Overview of WSAA
The Water Services Association of Australia (WSAA) is the peak industry body representing
the urban water industry. Our members provide water and sewerage services to over 20
million customers in Australia and New Zealand and many of Australia's largest industrial
and commercial enterprises.
Based around our vision of 'customer driven, enriching life', WSAA facilitates collaboration,
knowledge sharing, networking and cooperation within the urban water industry. We are
proud of the collegiate attitude of our members which has led to industry-wide approaches
to national water issues.
WSAA can demonstrate success in the standardisation of industry performance monitoring
and benchmarking, as well as many research outcomes of national significance. The WSAA
Executive retains strong links with policy makers and legislative bodies and their influencers,
to monitor emerging issues of importance to the urban water industry.
WSAA was formed in 1995 as a non-profit organisation to foster the exchange of information
between industry, government and the community, and to promote sustainable water
resource management.
The urban water industry is commited to anchoring its services to customers' values, and to
enrich communities where water services have broad economic, environmental and social
values. In line with this our main activities focus on four areas:
1. influencing national and state policies on the provision of urban water services and
sustainable water resource management
2. promoting debate on environmentally sustainable development and management of
water resources and the community health requirements of public water supplies

1 EXECUTIVE SUMMARY
This Issue 3 closes out a future work item to update AS/NZS 4020 testing and also includes
updated suppler and quality assurance details.
This appraisal addresses Stockbrands 4N tapping bands for use with polyethylene pipe in
sizes from DN63 to DN315, as detailed in Section 4. The tapping bands are manufactured
from a 20% Glass filled Noryl Resin, a stable non-corrosive material. Two halves are bolted
together with 316 stainless steel bolts, using an NBR elastomeric lip seal to achieve water
tightness. The tapping bands are rated as PN16.
The tapping bands are coloured black for use with polyethylene (PE) reticulation water
mains. Purple coloured tapping bands are available for non-drinking water.
Stockbrands 4N tapping bands for use with pipeline materials other than PE have been

Mechanical tapping bands for waterworks purposes.
Stockbrands Co Pty Ltd and their manufacturer Ace Plastics Pty Ltd both operate under
quality management systems certified to ISO 9001:2008.
The 4N tapping bands are product certified by Australian Certification Services to AS/NZS
4129:2008 Fittings for polyethylene (PE) pipes for pressure applications.
This Appraisal has determined that the Stockbrands 4N tapping bands, as detailed in Section
4 and included in the product certification schedule, comply with the requirements of WSA
PS 327 Tapping bands, mechanical, for use with polyethylene (PE) mains for pressure
applications-water supply and are considered as ‘fit for purpose’.
1.1 Recommendations
It is recommended that WSAA members, subject to any specific requirements of the member,
accept or authorise the Stockbrands 4N tapping bands for use with polyethylene (PE)
reticulation water mains, as detailed in this report, provided any relevant conditions relating
to the design, installation, acceptance testing and commissioning are performed in
accordance with WSAA Codes, AS/NZS 4129 and the manufacturer’s requirements.
2 THE APPLICANT
2.1 The Supplier
The Stockbrands Company was formed in 1963 by the Forehan family and is still owned and
operated by the family. The Company commenced as a foundry primarily manufacturing
items for the stock identification industry and in 1968 the company started casting bronze
fittings for the mains water supply. In 1987 the Company commenced injection moulding
plastic ear tags for sheep identification.
In conjunction with the local Water and Gas Authorities, the Company began experiments in
the moulding of plastic tapping bands and fittings for water and gas reticulation. The W ater
Corporation in Western Australia provided practical advice and assistance for the original
design and manufacture of the tapping band. SECWA (now Atco Gas) was equally involved
in the current range of gas products and the Company is currently one of the main suppliers
of tapping bands and associated products to WA and Victorian Gas networks.
Over the years, the development of Stockbrands mains water tapping bands has progressed
with the result being the unique 4N tapping band.
2.2 The Manufacturer
ACE Plastics Pty Ltd commenced operations in 1987 at its current location in Osborne Park
WA. Since that time it has grown into a sophisticated modern plastic injection moulding
business employing specialist tool makers and die setters using the latest equipment and
efficient manufacturing methods.

