The Punjab State Cooperative Bank Ltd and DCCBs
1 Sealed tenders (bids) are invited in prescribed format from reputed professional Security Agencies
(bidder) for security services to the 'Bank', The Punjab State Cooperative Bank (PSCB)
Branches, offices, ATMs and District Central Cooperative Bank's (DCCB's) branches, offices and
ATMs in the State of Punjab.
2 'Bank' means the Punjab State Cooperative Bank and District Central Coop. Banks, Branches and
Offices/ATM site etc.
3 The Agencies/companies who are registered/empanelled with any Banks/Central/State Govt./
Semi Govt./ Govt. Undertakings/ Public Sectors/ Large Institutions/Corporate may be considered.
The security service providers who have sufficient experience, requisite infrastructure & trained
staff, branch office network of its own, for providing efficient security services in the State of
Punjab/Chandigarh may submit tender bids in the prescribed format as given at Annexure-III. The
eligibility Criteria, terms & conditions and scope of work are given at Annexure II.
4 The selection of Agency will be based on the ability and competence, track record, in rendering
good quality of services, in accordance with the scope of work. The agency should have all the
necessary valid statutory compliances. (In conformity with Govt guidelines/ instructions of the
Bank)
5 The Bank may take any decision related to the tender at any time, in the larger interest of the
Bank. The tenders containing false or inadequate information are liable for rejection. Any decision
in this regard by the Bank shall be final, conclusive and binding on the bidder. The Bank reserves
the right to accept or reject in part or full any or all the bids without assigning any reasons
whatsoever and may not avail any services from any vendor as a consequence of this
advertisement or tender.

6. The eligible bidders may submit their Bids in form of ‘Technical Bid’ & 'Financial Bid' (in
separate envelops) for providing the security services. Format for forwarding letter is given at
annexure-I, The eligibility criteria, terms and conditions and scope of work are given at
Annexure II. Contents of the Technical Bid are given in Annexure-III. The tender forms may be
downloaded from the website (www.pscb.in) of the THE PUNJAB STATE COOPERATIVE
BANK Ltd . All details are displayed on the website. If Tender Form/ DNIT is downloaded from
the website, then bidder has to attach a draft of Rs.1000/- (cost of the tender form) issued in
favour of The Punjab State Cooperative Bank Ltd., payable at Chandigarh.
7. If the space in Bid Forms is insufficient for furnishing full details, such information may be
supplemented on separate sheet stating therein the part of Bid Form and serial number.
8. The Agency is advised to visit the Bank sites and thoroughly understand the nature and scope of
work and be familiar with the Bank sites, conditions before submitting the Bids / Tender.
9. Technical and Financial Bids should be reached in the office of AMD (B) of the PSCB at Sector
“Technical Bid and Financial Bid. Both bids should be submitted separately.
11. The envelops containing technical bid of the tender is scheduled to be opened on 17.12.2019 at
11.00 AM onwards or at a later date which will be intimated to all venders. Financial Bids will be
opened of technical qualified agencies / firms.
12. The Bank reserves the right to accept or reject any or all the offers, in part also, without assigning
any reasons.

tender document consisting of Procedure for submission of tender, Eligibility Criteria, Scope of
Work and General terms & conditions. We have understood the provisions of the said tender

Annexure II
A. Basic Eligibility criteria
1. The agency/firm should have minimum experience of 5 years for providing manpower / security
services.
2. The firm/agency should have average turnover of Rs. 100.00 crores in last 3 financial years.
3. The agency/firm should have atleast 5 work orders of Govt. / Private sector in hand, each should
have value of 10.00 crore each.
4. The agency/firm should be net profit in balance sheet in last 3 financial years.
5. The agency/firm should have in hand Govt. / Private work orders in atleast 3 States of minimum
2500 manpower.
6. The agency/firm should have ISO Certificate.
7. The agency/firm should be partnership, proprietor firm or any private limited company.
8. In the case of Armed Guards, all the respective Arms (guns) should have proper valid licenses
and all necessary statutory compliances in all respects.
9. Agency should have license to engage in the business of Private Security Agency-issued by the
Competent Authority of the Govt.
10. Registration numbers & certificates for ESIC, EPF, GST, and registration with labour
Department of the Govt.
11. The Agency should not have been /or currently be, blacklisted by any bank, Govt, semi-Govt, or
any other organization. The agency would also be required to give details of any litigation with
its own present/past employees/directors/guards etc. In case of suppression of any information
and if any such undisclosed cases come to light later, it may lead to termination of
contract/rejection of bid.
B. Credentials of Private Security Agency (PSA)
The basic mandatory requirements/valid compliances, for empanelment are as follows:-
a. Agency should have own, effective Infrastructure for the Training of the Guards.
b. Agency should have owned, Credible Supervisory Infrastructure and office network

