Tacoma City Council Tuesday con� rmed the appointments and re-appointments of six lo-cal residents to serve on the 10-member Tacoma Community Redevelop-ment Authority (TCRA) Board.
TCRA is tasked with administering loans to low-income families who need help buying or repairing their homes, as well as to developers who provide multi-family housing to low-income families. The board also works with businesses that rehabilitate blighted commercial space, as well as with non-pro� t organizations that provide key ser-vices to the local community. The board consists of lawyers, bankers, contractors, certi� ed public ac-countants, and real estate brokers or agents. They serve two-year terms. The board meets at 7:30 a.m. on the second and fourth Thursdays of each month.
City Council's Neighborhoods and Housing Com-mittee conducted interviews earlier this month and forwarded its recommendations to the full council.
"This is a very important organization that makes decisions about housing and other public development projects," said Councilmember Lau-ren Walker, who also chairs the Neighborhoods and Housing Committee. "There was a lot of interest in this. It was a very dif� cult decision."
Action taken Tuesday at City Hall by councilmem-bers appoints Chris Van Vechten to the "Attorney" designation, re-appoints Steve Snider and Teresa Colby to the "Banking or Financing" designation, appoints Jason Kors to the "Certi� ed Public Ac-countant" designation, re-appoints Edward "Curt" Curtis to the "Licensed Realtor or Broker" designa-tion, and appoints Michael McNiel to the "Licensed Realtor or Broker" designation. Each appointee will serve two-year terms that expire on Dec. 31, 2015.

participate in an exercise aimed to hone their skills under live � re conditions. Nearly 30 � re-� ghters battled the controlled blaze, which was set at a vacant house in the 6200 block of 16th Street East and on property owned by Ta-coma RV Center in Fife. According to a Tacoma
Fire Department spokesperson, live � re train-ing in a controlled environment is valuable for developing � re� ghting skills. During the all-day training exercise, � re� ghters conducted interior � re attacks and used thermal imaging cameras to search for and observe � re behav-ior. Fire� ghters conducted a similar training exercise in August.

County will mark the passing of a local resi-dent who was killed nearly two years ago by a driver under the in� uence of drugs.
Gary Slick, 47, a father of three children, died in one of Pierce County's most devastating impaired-driving crashes when he was struck from behind on the afternoon of Aug. 11, 2012, while walking on the shoulder near the inter-section of State Route 410 and 214th Ave. E., just a few blocks from his home. Slick was en route to pick up his truck from a tire store.
According to Pierce County of� cials, the driver, James Southard Jr., 51, swerved onto the shoulder, hitting and killing Slick. South-ard initially � ed the scene on foot, but was later identi� ed by witnesses when he returned to his vehicle parked on the side of the road, ac-cording to Pierce County of� cials. Inside South-ard's truck, law enforcement of� cers found methamphetamine and over 170 prescription drug pills. Last year, Southard was sentenced to an exceptional sentence of 27 years in prison after pleading guilty to vehicular homicide.
"This is another unfortunate example of why drugs and driving don't mix," said Lindquist. "Because of the exceptional sentence, this de-fendant should never be on our roads again."
"Gary was the person you always wanted on your team, and he's not here anymore," said Slick's sister, Kathi DePiro.
Southard had previously served 10 years in prison for killing another man in a DUI crash who, like Slick, left behind a widow and chil-dren, according to Pierce County of� cials.
On Friday, the Tacoma Pierce County Vic-tim's Panel will join Slick's family, � rst respond-ers, and the Bonney Lake Police Department in remembering Slick during a dual-memorial sign unveiling. The event, which is open to the public, will be held on Fri., Jan. 24, at 3 p.m. near the accident site in Bonney Lake.
The following night, several dozen of� cers from law enforcement agencies across the county will participate in the Tacoma Pierce County DUI and Traf� c Safety Task Force's special DUI emphasis patrol dedicated to Slick. Motorists stopped by of� cers will receive a remembrance � yer about Slick highlighting information about both the human and other costs of a DUI. At least six of� cers trained as drug recognition experts will participate in the weekend enforcement.
In conjunction with the chiefs of the Bon-ney Lake and Sumner Police Departments and Washington State Liquor Control Board of� -cers, the Task Force will also conduct its Home Safe Bar program Saturday night to remind bar personnel of their responsibility to reduce the number of drivers that leave their estab-lishments impaired. Bars turning out drivers who are subsequently arrested for DUI on Sat-urday night will be visited by the bar team, now in its third year of operation.