ACE Plastics Pty Ltd is an ISO 9001:2008 Quality Assured Company offering a complete
design development, manufacture, assembly and delivery service to clients.
3 THE PRODUCT
Stockbrands 4N tapping bands provides a means for the connection of property service pipes
from reticulation pipelines. Two halves are bolted together with Grade 316 stainless steel
bolts to form a full circle clamp around the pipe. An NBR elastomeric lip seal is employed to
achieve water tightness. The tapping bands are rated as PN16.
The two halves are manufactured from a Noryl resin (20% glass filled). Noryl resins are a
modified polyphenylene ether (PPE) / polyamide (PA) resin blend that combines PPE's
dimensional stability, low water absorption and heat resistance with PA's chemical
resistance and flow characteristics.
The tapping bands are colour coded black for use with polyethylene (PE) reticulation water
mains. Purple coloured tapping bands are available for non-drinking water.
Nuts and bolts are Grade 316 stainless steel and the nut is coated with molybond to prevent
thread galling. The ‘E’-lip seal is made from NBR elastomer. The female tapered thread
outlet is reinforced with a Grade 316 stainless steel collar.
4 SCOPE OF THE APPRAISAL
Details of the Stockbrands 4N tapping band range for PE pipe is provided in Table 1.

5 APPRAISAL CRITERIA
5.1 Quality Assurance Requirements
The WSAA product appraisal network accepts 4N Stockbrands mechanical tapping bands
manufactured in compliance with AS/NZS 4129 and duly certified by means of an ISO Type
5 product certification scheme undertaken by a JAS-ANZ accredited Conformity Assessment
Body (CAB) or by an international accreditation system recognised by JAS-ANZ.
The manufacturer is generally expected to have a production management and control
system that has been duly accredited in accordance with AS/NZS ISO 9001 as a prerequisite
to undergoing a product certification audit.
5.2 Performance Requirements
4N Stockbrands mechanical tapping bands have been appraised for compliance with
AS/NZS 4129 – Fittings for polyethylene (PE) pipes for pressure applications .

Appraisal criteria are also determined by the WSAA Infrastructure Products and Materials
Network and regularly reviewed to ensure that the criteria reflect the requirements of WSAA
members.
The following Product Specification is also relevant to this application:
WSA PS-327 Tapping Saddles, Mechanical, for Use with Polyethylene (PE) Mains for
Pressure Applications – Water Supply.

6 COMPLIANCE WITH APPRAISAL CRITERIA
6.1 Compliance with Quality Assurance Requirements
Stockbrands Company Pty Ltd has a quality certified management system to ISO 9001:2008
certified by Bureau Veritas Australia Pty. Ltd. (BVQi) Certificate No AU001422.
The manufacturing company, Ace Plastics Pty Ltd, has a quality certified management
system to ISO 9001:2008 certified by Bureau Veritas Australia Pty. Ltd, Certificate No.
AU001422B.
Stockbrands 4N Tapping Bands are product certified by Australian Certification Services,
Certificate of Conformity No. 3004, for compliance with AS/NZS 4129:2008 Fittings for
polyethylene (PE) pipes for pressure applications.
Austain Fasteners Pty Ltd, the supplier of the stainless-steel fasteners has a quality certified
management system to AS/NZS ISO 9001:2008 certified by Bureau Veritas Australia Pty.
Ltd., Certificate No. AUS13000132.
Motherson Elastomers Pty Ltd, the supplier of the NBR rubber compound, has a quality
certified management system to AS/NZS ISO 9001:2008 certified by SGS Pty Ltd, Certificate
No. 3105216.
CRP Industries Pty Ltd, the supplier of the lip seal, has a quality certified management
system to AS/NZS ISO 9001:2008 certified by BSI, Certificate No. FS 604278.
Copies of the primary Quality Assurance and Product Certification licences have been
included in Appendix B. Other certifications are available for downloading from the WSAA
member’s website.
6.2 Compliance with Performance Requirements
6.2.1 Materials
6.2.1.1 Body halves
Reference AS/NZS 4129:2008 Clauses 1.13.1 & 1.13.2
NORYL resin is manufactured by Sabic Innovative Plastics, Pittsfield, Massachusetts, USA.
The Stockbrands 4N tapping bands are manufactured from a nominated NORYL resin (20%
glass filled). This is a unique material not listed in Table 1.1 of AS/NZS 4129.
AS/NZS 4129:2008 Clause 1.13.1 specifies materials not specified in Table 1.1 should have
test conditions established in accordance with the principles of ISO 9080 so as to be at least
equivalent to the conditions for the materials listed in Table 1.1 for the evaluation of the long
term performance of the material.
Stockbrands has submitted documentation from Sabic describing ‘typical properties’ as
prepared by GE Plastics listing ‘Mechanical’, ‘Impact’, ‘Thermal ’ and ‘Physical’ values as
tested against various ASTM D standards.
Stockbrands requested Sabic to carry out an extreme form of test to indicate compliance
with Clause 2.4.1 of AS/NZS 4129. The subsequent testing was carried out by the Welch
Technology Centre (WTC) in Bangalore, India. This process has been accepted by
Australian Certification Services.