c. Agency Should have License under "The Private Security Agencies (Regulation) Act
2005".
d. Agency should have a Certificate of Registration with Registrar of Companies or Registrar
of Firms.
e. Agency should have Income Tax Clearance Certificate (latest) &PAN No.
f. Agency should have Audited his latest Annual Accounts i.e. Audit Balance Sheet, Profit /
Loss Accounts and Auditor's Report.
g. Agency should have Registration under Shops & Establishment Act and Certificate from
ESI Corporation(latest).
h. Agency should have Certificate from EPF Organization.
i. Agency should be registered with the Govt. under Contract Labour Act (Regulation &
Abolition) 1970.
j. Agency should have Registration with appropriate Authority for GST.
k. Agency should have documents providing compliance of Minimum Wages Act 1948 and
Central Rules (latest).
l. Agency should enclose performance feedback from the existing organisation to which the
agency has provided the security services.
C. Terms and Conditions
The Agency shall have following responsibilities
i. To provide disciplined, courteous, trained and quality manpower to be engaged for the
purpose of guarding the premises of the Bank .
ii. Regular training of the manpower provided atleast once in a quarter.
iii. To ensure that all rules and regulations and bye laws of the State Government /Central
Govt are implemented in letter and spirit.
iv. To ensure that the manpower deployed by them do not in any way cause hindrance to
Bank's Customer Service.
v. To ensure that manpower deployed by them are alert & vigilant during their duty hours.

vi. To ensure immediate corrective actions on receipt of any complaint against the services
provided or against any individual deployed by them in the Bank.
vii. To have a Reserve Pool of Guards to cater for quick replacement of absentees / leave.
Details of such Guards with due police verification should also be made available at the
commencement of contract.
viii. The agency considered to be eligible for allotment of the work shall have to become a
nominal member of the Bank as per provision of its Bye-laws before signing of contract
agreement and start of providing its services.
D. Scope of work
The scope of security services to be rendered include:-
1. The Agency shall deploy trained and experienced security staff at the Banks Branches/ offices/
ATM Sites establishments as per the Banks requirements:-
(a) Security Guards(SG),
(b) Security Armed Guards (Gunmen).(SAG)
(c) Security Supervisors/Officials/ Officers/ specialized staff- (SSO)(may be, required).
2. The Agency shall provide weekly off / Holidays to its personnel as per appropriate applicable
laws/labour laws, as the case may be, but it will be responsibility of the Agency to ensure
uninterrupted security services on all days. The Agency shall provide relievers for the security
personnel on weekly off /Holidays.
3. The Agency shall provide security services on round-the-clock basis (in three shifts of 8 hours per
shift) on all days throughout the year including Sundays and holidays to ensure surveillance and
guarding, reporting -of the entire premises .The deployment of security personnel, round the clock
and per shift/point will be decided as per the requirements of the Bank from time to time.
4. Checking and verifying the entry / exit of personnel, baggage, materials, vehicles etc.
5. Monitoring and reporting of breach/breakage in fencing, encroachment, trespassing, incidents of
crime, defacement of wall, putting up of banners/posters, laying of cable lines etc along boundary
wall of the premises.
6. To safeguard the property against theft, damage, misuse, etc.
7. Goods, materials, equipment etc. shall not be permitted to be taken out of the premises without
valid gate pass.
8. Security personnel shall, at all times, be polite, courteous, respectful and responsive to officers,

participants, visiting faculty, guests, service providers etc.
9. Contract period will be for one year which can be extended upto three years on yearly basis, if the
services are satisfactory. However, Bank can terminate the contract by giving one month notice to
the security agency.
10. The guard on duty shall be asked to carry out patrolling throughout the premises as decided by the
Bank, and record his observations in the register maintained.
11. The SG deployed at particular location shall move around the area and inform concerned officer if
any abnormal/suspicious activities are noticed in the premises.
12. No security personnel shall leave the Bank premises unless properly relieved by the next security
personnel. The security posts/places shall not be left unmanned at any time during the period of
the contract.
13. In the event of accidents, injuries, fire, short-circuit; leakage of water, security personnel shall
report the matter immediately to the concerned officer and also take appropriate action.
14. In case of any theft/trespassing, the Agency shall assist the Bank in lodging FIR with police,
conduct investigation and submit the report on findings to competent authority of the Bank.
15. The Agency should act upon the orders/directions from the authorized representative/Branch
Heads/Security Officers, of the Bank for day-to-day performance of job and ensure
implementation of proper security measures.
16. An authorized representative of the Agency shall visit the premises on a weekly basis to review
the security services rendered, apprise the same to concerned officials of the Bank and submit the
weekly report. They shall perform any other relevant work that may be assigned to them by the
Bank from time to time.
17. Strength of security staff may be increased/decreased by the bank.
18. The outsourced security staff will be the staff of the service provider (private security agency) for
all purposes. They will never claim to be the employees of the Bank.
19. Uniform to security staff will be provided by security agency at its own cost.
20. Police verification of security staff will be done by security agency before their appointment.
21. The tenderer shall attach a DD of earnest money amount of Rs.1.00 lac in favour of "The Punjab
State Cooperative Bank Ltd., Chandigarh" payable at Chandigarh. Tenders not accompanied by

