Water dispenser (hereinafter referred as "the commodities") has been subject to mandatory
inspection under the Commodity Inspection Act by the Bureau of Standards Metrology and
Inspection (BSMI) since 1 May 1990. To enhance consumer protection and promote
efficiency of energy use, the BSMI will revise
the inspection standards of the commodities from [CNS 3765 (2005), IEC 60335-2-15 (2005-
08), CNS 13516 (1999),CNS 13783-1(2004)] to [CNS 60335-1(2014-11),
CNS 60335-2-15(2014-12), CNS 13516(2014-10), CNS 13783-1(2013-10)], and will expand
the test items and methods by adding requirements from Section 6.9 "Capacity of inner tank"
and 6.11 "Standardized standby loss of every 24 hours, Est,24" of the Standard CNS 13516
(2014-10).
In addition to the safety and energy efficiency requirements for water dispenser, the BSMI
proposes to require marking of presence conditions of restricted substances. Such markings
shall be made in accordance with Section 5 of CNS 15663 (2013-07) on the body, packages,
stickers or the instruction books of the product. For those who utilize website as a means to
announce "the presence conditions of the restricted substances," the website address shall be
clearly stated on the body, packages, stickers or the instruction books of the product. The
conformity assessment procedure for Water Dispenser remains the same, i.e. Registration of
Product Certification (RPC) or Type-Approved Batch Inspection (TABI).

The Australian Government is proposing changes to existing requirements for country of
origin labelling for food to respond to consumer calls for clearer and more consistent
information on product labels.
Under the proposed changes, domestic and imported foods will continue to be required to
make a true country of origin statement to reflect where the product was produced, made or
grown.
The main proposed change for 'priority foods' is that the country of origin statement will be
placed in a box, so it can be found by consumers more easily. Informed by consumer
research, this requirement would apply to foods for which consumers most highly value
origin information. These foods (referred to as 'priority foods') will be defined by excluding
the following food categories: seasonings; confectionery; biscuits and snack foods; bottled
water; soft drinks and sports drinks; and alcoholic beverages.
Additionally, all food, domestic and imported, would be subject to new rules that clarify
when 'made in' and 'packed in' statements can be used.
Foods that are currently exempt from country of origin labelling requirements—for example,
food (including seafood) offered for immediate consumption in restaurants, canteens,
hospitals etc—will continue to be exempt.
The proposed changes are subject to agreement by the Australian government and state and
territory governments.
To assist trading partners and importers the proposals include the following considerations:
i. a transition period commencing mid-2016 prior to entry into force (to be determined
through consultation).
ii. development of free guidance materials for trading partners to help them comply with the
new requirements.
iii. access to a telephone hotline and a free dedicated enquiry email address will be available
in the Australian Department of Industry, Innovation and Science.

This Draft Act controls the marketing of infant and young child food and related products
according to the rules and agreement written in the International Code of Marketing of

III. In this Act, it controls the marketing of Infant and young child food and related products
that includes: "Infant" means a child from birth under the age of 12 months.
"Young child" means a child aged between 12 months to 3 years. "Food for infant and
young child" means infant formula, follow-up formula for infant and young children, and
continuous milk for young children[1]
, complementary food that are marketed as products
for infants and young children, and including other kinds of food for infant and young
children proclaimed by the Minister with the advice of the Committee.
"Related products" means milk containers, milk bottles, teats, or other products
proclaimed by the Ministerial Notice with the advice of the Infant and Young Child Food
and Related Products Marketing Committee.
V. The Committee on the Control of Marketing of Infant and Young Child Food and Related
Products shall be established and composed of the government, academic, and NGOs
representatives.
XXV. In regards to infant formula, follow-on formula, and continuous milk for young children;
manufacturers, importers, and distributors are not allowed, with some exceptions, to
engage in following activities; (1) advertising; (2) Sales promotion; (3) Offering product
samples (4) Donation (5) Offering of object that carries the name, logo, signs, or symbols
that may be related to the products to pregnant women, mothers or family members of
infant and young children, whether directly or indirectly; (6) Sponsoring events or any
other communication means that directly contact with pregnant women, mothers or
family members of infant and young children, whether directly or indirectly; (7)
Providing object, equipment or service with name, logo, or other symbols that links to the
product to the organization and health system; (8) Offering gift, money, or other
incentives, to medical and nursing professionals, or public health personnel (9)
Organizing academic training or seminar about infant and young child food, with
exception of providing funds to professional medical and public health organization to
hold academic meeting and (10) Any other activities prescribed in the Ministerial Notice.
I. Manufacturers, importers, and distributors are not allowed to market the complementary
food to pregnant women, mothers and family members of infants aged less than 6 months
in the same ways as above mentioned.
II. Producer, importers, or distributors or its representative must provide factual product
information to medical, nursing professional, and public health personnel and not provide
information in following manner; falsely present, distort the details, overstate the benefit
or properties, create misunderstanding of key information, claim or certify the benefits
without scientific evidence, and make reference to breast-milk.
III. Object or communication materials with information on infant formula and follow-on
formula must also indicate the approximate financial cost for feeding infant and young
children with infant formula and follow-on formula and warning about health hazards
caused by inappropriate preparation or use of the product.
X. Medical and nursing professionals and public health personnel shall be obliged to provide
counselling and education about the implementation of this Act and notify the
Department of Health or the officials when the violation of this Act is observed.
XXX. Any person who contravenes this Act will be liable for a fine. Medical and nursing
professionals and public health personnel who engaged with the misconduct of this Act
will be reported to the professional organization to consider appropriate measure
according to the professional organization.
I. This Act shall come into force 180 days following the date of its publication in the
Government Gazette.