The WTC report titled ‘Environmental Stress Cracking test sheet’ has been submitted by
Stockbrands and provide the following information:
• Exposure method - Immersion
• Standard: ASTM D543
• Chemical - Free chlorine Test 1 = 5ppm, Test 2 = 5000ppm
• Exposure time 1000 hours
• Test specimens 5 for each test
Indicated results (averages) after 1000 hours compared to control specimen retained in air
are shown in Table 3:

The general indication from the data supplied was minimal change to the Noryl material
when exposed to water containing 5000ppm chlorine. Accepted

AS/NZS 4129, Clause 1.13.1 relates to testing dimensional stability of plastic materials in drinking water with
maximum disinfection levels. Standards Australia Committee WS/16 has been asked to clarify this test with
respect to the 4N tapping band and the response to date indicates the Clause cannot be objectively assessed.

Ref AS/NZS 4129, Clause 1.13.1 Australian Certification Services Evaluation Audit states:
Plastics moulded material test. Identifies that a 1000 hour type test needs to be conducted on an injection
moulded pipe sample, materials under test conditions as listed in a table. In accordance with the standards data
pertaining to the long-term performance of the material would need to be supplied in order to establish what
test conditions are to be applied. i.e. The 20% glass filled NORYL material cannot be extruded into a pipe form
and this test was deemed inappropriate for this material.
6.2.1.2 Bolts, nuts and washers
Refer: AS/NZS 4129:2008 – Clause 1.14.1.2
Bolts, nuts and washers are 10mm Grade 316 stainless steel with the nuts coated with dry molybdenum for anti-galling. Stockbrands has previously submitted delivery dockets and a letter of confirmation from the supplier.
6.2.1.3 Elastomeric sealing ring
The elastomeric sealing ring is an ‘E’-lip seal moulded from NBR rubber by CRP Industries.
The compound is supplied by Motherson Elastomers.
Stockbrands has submitted a copy of a Material Test Report to confirm compliance with
AS1646-2007 Elastomeric seals for waterworks purposes.
6.2.2 Effect on water

Stockbrands has submitted a type test report from Water Quality Centre Test Report Number 183556 dated 6th June 2016 to demonstrate that the Stockbrands 4N tapping bands comply with the requirements of AS/NZS 4020:2005 using a scaling factor of 0.05.
6.2.3 Design
6.2.3.1 Fitment and means of attachment
NATA accredited Plumbing Testing Laboratory (PTL) Report No. TT2183 has been submitted
to demonstrate 4N tapping band assembly complies with full circle requirements.
6.2.3.2 Threaded outlets (tappings)
Refer: AS/NZS 4129:2008 Clause 1.8 – THREADED END CONNECTIONS ON FITTINGS
4N tapping bands are supplied with threaded outlets (tappings) with tapered RC internal
threads in accordance to AS ISO 7.1:2008 Pipe threads where pressure-tight joints are made
on the threads - Part 1: Dimensions, tolerances and designation. Stockbrands advise that
tapered RC threaded outlets will tolerate considerable over tightening when a tapered R
external threaded fitting is used.
Stockbrands has submitted a test report from the NATA accredited (Reg No. 676) Vipac
Plumbing Products Laboratory where three PN 16 rated samples in size DN 315 were
successfully tested and demonstrated compliance with Clause 1.8.
The outlet has a 316 stainless steel reinforcing band fitted.
6.2.4 Testing processes
Refer: Clause 6.2.1.1 above.
Australian Certification Services Evaluation Audit states:
Clause 1.13.1 AS/NZS 4129:2008 (also Clause 2.4.2 AS/NZS 4793:2009). Plastics moulded
material test identifies that a 1000-hour type test needs to be conducted on an injection
moulded pipe sample, materials under test conditions as listed in a table. In accordance with
the standards data pertaining to the long term performance of the material would need to be
supplied in order to establish what test conditions are to be applied.
i.e. the 20% glass filled NORYL material cannot be extruded into a pipe form and this test
was deemed inappropriate for this material.