Zoo & Aquarium at no charge on Sat., Jan. 25, as part of 12 Tacoma Resident Free Days scheduled at the zoo in 2014 to thank voters for their approval of a 1999 bond issue that paid for improvements at the zoo.
With money from that $35 million bond issue, the zoo built Kids' Zone and Animal Avenue, Asian Forest Sanctuary, the Wild Wonders Outdoor Theater, a new animal hospital, a new front gate, education center, gift shop and cafe. The Zoo also rewards Pierce County residents with discounted admission prices every day. That discount recognizes the support of Pierce County voters, who approved a sales tax in 2000 that contrib-utes to zoo operations.
To be admitted for free, Tacoma residents 18 and over must provide proof of residency at a physical Tacoma address (not a post of� ce box). If a resident's photo ID doesn't have a physical Tacoma address, al-ternate proof of residency is required. That can be a utility bill or legal document with a Tacoma address that matches the person's photo ID. Children under 18 do not have to provide proof of residency.

Help rename McKinley Play� eldMetro Parks Tacoma is seeking the public's input
on a plan under way to rename McKinley Play� eld on Tacoma's east side.
According to park of� cials, the large park that overlooks the Tacoma Dome was named McKinley Park in 1901 to honor the memory of the recently assassinated President William McKinley. Soon after, the area around the park became known as McKinley Hill. The City of Tacoma even changed the name of East H Street to McKinley Avenue in 1909. A couple of decades later, Metro Parks Tacoma purchased land on McKinley Avenue and the park currently known as McKinley Play� eld, located at 4321 McKinley Ave. E., was created in 1928. Over the years, having two parks located so close to each other and both with McKinley in their names, has occasionally resulted in confusion.
Last year, Metro Parks Tacoma received a request to change the name of one of the parks to end the con-fusion. Since the naming of McKinley Park, located at 907 Upper Park St., played a signi� cant historic role in the naming of the McKinley Hill neighbor-hood which emerged around it, Metro Parks Tacoma has chosen to rename McKinley Play� eld.

liminary bids from contractors interested in working on a project that will bring site improvements and a new public restroom to Old Town Dock.
The project budget is estimated at $260,000. A pre-bid meeting was held at 10 a.m. on Tues., Dec. 3. The deadline to submit bids expired at 11 a.m. on Tues., Dec. 17.
The preliminary bidders include Nord-land Construction NW (Nordland, Wash.) -- $262,000; Bershauer Construction, Inc. (Olympia, Wash.) -- $237,609; Lincoln Construction, Inc. (Spanaway, Wash.) -- $242,905; Westmark Construction (Ta-coma, Wash.) -- $336,691; Rod McConkey Construction, LLC (Olympia, Wash.) -- $218,777.83; T Miller Construction (Au-burn, Wash.) -- $303,700; Pease & Sons, Inc. Tacoma's once-crumbling and shuttered 141-year-old Old Town Dock, located at 2123 Schuster Parkway, was closed to the public in the summer of 2008 for a variety of safety reasons, including a deteriorating deck and structural de� ciencies. The dock re-opened last May following a $2.3 million renova-tion.

Tacoma Housing Authority (THA) is soliciting proposals for qualified pro- fessional security or guard service companies to provide unarmed secur- ity at THA developments. The selected firm will perform the following tasks: patrol THA developments; respond to calls from residents, site based agen- cy staff and from home owner and; en- hance the safety and security of em- ployees, residents, and property in these communities.

Location: Pipeline 4 service road (“Pipeline Road”) crossing over Swan Creek, northwest of the inter- section of 72nd St E and Waller Rd E, and in Swan Creek County Park south of Pioneer Way in Pierce County.

The lead agency for this proposal has made a preliminary determination that this project does not have a prob- able significant adverse impact on the environment. An environmental impact statement (EIS) is not required under RCW 43.21C.030(2)(9c). This deci- sion was made after review of a com- pleted environmental checklist and other information on file with the lead agency. This information is available to the public on request.
Comments on this determination of
environmental nonsignificance must be submitted by 5:00 p.m. on January 30, 2014. The City will reconsider this determination based on timely com- ments and may retain, modify, or if s i g - nificant adverse impacts are likely, withdraw the determination.
Unless modified by the City, this de- termination will become a final deter- mination on February 3, 2014. Ap- peals may be filed at the Superior Court of the State of Washington for Pierce County within 21 days after the final determination. Appeals to the Su- perior Court shall be taken in accord- ance with procedures and limitations set forth in RCW 43.21C.075. A copy of the appeal shall be filed with the City of Tacoma, Department of Public Util- ities, Water Division, Attention: Stuart Vaughan, 3628 South 35th Street, Ta- coma, WA 98409.
