtotableeducation,fooddemonstrations,andtheestablishmentoffarmstands.PhaseoneoftheF2PwasimplementedduringthemonthsofJanuarythroughJune.TheF2PCoordinatorworkedintheclassroomsettingsanddeliveredacurriculumthattaughtthechildrenaboutdifferentfruitsandvegetables,howtomakedifferentrecipesfromthosefruitsandvegetables,andhowtogrowthem.Thisphaseincludedtheintroductiontoclassroomcontainergardensthatthechildrenactivelyplantedandharvested.Thecurriculumactivitiesengagedthechildcareprogramstaffinordertohelpfacilitatebehaviorchangerelatedtoincreasedconsumptionoffruitsandvegetables.Duringthattimetherewasatotalof92participants.Ofthose92participantstherewere:

ThesecondphaseoftheF2PwasimplementedduringthemonthsofJulythroughSeptember.PhaseIIincludedtheestablishmentofthefarmer’sstandsattheparticipatingcenters.Theestablishmentofthefarmerstandswereintentionaltomaketheaccessibilityconvenientforthefamilies.Inaddition,thisgavethechildrenachancetointeractwiththefarmerandmeettheindividualwhogrewtheproducetheytasted.Thefarmerwasabletoprovidethefreshproduceatalowerpricetofamilieswhodidnothavethetimetobuy,orwhowerenotabletoaffordtobuyatthestore.Thefarmersacceptedmultiplemethodsofpaymentsfortheproduce,suchascash,credit/debit,EBT,FreshConnectchecks,FMNPchecks,SeniorFMNPchecksandWICfruitandvegetablechecks.

During2016,thePathwaystoSchoolReadinessandSuccess(PtSRS)initiativeandtheChemungSchoolReadinessProjectalignedtheirsharedgoalsunderUnitedWayoftheSouthernTier’sKidsOnTrackoutcomeframework.Intheprocess,atwo-countygovernancestructurewasdefined,andthePtSRSprojectbecameknownasKidsOnTrackSteuben.Inadditiontotheworktoreorganizeasatwo-countyinitiative,existingCommunitiesofPracticecontinuedworktoadvancethekeystrategiesofthePtSRSplan:universalhomevisiting,earlydetectionandtreatmentfordelays,creatingcontextsforhealthychilddevelopmentinallsettingswherechildrenspendtime,developingschool-basedfamilyresourcecenters,adoptingconsistentbehaviormanagementapproachesacrosssettings,andspreadingpracticesforeffectiveteachingandlearningacrosssettings.WorkdoneinCommunitiesofPracticelastyearhaveyieldedthefollowingresults:

ThehighcostofchildcarehasrepercussionsacrossNewYorkState’s(NYS)economy.Duringthesummerof2016upstateNewYorkParentsacrosseighteconomicregions,participatedinasurveyregardingthecostofchildcare.InSteubenandSchuylerCounties,thissurveywasconductedbyouroffice.Uponcompletionofthesurvey,thedatacollectedwasforwardedtotheEarlyCareandLearningCouncil(ECLC),theNewYorkleadershiporganizationforthenetworkofthirty-fourChildCareResourceandReferralAgenciesacrossNewYorkState.ECLCcreatedandreleasedthereportonFebruary2,2017.Accordingtothedemographicssurveyed,theaveragecostofcareinNYSis$9,100foraninfant,$8,341foratoddler,$7,629forapreschooler,and$4,413foraschool-agechild.Additionally,accordingtothe2016reportpublishedbyChildCareAware®ofAmerica,inNYS,singleparentspay55%oftheirincomeforinfantcentercareandnearly100%oftheirincomefor2children.Marriedparentsof2childrenlivingatthepovertylinepay129%oftheirincomeforcentercare.Insomeupstateregions,infantcareisashighas$14,144;nearlytwiceasmuchastheannualcostofcollegetuitionatafour-yearstatecollege.

• Decreasespecialeducationplacementby49%andreducegraderetentionby50%;• Decreasechildabuseandneglectby51%andjuvenilearrestsby33%;• Increasehighschoolgraduationby31%andcollegeattendancebymorethan80%;• andIncreaseemploymentby23%.

Thereductioninchildcarefeeassistancetolocalcountieshaseconomicrepercussions.

• Parentsfinditincreasinglydifficulttosecurereliable,consistentchildcare,makingitmoredifficultforthemtokeeptheirjobsandprovidefortheirchildren.

• Childcareproviders—animportantsectorofthestate’sworkforce—continuetostruggletobridgethegapbetweentheircostsandwhatparentscanaffordtopay.

• And,childrenwhospendlargeportionsoftheirfirst2,000daysoflifeinlow-qualitychildcarecanfacegreaterhurdlesastheytransitiontoschoolandultimatelyintotheworkforce.

Toendthisonapositivenote,itshouldbenotedthattheneedforaccessible,affordable,highqualityearlylearningprogramsforchildrenisbeingrecognizedandtalkedaboutinalllevelsofgovernment.Bothcandidatesdiscussedanddebatedthisissueintherunuptothe2016election.TheNYSlegislature,inmanycasesonabipartisanmanner,hasintroducedbillsandcirculatedsignonletterstoincreasefunding,promotequality,healthandsafety,supportlowwageearningparents,andbolsterthechildcareworkforce.Onthelocallevel,theDepartmentofSocialServices,KidsOnTrackandChildCareAware®ofSteubenandSchuylercontinuetoworkcollaborativelywithwidercoalitionstofocusonsolutionsandbringsystemicchangetostrengthenourearlylearningsystem.