6.2.4.1 Liquid infiltration

Stockbrands submitted Joint infiltration tests witnessed by the Plumbing Testing Laboratory
- Test Report No. TT2183. The testing was conducted on PE 100 PN 16 pipe in sizes DN
63, 110, 125 and 180.

6.2.4.2 Leak resistance under pressure when subjected to bending
Ref AS/NZS 4129:2008, Clause 4.4.3
AS/NZS 4129:2008, Clause 4.4.3 specifies a test for leak resistance under pressure when
the pipe is subjected to prescribed bending. This test has been deemed unnecessary as the
industry norm is ‘no tapping on bent pipes’. Some agencies allow tapping on DN 63 and
smaller mains installed in cul-de-sacs where the radii are usually large and unlikely to have
a detrimental effect on the sealing of the tapping band.

6.2.4.3 1000 hour hydrostatic pressure test for assembled saddle

Stockbrands submitted 1000 hour hydrostatic pressure tests performed by the Plumbing
Testing Laboratory - Test Report No. TT2183. The testing was conducted on PE 100 PN 16
pipe in sizes DN 63, 110, 125 and 180.
For the additional product to the range Stockbrands has submitted a test report from the
NATA accredited (Reg No. 676) Vipac Plumbing Products Laboratory where three PN 16
rated samples in size DN 315 were successfully tested to the nominated Clause 4.4.4.

6.2.4.4 Resistance to pressure during application of a bending moment to the branch
outlet

Stockbrands submitted resistance to bending moment tests witnessed by the Plumbing
Testing Laboratory - Test Report No. TT2183. The testing was conducted on PE 100 PN 16
pipe in sizes DN 63, 110, 125 and 180.

Stockbrands submitted resistance to axial sliding tests witnessed by the Plumbing Testing
Laboratory - Test Report No. TT2183. The testing was conducted on PE 100 PN 16 pipe in
sizes DN 63, 110, 125 and 180.

arrangements and equipment used to undertake the tests.
7 FITTING INSTRUCTIONS, TRAINING AND INSTALLATION
Installation instructions are printed on the outside of the plastic packaging . A label placed
on the right-hand side of the fitting instructions outside of the packaging, listing product code,
product size and off take size, tapping band designation pipe type suitability (i.e. Standards
and bar code).
8 PRODUCT MARKING
Ref AS/NZS 4129:2008, Clause 1.15
The 4N tapping band is legibly and durably marked (moulded) with the following
information:
Manufacturer 4N moulded into the upper half
Pressure class PN 16 moulded into the upper half
Size XXX mm moulded into the lower half
Pipe material PE moulded into the lower half
Standards marking moulded into the lower half
Manufacturer’s date/batch stamp moulded into the lower half.
9 PACKAGING AND TRANSPORTATION

10 PRODUCT WARRANTY
The products are covered by the normal commercial and legal requirements of the
Competition and Consumer Act 2010 (Cth), which covers manufacture to the relevant
standard, and details of Stockbrands Co Pty Ltd warranty is included in their terms and
conditions of sale.

12 DISCUSSION
Stockbrands advise that the 4N tapping band tapered threaded outlet are only compatible
with tapered male threads. It should be noted that ferrules or ball valves commonly used for
service connections have tapered threads.
Stockbrands 4N Tapping Bands may be positioned on the pipe with outlets ranging from
vertical to horizontal in order to suit various service pipework orientations.

infringes the intellectual property rights or proprietary rights of any person. Recipients of the
report should undertake their own assessment of whether (as relevant) the importation,
manufacture, sale or use of the relevant Products infringe the intellectual property rights or
other proprietary rights of any person. If the Product infringes intellectual property rights or
other proprietary rights there is potential for the supply of the Products to be interrupted.
From time to time the Water Services Association of Australia Limited and the other