the required amount of earnest money & requisite documents shall be out rightly rejected. Earnest
money (EMD) of successful tenderers shall be released on execution of agreement and furnishing
of bank guarantee as per Clause 26 of tender terms towards security. EMD of unsuccessful
tenderers shall be returned after evaluation of financial bids without any interest. EMD of
successful tenderers will be kept as security.
22. Rates of service/administrative charges shall be quoted by the security agency as a percentage of
the wages (without EPF, ESI, Service Tax and other statutory payments) payable to the security
agency. To avoid quotations of parties in unlimited decimal figures, a minimum rate is fixed in
two decimal points i.e. 0.01. In case more than one party quotes the same lowest rates, the same
shall be decided by draw of lots. Further, as per latest instruction issued by Department of
Finance, Government of Punjab vide No.7/74/2018-1FPI/1539232/1 dated 01.8.2019 the
maximum service charges paid to the service provider/contractor shall in no case be more than
2-1/2 % (Two and half percent) of the amount of contract. These wages for the purposes of
calculation of service charges payable to the security agency, shall also include the wages of
Supervisors appointed by security agency as per norms prescribed in Rules of Punjab Private
Security Agencies Rules 2007 and wages of workers engaged on weekly holiday. National
holidays, casual leave and earned leave. The EPF, ESI and Service Tax in respect of all the
workers including those deployed during weekly holiday, National holidays, casual leave and
earned leave shall, however, be reimbursed to the security agency by Punjab State Cooperative
Bank and District Central Coop. Banks after deposit of the same with the concerned authority
and on furnishing the proof of such payment.
23. The contractor shall be liable for non-compliance of provisions of any Act, laws and rules/
regulations over the engagement of the work force. He/they should indemnify PSCB or concerned
DCCBs against all actions/proceedings, losses, damages etc. that may arise under :-
(a) Workers Compensation Act (b) Minimum Wages Act (c) Industrial Dispute Act
(d) Fatal Accident Act (e) Employees State Insurance Act (f) Shops & Establishment Act
(g) Provident Fund Act (h) Contract Labour (Regulation & Abolition) Act (i) Family
Pension & Deposit Linked Insurance Scheme;
(i) Any other Statutes/Acts/Enactment/Notifications/Circulars not mentioned herein.
PSCB or concerned DCCBs will be free to adjust/set off any amount due to the
contractor against the amount so paid or payable in respect of any of the above said
Acts, laws and rules/regulations.
(ii) Contractor should obtain requisite license/s at his own cost from appropriate
licensing authorities, before undertaking the contract. All licenses/provisions
should be kept under valid during contract.
25. The Tenderer, whose tender is accepted, shall be paid by PSCB or concerned DCCBs only the
minimum wages in respect of various categories of workers deployed by him. Further, the
tenderer shall pay not less than minimum wages to the security guards engaged by him as notified
by appropriate authority from time to time, failing which penal action shall be taken against him
in accordance with the law. Rates will be paid according to the Asstt. Labour Commissioner rate
list or DC rate list (as fixed/revised from time to time) which ever is lower.
26. The Tenderer, whose tender is accepted, shall furnish within 15 days of the acceptance of his
tender, security deposit in the shape of Bank guarantee of Rs.10.00 lacs valid for 18 months from
the date of agreement failing which the contract shall be liable to be cancelled and EMD amount

deposited shall be forfeited. The bank guarantee will only be released to the contractor on
satisfactory performance of the services and on submission of No Demand Certificate from PSCB
or concerned DCCBs and PF, ESI, Income Tax, GST and Service Tax clearance etc., subject to
such deductions from the security as may be necessary for making of the PSCB or concerned
DCCBs claims against the contract. The PSCB shall have absolute rights and powers for forfeiture
of security deposits revoking the Bank Guarantee in case of breach of any clause of the agreement
and no claim whatsoever on this account shall be entertained.
27. If any dispute arises between the service provider/security agency and Banks, the same shall be
referred to and subject adjudication under The Punjab Cooperative Societies Act, 1961.
