SPECIAL CONDITIONS OF CONTRACT:
Tender for COMOX Rx (DC42301) Catalyst Replacement
during HGU II Shutdown 2021
Tender for Hyd-2 Unit, COMOX Reactor (DC42301) nozzle spading/blinding, opening of
top cover, Unloading of Ceramic balls and Catalyst, Internal cleaning & scaffolding for
inspection, Sock loading of catalyst and Ceramic Balls under inert(N2) atmosphere (For
DC42301) as per loading diagram provided, Sieving of unloaded catalyst, Johnson screen &
top cover box up, Hydro testing of vessels, nozzle de-spading/de-blinding as per Scope of
work, Detailed scope of work, Scope of supply, Additional condition of contract, SOR,
Tender document and as per instructions of EIC for a Period of one year from date of to
placement of order meet the requirements as per Process Engineering recommendations.
1. SCOPE OF WORK
Contractor shall arrange all necessary manpower services, Equipment such as Loading
hoppers, Vacuum module, Dust Extractor and Vibrating Screen, Special tools, tackles, safety
equipment and supervision to carry out Hyd-2 unit Reactor/Driers Catalyst Replacement
jobs( under inert atmosphere for catalyst unloading and loading) as per the detailed scope of
work. Reactor/Drier catalyst replacement jobs shall be carried out with extreme safety.
Foolproof rain protection is a must during the job so that rainwater entry shall be completely
avoided in the reactor & unloaded catalyst.
I. Preparation for the job: 1) Mobilize necessary equipment & personnel to site.
2) Complete safety induction, gate pass formalities and site permit requirements.
3) Set up equipment and test run main items like vacuum Module, Life Support
4) Module, Vibrating Screener, Dust Extractor and Nitrogen Cooler/Recycling loop etc.
5) Blind the reactor inlet and outlet lines
6) Set up nitrogen recycling pipe work & nitrogen purge lines for drums and vibrating
screener.
Nitrogen blanket will be maintained in the reactor at all times to prevent any air from entering
the system and contacting the catalyst. Following activities are to be carried out in the Inert
Atmosphere. Specialist Catalyst Technician (With Valid Inert Entry Certificate) shall
enter the Reactor using required Life Support Equipment.
II. DETAILED DESCRIPTION OF THE SCOPE OF WORK OF THE
CONTRACTOR FOR UNLOADING-(DC42301) 1) Open the Reactor Manhole DC-42301 by removing flange bolts..
2) Technician shall enter the Reactor using required life support equipment.
3) Discharge catalyst and Separated Ceramic Balls as per sized from the screener into
lined drums purged with nitrogen. After each drum is filled purge with nitrogen and
secure liners and lids. Label drums, transfer to pallets and hold in designated area for
reloading/ Disposal as per the instruction of EIC.

4) The vessel will have to be cleaned internally and offered to MRPL Inspection.
Additionally Manpower assistance required and internal scaffolding erection with
contractors scaffolding materials required for Inspection will have to be provided by
the contractor and MRPL may consider pressure testing of the vessel after internal
inspection which will have to be carried out by the contractor .The contractor to
consider all these while quoting for the complete catalyst replacement lumpsum
charges as per SOR .Any repairs inside the vessel will be carried out by MRPL on
free of charge basis and no idle charges will be paid for this period of internal repair
of the HT Shift reactor to the contractor.

V. DETAILED DESCRIPTION OF THE SCOPE OF WORK OF THE
CONTRACTOR FOR LOADING - (DC-42301)
1) After Unloading / Screening of the catalyst and clearance from EIC set up the
Loading hopper at the reactor top. Set up life support equipment and Specialist
Catalyst Technician (With Valid Inert Entry Certificate) shall enter the Reactor
using required life support equipment for loading the reactor. 2) Catalyst loading technician to enter the reactor and mark the catalyst ,ceramic balls
levels as per instruction of EIC
3) Load the Reactor upto the required height as per the instruction of EIC level bed and
take outage.
4) Bottom ceramic balls loading needs to be done via bucket loading.
5) Maintain the Loading data sheet containing the amount / height of different
constituents loaded into the Reactor as per the instruction of EIC
6) After clearance from EIC Box up the inlet filter and Manhole with Proper Gasket and
Fasteners. Deblind the Blinded Flanges and provide assistance during start up for
Hot bolting etc.

Weighing Machine, Video Inspection camera, Monitor with necessary attachments
and Supervision to carry out Catalyst Unloading & Loading Jobs.
2) Vacuum Unit including flexible hoses, attachments etc to reach the bottom of
reactor.

39) The contractor shall arrange transportation for their manpower, tools-tackles,
equipments, consumables and material handling equipment.
40) The contractor shall arrange all the food requirements for their manpower during the
execution of the job.
41) The contractor shall keep area clean during the job. The contractor shall do the
housekeeping during and after completion of the job. The contractor shall arrange for
all kind of materials necessary for cleaning/Housekeeping like brush , Waste rags etc.
The Tools, equipment, unused consumables, scaffolding materials brought inside MRPL
premises by the contractor as part of this order can be taken back by the contractor after
the completion of the job.
(Any other items not mentioned in the scope of MRPL and necessary for the
completion of the above mentioned job will be in the scope of the contractor)
3. MRPL SCOPE OF SUPPLY
1) MRPL will provide reactor/ drier catalyst, ceramic balls, reactor packing/internals (if
required) gaskets and bolts, empty drums and pallets required for the job free of
charge.
2) Power supply (24V, 220V, 440V), lighting (Only maximum 24V hand lamps allowed
inside the Reactor/Drier) , utility water and air, if required, from the nearest available
source, however contractor shall arrange for the necessary connections as and when
required, on free of charge basis.
3) Crane, Hydra and operators/riggers, if required for job, based on availability, on free of charge
basis. 4) Scaffolding with platform, required for loading fresh catalyst from drums to Hopper, on free
of cost basis.
4. ADDITIONAL CONDITIONS OF CONTRACT
1) The Contractor shall strictly follow housekeeping practices and Safety regulations at
the place of work.
2) The contractor shall observe all safety precautions and obtain necessary work permits
before carrying out the work inside the refinery complex. All the special safety
precautions listed in work permits to be taken care of while execution of the work.
3) The Contract personnel shall maintain Discipline, Safety Standards, Commensurate
with Industrial standard In the opinion of the Engineer-in-charge, any of the contractor
personnel is found unsuitable, services of such personnel shall be discontinued and
the contractor shall provide suitable alternate personnel immediately.
4) Contractor shall collect & keep in his custody the required Tools, Tackles, etc., one
day prior to the start of the job till the completion of the job.
5) Entire Job is subject to Stage-Wise Inspection and Approval by Engineer-In- Charge/
Inspection/Process Engineering. The Job acceptance is subject to the entire
satisfaction of Engineer-in-Charge/Inspection/PE.
6) All necessary documents and as directed by EIC shall be maintained by the Contractor
& the same shall be furnished as & when required by EIC.

7) The Contractor shall return all the special tools, equipment and other items taken from
MRPL on completion of work duly certified by the Engineer-in-charge. For any items
lost or damaged by the Contractor, the replacement cost shall be recovered from the
Contractor’s bills.
8) The Contractors are advised to go through’ all the attachments of the tender carefully
before quoting for the Job.
9) The Quantities mentioned in the SOR are indicative only. However payment will be
made as per the quantities executed and as per Schedule of Rates.
10) The contractor shall be solely responsible for the safety and health of their employees.
5. TIME OF COMPLETION
1) Contractor will be given a notice of 15 days for mobilisation & set up of equipment
at our site. Contractor should be ready to take up job as per instruction of Engineer-
In-Charge.
2) Time is of the essence for the job, hence contractor shall deploy the resources on round
the clock basis including holidays or as per instructions of EIC to complete the job
within 7 days from the date of handing over of first equipment to contractor.
However, MRPL reserves the right to suspend the activities based on the
requirement/circumstances and such suspended period will not be accounted in job completion
time.
6. PENALTY CLAUSE
I. Non-Performance Penalty:
The contractor is supposed to provide the all required resources including manpower
within seven days of request from EIC. In case the contractor fails to provide the
manpower with all necessary materials, tools, equipments & PPE’s within requested
time or delay in completion of work in all respects, the following shall apply.
The Engineer-In-Charge shall at his sole discretion may get the work done through
other contractor at the risk and cost of the contractor to whom the job had been
awarded. The contractor may not be considered for future tender in MRPL.
II. Safety Violation Penalty:
The Contractor shall strictly follow MRPL safety regulations inside the Refinery. In
case the Contractor is found to violate any safety norms like PPE violation, unsafe
act/ condition is observed, Any near-miss is reported, or Reportable Lost Time Injury is
reported, the penalty as per “Contract Workers Safety policy” will be levied. The decision of
EIC will be final in this regard.
